Protecting Our Children Comes First Act of 2002 - Amends the Missing Children's Assistance Act to reauthorize and increase funding for the National Center for Missing and Exploited Children. Amends the Federal criminal code to authorize officers and agents of the Secret Service, at the request of any State or local law enforcement agency or the Center, to provide forensic and investigative assistance in support of any investigation involving missing or exploited children. Includes among the purposes of grants under the Act coordinating the operation of a Cyber-Tipline to provide on-line users an effective means of reporting Internet-related child sexual exploitation in the areas of distribution of child pornography, on-line enticement of children for sexual acts, and child prostitution. Amends the Victims of Child Abuse Act of 1990 to: (1) make the reporting requirement for persons obtaining knowledge of a violation of child pornography provisions applicable to obtaining such knowledge from a non-governmental source; and (2) authorize the Center to forward any such report to an appropriate official or subdivision of a State for the purpose of enforcing State criminal law. Authorizes a person or entity providing an electronic communication or remote computing service to the public to divulge the contents of a communication to the Center in connection with such a report.

Energy Workers Compensation Act of 2002 - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA) to provide for worker compensation benefit payments to contractor employees of the Department of Energy (DOE) who were exposed to toxic substances at DOE facilities. (This new subtitle D replaces the current provisions for DOE assistance to such employees in State workers compensation proceedings.) Requires DOE to review claims and determine causation within specified time limits (with the Secretary of Health and Human Services (HHS) continuing to appoint members of physician review panels for diagnosing such occupational illnesses). Directs the Secretary of Labor to pay such benefits from the EEOICPA fund for claimants approved by DOE. Requires the Secretaries of Energy and of Labor to ensure that such claims are resolved in a nonadversarial manner. Revises EEOIPA subtitle B program administration provisions to add as covered illnesses: (1) chronic renal disease, for uranium workers; (2) mercury disease, for workers employed at facilities utilizing more than 100 kilograms of mercury; and (3) lung cancer, among beryllium-related diseases. Revises provisions relating to: (1) a special exposure cohort expansion procedure; (2) the radioepidemiologic model for determining compensation; and (3) additional specified cancers. Provides for EEOIPA coordination with other Federal laws, including the Radiation Exposure Compensation Act. Provides administrative assistance for claimants under either subtitle B or D, including administrative relief and proof where medical records are not available, resource centers, and outreach programs. Establishes within the Office of the Secretary of Labor the Office of the Ombudsman for Occupational Illness Compensation, which is to coordinate activities of the Secretaries of Labor, Energy, and HHS under EEOICPA.

Beneficiary Access to Care and Medicare Equity Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to make a variety of changes with regard to rural health care and such matters as: (1) urban and rural standardized payment amounts under the Medicare inpatient hospital prospective payment system (PPS); (2) disproportionate share hospital (DSH) treatment for rural hospitals and urban hospitals with under 100 beds; (3) a temporary increase in payments for certain services furnished by small rural hospitals and for hospice care furnished in a frontier area; (4) the critical access hospital program; (5) the physician fee schedule geographic adjustment factor; (6) the Medicare incentive payment program; and (7) exclusion of certain rural health clinic and federally qualified health center services from the Medicare PPS for skilled nursing facilities. Amends the Public Health Service Act to give the Secretary the authority to make and guarantee loans from the loan fund to any rural entity for projects for capital improvements. Amends SSA title XVIII with respect to revising updates and restoring payments under: (1) Medicare part A (Hospital Insurance) relating to inpatient hospital services, skilled nursing facility services, and hospice services; (2) Medicare part B (Supplementary Medical Insurance) relating to physicians' and other services; and (3) both parts A and B relating to home health services, eliminating the 15 percent reduction in PPS payment rates. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) the minimum percentage increase for 2003 and 2004; (2) authority regarding disapproval of unreasonable beneficiary cost-sharing; (3) specialized Medicare+Choice plans for special needs beneficiaries; and (4) extension of new entry bonus. Revises requirements for Medicare appeals, regulatory procedures, contracting, education and outreach, prepayment review, overpayment recovery, and enforcement. Amends SSA title XIX (Medicaid) with respect to: (1) Medicaid disproportionate share hospital (DSH) allotments; (2) extension of Medicare cost-sharing for part B premiums for certain additional low-income Medicare beneficiaries; and (3) inpatient drug prices in the best price exemptions for the Medicaid drug rebate program. Amends SSA title XXI (State Children's Health Insurance) (SCHIP) with respect to SCHIP allotments. Amends SSA title XI on the process for the development and implementation of Medicaid and SCHIP waivers. Amends SSA title XX (Block Grants to States for Social Services) to provide for additional temporary grants for State fiscal relief. Establishes the Safety Net Organizations and Patient Advisory Commission to review health care safety net programs.

Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice, headed by a Director who shall develop objectives, priorities, policy, and a long-term plan for elder justice programs; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities, relating to elder abuse, neglect, and exploitation and other crimes against elders, to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Rural Four-Lane Highway Safety and Development Act of 2002 - Directs the Secretary of Transportation to establish and carry out a program to make allocations to States for projects to expand eligible two-lane highways in rural areas to four-lane highways. Authorizes the Secretary to make allocations only for projects that are on the National Highway System (NHS) or a high priority corridor identified under the Intermodal Surface Transportation Efficiency Act of 1991. Directs the Secretary to give priority to projects: (1) to improve highway safety on the most dangerous rural two-lane highways on the NHS; (2) carried out on rural highways with respect to which the annual volume of commercial vehicle traffic has increased since the enactment of the North American Free Trade Agreement Implementation Act or is expected to increase after this Act's enactment; (3) carried out on rural highways with high levels of commercial truck traffic; and (4) on highway corridors that will help stimulate regional economic growth and development in rural areas.

National AMBER Alert Network Act of 2002 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Economic Security Act 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (Public Law 107-147) (TEUCA) to: (1) establish a program of temporary enhanced unemployment compensation benefits; (2) require States to modify their compensation laws to include recently earned wages in base periods, allow compensation for those seeking part-time work, and increase benefits levels by the greater of 15 percent or $25 a week; (3) reimburse States for administrative expenses; (4) extend the TEUCA program; (5) entitle individuals to 26 weeks of TEUCA compensation; (6) apply a revised rate of insured unemployment; (7) set an additional TEUCA benefit period trigger; (8) provide an additional seven weeks of benefits for workers in high unemployment States; (9) repeal a requirement for 20 weeks of work; (10) provide that individual is not ineligible for emergency compensation because of a subsequent entitlement to regular benefits for which the individual does not file; and (11) provide an additional extension of TEUCA assistance. Amends the Internal Revenue Code to provide for no reduction in unemployment compensation as a result of pension rollovers. Amends the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA) to: (1) repeal certain State law extended benefit requirements; (2) revise the definition of rate of insured unemployment; (3) entitle individuals to 13 weeks of unemployment compensation; (4) lower the extended benefit on-indicator; and (5) require a study and report on unemployment insurance benefits provided to individuals who have received assistance under the temporary assistance for needy families program.

Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous byproducts of methamphetamine production; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor to provide grants to local law enforcement; (4) the EPA Administrator to study methamphetamine laboratory operation impacts on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 and the Public Health Service Act to authorize grants for educational programs and treatment, respectively; (2) the Omnibus Crime Control and Safe Streets Act of 1968 to permit hiring police personnel and purchasing equipment; (3) the Controlled Substances Act to eliminate the regulatory exemption for over-the-counter pseudoephedrine product sales; and (4) the Comprehensive Methamphetamine Control Act of 1996 regarding court consideration of good faith efforts to prevent sales violations. Urges the President to seek commitments from the Canadian Government regarding pseudoephedrine availability in Canada and its importation into the United States. Directs the Attorney General to study ephedrine product theft.

Small and Disadvantaged Business Ombudsman Act - Amends the Small Business Act to require the Administrator of the Small Business Administration to designate a Small and Disadvantaged Business Ombudsman for Procurement, who shall: (1) work with each Federal agency with procurement authority to ensure that small businesses are treated fairly in the procurement process; (2) establish a procedure for receiving comments from small businesses and personnel of the Office of Small and Disadvantaged Business Utilization (Office) of each Federal agency regarding the activities of agencies and prime contractors on Federal procurement contracts for small businesses; and (3) establish a procedure for addressing concerns received with respect to small businesses and Federal procurement contracting. Requires an annual report from the Ombudsman to the congressional small business committees evaluating such activities. Requires each Federal agency to assist the Ombudsman to ensure compliance with Federal procurement goals for small businesses, certain procurement policies, and Federal prime contractor small business subcontracting plans. Requires a Federal agency to submit a goal attainment plan upon failure to meet small business procurement goals. Requires each Office director to: (1) have experience assisting small businesses with Federal procurement; (2) not currently serve as the chief procurement officer of such agency; (3) have no other duties; and (4) attend meetings of the Office of Small and Disadvantaged Business Utilization Council. Establishes such Council. Increases, from the current 23 percent to up to 30 percent for FY 2006 and thereafter, the Federal small business procurement goal.

Authorizes the transfer to the Fund from the general fund of the Treasury of the amount of money equal to the untaxed portion of gasohol containing ethanol, effective with respect to the removal or entry of any mixture after September 30, 2003. Eliminates provision of Code stating that obligations of the Fund shall not be interest bearing, thus allowing the Fund to earn interest, effective with respect to obligations held by the Fund after September 30, 2003. Extends various highway-related taxes, floor stock refunds, certain tax-free sales, exemption from tax for use of highway vehicles by States and local governments and for use of certain transit-type buses, deposits into and certain specified transfers from the Fund, transfers from the Fund for motorboat fuel taxes and small-engine fuel taxes, and refunds of certain specified funds from the land and water conservation fund into the general fund. Establishes a National Surface Transportation Infrastructure Financing Commission (the "Commission"). Permits any department or agency to detail personnel to the Commission, and requires such bodies to furnish nonconfidential materials to the Commission upon request.

Medicare Outpatient Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish: (1) a Medicare Outpatient Prescription Drug Benefit Program under new part D; (2) a Prescription Drug Account in the Federal Supplementary Medical Insurance Trust Fund; and (3) a Medicare Prescription Drug Advisory Committee. Provides for: (1) part D benefits under Medicare+Choice plans under Medicare part C (Medicare+Choice); and (2) Medicare cost-sharing and other assistance for low-income individuals but only as it relates to benefits provided under new part D. Revises Medicare supplemental insurance policy (Medigap) benefit packages to conform to changes made by this Act, eliminating obsolete policies with no grandfathering. Directs the Secretary of Health and Human Services to study and report to Congress on the feasibility and advisability of: (1) establishing a uniform format for pharmacy benefit cards provided to beneficiaries; and (2) developing systems to transfer electronically prescriptions under such program from the prescriber to the pharmacist. Requires the Comptroller General to conduct an ongoing study and analysis of the program established under this Act, especially: (1) the extent to which the competitive bidding process under it fosters maximum competition and efficiency; and (2) the savings to the Medicare program resulting from it, including the reduction in the number or length of hospital visits. Expands the membership and duties of the Medicare Payment Advisory Commission (MEDPAC).

Amends SSA title IV part D (Child Support and Establishment of Paternity) with respect to: (1) optional State media campaigns promoting responsible fatherhood; (2) a national marriage and responsible fatherhood information clearinghouse; and (3) policy reviews and demonstration projects to coordinate services for low-income, noncustodial parents. Amends SSA title IV part A with respect to: (1) a ban on stricter TANF eligibility criteria for two-parent families; and (2) court-supervised employment programs for noncustodial parents with a history of nonpayment of child support. Provides for teen pregnancy prevention grants and a national teen pregnancy prevention resource center. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) to direct the Secretary to establish a national goal of reducing teen pregnancy by at least 25 percent by January 1, 2013. Revises requirements for assignment of support rights to the State and child support distribution. Provides for demonstration projects involving establishment and enforcement of child support obligations by public non-SSA title IV part D child support enforcement agencies. Provides for: (1) a decrease in the amount of child support arrearage triggering passport denial; (2) use of the tax refund intercept program to collect past-due child support on behalf of children who are not minors; and (3) garnishment of compensation paid to veterans for service-connected disabilities in order to enforce child support obligations. Reauthorizes and extends State family assistance grants, supplemental grants for population increases, and grants for Indian tribes. Amends SSA title XX (Block Grants to States for Social Services) to restore funding for the social services block grant. Provides for: (1) a one year extension and revision of the transitional medical assistance program under SSA title XIX (Medicaid); and (2) optional coverage of legal immigrants under the Medicaid program and SSA title XXI (State Children's Health Insurance) (SCHIP).

Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) ensure that DNA testing and analysis of samples from rape kits and non-suspect cases are carried out in a timely manner; (2) reauthorize grants; (3) authorize local governments to apply for and receive grants; (4) direct the Attorney General to give priority in awarding grants to a State or local governmental unit that has a significant rape kit or non-suspect case backlog; (5) expand the scope of DNA samples subject to privacy protections; and (6) authorize appropriations to the Federal Bureau of Investigation (FBI) for the collection and use of DNA identification information from certain Federal offenders. Amends: (1) the Federal criminal code and the Federal Rules of Criminal Procedure to authorize "John Doe" DNA indictments for sexual abuse (allows describing a person as an unknown individual who has a particular DNA profile if the identity of the accused or defendant is unknown); and (2) the DNA Identification Act of 1994 to authorize appropriations to the FBI to carry out a redesign of the Combined DNA Index System.

Child Obscenity and Pornography Prevention Act of 2002 - Amends the Federal criminal code to prohibit: (1) making a visual depiction that is a computer image or computer-generated image of, or that appears virtually indistinguishable from an image of, a minor engaging in specified sexually explicit conduct; (2) offering, agreeing, attempting, or conspiring to provide, sell, receive, or purchase a visual depiction of a minor engaging in such conduct; (3) producing, distributing, receiving, or possessing with intent to distribute, or possessing a visual depiction that is, or is virtually indistinguishable from, that of a pre-pubescent child engaging in such conduct; (4) showing a minor obscene material or child pornography; (5) providing obscene material, child pornography, or other material assistance to facilitate offenses against minors; or (6) employing or coercing a minor to engage in sexually explicit conduct outside of the United States for the purpose of producing a visual depiction of such conduct. Includes the prohibition on the use of materials to facilitate offenses against minors within the scope of enhanced penalties provisions. Authorizes a provider of electronic communication or remote computing services that reasonably believes it has obtained knowledge of facts and circumstances indicating a violation of provisions regarding child pornography to report to the Cyber Tip Line at the National Center for Missing and Exploited Children, which shall forward that report to designated law enforcement agencies. Directs the Attorney General to establish and supervise the development and operation of a comprehensive computerized database to facilitate the identification of child pornography produced with actual children and to facilitate the identification of perpetrators.

Small Business Federal Contractor Safeguard Act - Amends the Small Business Act to modify contract consolidation requirements. Replaces definitions of "bundled contracts" and "bundling of contract requirements" with definitions of "consolidated contract" and "multiple award contract." Prohibits a Federal contracting agency from executing a procurement strategy that includes a consolidated contract valued at more than $2 million unless such strategy: (1) identifies benefits anticipated from consolidation and alternative contracting approaches that would involve a lesser degree of consolidation; and (2) includes a determination that the consolidation is necessary and the benefits justify its use. Provides that a procurement strategy that includes a consolidation valued at more than $5 million shall also: (1) be supported by market research demonstrating that such contract will result in cost savings, quality improvements, reduction in acquisition cycle times, or better terms and conditions; (2) include an assessment of impediments to participation by small businesses as prime contractors that result from such consolidation; (3) specify actions designed to maximize small business participation as subcontractors; and (4) not be justified by savings in administrative or personnel costs unless such savings are substantial in relation to the total cost of the procurement. Allows a small business, if an agency head solicits offers for a consolidated contract, to submit an offer that provides for the use of a particular team of subcontractors. Requires equal evaluation of such an offer.
