Okhissa Lake Rural Economic Development Land Conveyance Act This bill directs the Department of Agriculture, upon a written request from the Scenic Rivers Development Alliance, to convey to it without consideration and by quitclaim deed all right, title, and interest of the United States in and to approximately 150 acres of specified National Forest System lands in Franklin County, Mississippi.

Securing Required Funding for Water Infrastructure Now Act or the SRF WIN Act This bill amends the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) to allow the Environmental Protection Agency (EPA) to provide additional financial assistance (e.g., low-interest loans) through FY2023 to state infrastructure financing authorities for drinking water state revolving funds (SRFs) and clean water SRFs to carry out certain water and wastewater infrastructure projects. For projects funded under this bill, the EPA: (1) must expedite their application and review process, (2) may provide up to 100% of the project costs, and (3) must provide financial assistance based on need and give equal consideration to drinking water projects and wastewater projects. Total financial assistance provided under this bill may not exceed $7 billion per state. The bill authorizes the U.S. Army Corps of Engineers and the EPA to provide financial assistance under WIFIA to carry out projects for flood damage reduction, storm damage reduction, environmental restoration, or navigation improvement to certain waterways. Under current law, such financial assistance may be provided to only pilot projects.

Directs the Clerk of the House of Representatives to make corrections in the enrollment of H.R. 195 (Federal Register Printing Savings Act of 2017) to: (1) modify the titles for the bill, (2) compensate employees who were furloughed as a result of the lapse in appropriations which began on or about January 20, 2018; (3) require certain states, federal grantees, and furloughed state employees to be compensated or reimbursed for periods in which there is a lapse in FY2018 appropriations; and (4) specify that the time covered by the Continuing Appropriations Act, 2018 includes the period that began on or about January 20, 2018, during which there was a lapse in appropriations.

Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Museum and Library Services Act of 2017 This bill amends and reauthorizes through FY2023 the Museum and Library Services Act and provides funding for library services and technology through FY2023. The bill expands the definition of "library" and "museum" to include a tribal library or museum and expands the services museums are authorized to provide. The Institute of Museum and Library Services, under the 21st Century Museum Professional Program established by this bill, may enter into arrangements with museum, museum consortia and associations, institutions of higher education, and other entities for projects to: increase the number of students from diverse and underrepresented backgrounds enrolled in graduate and undergraduate museum-related programs; recruit future museum professionals from such backgrounds; develop new or enhance current professional development and retention programs for museum professionals and the museum workforce; and support and conduct research, needs assessments, pilot programs, and evaluation of education and professional development programs to recruit, prepare, educate, and retain the next generation of museum professionals.

Fix NICS Act of 2017 This bill amends the Brady Handgun Violence Prevention Act to require each federal agency and department, including a federal court, to: certify whether it has provided to the National Instant Criminal Background Check System (NICS) disqualifying records of persons prohibited from receiving or possessing a firearm, and establish and substantially comply with an implementation plan to maximize record submissions and verify their accuracy. The bill amends the NICS Improvement Amendments Act of 2007 to: direct the Department of Justice (DOJ) to establish a state implementation plan, including benchmarks, to maximize the automation and submission of mental health and criminal history records to the NICS; waive the grant match requirement under the National Criminal History Improvement Program (NCHIP) for a state that complies with its implementation plan; reauthorize through FY2022 the NICS Act Record Improvement Program (NARIP); establish, as a priority area for NARIP grant funding, a domestic abuse and violence prevention initiative; and create a funding preference under the NARIP program for states that establish an implementation plan and use grant funds to upload felony conviction and domestic violence records. It amends the Crime Identification Technology Act of 1998 to reauthorize through FY2022 the NCHIP program. If a state complies with its implementation plan, then the federal share of an NCHIP grant may exceed 90% of program costs.

Merchant Mariners of World War II Congressional Gold Medal Act of 2017 This bill directs the House of Representatives and the Senate to award a Congressional Gold Medal to the U.S. merchant mariners of World War II in recognition of their service during World War II.

Senate Anti-Harassment Training Resolution of 2017 Requires each Senator and Senate officer, manager, employee, intern, fellow, and detailee to periodically complete training that addresses workplace harassment, including sexual harassment and related intimidation and reprisal prohibited under the Congressional Accountability Act of 1995. Requires the individual to complete such training within 60 days after: (1) adoption of this resolution; or (2) assuming a Senate position, if after such adoption. Deems individuals to have completed training if they completed training during the 115th Congress. Directs each office, including a joint commission or joint committee, employing Senate employees to certify whether covered individuals have completed such training during that Congress. Requires the Secretary of the Senate to publish the certification on its public website.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis , in recognition of their perseverance, bravery, and service to the United States. Following the award of the gold medal, it shall be given to the Indiana War Memorial Museum in Indianapolis, Indiana, where it will be displayed and made available for research. It is the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

Mandate Relief Act of 2017 This bill amends the Internal Revenue Code (IRC) to allow additional exemptions from the requirement under the Patient Protection and Affordable Care Act (PPACA) to maintain minimum essential health coverage (commonly referred to as the individual mandate). The bill exempts individuals who: (1) have household incomes below the national median, (2) reside in a state in which the average premium for self-only or family coverage under the second lowest cost silver plan within the state has increased by more than 10% from the prior year, or (3) reside in a county with fewer than two health insurance issuers offering qualified plans on an exchange. The bill also repeals provisions added to the IRC by PPACA that: (1) restrict payments from health savings accounts (HSAs), Archer medical savings accounts (MSAs), and health flexible spending and reimbursement arrangements for medications to prescription drugs and insulin (thus allowing payments for over-the-counter medications); (2) impose a $2,500 limitation on salary reduction contributions to a health flexible spending arrangement under a cafeteria plan; and (3) impose an additional tax on HSA and Archer MSA distributions not used for qualified medical expenses.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees.

Farm to School Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to reauthorize the Department of Agriculture's (USDA's) Farm to School Program through FY2023 and modify the program. The program currently provides grants and technical assistance to schools, state and local agencies, Indian tribal organizations, agricultural producers, and nonprofit entities to improve access to local foods in schools. The bill makes schools participating in the Summer Food Service Program for children, the early care and afterschool portions of the Child and Adult Care Food Program, and the School Breakfast Program eligible to participate in the program. It also permits USDA to provide land-grant colleges and universities with grants, research, and technical assistance under the program. The purposes for grants awarded under the program are expanded to include agricultural literacy and nutrition education. The bill requires USDA to provide technical assistance, research, and information to increase awareness of and participation in farm to school programs among agricultural producers. In awarding grants, USDA must seek to improve local food procurement and distribution options for agricultural producers and eligible schools. USDA is permitted to fund projects that include innovative approaches to aggregation, processing, transportation, and distribution. The bill establishes new limitations on the amount and duration of grants. The bill also establishes reporting requirements and limits funds that may be used for administrative costs.

Training the Next Generation of Primary Care Doctors Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

Medicare Home Infusion Therapy Access Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to temporarily provide for transitional Medicare payment with respect to certain home infusion services furnished on or after January 1, 2019. Under current law, the Center for Medicare & Medicaid Services is required to establish a permanent payment system with respect to such services furnished on or after January 1, 2021.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

CO2 Regulatory Certainty Act This bill amends the Internal Revenue Code to revise requirements for the secure geological storage of carbon dioxide for the purpose of the tax credit for carbon dioxide sequestration. The bill establishes a December 31, 2017, deadline and requirements for regulations that the Internal Revenue Service (IRS) is required, under current law, to establish for determining adequate security measures for the geological storage of the carbon dioxide such that carbon dioxide does not escape into the atmosphere. The IRS regulations must consider the carbon dioxide to be disposed of in secure geological storage if it is stored in compliance with specified rules promulgated by the Environmental Protection Agency under the Clean Air Act and the Safe Drinking Water Act for the geologic sequestration of carbon dioxide, the injection of carbon dioxide, and the criteria and standards for underground injection control programs that are applicable to Class II wells. The bill also revises the definition of "qualified enhanced oil or natural gas recovery project" to exclude a requirement for the first injection of liquids, gases, or other matter to commence after December 31, 1990.

This bill requires federal banking agencies to treat as qualifying capital instruments certain investments in the capital of unconsolidated financial institutions. Specifically, the bill applies to investments in trust-preferred securities held prior to July 21, 2010, by a depository institution or holding company with assets of less than $15 billion.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies. The bill provides statutory authority for the veterans success of campus program which provides veterans with on-campus educational and vocational counseling. The Department of Veterans Affairs shall: (1) make a new determination regarding each denied veteran's claim for disability compensation in connection with full-body exposure to mustard gas or Lewisite at specified locations during World War II, and (2) presume such exposure unless there is affirmative evidence otherwise.

This joint resolution nullifies a rule submitted by the Consumer Financial Protection Bureau (CFPB) regarding arbitration agreements. (The rule regulates the use of arbitration agreements in contracts for specific consumer financial products and services. It prohibits the use of a predispute arbitration agreement to prevent a consumer from filing or participating in certain class action suits. The rule also requires consumer financial product and service providers to furnish the CFPB with particular information regarding arbitrations.)

Furthering carbon capture, Utilization, Technology, Underground storage, and Reduced Emissions Act or the FUTURE Act This bill amends the Internal Revenue Code to extend and modify the tax credit for carbon dioxide sequestration. The bill modifies the credit to apply it to carbon oxide sequestration. (Carbon oxide refers to any of the three oxides of carbon: carbon dioxide, carbon monoxide, and carbon suboxide.) The bill also: allows certain new industrial or direct air capture facilities to qualify for the credit if construction begins before January 1, 2024; allows qualified projects to claim the credit for 12 years, beginning on the date the equipment was originally placed in service; increases the separate credit amounts, with respect to projects placed in service upon or after the enactment of this bill, that apply to captured carbon oxide that is: (1) disposed of in secure geological storage, and (2) used as a tertiary injectant in an enhanced oil or natural gas recovery project and disposed of in secure geological storage; expands the purposes for which captured carbon oxide may be used; establishes separate carbon oxide capture thresholds for electricity generating facilities, direct air capture facilities, and facilities used for other purposes; specifies that the 75 million metric ton cap on the carbon dioxide that may qualify for the credit applies to carbon oxide and only to projects placed in service before the enactment of this bill; and allows the credit to be transferred from the entity that owns and uses the capture equipment to the entity that disposes of or uses the carbon oxide.

Modernizing Recreational Fisheries Management Act of 2017 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to enter into an arrangement with the National Academy of Sciences to conduct a study of the South Atlantic and Gulf of Mexico mixed-use fisheries. The bill authorizes a regional fishery management council to use alternative fishery management measures in developing a fishery management plan for a recreational fishery or the recreational component of a mixed-use fishery. The bill establishes a temporary moratorium on any new limited access privilege programs (programs whereby limited access privileges to harvest a portion of the total allowable catch in a fishery are issued by federal permit) in mixed-use fisheries under the jurisdiction of the South Atlantic or Gulf of Mexico Fishery Management Councils. Additionally, the bill establishes exemptions from annual catch limit requirements for certain fisheries. NOAA must follow certain guidelines before issuing a new exempted fishing permit. NOAA must develop a report on facilitating greater incorporation of data, analysis, stock assessments, and surveys from state agencies and nongovernmental sources into fisheries management decisions. NOAA must also establish partnerships with states and make grants to improve recreational fisheries data collection.

Securing the Homeland by Increasing our Power on the Seas Act or the SHIPS Act This bill declares that it shall be the policy of the United States to have available, as soon as practicable, at least 355 battle force ships, comprised of the optimal mix of platforms, with funding subject to the annual authorization and appropriation of funds.

Gulf States Protection and Restoration Coordination Act This bill designates the Gulf of Mexico Alliance as a regional coordination partnership of the National Oceanic and Atmospheric Administration. The regional coordination will strengthen collaboration efforts among federal, state, local, and private participants in the five Gulf states (Alabama, Florida, Louisiana, Mississippi, and Texas) to restore and protect the Gulf of Mexico ecosystem. The alliance may provide grants to carry out this bill, including to research the effects of natural and human-induced environmental changes on the water quality and living resources of the Gulf of Mexico ecosystem.

Sustainable, Affordable, Fair, and Efficient (SAFE) National Flood Insurance Program Reauthorization Act of 2017 This bill amends the National Flood Insurance Act of 1968 to extend through FY2023 the National Flood Insurance Program (NFIP). NFIP policy coverage limits for residential and nonresidential buildings are increased. NFIP premiums, surcharges, and fees may not be increased by more than 10% each year. The Federal Emergency Management Agency (FEMA) must provide: (1) loans for mitigation projects, and (2) other financial assistance to qualified households for NFIP premium payments and mitigation projects. The limitation on Increased Cost of Compliance (ICC) coverage (offered by NFIP to cover the cost of flood mitigation measures on certain structures) is increased to $100,000 and ICC eligibility is expanded. This bill prevents the Department of the Treasury from charging interest to FEMA on amounts borrowed for NFIP through FY2023. This bill directs FEMA to revise: (1) directives related to the Write Your Own program, (2) specified elements of the claims process, (3) the appeals process for claims and flood map determinations, and (4) certain flood risk zones. FEMA must study business interruption coverage and participation rates in specified flood zones. This bill also makes changes to: (1) FEMA's mitigation assistance programs, (2) the usage and collection of specified surcharges and fees, (3) the scope of coverage available under NFIP, (4) requirements of NFIP engineers and adjusters, and (5) regulations relating to the disclosure of flood risks on rental property. This bill amends the Biggert-Waters Flood Insurance Reform Act of 2012 to reauthorize through FY2023 the National Flood Mapping Program.

Recognizes: U.S. Capitol Police Special Agents David Bailey, Crystal Griner, and Henry Cabrera for responding to and ultimately ending the threat to Members of Congress, their staff, and others during the shooting at Eugene Simpson Stadium Park in Alexandria, Virginia, on June 14, 2017; the Police Department, the Office of the Sheriff, and the Fire Department of Alexandria, Virginia, and the first responders who reported to the scene; victims Steve Scalise, Zachary Barth, and Matthew Mika, who survived the shooting; and the U.S. Capitol Police for their professionalism, vigilance, and self-sacrifice in protecting Members of Congress and congressional employees, visitors, and facilities. Recognizes that threats to Members of Congress also threaten the foundations of our representative democracy.

Trafficking Victims Protection Act of 2017 This bill expands the Department of Justice's (DOJ's) authority to issue public safety and community policing grants to include funds for training of school resource officers in the prevention of human trafficking offenses. DOJ may bring a civil action in a federal court to enjoin persons from violating federal laws pertaining to the trafficking of persons and the sexual exploitation of children. The bill amends the purposes for which the National Center for Missing and Exploited Children may spend funds from grants issued by the Office of Juvenile Justice and Delinquency Protection. The bill formally establishes in Immigration and Customs Enforcement the Office of Victim Assistance and delineates the functions of that office. DOJ's Office of Victims of Crimes may use not more than 1% of the amount to be distributed from the Crime Victims Fund to provide and improve direct assistance services for crime victims. DOJ, the Department of Homeland Security, and the Department of Labor shall periodically implement improvements to the training programs on human trafficking for their employees. DOJ shall ensure that each human trafficking program operated by DOJ includes training on screening all adults and children suspected of engaging in commercial sex acts to determine whether individuals are victims of human trafficking. DOJ shall issue a screening protocol for use during all anti-trafficking law enforcement operations in which DOJ is involved.

Declares that when the Senate adjourns on June 5, 2017, it stand adjourned as a further mark of respect to the memory of Senator Bunning.
