Washington, D.C. Admission Act This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States. The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress. Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election. The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities. Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections). The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.

Build, Utilize, Invest, Learn, and Deliver for Veterans Act of 2023 or the BUILD for Veterans Act of 2023 This bill addresses Department of Veterans Affairs (VA) capital asset management, planning, and investment. Among other requirements, the VA must ensure it has dedicated offices or entities and sufficient staff to conduct relevant critical responsibilities for the life cycle of capital asset management at the local, regional, and central office levels; establish a staffing model to ensure a minimum base level of capital asset staffing; develop goals and metrics to assess and improve the performance of VA capital asset management programs; comprehensively review the climate resilience of its facilities, land, and other relevant capital assets; submit the Strategic Plan to Improve VA's Delivery and Management of Capital Assets; and review all relevant authorities of the VA to determine whether the provisions are meaningful, relevant, and reflect current operational needs, organization structure, and all other necessary requirements for the full life cycle of effective and efficient management of capital assets. The Inspector General of the VA must examine and report on the management and performance of relevant capital asset projects of the VA. The Government Accountability Office must review and report on the VA's progress toward meeting the goals, metrics, and other plans set forth in this bill. The bill also requires various reports from the VA relating to capital asset improvement and the implementation of capital asset directives (e.g., reports on the VA's physical infrastructure and information technology needs).

Improving Health Insurance Affordability Act of 2023 This bill expands the eligibility of taxpayers for the refundable tax credit for coverage under a qualified health plan and increases cost-sharing subsidies under the Patient Protection and Affordable Care Act.

Assault Weapons Ban of 2023 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Act This bill expands the scope of grants that are awarded through the Department of Justice for specialized human trafficking training and technical assistance for service providers to include Community Oriented Policing Services (COPS) programs that build law enforcement capacity to address human trafficking.

Women's Health Patient Navigator Act of 2022 This bill provides funding for patient navigator grants to assist individuals in accessing abortion services. The Department of Health and Human Services must award the grants to state, tribal, or local governments; nonprofits; or community organizations that offer unbiased and medically accurate programs, services, or activities to connect individuals with abortion services. Grant-funded activities include, among others, coordinating the scheduling, financing, and other logistics of abortion services. Further, the bill prohibits individuals, entities, and states from preventing or otherwise disadvantaging an entity that is eligible to receive a grant from carrying out activities to assist individuals with accessing abortion services, including in any state in which those services are not lawful. Such activities include providing (or assisting in the provision of) abortion care and other reproductive health services that are either (1) lawful in the state where the services are provided, or (2) provided to an individual who does not reside in the state where the services are provided. The bill allows for enforcement of this prohibition through private lawsuits.

This bill makes changes to the Joint Commission on Reducing Violent Crime Against Indians, which was established to increase intergovernmental coordination to identify and combat violent crime within Indian lands and against Indians. Specifically, the bill extends the joint commission for an additional 18 months. It also extends the deadline, from 18 months to 36 months, for the joint commission to make publicly available and submit recommendations to the Department of the Interior, the Department of Justice (DOJ), and specified congressional committees. Additionally, the bill (1) directs Interior and DOJ to contribute the funds necessary for the operation of the joint commission; and (2) allows the joint commission to accept and use gifts or donations of services or property from Indian tribes or tribal entities, academic institutions, or other not-for-profit organizations.

Native American Tax Parity and Relief Act of 2022 This bill makes changes to the Internal Revenue Code to treat Indian tribal governments in the same manner as their state counterparts for tax purposes. Among other changes, the bill treats Indian tribes as states for purposes of the issuance of tax-exempt bonds, equalizes the tax treatment of charities funded by Indian tribal governments, enhances the ability of tribal governments to enforce child support orders, expands the special-needs adoption tax credit to apply to adoptions ratified by a tribal court, designates certain Indian areas as difficult development areas for purposes of the low-income housing tax credit, increases the amount of wages and benefits taken into account for purposes of determining the Indian employment tax credit, and creates an annual $175 million New Markets Tax Credit for low-income tribal communities and for projects that serve or employ Tribe members.

Combating Organized Retail Crime Act of 2022 This bill expands federal enforcement of criminal offenses related to organized retail crime. Organized retail crime typically refers to large-scale retail theft and fraud by organized groups of professional shoplifters, or boosters, who make money by stealing merchandise and reselling it for a fraction of the retail cost. First, with respect to criminal offenses involving the transportation of stolen property across state lines and the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property representing or traceable to the gross proceeds obtained as a result of an offense or a conspiracy to commit an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any property representing or traceable to the gross proceeds obtained as a result of an offense or a conspiracy to commit an offense. Finally, the bill establishes a center—the Organized Retail Crime Coordination Center—within the Department of Homeland Security to coordinate the federal law enforcement activities related to organized retail crime.

Bridging Agency Data Gaps and Ensuring Safety for Native Communities Act or the BADGES for Native Communities Act This bill revises federal policies and procedures related to information sharing, reporting, and investigating cases of missing, unidentified, or murdered Indians. Among other elements, the bill requires the Department of Justice to (1) establish a grant program for specified entities (e.g., tribes) to implement changes to enhance their responses to missing person cases and death investigations of interest to tribes, and (2) work with the Department of Health and Human Services to ensure that federal training resources and culturally appropriate mental health and wellness programs are available to tribal and Bureau of Indian Affairs (BIA) law enforcement officers experiencing occupational stress. The Department of the Interior must establish a five-year demonstration program for the purpose of conducting or adjudicating personnel background investigations for applicants for law enforcement positions in the BIA. The bill also requires the Government Accountability Office to conduct specified studies, including a study on the evidence collection, handling, and processing procedures and practices of federal law enforcement agencies.

Private Markets Transparency and Accountability Act This bill requires certain private companies to register with the Securities and Exchange Commission (SEC) and thereby publicly disclose business practices and financial information. Under current law, companies with assets exceeding $10 million and with a class of securities held by either 2,000 persons, or 500 persons who are not accredited investors, must register with the SEC. In addition, the bill requires companies to register if (1) their valuation exceeds $700 million, or (2) their annual revenue exceeds $5 billion and they have at least 5,000 employees.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2022 or the DISCLOSE Act of 2022 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle. The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Boosting Long-term U.S. Engagement in the Pacific Act or the BLUE Pacific Act This bill requires and authorizes activities related to U.S. foreign policy in the Pacific Islands, including the Cook Islands, Fiji, the Marshall Islands, Papua New Guinea, and Vanuatu. The bill requires specified departments and agencies to develop and implement strategies in the region to expand the coverage of the International Law Enforcement Academies program; help build the capacity of local civilian and national security institutions; expand trade capacity and promote regional development; assist in preparing for natural disasters and other emergencies; assist in building public health capacity and improving outcomes, including in response to COVID-19; address climate change, with a focus on improving critical infrastructure and supporting ecosystem conservation efforts; provide expanded media content to the Pacific Islands and partner with journalists; support efforts to reduce gender-based violence and promote gender equality; promote educational and professional development of young adult leaders and professionals; and promote the development of civil society. The bill also requires the Department of State to prioritize efforts to help the Pacific Islands ratify and implement international legal conventions related to transnational crime. The State Department must also coordinate with regional allies and partners in providing assistance to the Pacific Islands. The President may provide assistance to the Pacific Islands to promote quality basic education and to promote the dissemination of free and accurate information.

Securing American Acquisitions, Readiness, and Military Stockpiles Act of 2022 or the Securing American ARMS Act of 2022 This bill provides that acquisition procedures other than competitive procedures may be used to (1) replenish United States stockpiles with like defense articles when stockpiles are diminished as a result of the response to an armed attack by a foreign adversary against a U.S. ally or partner, or (2) contract for the movement or delivery of defense articles transferred to such ally or partner through the President's drawdown authorities in connection with such response, provided that the United States is not a party to the hostilities. The head of the applicable agency must provide the congressional defense committees written notification of the use of such procedures within one week after such use.

Tribal Energy Investment Act of 2022 This bill authorizes the Department of Energy to provide direct loans to Indian tribes and tribal energy development organizations for energy development. These direct loans shall be made through the Federal Financing Bank.

Use it or Lose It Act This bill modifies requirements for certain oil and gas leases and related drilling permits. For example, it requires prospective leaseholders to, as a condition of participating in certain oil and gas lease sales, certify that they have diligently developed any prior leases and relinquished any undeveloped leases.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Let Doctors Provide Reproductive Health Care Act This bill sets out protections for and establishes programs to support health care providers (and those who assist such providers) who offer reproductive health care services that are lawful in the state where the services are provided. Reproductive health care services refer to abortion services; contraceptive services; in vitro fertilization; or other reproductive care, education, and counseling that is provided (1) at a health care site or via telehealth, and (2) in a medically accurate manner. The bill prohibits individuals, entities, and states from preventing, restricting, or otherwise interfering with the provision of lawful reproductive health care services by health care providers. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. Furthermore, states may not use federal funds to pursue legal cases or similar proceedings (e.g., adverse licensing proceedings) against health care providers, individuals, or entities that offer or assist with lawful reproductive health care services. Additionally, medical malpractice insurers may not deny coverage to or sue a health care provider because the provider offers or assists with lawful reproductive health care services. The bill also funds grants to assist health care providers who offer or refer for abortion services and face legal issues relating to their provision of reproductive health care services with legal matters and improving security.

Rare Earth Magnet Manufacturing Production Tax Credit Act of 2022 This bill allows a new tax credit for the domestic production of rare earth magnets manufactured in the ordinary course of a taxpayer's trade or business. The bill defines rare earth magnet as a permanent magnet comprised of (1) an alloy of neodymium, iron, and boron, which may also include praseodymium, terbium, or dysprosium; or (2) an alloy of samarium and cobalt, which may also include gadolinium or any associated host mineral of a component rare earth material.

Energy Consumer Protection Act of 2022 This bill expands enforcement provisions under the Federal Power Act and the Natural Gas Act, including by allowing the Federal Energy Regulatory Commission to temporarily or permanently ban any person from trading in energy markets if the person (1) violates those acts by manipulating the electricity or natural gas markets, or (2) files false information regarding those markets.

Supreme Court Review Act of 2022 This bill requires the Government Accountability Office to notify Congress of a covered Supreme Court decision and sets forth expedited procedures for the consideration of legislation related to the decision. A covered Supreme Court decision is a decision by the Supreme Court that interprets a federal statute for the first time, reinterprets a federal statute that it previously interpreted, or interprets or reinterprets the Constitution in a manner that diminishes an individual right or privilege that is or was previously protected by the Constitution.

Investor Justice Act of 2022 This bill establishes grants for investor advocacy clinics. To qualify, clinics associated with a law school or a tax-exempt organization must provide free legal representation to investors with securities arbitration and mediation claims pending before a registered national securities association.

Small Business Wildfire Smoke Recovery Act This bill includes smoke within the definition of a disaster for the purpose of providing economic injury disaster loans to small businesses, small agricultural cooperatives, and most private nonprofit organizations.

Fair Access to Financial Services Act of 2022 This bill prohibits financial institutions from discriminating on the basis of race, color, religion, national origin, or sex, including sexual orientation and gender identity. The bill also provides an aggrieved person with a private right of action for preventive relief.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Benjamin Berell Ferencz Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Benjamin Berell Ferencz in recognition of his service to the United States and the international community during the post-World War II Nuremberg trials and his lifelong advocacy for international criminal justice and the rule of law.

Lactation Spaces for Veteran Moms Act This bill requires the Department of Veterans Affairs to ensure that each of its medical centers contains a hygienic lactation space that is not a bathroom and meets other specifications (e.g., must be easy to locate).

Electoral Count Reform and Presidential Transition Improvement Act of 2022 This bill revises the process of casting and counting electoral votes for presidential elections. The bill also revises provisions related to the presidential transition process. The bill specifies that the choice of electors must occur in accordance with the laws of the state enacted prior to election day. Additionally, the bill identifies each state's governor (unless otherwise identified in the laws or constitution of a state in effect on election day) as responsible for submitting the certificate of ascertainment identifying the state's electors. Further, the bill provides for expedited judicial review for any action brought by an aggrieved presidential or vice-presidential candidate arising under the U.S. Constitution or U.S. laws with respect to the issuance or transmission of such a certificate. The bill revises the framework for the joint session of Congress to count electoral votes and make a formal declaration of which candidates have been elected President and Vice President. Among other changes, the bill (1) specifies that the role of the Vice President during the joint session shall be ministerial in nature, and (2) raises the objection threshold in Congress to at least one-fifth of the duly chosen and sworn members of both the House of Representatives and the Senate. The bill also revises the presidential transition process, including to (1) allow more than one candidate to receive federal transition resources under certain circumstances, and (2) require additional reporting by the General Services Administration.

Regional Clean Energy Innovation Act of 2022 This bill requires the Department of Energy to establish the Regional Clean Energy Innovation Program to enhance the country's economic, environmental, and energy security and accelerate the pace of innovation of diverse clean energy technologies through clean energy innovation partnerships.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill repeals and replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also repeals and replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, gender, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Expanding Access to Family Planning Act This bill provides, subject to specified conditions, funding through FY2032 for federally funded family planning services and clinics. In particular, the funds must be used for (1) grants and contracts that support the provision of family planning services, and (2) clinic infrastructure (e.g., construction and renovation of clinics). Clinics that receive funding to provide family planning services must offer each patient with a positive pregnancy test the opportunity for nondirective counseling on (1) prenatal care and delivery; (2) infant care, foster care, and adoption; and (3) pregnancy termination. This counseling must include referrals if requested by a patient. Additionally, if a funding recipient makes subawards for the provision of family planning services, the recipient may not prohibit an entity from participating in a subaward program for reasons other than the entity's inability to provide family planning services.

Freedom to Travel for Health Care Act of 2022 This bill prohibits anyone from interfering with a person's ability to access out-of-state reproductive health care. (Reproductive health care is defined as medical, surgical, counseling, or referral services related to pregnancy, the termination of a pregnancy, contraception services, and other reproductive care.) Specifically, the bill prohibits anyone from restricting, discriminating against, or otherwise disadvantaging anyone who receives, provides, or assists with out-of-state reproductive health care that is legal in the state in which it is provided. The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations. The bill specifically waives any applicable governmental immunity and preempts any contravening state laws.

Student Debt Relief and College Affordability Act This bill makes changes to the Federal Pell Grant program and addresses repayment options, loan disclosures, and loan counseling for student loans.
