This resolution recognizes historic U.S. leadership and international achievements to address global health crises, encourages the international community to remain committed to preventing the further spread of COVID-19 (i.e., coronavirus disease 2019), and urges the United States to participate in and support the global efforts to address COVID-19.

Uyghur Human Rights Policy Act of 2020 This bill imposes sanctions on foreign individuals and entities responsible for human rights abuses in China's Xinjiang Uyghur Autonomous region and requires various reports on the topic. The President shall periodically report to Congress a list identifying foreign individuals and entities responsible for such human rights abuses. The President shall impose (1) property-blocking sanctions on the identified individuals and entities, and (2) visa-blocking sanctions on the identified individuals. The bill requires reports to Congress on (1) human rights abuses in Xinjiang; (2) efforts to protect U.S. citizens and residents, including ethnic Uyghurs and Chinese nationals studying or working in the United States, from harassment and intimidation by the Chinese government; and (3) the Chinese government's acquisition and development of technology to facilitate internment and mass surveillance in Xinjiang. The Office of the Director of National Intelligence shall submit a classified report to Congress on (1) Chinese government policies in Xinjiang that constitute gross violations of human rights, and (2) the scope and scale of the detention and forced labor of Muslim minority groups in China.

Medicare Accelerated and Advance Payments Improvement Act This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. Under the current program, recoupment of advance payments (through claims offsets) begins up to four months after the payment is made. Additionally, certain hospitals have one year to repay the full amount; other types of providers have seven months. Repayments made after this period are subject to the prevailing interest rate set by the Department of the Treasury (generally around 10% in FY2020). The bill delays recoupment for one year and caps the recoupment at 25% of a claim. The bill also gives all providers up to two years for full repayment and caps the interest rate at 1%. Additionally, the Centers for Medicare & Medicaid Services (CMS) may waive repayment entirely upon a demonstration of extreme hardship, among other factors. The bill also requires the CMS to continue to make the program available to providers of Medicare medical services for the duration of the public health emergency. (The CMS suspended the program for such providers on April 26, 2020.)

This resolution calls on all public officials to condemn and denounce anti-Asian sentiment, racism, discrimination, and religious intolerance related to COVID-19 (i.e., coronavirus disease 2019), and to call on federal law enforcement officials, working with state and local officials, to take specified steps. It calls on federal officials to expeditiously investigate and document all credible reports of hate crimes and incidents and threats against the Asian-American and Pacific Islander community, and investigate and prosecute perpetrators. The resolution recommits the United States to serving as a world leader in building more inclusive, diverse, and tolerant societies by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that put Asian Americans and Pacific Islanders at risk.

VoteSafe Act of 2020 This bill expands vote-by-mail and early in-person voting during the 2020 federal elections. It also directs polling places to follow certain guidance related to COVID-19 (i.e., coronavirus disease 2019) preparedness. Specifically, each state and local jurisdiction must permit no-excuse mail-in absentee voting. Among other things, each state and jurisdiction must (1) provide a mail-in ballot with prepaid return postage to each registered voter who requests such a ballot, (2) allow voters to submit online ballot requests, (3) allow voters to cure certain signature discrepancies, and (4) provide secured drop-off boxes from 45 days before the date of the election. Each state and local jurisdiction must maintain an early in-person voting period of at least 20 days. Additionally, each state must establish a plan to ensure that polling places are implementing guidance from the Centers for Disease Control and Prevention related to COVID-19 preparedness. Among other requirements, each plan must (1) keep as many voting locations open as possible, (2) prepare polling locations to implement social distancing protocols, (3) provide sufficient quantities of hygiene and cleaning supplies at polling locations, and (4) provide hazard pay and protective equipment to poll workers. The Election Assistance Commission (EAC) must make a payment, within 30 days, to each state to carry out these requirements. Finally, the EAC must make payments to eligible states to carry out certain activities related to in-person voting, such as ensuring that elections are accessible to individuals with disabilities and implementing curbside voting.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Emergency Rental Assistance and Rental Market Stabilization Act of 2020 This bill provides funding for the Department of Housing and Urban Development (HUD) to award additional grants under the Emergency Solutions Grant program to provide rental assistance for short-term and medium-term housing to homeless individuals or families, or those who are at risk of homelessness, and expands eligibility for such additional assistance. For assistance provided under the bill, the term at risk of homelessness shall include individuals and families that have an income below 80% of the median income for the area (rather than 30% of the area median income, as under current law). Rental assistance provided under the bill shall generally be limited to 120% of the HUD-established fair market rent for the area, whereas currently rental assistance under the program is generally limited to 100% of an area's fair market rent. Such assistance may not be conditioned on any prerequisite activities, such as receiving treatment. HUD may, with some limitations, waive requirements or establish alternative requirements related to such assistance if doing so is necessary to respond to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to the population. Local governments shall use the funds provided to cover only those costs that (1) such governments reasonably deem to be necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. If a unit of local government determines it will not expend all the funds paid by the end of that period, it may transfer the unexpended portion to another unit of local government in the state with a population of 500,000 or less, subject to specified requirements. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the armed forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

This bill provides funds for assistance to homeowners to prevent mortgage defaults, foreclosures, and displacements of individuals and families experiencing financial hardship after January 21, 2020. The Department of the Treasury must disburse the funds to state housing finance agencies and Indian tribes for the provision of such assistance.

United States Secret Service Mission Improvement and Realignment Act of 2020 This bill transfers the U.S. Secret Service from the Department of Homeland Security to the Department of the Treasury. The bill directs the Office of Management and Budget to make incidental dispositions of personnel, assets, and liabilities held in connection with the functions transferred. The Secret Service, by December 31 of each year, shall submit to specified congressional committees an annual report on any trip by a protected individual with a stop at a location that is not owned or controlled by the federal government, including any such trip that is outside of the United States. Such report shall include (1) for each instance of such travel, a statement of the protected individuals, dates of departure and return, total amount of travel expenditures, and other specified information; and (2) for each protected individual, the total amount of incidental expenditures incurred for the purpose of providing protection to the protected individual during the reporting period.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

Coronavirus Immigrant Families Protection Act This bill addresses immigration issues related to COVID-19 (i.e., coronavirus disease 2019) and otherwise makes changes to certain COVID-19 response activities, benefits, and programs. The Department of Homeland Security (DHS) and the Department of Justice (DOJ) must temporarily limit in-person immigration proceedings, and, during the COVID-19 emergency, DHS, DOJ, and the Department of State shall not take certain adverse immigration actions. In addition, an individual's use of certain assistance related to COVID-19 may not be considered in current or future immigration determinations concerning that individual. The bill includes pandemics within the scope of specified disaster and emergency laws and modifies nutrition and other benefits during such emergencies. For example, states may receive Medicaid payments for COVID-19 testing, vaccines, and treatment for certain unlawful aliens, and individuals who use an Individual Taxpayer Identification Number may receive cash assistance related to the COVID-19 response. In addition, individuals may not be excluded from participating in COVID-19 response programs due to actual or perceived immigration status. To ensure the availability of information related to COVID-19, the Centers for Disease Control and Prevention must (1) establish programs for eligible community-based organizations to develop preparedness materials that are culturally and linguistically appropriate, and (2) translate materials and operate telephone hotlines in specified languages. Agencies that receive funding under a law enacted in response to COVID-19 must also provide information about programs and opportunities in such languages.

Repatriation Reimbursement Act This bill requires the U.S. commercial airline industry and the Department of State to fully reimburse or waive certain travel expenses for U.S. citizens who seek repatriation to the United States as a result of the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill requires U.S. commercial airlines to (1) provide cash reimbursements to U.S. citizens for any international flight to the United States cancelled or delayed more than 24 hours as a result of COVID-19 restrictions, (2) waive and reimburse change fees for replacing an international flight ticket, and (3) not charge passengers more for the replacement ticket than what was charged for the original ticket. Such requirements apply to travel expenses incurred on or after December 31, 2019, and on or before September 30, 2020. The State Department must (1) waive any travel expenses paid by it on or after December 31, 2019, for any U.S. citizen who is evacuated from a foreign country and repatriated to the United States due to COVID-19 travel restrictions, or any future pandemic or international crisis; (2) nullify any travel expense promissory note required for reimbursing the State Department; (3) reimburse such individuals for travel expenses associated with evacuation and repatriation, including the costs of flights and ground transportation expenses associated with travel to a foreign airport and from the domestic airport to their homes in the United States; and (4) develop an online reimbursement system for individuals to submit claims for the reimbursement of travel expenses.

Furthering Our Recovery With American Research & Development Act or the FORWARD Act This bill makes several changes to the income tax credit for business expenses for increasing research activities. Specifically, the bill expands eligibility for the credit by increasing the maximum amount of gross receipts of an entity for the taxable year and using an eight-year (rather than five-year) period in the calculation of those amounts; removes the business credit carryforward from calculation of the payroll tax credit portion of the credit; includes among qualified research expenses wages paid in connection with research activity training expenses; and increases the credit rate for expenses incurred in certain collaborative research activities (i.e., conducted with higher education institutions, tax-exempt scientific research organizations, or charitable grant organizations) and qualified domestic manufacturers. The bill appropriates to the Social Security trust funds amounts equal to the reduction in revenues from payroll taxes by reason of this bill. The Internal Revenue Service (IRS) shall develop partnership agreements to provide for development of basic training relating to federal tax credits benefitting small business concerns and startups, especially credits for research and experimentation, and informational materials relating to such credits, including IRS guidance documents. Small business development centers shall provide informational materials, education, and basic training to small business concerns relating to federal tax credits, including those available to (1) businesses generally; and (2) small business concerns and startups specifically, especially credits for research and experimentation.

Ensuring Understanding of COVID-19 to Protect Public Health Act This bill requires the National Institutes of Health (NIH), in consultation with the Centers for Disease Control and Prevention, to conduct a longitudinal study on the health impacts of COVID-19 (i.e., coronavirus disease 2019). The NIH must provide public summaries of findings on specified timelines.

Department of Defense Healthcare Billing Report Act This bill requires the Government Accountability Office to evaluate the billing practices of the Department of Defense (DOD) for care received under the TRICARE program (a health care program operated by DOD for servicemembers, military retirees, and their dependents) or at military medical treatment facilities.

Disaster and Emergency Pricing Abuse Prevention Act This bill prohibits a person from selling or offering for sale an essential good or service at a price that is unconscionably excessive during, or in anticipation of, a state of emergency or natural disaster. Additionally, the bill establishes a telephone hotline to receive complaints from the public about potential violations of this prohibition.

Keeping Critical Connections Act of 2020 This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Coronavirus Relief for Seniors and People with Disabilities Act of 2020 This bill expands support programs for older adults and individuals with disabilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, the bill provides supplemental appropriations for (1) the Centers for Medicare & Medicaid Services for quality improvement and laboratory certification activities; (2) the Administration on Community Living to expand nutrition and other programs for older adults; and (3) the Department of Agriculture to provide food packages to low-income, elderly individuals. The funds are designated as an emergency requirement and are therefore exempt from discretionary funding limits and other budget enforcement rules. In addition, the bill (1) temporarily requires state Medicaid programs to provide Medicare cost-sharing assistance to certain individuals who qualify for, or are enrolled in, the low-income subsidy program under the Medicare prescription drug benefit; and (2) authorizes a grant program to support Medicaid home- and community-based services during the public health emergency. The bill also allows states to transfer funds, in greater amounts and without prior approval, between congregate and home-delivered nutrition programs, The Department of Health and Human Services must prioritize home-delivered nutrition services for individuals who are unable to obtain nutrition as a result of the emergency, such as those under quarantine, just as it prioritizes delivery to individuals who are homebound by illness.

Small Business Relief From Communicable Disease Induced Economic Hardship Act of 2020 This bill expands the definition of a disaster for which the Small Business Administration (SBA) may provide disaster loans to small business concerns to include communicable diseases for which the government issues a travel alert or travel warning, and it authorizes the SBA to make interest free disaster loans to small businesses affected by a disaster for which the government issues a public health emergency.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission (FCC), to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The FCC shall waive requirements that apply to certain funding for telecommunication and broadband services for health care providers if those requirements prevent facilities that receive grants from carrying them out. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Natural Disaster and Emergency Ballot Act of 2020 This bill revises and establishes voting procedures for federal elections. Specifically, the bill requires each state and jurisdiction to, within 30 days, establish and publish a contingency plan to enable voters to vote in federal elections during an emergency. Such plan must (1) include initiatives related to the safety and recruitment of poll workers, and (2) permit registered voters to submit online requests for absentee ballots and vote by mail or by drop-off location. Additionally, for all federal elections, a state must ensure that voters have 20 days to vote through early in-person voting or by mail; begin processing ballots cast during early voting or by mail at least 14 days before the date of the election; provide self-sealing return envelopes with prepaid postage for voter registration applications, absentee-ballot applications, and blank absentee ballots; allow voters to cure certain signature discrepancies; accept voter registration applications at least 21 days before the date of the election; and provide certain accommodations to voters residing on Indian lands. The Election Assistance Commission (EAC) must create a uniform domestic downloadable and printable absentee ballot for use in federal elections. Until the EAC creates such a ballot, states must permit certain voters to use those ballots provided to overseas and military voters. The Cybersecurity and Infrastructure Security Agency must create an update service to inform voters of their voter registration applications, absentee-ballot applications, and absentee ballots. States must be reimbursed for implementing the provisions of the bill.

This bill authorizes the Department of Veterans Affairs to continue to provide educational assistance through December 21, 2020, for programs of education that have been converted to distance learning due to an emergency or health-related situation. Such assistance includes monthly housing stipends or subsistence allowances.

Pandemic Unemployment Assistance Act This bill expands unemployment benefits to certain individuals affected by the public health emergency declared by the Department of Health and Human Services on January 27, 2020, with respect to COVID-19 (i.e., coronavirus disease 2019). Specifically, beginning on enactment of this bill and ending 26 weeks after the COVID-19 public health emergency expires, the Department of Labor must enter into an agreement with a state under which Labor shall finance 100% of such state's unemployment benefit assistance to unemployed workers who are not eligible for other federal or state unemployment insurance; meet certain conditions related to being unemployed, partially unemployed, or unable to work due to COVID-19; are not able to telework; and are not receiving other paid leave.

Lander County Land Management and Conservation Act This bill conveys all interest in certain federal land, including mineral rights, to Lander County, Nevada. After Lander County selects certain parcels for conveyance, the Department of the Interior and Forest Service must convey the parcels to the county, for no consideration, for use by the county for watershed protection, recreation, and parks. Interior shall convey to Lander County parcels of federal land identified as Kingston Airport to improve the airport facility and related infrastructure. The only costs to the county of the conveyance shall be surveying costs. Land conveyed by this bill reverts to federal land if it is not managed in accordance with the purpose of its conveyance.

Free COVID–19 Testing Act This bill requires specified public health care programs and private health insurance to cover testing for COVID-19 (i.e., coronavirus disease 2019) without imposing cost-sharing (e.g., deductibles, coinsurance, or copayments) for the duration of the public health emergency declared on January 31, 2020. This coverage includes the cost of administering such approved tests and related visits to health care providers. Specifically, these requirements apply to COVID-19 testing and office visits for individuals covered through (1) Medicare, (2) Medicare Advantage, (3) Medicaid, (4) the Children's Health Insurance Program, (5) the Department of Defense (i.e., TRICARE), (6) the Department of Veterans Affairs, (7) the Federal Employees Health Benefits Program, or (8) the Indian Health Service. Additionally, state Medicaid programs may cover COVID-19 testing and related visits for uninsured individuals during the emergency, and the Department of Health and Human Services must reimburse laboratories for the cost of such tests.

Confidentiality Opportunities for Peer Support Counseling Act or the COPS Counseling Act This bill sets forth requirements related to peer support counseling programs. A peer support counseling program is a program provided by a law enforcement agency that provides counseling services from a peer support specialist to a law enforcement officer of the agency. Among other things, the bill does the following: generally prohibits the disclosure of the contents of a peer support communication, and requires the Department of Justice to develop best practices and professional standards for peer support counseling programs.

Fair Care for Vietnam Veterans Act of 2020 This bill provides a presumption of service-connection for Parkinsonism, bladder cancer, hypertension, and hypothyroidism for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Aerial Incursion Repercussion Safety Act of 2020 or the AIR Safety Act of 2020 This bill directs the Forest Service to study the effects of drone incursions on wildfire suppression concerning lands managed by the Department of the Interior or the Department of Agriculture.

Korean War Divided Families Reunification Act This bill directs the Department of State to consult with South Korea on potential opportunities to reunite Korean Americans with family in North Korea. The State Department's Special Envoy on North Korean Human Rights Issues shall periodically consult with representatives of Korean Americans with family in North Korea on reunification efforts. The State Department shall periodically report to Congress on the progress of such consultations.

Physician Shortage GME Cap Flex Act of 2020 This bill excludes certain hospitals that establish shortage specialty programs from the cap on full-time equivalent residents that is otherwise applicable, and provides for a new building period, for purposes of graduate medical education payments under Medicare.

Diversity in Corporate Leadership Act of 2020 This bill requires each issuer to disclose, in any proxy or consent solicitation material for an annual shareholders meeting, the gender, racial, and ethnic composition of its board of directors and nominees for board membership. The Securities and Exchange Commission shall establish a Diversity Advisory Group, composed of government, academic, and private-sector representatives, to study strategies for increasing gender, racial, and ethnic diversity among the members of issuers' boards of directors.
