Restoring Military Priorities Act of 2020 This bill requires the Department of Defense (DOD) to restore certain funds that were transferred from various DOD accounts to be used for the construction of a wall along the southern border of the United States. The bill also reduces the amount of funding that DOD is permitted to transfer between certain appropriations accounts.

Human Trafficking and Exploitation Prevention Training Act of 2020 This bill requires the Office on Trafficking in Persons (OTIP) within the Administration for Children and Families to award grants to nonprofits, state agencies, and elementary and secondary schools for demonstration projects to train students, teachers, and school personnel how to better understand, recognize, prevent, and respond to human trafficking and the exploitation of children and youth. Such projects also must collect data about the number of human trafficking survivors served and develop procedures to coordinate with law enforcement and appropriate social service organizations. The OTIP must consult with appropriate agencies to determine and prioritize funding for geographic areas with the highest prevalence of human trafficking and largest underserved youth populations.

Credit Union Governance Modernization Act of 2020 This bill revises the procedure for expelling members from a federal credit union. Specifically, a member may be expelled for cause pursuant to a policy adopted by a majority vote of a quorum of the directors of a credit union. Currently, a member may be expelled by a two-thirds vote of the credit union membership present at a special meeting. The expelled member may request reinstatement by the credit union board. Member conduct that may be cause for expulsion includes a loss to the credit union, a violation of the credit union membership agreement, a disruption to the operations of a credit union, fraud or attempted fraud, and other illegal or inappropriate behavior.

Promoting Service in Transportation Act This bill directs the Department of Transportation to establish and administer a transportation workforce outreach program to (1) increase awareness of transportation career opportunities; and (2) increase diversity such as race, gender, ethnicity, and socioeconomic status of professionals in the transportation sector.

Human Trafficking and Exploitation Prevention Training Act of 2020 This bill establishes a demonstration grant program within the Administration for Children and Families for nonprofits, local and state education agencies, and elementary and secondary schools to train students, school personnel, and parents to recognize and prevent human trafficking and child exploitation.

Medical License Verification Act This bill requires the Department of Health and Human Services to implement an automated system to verify whether an applicant for a unique health identifier has a valid state license to practice in a health care profession before providing the applicant with such an identifier.

This resolution supports (1) observing National Girls and Women in Sports Day on February 5, 2020, to recognize (1) the female athletes who represent schools, universities, and the United States in their athletic pursuits; and (2) the vital role that the people of the United States have in empowering girls and women in sports. The resolution supports (1) marking the observation of such day with legislative efforts to ensure equal pay for female athletes and to protect young athletes from sexual abuse; and (2) efforts to promote equality in sports, including equal pay and equal access to athletic opportunities for girls and women, and to support the U.S. commitment to expanding athletic participation for all girls and future generations of women athletes.

Working On Rewarding and Keeping Employees Resilient Act or the WORKER Act This bill addresses workforce development by advancing science, technology, engineering, and mathematics (STEM) education, revising and implementing certain worker training, retention, and advancement programs. The bill requires (1) the Department of Education (ED) to award grants to eligible entities to implement certain formal and informal engineering education programs in elementary and secondary schools, and (2) the use of certain career and technical education program funds for supporting a hands-on learning approach. The bill establishes in the Department of Labor an Office of Apprenticeship, including a National Advisory Committee on Apprenticeships, to promote apprenticeship programs. Labor and ED must establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year post secondary educational institutions, and organizations that represent such programs or institutions.

Helping Emergency Responders Overcome Act of 2020 or the HERO Act of 2020 This bill establishes a series of programs relating to the behavioral health of public-safety officers (e.g., law-enforcement officers, firefighters, ambulance crew members, and 911 operators). For example, the bill establishes (1) a public-safety officer suicide-reporting system at the Centers for Disease Control and Prevention, and (2) a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies.

Technical Assistance for Small and Underserved Providers to Prevent Oversights and Refocus on Treatment Act or the TA SUPPORT Act This bill reauthorizes funds through FY2025 for the Centers for Medicare & Medicaid Services to contract with specified entities (e.g., quality improvement organizations) to provide technical assistance regarding the Merit-based Incentive Payment System (MIPS) and alternative payment models under Medicare, specifically for health professionals in practices with 15 or fewer professionals. (MIPS is an incentive program under Medicare that allows health professionals to receive payment adjustments based on certain performance measures.)

National Heritage Area Act This bill requires a standard for the designation of National Heritage Areas. The bill establishes a National Heritage Area System through which the Department of the Interior may furnish technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of the National Heritage Areas. Such system shall be composed of each existing National Heritage Area, National Historic District, National Heritage Corridor, National Heritage Canalway, Cultural Heritage Corridor, and National Heritage Partnership designated by Congress; and each National Heritage Area designated by Congress after enactment of this bill, unless the law designating the area exempts that area from the system by specific reference to this bill. Under the system, Interior shall review and approve management plans for heritage areas, and submit to Congress reports on the activities conducted with respect to such areas. Interior may carry out or review a study that assesses the suitability and feasibility of each proposed heritage area. Interior must review and certify whether a study conducted by others determines an area meets specified requirements, including that it has natural, historic, and cultural resources that represent distinctive aspects of the heritage of the United States. The bill declares that a heritage area may be designated only by an Act of Congress. Management plans must be developed for heritage areas designated under this bill.

Strengthening and Enhancing Cybersecurity Usage to Reach Every Small Business Act or the SECURE Small Business Act This bill requires the Small Business Administration (SBA) to help small businesses purchase cybersecurity products and services. Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.

End Speculative Oil and Gas Leasing Act of 2020 This bill specifies requirements for the leasing of oil and gas resources on federal lands. The Bureau of Land Management (BLM), with respect to certain federal land that is covered by a reasonably foreseeable development scenario (i.e., a long-term projection of oil and gas development) shall not offer the land for lease until such scenario includes an assessment of the land's oil and gas potential that specifically identifies the potential for all acres subject to decisions on availability for leasing. If certain federal land that is otherwise available for leasing of oil and gas resources is not covered by a reasonably foreseeable development scenario, the BLM shall complete such a scenario in accordance with the requirements and factors described in this bill. In general, the BLM shall not offer for lease certain federal land otherwise available for leasing of oil and gas resources if such land is designated in the applicable reasonably foreseeable development scenario as having low or no potential for the development of oil or gas resources. However, the bill provides for a variance process. With respect to each of these requirements, exceptions apply for federal land that is leased for the purpose of preventing oil or gas drainage or that meets specified requirements related to size and proximity to an oil- or gas-producing well.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Safe Routes to All Schools Act This bill expands the safe route to school program of the Department of Transportation to high schools. Currently, the program is carried out for the benefit of children in primary and middle schools (schools providing education from kindergarten through eighth grade).

United States-Israel Security Assistance Authorization Act of 2020 This bill provides for security assistance to Israel and authorizes actions to further U.S.-Israel cooperation. Specifically, under the Foreign Military Financing Program, the bill makes no less than $3.3 billion annually available to Israel through FY2028. The bill also extends through FY2025 (1) authority to stockpile war reserves in Israel, and (2) loan guarantees to Israel for up to $9 billion. The President is authorized to transfer munitions from reserve stocks to Israel for its self-defense. Further, the President must report on steps to include Israel in the list of countries eligible for the strategic trade authorization exception, which authorizes exports, reexports, and in-country transfers in lieu of a license that would otherwise be required. Lastly, the President must establish and update contingency plans to provide Israel with defense articles and services necessary for its defense. The Department of State is authorized to (1) enter into memoranda of understanding with Israel with a focus on strengthening mutual ties and cooperation with nations throughout the world; and (2) establish a program between the United States, Israel, and other countries or territories to provide for cooperation in the Middle East region by financing and cooperating in programs related to innovation and advanced technologies. Further, the United States is authorized to enter into cooperative agreements with Israel and developing countries to identify and support local solutions for addressing sustainability challenges. The Department of Defense is authorized to carry out activities with Israel to establish directed energy capabilities that address threats to the United States, deployed forces of the United States, or Israel.

Smart Transportation Advancement and Transition Act or the STAT Act This bill revises and permanently reauthorizes the Intelligent Transportation Systems Advisory Committee of the Department of Transportation (DOT). DOT must create, publish, and maintain a resource guide that is designed to assist states and local communities in developing and implementing intelligent transportation technology or smart community transportation programs. The bill designates at least 10 consortia of public institutions of higher education as Centers of Excellence in Advanced Transportation Workforce Training that must seek to expand their capacity to train students for career opportunities in industry and government service related to the use of intelligent transportation technologies and systems, including by establishing new career pathways from secondary school to associate degree and baccalaureate degree programs. DOT must carry out a program to award grants to certain entities for projects that support (1) the education and recruitment of technical workers for the intelligent transportation technologies and systems industry; and (2) the development of a workforce skilled in various types of intelligent transportation technologies, components, infrastructure, and equipment. The Government Accountability Office must conduct a study that identifies issues relating to workforce development in intelligent and zero-emissions transportation technology, including any shortages of skilled employees in those fields.

Desert National Wildlife Refuge and Nevada Test and Training Range Withdrawal and Management Act This bill provides for the termination or expansion of certain withdrawn and reserved military lands in Nevada and designates certain lands within the Desert National Wildlife Refuge in Nevada as components of the National Wilderness Preservation System. The bill terminates the withdrawal and reservation of lands for the Naval Air Station Fallon Ranges and the Nevada Test and Training Range in 2021 and 2041, respectively. The bill expands the boundaries of Nellis Air Force Range to comprise 3,006,386 acres of land. The Department of the Air Force and the Department of the Interior shall not withdraw the new lands until they implement a cultural resources plan. The bill provides for fish and wildlife habitat support in the Desert National Wildlife Refuge. Mitigation payments shall be provided by the Air Force to Interior for such support on lands withdrawn and reserved for use by the Air Force within the refuge. Interior and the Air Force must jointly establish (1) an interagency committee to facilitate coordination and minimize potential conflict regarding joint operating areas within the refuge, and (2) an intergovernmental executive committee for the management of the natural and cultural resources of the withdrawn and reserved lands of the ranges and certain other ranges. Interior shall facilitate public access to portions of the joint use area of the refuge for tribal, recreational, educational, and research purposes. The bill sets the western boundary of refuge between the refuge and the land jointly managed by the Air Force and Interior concerning Nellis Air Force Range.

This concurrent resolution expresses the sense of Congress that (1) it is the civic duty of the people of the United States to help ensure that the 2020 Census is as accurate as possible; (2) the federal government, state and local governments, civil society, businesses, religious institutions, libraries, and other national and local organizations should work together as partners to inform the public that the 2020 Census is safe, easy, and important; (3) individuals who want to help administer the 2020 Census should apply for a job at 2020census.gov/jobs; and (4) U.S. residents should plan to respond to the 2020 Census to ensure that all people living in a household in the United States are included.

This bill repeals the limitation on the amount of distilled spirits excise taxes covered over (paid) to the treasuries of the Virgin Islands and Puerto Rico. The bill also requires the Department of the Treasury to transfer a portion of the amount required to be covered over to Puerto Rico to the Puerto Rico Conservation Trust Fund.

TAA for Automation Act of 2019 This bill makes trade adjustment assistance, which provides adversely affected workers with the skills and support to obtain new employment, available to workers whose jobs are displaced through automation. The bill also requires the Department of Labor to specify the basis for eligibility when certifying a group of workers as eligible to apply for adjustment assistance.

Real Marketing Edible Artificials Truthfully Act of 2019 or the Real MEAT Act of 2019 This bill prohibits the sale of any imitation meat food product unless its label includes (1) the word imitation , and (2) a statement that clearly indicates the product is not derived from or does not contain meat.

Eliminate Network Distribution of Child Exploitation Act or the END Child Exploitation Act This bill extends the period of time, from 90 days to 180 days, that electronic communication service providers and remote computing service providers (providers) must preserve the contents of a report that is submitted to the CyberTipline of the National Center for Missing and Exploited Children on crimes involving the sexual exploitation of children. Further, providers may voluntarily preserve the contents of a report for longer than 180 days to reduce the proliferation of or to prevent the online sexual exploitation of children.

Energy and Water Research Integration Act of 2019 This bill requires the Department of Energy (DOE) to integrate water considerations into its energy research, development, and demonstration programs and projects. Specifically, the DOE must develop and implement a strategic plan that advances energy and energy efficiency technologies and practices to minimize freshwater withdrawal and consumption, seismic impacts, and deleterious impacts on water bodies, groundwater, and waterways; increase water use efficiency; and utilize nontraditional water sources. Further, the strategic plan must (1) consider the effects climate variability may have on water supplies and quality for energy generation and fuel production, and (2) improve the understanding of the energy required to provide reliable water supplies as well as the water required to provide reliable energy supplies. The plan must be updated every five years. In addition, DOE must establish an Energy-Water Committee to promote and enable improved energy and water resource data collection, reporting, and technological innovation.

Stop the Spread of Invasive Mussels Act of 2019 This bill directs the Bureau of Reclamation to provide financial assistance to states with Reclamation projects to prevent the spread of aquatic invasive species into and out of reservoirs operated and maintained by Reclamation, including assistance to purchase, establish, operate, or maintain a watercraft inspection and decontamination station that has the highest likelihood of preventing the spread of aquatic invasive species. In providing financial assistance, Reclamation must prioritize projects that (1) prevent the spread of an aquatic invasive species to waters under its jurisdiction, including irrigation, reclamation, or other water projects; and (2) align with the priorities of the state and with the document titled Quagga-Zebra Mussel Action Plan for Western U.S. Waters , published in February 2010. The bill provides authority for each federal agency on the Aquatic Nuisance Species Task Force to (1) conduct mandatory inspections and decontamination of watercraft; and (2) if necessary, impound, quarantine, or otherwise prevent entry of a watercraft. The membership of the task force is expanded to include the National Park Service, Bureau of Land Management, and Reclamation.

Data Care Act of 2019 This bill imposes various duties on online service providers with respect to their handling of individual-identifying data that can be reasonably linked to a specific user. Specifically, online service providers have a duty to (1) reasonably secure such data from unauthorized access, (2) refrain from using such data in a way that will result in reasonably foreseeable harm to the end user, and (3) not disclose such data to another party unless that party is also bound by the duties established in this bill. The bill authorizes the Federal Trade Commission and specified state officials to take enforcement actions with respect to breaches of such duties.

Puppies Assisting Wounded Servicemembers Act of 2019 or the PAWS Act of 2019 This bill requires the Department of Veterans Affairs (VA) to implement a grant program for the purpose of pairing service dogs with eligible veterans. Organizations that receive grants shall provide veterinary health insurance coverage, hardware, and travel expenses for each service dog and veteran participating in the program. Eligible veterans are those who (1) are enrolled in the VA health care system, (2) have been evaluated and treated for post-traumatic stress disorder (PTSD) but remain diagnosed with PTSD, (3) may benefit from a service dog, and (4) agree to successfully complete training provided by an eligible organization. Veterans are required to see a VA health care provider at least once every 180 days to determine whether the veteran continues to benefit from a service dog. Eligible organizations are nonprofit organizations that provide service dogs to veterans with PTSD, meet publicly available standards set forth by the Association of Service Dog Providers for Military Veterans, have expertise in the needs of veterans with PTSD, agree to cover all costs in excess of the grant amount to guarantee the benefits of the program, agree to reaccept or replace a service dog provided to a veteran, and submit an application to the VA. Any improvement in PTSD symptoms as a result of the provision of a service dog shall not affect the veteran's eligibility for any other VA benefits. The Government Accountability Office must report on the grant program.

Protect Our Workers from Exploitation and Retaliation Act or the POWER Act This bill expands protections for aliens who are victims of crimes or serious workplace violations. U visas (nonimmigrant visas for victims of crimes helping with the investigation or prosecution of criminal activity) shall be available to aliens who have suffered substantial harm related to workplace claims. The Department of Homeland Security (DHS) may allow an alien to work and temporarily remain in the United States if the alien (1) has filed for a U visa, or (2) has filed or is a material witness to a workplace claim and is helpful to authorities investigating the claim. The bill removes (1) certain fees to petition for a U visa, and (2) direct numerical limitations on such visas. A notice to an alien to appear at removal proceedings shall contain specified certifications, if the alien was taken (1) at a facility where a workplace claim has been filed, or (2) as a result of information provided to DHS in retaliation against individuals exercising their legal rights. Specifically, the notice shall state that (1) an adverse immigration determination may not be based solely on information furnished by the party engaged in the unlawful activity, and (2) the alien's information shall not be disclosed. Such an alien may not be removed until the appropriate law enforcement agency has had a chance to interview the alien. Removal proceedings against an alien who has filed or is a witness to a workplace claim shall be stayed until the resolution of the claim, with limited exceptions.

Identifying Outputs of Generative Adversarial Networks Act or the IOGAN Act This bill directs the National Science Foundation (NSF) and the National Institute of Standards and Technology (NIST) to support research on generative adversarial networks. A generative adversarial network is a software system designed to be trained with authentic inputs (e.g., photographs) to generate similar, but artificial, outputs (e.g., deepfakes). Specifically, the NSF must support research on manipulated or synthesized content and information authenticity and NIST must support research for the development of measurements and standards necessary to accelerate the development of the technological tools to examine the function and outputs of generative adversarial networks or other technologies that synthesize or manipulate content.

Douglas County Economic Development and Conservation Act This bill provides for the conveyance, sale, or management of specified federal lands in Nevada. The bill conveys 67 acres of Forest Service land in the Lake Tahoe area for the conservation of wildlife or natural resources or for a public park. The Department of Agriculture (USDA) shall implement a cooperative management agreement for the Tahoe Rim Trail North Parcel to (1) improve the quality of recreational access for such land, and (2) conserve the land's natural resource values. The Forest Service and the Department of the Interior shall convey 7,777 acres of specified federal land to Douglas County, Nevada, for flood control or any other public purpose. The Forest Service and Interior shall select jointly with the county federal land to be sold to qualified bidders or for the county to obtain for public purposes. USDA shall convey 1,084 acres of specified federal land to the county for recreation and any other public purpose. U.S. interest in 2,669 acres of certain federal land shall be held in trust for the Washoe Tribe of Nevada and California. The bill designates 12,392 acres of Bureau of Land Management land as a component of the National Wilderness Preservation System to be known as the Burbank Canyons Wilderness. USDA may transfer to Nevada or the county certain Forest Service land or interest in such land that is unsuitable for Forest Service administration or is necessary for a public purpose. The recipient of the land must protect its environmental quality and use the land for recreation or other public purposes.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Wildfire Defense Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a community wildfire defense grant program and requires other actions by FEMA, the Government Accountability Office (GAO), and the Forest Service with respect to wildfires. In awarding grants, FEMA must give priority to state and local governments, Indian tribes, and joint authorities that will carry out projects or plans supporting a low-income community in a fire-hazard area or a severe disaster impacted community in a fire-hazard area. The GAO shall publish (1) a report on authorities and programs that are available to protect communities from wildfires; and (2) a study on the potential for a community wildfire defense plan to qualify for a certification identifying a level of wildfire survivability and resilience, and how to incentivize insurance companies to accept the certification. The Forest Service shall develop and publish a map depicting at-risk communities. FEMA shall prepare a report relating to insufficient radio frequencies, barriers to interoperability of radio frequencies, and available products and technologies for overcoming barriers to interoperability for wildland fire management.

Terrorism Risk Insurance Program Reauthorization Act of 2019 This bill reauthorizes through 2027 the Terrorism Risk Insurance Program within the Department of the Treasury. The Government Accountability Office must report on insurance coverage of cyberterrorism.

Indian Health Service Health Professions Tax Fairness Act of 2019 This bill excludes from gross income, for income tax purposes, payments under the Indian Health Service Loan Repayment Program and certain amounts received under the Indian Health Professions Scholarships Program.
