Veterans Cemetery Benefit Correction Act This bill requires the Department of the Interior to provide outer burial receptacles for veterans' remains buried in open cemeteries administered by the National Park Service. The use of outer burial receptacles in such cemeteries shall be in accordance with regulations or procedures approved by Interior.

Precision Agriculture Connectivity Act of 2018 This bill requires the Federal Communications Commission to establish the Task Force for Meeting Connectivity and Technology Needs of Precision Agriculture in the United States. The task force's duties include: (1) identifying and measuring current gaps in broadband Internet access service coverage of cropland and ranchland; (2) assembling a comprehensive guide of all federal programs and resources working to expand broadband Internet access service on unserved cropland and ranchland; and (3) developing policy recommendations to promote the rapid, expanded deployment of fixed and mobile broadband Internet access service on unserved cropland and ranchland.

Guides and Outfitters Act or the GO Act This bill amends the Federal Lands Recreation Enhancement Act to specify the circumstances under which the Department of the Interior and the Department of Agriculture (USDA) may: (1) issue special recreation permits for federal recreational lands and waters, and (2) change a special recreation permit fee. Interior and USDA may issue special recreation permits: for specialized individual and group use of federal facilities and federal recreational lands and waters; to recreation service providers who conduct outfitting, guiding, and other recreation services on federal recreational lands and waters; and to recreation service providers who conduct recreation or competitive events, which may involve incidental sales on federal recreational lands and waters. USDA and Interior shall implement a program that authorizes temporary permits for new recreational uses of federal recreational lands and waters managed by the Forest Service or the BLM, respectively. Interior and USDA shall revise certain: special land use and special recreation permit regulations to streamline the processes for the issuance and renewal of outfitter and guide special use permits, and cost recovery fee regulations to reduce costs and minimize the burden of cost recovery on small businesses and adverse impacts of cost recovery on jobs in the outfitting and guiding industry and on rural economies.

Earmark Elimination Act of 2018 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. Under the bill, an "earmark" is a congressionally directed spending item, tax benefit, or tariff benefit targeted to a specific recipient or group of beneficiaries. The point of order may be waived by an affirmative vote of two-thirds of the Members of the Senate, duly chosen and sworn. If the point of order is successfully raised and sustained, the earmark shall be stricken from the legislation.

Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Mitigating the Methamphetamine Epidemic and Promoting Tribal Health Act or the Mitigating METH Act This bill amends the 21st Century Cures Act to make Indian tribes eligible for funding under the opioid grant program for states. In addition, the bill expands the grant program to allow states and tribes to use grants for the prevention and treatment of the use of other substances, such as methamphetamine, that have a substantial public health impact on states or tribes.

Voluntary Public Access Improvement Act of 2017 This bill amends the Food Security Act of 1985 to increase and extend through FY2023 the authorization of mandatory funding for the Department of Agriculture Voluntary Public Access and Habitat Incentive Program. (The program provides grants for state and tribal governments to encourage owners and operators of privately-held farm, ranch, and forest land to voluntarily make the land available for access by the public for wildlife-dependent recreation, including hunting or fishing.)

Military Reserve Jobs Act of 2017 This bill establishes tiered hiring preferences for members of the reserve components of the Armed Forces. The bill grants: (1) a 2-point preference to current members of a reserve component who have completed at least 6 years of service in a reserve component and were credited with at least 50 retirement points in each year of service, and (2) a 3-point preference to current members of a reserve component who have completed a least 10 years of service and were credited with at least 50 retirement points in each year of service. The bill also requires the Government Accountability Office to report to Congress on federal employment opportunities for members of a reserve component and the impact of this bill on the hiring of reservists and veterans by the federal government.

Repeal Insurance Plans of the Multi-State Program Act of 2017 or the RIP MSP Act This bill repeals a provision of the Patient Protection and Affordable Care Act that allows the Office of Personnel Management (OPM) to enter into contracts with health insurance issuers to offer multi-state plan options. OPM must report about specified efforts in its process to wind down the multi-state program. The bill rescinds specified unobligated funds that were provided to OPM for staffing and administering the multi-state program.

This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor.

FLTFA Reauthorization Act This bill amends the Federal Land Transaction Facilitation Act (FLTFA) to reauthorize and make permanent the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal in approved land use plans under the Federal Land Policy and Management Act of 1976. The bill makes the FLTFA inapplicable to land eligible for sale under specified public land laws.

Protect Collaboration for Healthier Forests Act This bill directs the Forest Service to establish within its Region 1 under an arbitration pilot program an alternative dispute resolution process in lieu of judicial review for the arbitration of projects that: are developed through a collaborative process, are carried out under the Collaborative Forest Landscape Restoration Program, or are identified in a community wildfire protection plan, have as a purpose hazardous fuels reduction or mitigation of insect or disease infestation, and are located in a wildland-urban interface.

Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (now Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Wildfire Prevention and Mitigation Act of 2017 This bill prohibits any further consultation from being required by the Departments of Agriculture (USDA) or the Interior after the approval of land and resource management plans for National Forest System (NFS) lands or land use plans for public lands, respectively, with respect to: (1) the listing of a species as threatened or endangered or a designation of a critical habitat, if such a plan has already been adopted; or (2) any provision of such plan. Interior shall develop one or more categorical exclusions, from requirements under the National Environmental Policy Act of 1969 to conduct environmental assessment and environmental impact statements, for specified vegetative management activities that are carried out to establish or improve habitat for the greater sage-grouse or mule deer. The Forest Service shall prepare an environmental assessment for each ecosystem restoration project, stewardship contracting project, and project under a good neighbor agreement on certain NFS land. Under the assessment, it shall study and describe in each project both the proposed action and a no-action alternative. The Forest Service shall establish an arbitration pilot program as an alternative dispute resolution process in lieu of judicial review for such projects. The Forest Service shall prioritize and carry out ecosystem restoration projects to accomplish one or more of specified objectives. A categorical exclusion is made available for certain forest management activities in order to: (1) expedite specified critical response actions, (2) meet forest plan goals for early seral and early successional forests, (3) improve wildlife habitats, and (4) thin forests. The bill makes permanent USDA's authority to designate treatment areas that are experiencing an insect or disease epidemic.

Uniting and Strengthening America by Reforming and Improving the Government's High-Tech Surveillance Act of 2017 or the USA RIGHTS Act of 2017 This bill amends the Foreign Intelligence Surveillance Act of 1978 to: require a warrant to collect communications of or about a U.S. person or a person inside the United States; require a warrant when a significant purpose of targeting foreigners is to collect communications of persons in the United States; prohibit the use of communications to or from, or information about, U.S. persons or persons in the United States in any criminal, civil, or administrative proceeding or investigation, with the exception of national security-related crimes; allow individuals who have a reasonable basis to believe their communications will be acquired and who have taken reasonable steps to avoid surveillance to challenge the constitutionality of surveillance in court; and require that all forms of technical assistance demanded by the government of electronic communications service providers be approved by a FISA court. The bill expands the mandate of the Privacy and Civil Liberties Oversight Board to include review of all foreign intelligence activities and whistle-blower complaints. The bill extends the FISA Amendments Act of 2008 to September 30, 2021.

Tribal Law and Order Reauthorization and Amendments Act of 2017 This bill amends the Indian Law Enforcement Reform Act, the Tribal Law and Order Act of 2010, and other laws to: (1) establish, or reauthorize through FY2022 and revise, various public safety programs and services for Indian communities (e.g., law enforcement, alcohol and substance abuse prevention, and control of illegal narcotics); and (2) modify provisions, and reauthorize through FY2022 various programs, related to Indian youth and juvenile justice.

Tribal Tax and Investment Reform Act of 201 7 This bill amends the Internal Revenue Code (IRC) to include Indian tribal governments in an annual allocation of a national tax-exempt bond volume cap. The bill repeals provisions that limit an Indian tribal government's eligibility to issue tax-exempt bonds or to be exempt from specified excise taxes to transactions involving the exercise of an essential government function customarily performed by state and local governments. The bill amends the IRC and the Employee Retirement Income Security Act of 1974 (ERISA) to treat employee benefit or pension plans maintained by Indian tribes and domestic relations orders issued pursuant to tribal law in the same manner as plans maintained by states and domestic relations orders issued pursuant to state law. The bill treats tribal charities and foundations in the same manner as charities and foundations funded and controlled by other governmental entities for purposes of the tax-exempt status of, and deduction for contributions to, such organizations. The bill amends the Social Security Act to give Indian tribes or tribal organizations access to the Federal Parent Locator Service if they are eligible for a grant to operate a child support enforcement program. It makes those tribes and tribal organizations eligible to participate in the program that collects past-due support from individual tax refunds. An Indian tribal government may determine whether a child has special needs for the purpose of the tax credit for the adoption of a child with special needs.

Sentencing Reform and Corrections Act of 2017 This bill amends various provisions of law and sets forth new provisions: to reduce mandatory minimum prison terms for certain nonviolent repeat drug offenses; to establish a mandatory sentencing enhancement for a drug offense involving heroin or fentanyl; to broaden the existing safety valve to permit a sentence below the mandatory minimum for certain nonviolent, cooperative drug offenders with a limited criminal history; to create a new safety valve for certain nonviolent, cooperative defendants convicted of a high-level first-time or low-level repeat drug offense; to create new mandatory minimum prison terms, including for interstate domestic violence that results in a victim's death and for providing goods or services to terrorists; to make the Fair Sentencing Act of 2010 retroactive to permit resentencing of a convicted crack cocaine offender sentenced before August 3, 2010; to require the Bureau of Prisons to expand recidivism reduction programs and productive activities to all eligible prisoners; to lengthen prerelease custody for prisoners who successfully complete such programs; to develop the Post-Sentencing Risk and Needs Assessment System; to create reentry demonstration projects in judicial districts; to require presentence investigation reports to include certain information such as substance abuse history, military service, and veteran status; to permit a court to reduce a life prison term imposed on a defendant convicted as an adult for an offense committed as a juvenile; to establish a process to seal and expunge certain records of juvenile nonviolent offenses; to prohibit juvenile solitary confinement, except in limited circumstances; to make permanent and modify eligibility for an elderly offender early release pilot program; and to establish the National Criminal Justice Commission.

Community Health Investment, Modernization, and Excellence Act of 2017 This bill amends the Medicare Access and CHIP Reauthorization Act of 2015 to extend through FY2022 and make appropriations for enhanced funding for the community health centers program and the National Health Service Corps.

Repeal and Refund Act This bill amends the Internal Revenue Code to repeal: (1) the requirement that individuals maintain minimum essential health care coverage (commonly referred to as the individual mandate), and (2) the reporting requirements for health insurance coverage. The Department of the Treasury must implement a program to refund all penalties paid by taxpayers for failing to maintain minimum essential health coverage. Treasury must provide taxpayers with one payment to refund all penalties without regard to whether or not an amended tax return is filed.

Securing Urgent Resources Vital to Indian Victim Empowerment Act or the SURVIVE Act This bill amends the Victims of Crime Act of 1984 to require the Department of Justice's Office for Victims of Crime to make grants to Indian tribes for programs and services for crime victims, such as domestic violence shelters, rape crisis centers, child abuse programs, child advocacy centers, elder abuse programs, medical care, legal services, relocation, and transitional housing. In addition, the bill makes 5% of the Crime Victims Fund available for these grants.

FITARA Enhancement Act of 2017 This bill repeals the expiration date of (thus making permanent) provisions of the Carl Levin and Howard P. "Buck" McKeon National Defense Authorization Act for Fiscal Year 2015 that require: (1) the Office of Management and Budget (OMB) to make available to the public a list of each major information technology investment made by a covered agency for information technology, including data on cost, schedule, and performance; (2) the Chief Information Officer of each covered agency and the program manager of the investment within the agency to conduct a risk management review of those investments that have received a high risk rating for four consecutive quarters; and (3) the implementation by OMB of a process to assist the covered agencies in reviewing their portfolio of information technology investments. The bill amends such Act to extend the Federal Data Center Consolidation Initiative through FY2020.

Homeland Security for Children Act This bill amends the Homeland Security Act of 2002 to require the Department of Homeland Security's (DHS's) Office of Strategy, Policy, and Plans to review and incorporate into DHS policy feedback from organizations representing the needs of children. The bill directs the Federal Emergency Management Agency (FEMA) to identify and integrate the needs of children into activities to prepare for, protect against, respond to, recover from, and mitigate against the risk of natural disasters, acts of terrorism, and other man-made disasters, including by appointing a technical expert to coordinate such integration.

Federal Disaster Assistance Nonprofit Fairness Act of 2017 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community centers, including tax-exempt houses of worship, as "private nonprofit facilities" for purposes of disaster relief and emergency assistance eligibility under such Act. A church, synagogue, mosque, temple, or other house of worship, and a private nonprofit facility operated by a religious organization, are eligible for federal contributions for the repair, restoration, and replacement of facilities damaged or destroyed by a major disaster, without regard to the religious character of the facility or the primary religious use of the facility. This bill is applicable to the provision of assistance in response to a major disaster or emergency declared on or after October 28, 2012.

Training the Next Generation of Primary Care Doctors Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

CBO Show Your Work Act This bill amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to make available to Congress and the public each fiscal model, policy model, and data preparation routine that the CBO uses to estimate the costs and other fiscal, social, or economic effects of legislation. For each estimate of the costs and other fiscal effects of legislation, the CBO must also disclose, in a manner sufficient to permit replication by individuals not employed by the CBO, the data, programs, models, assumptions, and other details of the computations used to prepare the estimate. For data that may not be disclosed, the CBO must make available to Congress and the public: a complete list of all data variables for the data; descriptive statistics for all data variables for the data, to the extent that the descriptive statistics do not violate the rule against disclosure; a reference to the statute requiring that the data not be disclosed; and contact information for the individual or entity who has unrestricted access to the data.

Reach Every Mother and Child Act of 2017 This bill directs the President to: establish a five-year strategy to achieve, with target countries and donors, the goal of ending preventable child and maternal deaths globally and ensure healthy and productive lives by 2030; and provide assistance to implement the strategy. The President shall designate a current U.S. Agency for International Development (USAID) employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Maternal and Child Survival Coordinator, who shall be responsible for: overseeing such strategy, and all U.S. government funds appropriated or used for international maternal and child health and nutrition programs. Strategy grants, contracts, and cooperative agreements shall include targets for increased implementation of high-impact, evidence-based interventions and strengthening health systems. The President shall report to Congress annually for six years regarding progress made toward achieving the strategy and ending preventable child and maternal deaths.

United States Optimal Use of Trade to Develop Outerwear and Outdoor Recreation Act or the U.S. OUTDOOR Act This bill amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain recreational performance outerwear. The bill establishes the Sustainable Textile and Apparel Research Fund (STAR Fund). The Department of the Treasury must impose and collect, with specified exceptions, a fee of 1.5% of the appraised value of imported recreational performance outerwear and to deposit amounts collected into the STAR Fund. The Department of Commerce must make quarterly distributions from the STAR Fund to one or more appropriate organizations to conduct applied research, development, and education activities to enhance the competitiveness of U.S. businesses in clean, eco-friendly apparel, other textile and apparel products, and sewn-product design and manufacturing.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

Taylor Force Act This bill: (1) calls on the Palestinian Authority's (PA) to stop making payments to terrorists in Israeli prisons and to the families of deceased terrorists as an incentive to commit acts of terror, (2) calls on countries to cease providing direct budgetary assistance to the PA until it stops all such payments, (3) urges the U.S. Permanent Representative to the United Nations (U.N.) and the Department of State to highlight the issue and urge other nations to call for an end to such payments, and (4) expresses support for creation of a general welfare system for all Palestinian citizens. Certain assistance under the Foreign Assistance Act of 1961 that directly benefits the PA may not be made available for the West Bank and Gaza unless the State Department certifies that the PA: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been fairly tried and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual; and has revoked any law, decree, or document authorizing or implementing a system of compensation for imprisoned individuals that uses the sentence or incarceration period to determine compensation. Certain assistance under such Act for the West Bank and Gaza may not be made available unless the State Department certifies, every 180 days, that the PA is taking verifiable steps to end acts of violence against Israeli and U.S. citizens by individuals under its jurisdictional control.

Internet of Things (IoT) Cybersecurity Improvement Act of 2017 This bill requires Internet-connected devices purchased by federal agencies to meet specified security requirements, including requirements that the devices (1) do not contain known security vulnerabilities or defects; (2) rely on software or firmware components capable of accepting properly authenticated and trusted updates from the vendor; (3) rely only on non-deprecated industry-standard protocols and technologies for certain functions; and (4) do not include fixed or hard-coded credentials.

Advancing Innovation and Reinvigorating Widespread Access to Viable Electromagnetic Spectrum Act or the AIRWAVES Act This bill requires the Federal Communications Commission (FCC) to complete auctions during each of the next three calendar years that will grant new broadcast licenses for specified frequency spectrum bands. The FCC and the National Telecommunications and Information Administration are directed to identify frequencies in specified spectrum bands that may be utilized for: (1) non-federal unlicensed use; and (2) commercial licensed use. The FCC must allocate 10% of proceeds from each of the spectrum band auctions specified in the bill to expand wireless infrastructure in rural areas that are underserved or unserved. The FCC shall conduct a study on how unlicensed frequency spectrum bands can be utilized for: (1) the provision of healthcare in rural areas, (2) distance learning, and (3) facilitating innovations in agriculture.
