The amendment requires that at least 75 percent of the funds be used for Community Renewal Employment Programs (Title III), limiting to not more than 15 percent of the fund for administration of these programs (the bill had a 25 percent limit). The amendment permits the remaining funds to be used for supplies, tools, equipment, and other materials acquisition.

An amendment to strike a provision of the bill that would increase the licensing fees now paid by grocers under the Perishable Agricultural Commodities Act (PACA). Instead of increasing these fees, the amendment would establish new filing fees to be paid by parties that file complaints under PACA in FY 1995. The filing fees would be $60 for an informal complaint and $300 for a formal complaint; the $300 fee would be reimbursed as part of the damage award if the complainant wins the case.

An amendment to prohibit the use of any funds appropriated in the bill to be used for carry out or pay the salaries of personnel who carry out any extension service program for tobacco or to provide or pay the salaries of personnel who provide crop insurance for tobacco crops after 1996 crop. The amendment would transfer the $25 million in funds appropriated in the bill for such activity to the Rural Utilities Assistance Program and the Distance Learning and Medical Link Program.
