Disrupt Explicit Forged Images and Non-Consensual Edits Act of 2024 or the DEFIANCE Act of 2024 This bill establishes a civil cause of action for individuals who are the subject of nonconsensual digital forgeries (commonly known as deepfakes) depicting intimate activity or nudity. Under the bill, digital forgery is any intimate visual depiction of an identifiable individual created through the use of software, machine learning, artificial intelligence, or any other computer-generated or technological means that is indistinguishable from an authentic visual depiction of the individual. Specifically, an identifiable individual who is the subject of a digital forgery may bring a civil action against any person who knowingly produces, distributes, solicits, or possesses with the intent to distribute a digital forgery without the individual's consent. Current law provides civil remedies, including damages and injunctive relief, for the nonconsensual disclosure of intimate images. This bill makes all relief available for the new cause of action for nonconsensual digital forgeries and expands the relief available for both causes of action. For example, an identifiable individual may recover profits of the defendant that are attributable to the conduct at issue in the claim as part of actual damages. The bill also establishes a 10-year statute of limitations, but tolls the running of the statute of limitations until the individual learns about the violation or the individual turns 18, whichever occurs later. This applies to both current law related to nonconsensual disclosure of intimate images and the new cause of action for nonconsensual digital forgeries.

Resources to Prevent Youth Vaping Act This bill directs the Food and Drug Administration (FDA) to collect user fees on products that it deems by regulation to be tobacco products, including electronic nicotine delivery systems, and addresses related issues. Currently, the FDA is authorized to collect user fees only on specified classes of tobacco products. The bill increases the total amount of such fees to be collected for FY2025. For each fiscal year after, the total amount of such fees shall be adjusted according to changes in a price index. Starting in FY2027, the FDA must assess user fees on classes of products that it has deemed by regulation to be tobacco products, unless the FDA fails to finalize a formula for assessing such fees on time. Once it is finalized, the FDA may only revise this formula by regulation. The bill also requires each tobacco manufacturer and importer to periodically submit certain information related to the tobacco products that it sells or distributes in the United States. The FDA must annually report to Congress about its use of such tobacco product fees.

Full-Service Community School Expansion Act of 2023 This bill reauthorizes through FY2028 and expands the Full-Service Community Schools program. The program provides support for full-service community schools that serve children and their families, particularly for children who attend high-poverty elementary and secondary schools. Specifically, the bill directs the Department of Education (ED) to award grants to eligible entities to plan, implement, expand, and support full-service community schools. An eligible entity is a consortium of (1) one or more local educational agencies; and (2) one or more community-based organizations, nonprofit organizations, Indian tribes, tribal organizations, Native Hawaiian organizations, or other entities. A full-service community school is a public elementary or secondary school that incorporates the pillars of community schools. Among other practices, these pillars are defined by the bill as (1) integrated student supports that address out-of-school barriers to learning (e.g., medical care and assistance with housing, transportation, or nutrition); (2) expanded and enriched learning time and opportunities (e.g., before- and after-school programs); (3) student, family, and community engagement (e.g., adult education); and (4) collaborative leadership and practices, which must include a school-based leadership team, a community school coordinator, and a community-wide leadership team. The bill directs ED to award grants to states to plan, implement, and expand full-service community schools. A state educational agency that receives a grant must meet certain requirements, such as providing subgrants to local educational agencies, establishing a state-level steering committee, and establishing goals for the implementation and expansion of full-service community schools throughout the state.
