The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Department of Homeland Security Accountability and Transparency Act or the DATA Act This bill requires law enforcement officials (i.e., officers or agents of U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE), or certain state or local officials carrying out the functions of an immigration officer) who initiate a patrol stop or who detain any individual beyond a brief and limited inquiry, such as a primary inspection at a checkpoint, to record certain data, including (1) the date, time, location, and duration of the contact; (2) the basis for the contact and if it was race-related; (3) a description of any items seized during any search; (4) whether a body-worn camera recorded the stop or detention; and (5) whether force was used by the law enforcement official. The bill also requires the CBP to collect data on the number of permanent and temporary checkpoints used by its officers, the location and a description of each checkpoint, and the dates on which a temporary checkpoint was used. The Department of Homeland Security must compile the data collected by ICE and the CBP and consider it in making policy and program decisions.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands anytime from 1977 through 1980 as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. These veterans thereby become eligible for the same health care and other benefits given to service members who were involved in active nuclear tests. Under a presumption of service-connection, specific disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Workplace Democracy Act This bill amends the National Labor Relations Act and related labor laws to preserve workers' rights to join labor organizations and engage in collective bargaining. Specifically, it prohibits employers from classifying employees as independent contractors or supervisors to avoid employee participation in union activities; allows the National Labor Relation Board to certify a union, without a secret election, if it receives the consent of the majority of eligible workers; requires employers to begin negotiating with a new union within 10 days of its certification; prohibits coercion of employees to to participate in campaign activities unrelated to their job duties; requires employers to make disclosures of anti-labor organization activities; and repeals provisions allowing states to prevent labor organizations from collecting dues from nonunion workers who benefit from union representation (right to work laws.

Main Street Employee Ownership Act of 2018

Main Street Employee Ownership Act of 2018 This bill amends the Small Business Act to expand the authority of the Small Business Administration (SBA) to guarantee loans for qualified employee trusts of a small business to purchase the stock of that business. Specifically, the bill allows the guaranteed loan to also cover transactions costs associated with purchasing the stock. In addition, it allows loans to a small business to be guaranteed if the loan proceeds will: (1) be used to provide loans to a qualified employee trust of the small business to purchase the business's stock, and (2) result in the trust owning at least 51% of the business's stock. The SBA must guarantee loans to cooperatives in which employees are eligible for membership for such stock purchases. The SBA shall: (1) provide outreach and educational materials to licensed small business investment companies to increase investment in transitions to employee-owned businesses, and (2) establish a Small Business Employee Ownership and Cooperative Promotion Program to offer technical assistance and training on the transition to employee ownership through cooperatives and qualified employee trusts. The Administrator of the SBA shall coordinate an interagency working group on employee-owned businesses.

Postal Banking Act This bill grants the U.S. Postal Service (USPS) the power to provide basic financial services, including: low-cost, small-dollar loans, in specified amounts; small checking accounts and interest-bearing savings accounts in specified amounts, alone or in partnership with depository institutions and federal credit unions; transactional and remittance services; and other basic financial services in the public interest. It grants the USPS the power to: (1) set interest rates and fees for the financial instruments and products provided by the USPS that meet specified requirements, and (2) allow capitalization of an amount deemed necessary by the USPS to finance the services provided by this bill. The USPS: (1) shall not be granted a bank charter, become an insured depository institution, or engage in traditional banking activities such as lending; and (2) shall be subject to the provisions of the Uniform Commercial Code regarding bank deposits and collections.

The "low-cost food plan" is the diet required to feed a family of 4, consisting of a man and a woman 19-50 years old, a child 6-8 years old, and a child 9-11 years old, at a cost that is in the second quartile of food expenditures for those families in the United States.

Opioid Crisis Accountability Act of 2018 This bill amends the Federal Food, Drug, and Cosmetic Act to prohibit a drug manufacturer from engaging in illegal marketing and distribution practices, including falsely advertising, promoting, or marketing that an opioid has no addiction-forming or addiction-sustaining qualities or risks. The bill penalizes drug manufacturers or distributors who illegally advertise, market or distribute an opioid product, including by (1) imposing a civil fine or salary confiscation, (2) revoking any remaining period of market exclusivity for such product, (3) requiring reimbursement of federal funding received for such product, and (4) prohibiting certain tax credits.

Social Security 2100 Act

Social Security 2100 Act This bill increases various Old Age, Survivors, and Disability Insurance (OASDI) benefits and related taxes. The bill increases the primary insurance amount (e.g., the amount a Social Security beneficiary receives if the beneficiary begins receiving benefits at normal retirement age) by increasing the percentage of the beneficiary's average indexed monthly earnings used to calculate the amount. The Bureau of Labor Statistics shall publish a Consumer Price Index for Elderly Consumers, which the Social Security Administration  (SSA) shall use to calculate cost-of-living adjustments to benefits. Currently, the SSA uses a price index for wage earners to make such adjustments. The bill increases the minimum benefit amount for individuals who worked for more than 10 years by creating an alternative minimum benefit. A qualifying beneficiary shall receive that alternative minimum if it is higher than the standard calculated benefit amount. The bill increases the income threshold that a beneficiary must reach before Social Security benefits are taxable. Increased benefits from this bill shall not count as income when determining an individual's eligibility or benefit amounts for (1) Medicaid, (2) the Children's Health Insurance Program, or (3) the Supplemental Security Income program. Income above $400,000 shall be included when calculating Social Security benefits and taxes. The bill also increases rates for the payroll and self-employment taxes that fund OASDI. The bill establishes the Social Security Trust Fund, which replaces the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

Hemp Farming Act of 2018 This bill legalizes industrial hemp that has a tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration of no more than 0.3% by removing it from schedule I of the Controlled Substances Act. States and Indian tribes may regulate the production of hemp by submitting a plan to the Department of Agriculture (USDA). The bill also makes hemp producers eligible for the federal crop insurance program and certain USDA research grants.

Enhance Cybersecurity for Small Manufacturers Act of 2018 This bill directs the Hollings Manufacturing Extension Partnership (MEP) of the National Institute of Standards and Technology (NIST), in partnership with the Department of Defense (DOD), to address the lack of awareness of cybersecurity threats among small manufacturers in the defense industrial supply chain. The MEP shall help small manufacturers conduct voluntary self-assessments in order to understand operating environments, cybersecurity requirements, and existing vulnerabilities. NIST shall transfer its technology and techniques through MEP centers to small manufacturers to implement security measures to protect defense information. DOD shall establish a cyber counseling certification program, or approve a similar existing program, to certify small business professionals and DOD acquisition staff to furnish cyber planning assistance to small manufacturers in the defense industrial supply chain.

Safe Schools Improvement Act of 2018

Safe Schools Improvement Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Dairy operations that enter into contracts under the program are eligible to receive payments from the Department of Agriculture (USDA) when milk prices fall below the minimum milk price. The bill specifies that the minimum milk price is $23.34 per hundredweight of milk and requires USDA to adjust the limit for inflation for each half of each calendar year. The bill also reauthorizes the existing Dairy Margin Protection Program through 2023. (The program is a voluntary program that makes payments to participating dairy operations when a formula-based national margin [the difference between the national all milk price and the national average feed cost] falls below a producer-selected insured margin.)

Advancing Youth Enrollment Act

Advancing Youth Enrollment Act This bill amends the Internal Revenue Code to increase the premium assistance tax credits that are available to taxpayers with household members who are 18-34 years old. (The credit is available to eligible individuals and families to subsidize the purchase of health insurance plans on an exchange established under the Patient Protection and Affordable Care Act.) The bill allows increased tax credits for the taxpayers by reducing the maximum percentage of income that the taxpayers are required to pay for health insurance premiums. This percentage is used to calculate the amount of the credit.
