Partnership Fund for Peace Act of 2019 This bill requires the U.S. Agency for International Development (USAID) to establish the Partnership Fund for Peace for promoting economic development in Palestine and reconciliation between Israelis and Palestinians. Specifically, the bill directs the USAID to establish this fund to finance (1) small and medium-sized Palestinian entrepreneurs and companies in order to promote the private sector and create jobs in Palestinian territories, and (2) people-to-people peacebuilding programs that support reconciliation between Palestinians and Israelis. An economic partnership, entrepreneur, or company requesting support from the fund must include a Palestinian entrepreneur or company as a partner. A people-to-people partnership requesting support from the fund must include a nonprofit organization that brings Palestinians and Israelis together for reconciliation or nonprofit organizations that further reconciliation between Arab and Jewish citizens of Israel.

Affordable Housing Credit Improvement Act of 2019

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Civilian Property Realignment Act of 2019 or CPRA This bill directs the Public Buildings Reform Board to identify a total savings to the federal government of at least $9 billion from the disposal of surplus federal civilian real properties. The bill removes the maximum limit on the fair market value of the properties to be identified by the board. The list of the properties identified for disposal shall be submitted to the President and Congress (currently, the Office of Management and Budget [OMB] and Congress) as board recommendations and subject to the approval process under the Act. The General Services Administration shall continue to initiate the sale of federal civilian real properties, but in accordance with environmental considerations. The bill transfers the responsibilities of the OMB to the President and requires submission to the President of the two separate reports on the board's findings, conclusions, and recommendations. The bill increases the maximum limit on the total value of transactions that may be contained in such reports. The bill establishes a process for the review of the board's recommendations by the President and Congress. The bill exempts properties included in the recommendations for disposal or realignment from certain public benefit conveyance requirements, including the McKinney-Vento Act (requiring surplus property to be used to assist the homeless). The bill limits the authority of certain executive agencies to lease space for the purposes of a public building.

REPAIR Act

Reinventing Economic Partnerships And Infrastructure Redevelopment Act or the REPAIR Act This bill addresses the financing of infrastructure projects through the establishment of the Infrastructure Financing Authority (IFA) and increases the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds. Specifically, the bill directs the IFA to provide direct loans and loan guarantees to facilitate certain infrastructure projects that are economically viable, in the public interest, and of regional or national significance, including the construction, consolidation, alteration, or repair of airports and air traffic control systems, highway facilities, and transmission or distribution pipelines; sets forth terms and limitations on direct loans and loan guarantees; establishes a funding mechanism to make the IFA a self-sustaining entity, including through fees and risk premiums on loans and loan guarantees; and increases from $15 billion to $16 billion the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds.

Stopping The Outrageous Practice of Surprise Medical Bills Act of 2019 or the STOP Surprise Medical Bills Act of 2019 This bill prohibits health care providers and health insurance plans from billing enrollees in excess of the in-network amount for specified health care services provided out-of-network. Specifically, a plan or provider may not charge an enrollee more than the in-network amount for services that are emergency services provided by an out-of-network provider or at an out-of-network facility; nonemergency services provided at an in-network facility by an out-of-network provider; or nonemergency services provided out-of-network to an enrollee who initially enters through an emergency room for emergency services, except under specified circumstances. Additionally, health insurance plans must pay the median in-network amount, minus the enrollee's in-network cost-sharing amount, directly to a health care provider. The bill also establishes an independent review process to resolve billing disputes between insurance plans and providers.

Secure and Protect Act of 2019 This bill makes changes to the handling of unaccompanied alien children and asylum applications. The Flores settlement (a court settlement imposing conditions on the treatment of detained alien minors) shall not restrict any activities. The Department of Homeland Security (DHS) shall have sole discretion as to detention standards of alien minors. Statutory provisions governing the handling of unaccompanied alien children from U.S.-bordering countries shall now govern all unaccompanied alien children. The bill provides for requirements relating to the handling of such alien children. Certain immigration officer determinations relating to unaccompanied alien children shall be unreviewable. DHS may detain accompanied alien children up to 100 days (some courts have ruled that Flores limits the detention of certain alien children to 20 days). States may not impose licensing requirements for family detention facilities. An unaccompanied alien child shall not be released from custody while immigration or removal proceedings are pending, with some exceptions. The bill limits asylum eligibility to aliens entering the United States at a designated port of entry and provides for additional grounds for asylum ineligibility. A credible fear of persecution is redefined to mean that it is more likely than not that the alien would be able to establish eligibility for asylum. The Department of State shall establish refugee application and processing centers in Mexico and Central America. The bill requires the hiring of additional immigration judges, support staff, and U.S. Immigration and Customs Enforcement attorneys.

Cambodia Accountability and Return on Investment Act of 2019 This bill imposes conditions for assistance to Cambodia and contains other provisions related to democracy in Cambodia. No funds authorized for assistance to Cambodia may be made available unless the Department of State certifies to Congress that Cambodia has taken certain actions, including (1) strengthening regional security and stability, in particular in relation to the South China Sea and by enforcing sanctions against North Korea; (2) protecting its sovereignty from interference from China; and (3) respecting constitutionally protected rights and releasing political prisoners. Various other benefits, such as Cambodia's designation as a beneficiary developing country for trade treatment purposes, shall also be suspended until such a certification is made. The State Department shall report to Congress on the implementation of existing visa-blocking restrictions against individuals involved in undermining democracy in Cambodia. The President shall take all actions necessary to direct U.S. financial institutions to promptly report to the Office of Foreign Assets Control as to holdings, transfers, or interests in property belonging to individuals involved in undermining democracy in Cambodia. The President may impose property-blocking sanctions on such individuals. The bill authorizes the broadcast of Khmer-language internet content to inform the Cambodian people of various topics, such as China's undermining of Cambodia's sovereignty.

BuyAmerican.gov Act of 2019 This bill directs the President and specified federal agencies to take steps to increase transparency and limit the use of waivers of Buy American laws. Generally, Buy American requires agencies to procure domestic goods. The bill requires (1) the Department of Commerce to report periodically to Congress and the President on the implementation of, and compliance with, Buy American laws; (2) Commerce and the Office of the U.S. Trade Representative to assess the impacts of all U.S. free trade agreements and the World Trade Organization Agreement on Government Procurement on the operation of such laws; and (3) the General Services Administration (GSA) to establish a free, publicly available BuyAmerican.gov website. Public interest waivers from Buy American laws shall be construed to ensure the maximum utilization of goods, products, and materials produced in the United States. The President shall develop a mechanism to collect information on requests to waive Buy American laws and other domestic content restrictions for purposes of providing early notice to possible waivers via the website. Executive agencies shall make information concerning the intention to issue a waiver or exception in connection with a federal procurement available to the GSA at least 20 days prior to waiving a Buy American law. The Government Accountability Office shall report to Congress within two years of this bill's enactment describing the bill's implementation.

Association Health Plans Act of 2019 This bill provides statutory authority for certain short-term, limited-duration health insurance plans and association health plans. The bill permits short-term, limited-duration plans to provide coverage for a period of less than 12 months, not including extensions. Under current law, such plans are exempt from certain market requirements of the Patient Protection and Affordable Care Act, such as coverage of individuals with preexisting conditions. The bill further permits groups or associations of employers to sponsor fully insured group health plans as if they were employers. Such plans may not discriminate based on the health factors of any prospective plan participant for the purpose of granting an employer's membership in the association or determining a participant's eligibility for benefits or premium amounts.

Additionally, the bill prohibits plans from collecting genetic information in connection with issuing health insurance and provides requirements for workplace wellness programs connected to health insurance.

Venezuela Emergency Relief, Democracy Assistance, and Development Act of 2019 or the VERDAD Act of 2019 This bill directs the President to take various actions to address the political situation in Venezuela. (The United States does not recognize Nicolas Maduro as Venezuela's President due to reports of widespread fraud during his election, recognizing instead National Assembly President Juan Guaido.) The Department of State shall submit to Congress strategies for providing humanitarian aid to Venezuela and to Venezuelans in neighboring countries. The President shall direct U.S. representatives to the United Nations to prioritize U.N. efforts to provide humanitarian aid to Venezuela. The bill imposes sanctions on foreign persons responsible for or complicit in corruption or activity undermining Venezuela's democratic institutions. Sanctions include barring entry into the United States and various financial restrictions. The bill also imposes various sanctions targeting the Maduro regime's ability to finance debt, trade gold, and use cryptocurrencies to evade U.S. sanctions. The bill establishes a special envoy and task force for Venezuela to coordinate and oversee U.S. efforts regarding Venezuela. The bill directs the State Department to work with nongovernmental organizations to strengthen democratic governance and defend human rights in Venezuela, investigate corruption and recover assets stolen from Venezuela, help other countries establish legislative frameworks to impose sanctions on Maduro regime officials. The President shall engage with multilateral development banks to assist in rebuilding Venezuela's economy and energy infrastructure. The bill directs the President to prevent Russia's government-controlled oil company Rosneft from acquiring control of critical U.S. energy infrastructure, including assets belonging to Venezuela's state-owned oil company, Petroleos de Venezuela, S.A.

Specifically, the bill increases domestic and international coordination to enhance data management and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts; creates the Interagency Ocean Exploration Committee to promote the exploration and improved understanding of the oceans; revises the Ocean Policy Committee to the Committee on Ocean Policy; establishes a technology innovation task force to combat illegal, unreported and unregulated fishing; requires the National Oceanic and Atmospheric Administration (NOAA) to develop a workforce development program, including to support undergraduate and graduate education in fields related to the advancement of the monitoring, collection, synthesis, and analysis of data regarding the Great Lakes, oceans, bays, estuaries, and coasts; requires NOAA to ensure that a goal of its cooperative institutes is to advance or apply emerging technologies; requires NOAA to establish opportunities to engage indigenous, subsistence, and fishing communities to better understand their needs; institutes an ocean innovation prize to catalyze the rapid development and deployment of data collection and monitoring technology; reauthorizes several NOAA programs, including the Ocean Exploration Program; directs relevant federal agencies to measure the value and impact of industries related to the Great Lakes, oceans, bays, estuaries, and coasts on the U.S. economy; and requires the National Academy of Sciences to assess the potential for an Advanced Research Projects Agency-Oceans.
