Public Buildings Renewal Act of 201 9 This bill allows tax-exempt financing of certain government-owned buildings by expanding the definition of "exempt facility bond" to include bonds used for qualified government buildings. A qualified government building is a government-owned building or facility that consists of one or more of the following an elementary or secondary school; a facility of a state college or university used for educational purposes; a public library; a court; a hospital or health care facility; a laboratory or research facility used by a governmental unit; a public safety facility; or an office for government employees. The bill excludes buildings or facilities that include specified recreational equipment or are used for the primary purpose of providing retail food and beverage services, recreation, or entertainment. The bill establishes (1) a $5 billion limit on the amount of tax-exempt financing which may be provided for government buildings, and (2) procedures for allocating and applying for the financing. The bill exempts the bonds for government buildings from the volume cap on private activity bonds.

Nuclear Energy Leadership Act This bill addresses nuclear energy innovation. Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

This resolution lauds the North Atlantic Treaty Organization (NATO) for its contributions to the safety, security, and democratic systems of its member states, and reaffirms U.S. commitment to NATO's mission. It also calls on NATO members to fulfill their pledges to fully share the security burden by increasing their defense spending, and expresses the Senate's readiness to consider North Macedonia's application to join NATO.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which is urged to make the medal available for display at other locations associated with Rosie the Riveter.

Dream Act of 2019 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on various grounds such as those related to crime or security; and (4) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS shall remove the conditional basis of the permanent resident status granted under this bill if the alien meets various requirements, such as (1) maintaining residence in the United States, and (2) acquiring a degree from an institution of higher education or serving in the Uniformed Services. DHS may not disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill repeals a restriction barring states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens.

Transit Infrastructure Vehicle Security Act This bill prohibits the awarding of a contract to an entity for the procurement of rolling stock for use in public transportation if the manufacturer of the rolling stock is (1) incorporated or has manufacturing facilities in the United States; and (2) is owed or controlled by an entity based in a country that is identified as a nonmarket economy country, was identified by the Office of the U.S. Trade Representative (USTR) as a priority foreign country (e.g., a country that does not protect intellectual property rights), and is subject to monitoring by the USTR. This includes the People's Republic of China. Any recipient of financial assistance for public transportation that operates a rail fixed guideway service must certify that it will not award any contract for the procurement of rail rolling stock for use in public transportation to a manufacturer of rolling stock that is described by this bill. A recipient that operates a rail fixed guideway public transportation system must certify that it has a written plan for identifying and reducing cybersecurity risks.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

This bill authorizes the Department of the Interior to take into trust 16.573 acres of land in Cleveland County, North Carolina, on behalf of the Catawba Indian Nation for the tribe to own and operate a gaming facility on such land.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

New Markets Tax Credit Extension Act of 201 9 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2018, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2018).

Global Fragility Act of 2019 This bill directs the President to devise and implement a plan to combat global fragility. The bill also establishes funds to support such endeavors. The President shall report to Congress and implement a 10-year Global Fragility Strategy to (1) help stabilize conflict-affected areas, (2) address global fragility, and (3) increase U.S. capacity to be a leader in international efforts to prevent extremism and violent conflict. The strategy shall (1) focus on the long-term causes of fragility and violence; (2) include specific objectives and approaches to reduce such causes; and (3) contain a selection of priority countries based on various factors, including U.S. national security interest and clearly defined indicators of the countries' levels of violence or fragility. The President shall report to Congress and implement action plans for the priority countries. The bill establishes the Prevention and Stabilization Fund to replace the Relief and Recovery Fund. The new fund shall support stabilization of conflict-affected areas and assist areas liberated from or at risk from various terrorist organizations such as the Islamic State of Iraq and Syria. The bill also establishes (1) the Complex Crises Fund to prevent or respond to emerging and unforeseen events overseas, and (2) the Partnership Development Fund to address sources of fragility in priority countries.

SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program Resolution This resolution establishes in the Senate the Congressional Gold Star Family Fellowship Program under which certain family members of a member of the Armed Forces who is a hostile casualty or died from a training-related injury may serve a 12-month fellowship in the office of a Senator.

Military Widow's Tax Elimination Act of 2019 This bill modifies the Department of Defense's Survivor Benefit Plan and how it operates in relation to other benefits. The plan currently provides a monthly annuity (based on a percentage of a service member's retirement pay) to an eligible beneficiary upon the death of the service member. Currently, if a surviving spouse is also entitled to dependency and indemnity compensation, the annuity paid under the plan will be reduced. The bill repeals certain provisions that require the offset of the plan annuity from amounts paid in dependency and indemnity compensation. Under current law, upon the request of the surviving spouse, the military branch concerned is authorized to pay an annuity to the service member's dependent children instead of to the surviving spouse. The bill restores the annuity to an eligible spouse who previously elected to transfer payment to a dependent child.

Additional Supplemental Appropriations for Disaster Relief, 2019 This bill provides FY2019 supplemental appropriations to several federal departments and agencies for expenses related to the consequences of recent wildfires, hurricanes, volcanos, earthquakes, typhoons, and other natural disasters. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits and other budget enforcement rules. The bill includes appropriations for the Department of Agriculture, the Department of Commerce, the Department of Justice, the Department of Defense, the U.S. Army Corps of Engineers, the Department of the Interior, the U.S. Coast Guard, the Environmental Protection Agency, the Forest Service, the Department of Health and Human Services, the Department of Labor, the Department of Education, the Government Accountability Office, the Department of Veterans Affairs, the Department of Transportation, and the Department of Housing and Urban Development.

Developing Responsible Individuals for a Vibrant Economy Act or the DRIVE-Safe Act This bill directs the Department of Transportation to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, such as reconstructive services and prosthetics. Coverage must include services that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician.

Restore Our Parks Act This bill (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting the priority deferred maintenance needs of the National Park Service.

Lymphedema Treatment Act This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Defending American Security from Kremlin Aggression Act of 2019 This bill imposes limits on any U.S. withdrawal from the North Atlantic Treaty Organization (NATO), amends provisions related to cybercrimes, and imposes sanctions on Russian individuals involved in various activities. No funds may be used to withdraw the United States from NATO unless the Senate passes a resolution consenting to the withdrawal. The bill also authorizes expedited transfers of excess defense articles to NATO member countries. This bill establishes in the Department of State the Office of Cyberspace and the Digital Economy, to serve as the lead policy body on issues including international cybersecurity and Internet freedom. Offenses relating to the manufacture, distribution, and possession of communication-intercepting devices shall be unlawful under federal anti-money laundering laws. It shall also be a crime to intentionally traffic in the means to access protected computers, including computers that are part of a voting system. Property related to such crimes, including proceeds gained from the crime, shall be subject to criminal and civil forfeiture. The President shall impose sanctions (1) on Russian individuals and entities that facilitate or benefit from Russian President Vladimir Putin's corruption, and (2) on those that knowingly engage in significant financial transactions with individuals that support or facilitate Russian malicious cyber activities. The bill also imposes sanctions for supporting various other Russia-related activities, including Russian interference in democratic processes. The bill establishes requirements for reporting on a wide variety of matters concerning Russian economic, military, and political activities.

Saudi Arabia Accountability and Yemen Act of 2019 This bill suspends certain weapons transfers to Saudi Arabia. It also imposes sanctions on individuals for various activities related to the civil war in Yemen and for involvement in the death of Saudi Arabian journalist Jamal Khashoggi. The United States may not authorize transfers to Saudi Arabia of missiles, ammunition, ground vehicles, aircraft, or other weapons that fall within Categories III, IV, VII, or VIII of the U.S. Munitions List. The prohibitions do not apply to ground-based missile defense systems and shall expire September 30, 2020. The United States may not provide in-flight refueling for Saudi coalition aircraft involved in the civil war. (A Saudi-led coalition has been fighting against Ansar Allah, a group in armed conflict with the government of Yemen.) The United States shall impose sanctions on individuals who are blocking the flow of humanitarian goods and services into Yemen or working to undermine the country's stability. This includes sanctions on supporters of Ansar Allah if the United States determines the group has not made meaningful efforts towards peace. The bill also imposes sanctions on foreign individuals, including any members of the Saudi royal family, who are responsible for or who aided in Khashoggi's death. The President shall impose import restrictions on cultural property unlawfully removed from Yemen on or after March 15, 2015.

Craft Beverage Modernization and Tax Reform Act of 2019 This bill modifies the tax treatment of certain alcoholic beverages to exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; permit the transfer of beer between bonded facilities without payment of tax; increase the amount of the small wine producer tax credit and expand the categories of producers covered by such credit; allow an adjustment to the producer credit for hard cider; and modify the alcohol content limitations that apply to certain wines for tax purposes. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. The bill also increases funding for the Alcohol and Tobacco Tax and Trade Bureau.

A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

This bill permanently authorizes the Land and Water Conservation Fund. The greater of 1.5% of the annual authorized funding amount or $10 million shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Special Envoy to Monitor and Combat Anti-Semitism Act of 2019 This bill establishes the Special Envoy for Monitoring and Combating anti-Semitism as an ambassador-rank official, appointed by the President, by and with the advice and consent of the Senate, who leads the Office to Monitor and Combat anti-Semitism within the Department of State. (Under current law, the special envoy is appointed by the Secretary of State.) The President may nominate the special envoy from among State Department officers and employees. The special envoy shall be the primary advisor in the government relating to monitoring and combating anti-Semitism in foreign countries. The individual shall be of recognized distinction in religious freedom, law enforcement, or combating anti-Semitism.

Christa McAuliffe Commemorative Coin Act of 2019 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

Building Rail Access for Customers and the Economy Act of 2019 or the BRACE Act of 2019 This bill permanently extends the tax credit for railroad track maintenance. The extension applies to expenditures paid or incurred during tax years beginning after 2017. Assignments of miles of railroad track, including related expenditures, for tax years beginning on or after January 1, 2018, and before January 1, 2019, must be treated as effective as of the close of such taxable year if they are made pursuant to a written agreement entered into within 90 days of the enactment of this bill.

This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, or withdraw the United States from, the North Atlantic Treaty. No funds shall be authorized or appropriated to support any efforts to withdraw from the treaty without the Senate's approval by a two-thirds vote or an act of Congress. The President shall notify Congress in writing of any effort to suspend or withdraw from the treaty no later than 48 hours after such action. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

This bill provides for protected presence status for certain types of aliens and mandatory appropriations for immigration enforcement. The Department of Homeland Security shall grant provisional protected presence status to a qualified alien who applies for such status, which prevents removal from the United States and provides employment authorization. Such status shall be effective for three years from the bill's enactment. To qualify for such status, the alien shall be a Deferred Action for Childhood Arrivals (DACA) recipient who was born after June 15, 1981, and entered the United States before age 16. The bill imposes other requirements, including enrolling in or having completed various types of schooling or military service. The bill also provides for renewable provisional protected presence status for aliens who had temporary protected status or deferred enforced departure status on or before October 1, 2017. Renewable provisional protected presence status shall be granted for three years upon a successful application and is renewable indefinitely. Both types of protected presence status are limited to aliens who have not been convicted of various crimes, do not pose a threat to national security, and have been physically present in the country for a certain amount of time.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Special Counsel Independence and Integrity Act This bill codifies certain Department of Justice (DOJ) regulations that govern the appointment, oversight, and removal of a special counsel. Additionally, the bill provides new statutory limitations and requirements with respect to the removal from office of a special counsel. Finally, the bill requires DOJ to notify Congress when a special counsel is appointed, before a special counsel is removed, and after a special counsel's investigation concludes.

Constitutional Concealed Carry Reciprocity Act of 2019 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2019 This bill exempts traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.
