Amends the federal charter of the Military Order of the Purple Heart of the United States of America, Incorporated (the corporation), to authorize the corporation to extend eligibility for associate membership in the corporation to the parents, spouse, siblings, and lineal descendants (currently, to parents and lineal descendants) of a Purple Heart recipient.

Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare. Sets forth required training for patient care dialysis technicians. Directs the Secretary to establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee. Establishes the annual update framework for the Medicare ESRD composite rate. Directs the Secretary to establish a three-year continuous quality improvement initiative under which quality payments are provided to renal dialysis facilities, providers of services, and physicians that: (1) provide items and services to individuals with ESRD enrolled under Medicare part B (Supplementary Medical Insurance); and (2) meet quality benchmarks and demonstrate quality improvements. Requires the Secretary to make quality incentive payments to facilities and providers whose services to individuals with ESRD have substantially improved or exceeded a certain threshold. Extends Medicare as secondary payer with respect to individuals with ESRD.

Reform Health Care Now Act - Requires the chairs of specified congressional committees, within 30 calendar days after the commencement of the session of Congress following the enactment of this Act, to each introduce a bill to provide a significant increase in access to health care coverage. Authorizes the ranking minority party member of a committee to introduce such a bill if the chair fails to do so. Sets forth expedited consideration procedures for a bill introduced under this Act if: (1) its title reads "to reform the health care system of the United States and to provide insurance coverage for Americans"; (2) it reaches the goal of providing health care coverage to 95% of Americans within 10 years; and (3) it is deficit neutral.

Training for Realtime Writers Act of 2007 - Directs the Secretary of Commerce to make competitive grants to eligible entities to promote recruitment, training, and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers providing closed captioning in video programming. Sets forth priorities in making grants. Limits grants to$1.5 million for a two-year period. Repeals this Act five years after funds are appropriated to carry it out.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it resulted from participation in a legal mode of transportation or recreational activity.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

Withdraws the extension of nondiscriminatory treatment (normal trade relations) from the products of the People's Republic of China (PRC). Allows the extension of such treatment to the products of that country, subsequently, only in accordance with the provisions of the Trade Act of 1974 as in effect with respect to such products on the day before the effective date of PRC accession to the World Trade Organization (WTO). Deems the extension of waiver authority in effect before such date not to have expired, and to continue in effect until 90 days after enactment of this Act.

Mental Health Parity Act of 2007 - Amends the Employee Retirement Income Security Act (ERISA) and the Public Health Service Act to require a group health plan that provides both medical and surgical benefits and mental health benefits to ensure that: (1) the financial requirements applicable to such mental health benefits are no more restrictive than those of substantially all medical and surgical benefits covered by the plan, including deductibles and copayments; and (2) the treatment limitations applicable to such mental health benefits are no more restrictive than those applied to substantially all medical and surgical benefits covered by the plan, including limits on the frequency of treatments or similar limits on the scope or duration of treatment. Prohibits the plan from establishing separate cost sharing requirements that are applicable only with respect to mental health benefits. Excludes from the requirements of this Act any group health plan: (1) for an employer with not more than 50 employees; or (2) whose costs of compliance with this Act increase the total costs of coverage by more than a specified percentage. Supersedes any provision of state law that establishes, implements, or continues in effect any standard or requirement that differs from the requirements of this Act, except for laws relating to the individual insurance market or small employers. Requires the Comptroller General to study the effect of this Act on the cost of health insurance coverage, access to such coverage, the quality of health care, and the impact on benefits and coverage for mental health and substance abuse.

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2007 - Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2005. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2007, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Secretary, the Centers for Medicare & Medicaid Services, fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of services provided by inpatient rehabilitation hospitals and units to beneficiaries under the Medicare program.

Appalachian Regional Development Act Amendments of 2007 - Limits the amount of Appalachian regional development grants and loans for projects in at-risk counties to 70% of project costs. Directs the Appalachian Regional Commission to designate as "at-risk" those counties in the Appalachian region that are most at risk of becoming economically distressed. Authorizes the Commission to provide technical assistance, provide grants, enter into contracts, or otherwise provide amounts to entities in the region for projects and activities to: (1) promote energy efficiency; (2) increase the use of renewable energy resources; and (3) support the development of conventional energy resources to produce alternative transportation fuels, electricity, and heat. Authorizes appropriations to the Commission through FY2011, with specified amounts designated for: (1) the telecommunications and technology initiative; and (2) the economic and energy initiative. Requires funds approved by the Commission for a project in an Appalachian state pursuant to a congressional directive to be derived from the amount allocated to that state. Extends, for five years, the termination date of the Appalachian Regional Development Act of 1965.

Southeast Crescent Authority Act of 2007 - Establishes a Southeast Crescent Authority for all parts of the following southeastern states not eligible for assistance from the Appalachian Regional Commission or the Delta Regional Authority: Virginia, North Carolina, South Carolina, Georgia, Alabama, Mississippi, and Florida. Directs the Authority to perform various functions, including: (1) formulating plans and programs to spur economic development, and approving grants to states and public and nonprofit entities toward that end; (2) establishing priorities in a development plan for the region; (3) supporting local development districts, and creating them where they do not exist; and (4) encouraging private investment in the region. Permits the Authority to request and receive federal, state and local government personnel as employees. States that Authority grants for infrastructure development may be made only to state or local governments. Permits Authority grants for job training, employment-related education, business development, assisting severely distressed and poor areas, or for other purposes in accordance with this Act. Allows the Authority to designate annually: (1) distressed counties; and (2) isolated areas of distress in nondistressed counties. Directs the Authority to garner public participation in the development, revision, and implementation of its plans and programs.

Living Kidney Organ Donation Clarification Act of 2007 - Provides that for purposes of provisions of the National Organ Transplant Act that prohibit the transfer of any human organ for use in human transplantation for valuable consideration, kidney paired donations do not involve such a transfer.

Trade Prosecutor Act - Amends the Trade Act of 1974 to establish in the Office of the U.S. Trade Representative (USTR) a Trade Enforcement Division, headed by a Trade Enforcement Officer, to ensure that U.S. trading partners comply with trade agreements to which the United States is a party. Establishes within the Division the Office of Trade Assistance for Small Businesses. Requires the USTR, after submission of a specified report, to annually identify (and report to Congress on): (1) U.S. trade enforcement priorities; (2) enforcement actions and their impact on foreign trade barriers; and (3) priority foreign country trade practices on which the USTR will focus enforcement efforts.

Veterans' Memorials, Boy Scouts, Public Seals, and Other Public Expressions of Religion Protection Act of 2007 - Amends the Revised Statutes of the United States to limit the remedy, in a civil action against a state or local official for deprivation of civil rights, to injunctive and declaratory relief and deny attorneys' fees where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, including violations relating to: (1) religious words or imagery in veterans' memorials, public buildings, or official seals of states or their subdivisions; and (2) the chartering of Boy Scout units by states or their subdivisions and the Boy Scouts' using public buildings. Imposes the same limits regarding such an action against the United States or any U.S. agency or official acting in his or her official capacity.

Transit System Flexibility Protection Act of 2007 - Authorizes the Secretary of Transportation to make public transportation formula grants for operating costs of equipment and facilities for use in public transportation in an urbanized area with a population of more than 200,000 if such public transportation system operates less than 100 buses on fixed route service during peak hours.

Amends the federal criminal code to authorize a nonresident of a state to carry concealed firearms (other than a machinegun or destructive device) in that state if such nonresident has a valid permit to carry firearms in any state and is not prohibited from carrying a firearm under federal law, subject to restrictions imposed by the state issuing the permit or under this Act.

Timber Tax Act of 2007 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers whether or not they itemize deductions) for up to 60% of gains from certain sales or exchanges of timber.

Helping Our Patriotic Employers at Helping Our Military Employees Act of 2007 or the HOPE at HOME Act of 2007- Entitles federal employees who are absent from their jobs for a period of more than 90 days for the purpose of performing active duty service in the uniformed services to receive the full amount of basic pay that they would have received if there had been no such interruption in their federal employment. Amends the Internal Revenue Code to: (1) allow employers a business tax credit for 50 percent of the actual compensation paid to Ready Reserve-National Guard employees while on active duty or hospitalized incident to such duty; (2) allow employers a tax credit for wages paid to temporary employees hired to replace Ready Reserve-National Guard employees while on active duty; (3) provide for withholding of tax on differential wage payments to active duty members of the uniformed services; and (4) treat such differential wage payments as employee compensation for retirement plan purposes, including for the deductibility of contributions to individual retirement accounts.

Keeping Families Together Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award competitive matching grants to states to establish systems of care to treat and provide services to all children who are in the custody of the state or at-risk of entering into the custody of the state for the purpose of receiving mental health services. Requires states to use grant funds for certain activities, including to: (1) expand public health insurance programs to cover community-based mental health and family support services for such children and their families that will be sustainable after the grant has expired; (2) provide outreach and public education concerning available programs and activities; and (3) provide training and professional development for personnel who work with such children. Requires the Administrator to establish a task force to examine: (1) problems of mental health in the child welfare and juvenile justice systems; (2) issues with respect to access by children and youth to mental health services; and (3) the role of federal agencies in promoting access by children and youth to mental health services.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

H-Prize Act of 2007 - Directs the Secretary of Energy to award competitive cash prizes to advance the research, development, demonstration, and commercial application of hydrogen energy technologies. Designates prize-eligible categories, including: (1) advancements in certain hydrogen components or systems; (2) prototypes of hydrogen-powered vehicles or other hydrogen-based products that meet or exceed certain performance criteria; and (3) transformational changes in technologies for hydrogen distribution or production that meet or exceed far-reaching criteria, including minimal carbon emissions, and which may include cost criteria designed to facilitate the eventual market success of a winning technology.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider, before beginning any abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks after fertilization), to: (1) make a specified statement to the pregnant woman that Congress has determined that there is substantial evidence that the process will cause the unborn child pain, and that the mother has the option of having pain-reducing drugs administered directly to the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt) and an Unborn Child Pain Awareness Decision Form; and (3) obtain on the form the woman's signature and her explicit request for or refusal of the administration of drugs to the child. Creates an exception for certified medical emergencies. Establishes penalties for willfully failing to comply with this Act, including civil penalties, medical license suspension, or both. Authorizes: (1) specified officials to bring suit in federal court; and (2) private rights of action by a parent or guardian of a woman who is an unemancipated minor. Requires each state and state medical licensing authority to promulgate procedures for the revocation or suspension of a provider's license upon a court finding that the provider has violated this Act. Subjects a state that fails to implement such procedures to loss of Medicaid funding.

Sunshine in the Courtroom Act of 2007 - Authorizes the presiding judge of a U.S. appellate court or U.S. district court to permit the photographing, electronic recording, broadcasting, or televising to the public of court proceedings over which that judge presides except when such action would constitute a violation of the due process rights of any party. Directs: (1) a district court, upon the request of any witness in a trial proceeding other than a party, to order the face and voice of the witness to be disguised or otherwise obscured to render the witness unrecognizable to the broadcast audience of the trial proceeding; and (2) the presiding judge in a trial proceeding to inform each witness who is not a party of the right to make such request. Authorizes the Judicial Conference of the United States to promulgate advisory guidelines to which a presiding judge may refer in making decisions regarding the management and administration of photographing, recording, broadcasting, or televising described in this Act.

Dependence Reduction through Innovation in Vehicles and Energy Act or DRIVE Act - Instructs the Director of the Office of Management and Budget to publish in the Federal Register an oil savings target and action plan for specified calendar years. Directs the Secretary of Transportation to develop: (1) a fuel efficiency consumer education program for motor vehicle tires; (2) a fuel efficiency program for passenger automobile and light truck tires; and (3) a program to designate Transit-Oriented Development Corridors. Directs the Administrator of the Environmental Protection Agency to: (1) develop a testing and assessment program to determine heavy duty vehicle fuel economy; (2) establish a task force to develop minimum certification standards for plug-in hybrid electric vehicles; and (3) establish a near-term electric transportation deployment program. Instructs the Secretary of Transportation to prescribe average heavy duty vehicle fuel economy standards. Amends the Internal Revenue Code to: (1) allow a tax credit for 50% of the cost and installation (up to $3,500) of a qualifying idling reduction device (includes off-truck infrastructure equipment) on a heavy-duty diesel-powered on-highway vehicle; (2) allow a credit for 35% of the advanced motor vehicle technology expenses of certain motor vehicle manufacturers or component parts manufacturers; (3) terminate the limitation on the number of new qualified hybrid and advanced lean burn vehicles eligible for the alternative motor vehicle credit; (4) extend the alternative motor vehicle credit; (5) establish a fuel-efficient tax credit for private fleets; (6) subject heavy vehicles to the depreciation limitation for certain luxury automobiles; (7) increase the alternative fuel vehicle refueling property credit; (8) extend biodiesel income and excise tax credits; (9) increase the small ethanol producer tax credit for sucrose and cellulosic ethanol producers; and (10) provide plug-in electric vehicle incentives. Directs the Secretary of Energy to: (1) establish a lightweight material research and development program; (2) carry out a research and commercial application program for electric drive transportation technology and engine dominant hybrid vehicle technology; (3) provide hybrid technology loan guarantees; and (4) require that by FY2016 each federal agency achieve at least a 30% reduction in its fleet petroleum consumption, and have at least 30% of its alternative fuel vehicles be hybrid or lean burn vehicles; (5) establish an alternative fuels pilot grant program; and (6) conduct a national media campaign to decrease U.S. oil consumption over the next decade. Sets forth a federal agency motor vehicle efficiency and fuel requirements. Requires certain minimum percentages of light-duty motor vehicles manufactured for model years 2012 and beyond to use specified propulsion technologies and fuels. Amends the Clean Air Act to prescribe minimum annual quantities of renewable fuel from cellulosic biomass and sugar. Directs the Secretary of Agriculture to establish a low-interest loan and grant program for farmer-owned ethanol producers to develop infrastructure, including pump stations, for the retail delivery of any fuel containing at least 85% ethanol.

Minority Serving Institution Digital and Wireless Technology Opportunity Act - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Brigadier General Francis Marion Memorial Act of 2007 - Authorizes the Marion Park Project and Committee of the Palmetto Conservation Foundation to jointly establish a commemorative work on federal land in the District of Columbia and its environs to honor the service of Brigadier General Francis Marion to the United States. Prohibits the use of federal funds to pay any expense of its establishment.

Platform Equality and Remedies for Rights Holders in Music Act of 2007 or the Perform Act of 2007 - Requires Copyright Royalty Judges (CRJs) to establish rates for a statutory license for the transmission of sound recordings by organizations that most clearly represent the fair market value of the rights licensed. Replaces the different processes for setting rates and terms of royalty payments for subscription transmissions by preexisting subscription services, satellite digital radio services, and eligible nonsubscription transmission services with one process for all such transmissions. Directs CRJs, when setting such rates and terms, to consider: (1) the fair market value of the rights licensed; and (2) the degree to which reasonable recording affects the potential market for sound recordings and the additional fees that are required to be paid by services for compensation. Conditions statutory licensing of transmissions on the transmitting entity using technology that is reasonably available, technologically feasible, and economically reasonable to prevent the making of copies or phonorecords embodying the transmission in whole or in part, except for reasonable recording. (Current law provides for limits on phonorecords of the transmission directly in a digital format.) Allows a performing rights society or a mechanical rights organization to monitor public performances or other uses of copyrighted works contained in transmissions. Requires the Register of Copyrights to convene a meeting among affected parties to discuss whether to recommend creating a new category of limited interactive services within certain statutory licenses for subscription transmissions.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Amends the Caribbean Basin Economic Recovery Act, as amended by the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006, to extend the date by which the President must determine whether Haiti is meeting specified political, economic, social, and security requirements in order for Haiti to qualify for preferential trade provisions under such Act.

Attorney-Client Privilege Protection Act of 2007 - Amends the federal criminal code to prohibit any U.S. agent or attorney, in any federal investigation or criminal or civil enforcement matter, from demanding, requesting, or conditioning treatment on the disclosure by an organization (or affiliated person) of any communication protected by the attorney-client privilege or any attorney work product. Prohibits a U.S. agent or attorney from conditioning a civil or criminal charging decision relating to an organization (or affiliated person) on one or more specified actions, or from using one or more such actions as a factor in determining whether an organization or affiliated person is cooperating with the government. Numbers among the actions a U.S. agent or attorney may not use as a charging decision condition or a cooperation-determining factor: (1) any valid assertion of the attorney-client privilege or privilege for attorney work product; (2) the provision of counsel to, or contribution to the legal defense fees or expenses of, an employee of the organization; (3) entry into a joint-defense, information-sharing, or common-interest agreement with an employee of the organization if the organization determines it has a common interest in defending against the investigation or enforcement matter; (4) the sharing of relevant information with an employee; or (5) a failure to terminate an employee's employment, or otherwise sanction an employee, because of the employee's decision to exercise his or her constitutional rights or other legal protections in response to a government request. Prohibits a U.S. agent or attorney from demanding or requesting that an organization or an affiliated person not take any such action.

Appropriates to the Department of Defense (DOD) for FY2007 for military construction, family housing, and base realignment and closure functions, an amount equal to that authorized to be appropriated for such purposes for such fiscal year under the Military Construction Authorization Act for Fiscal Year 2007 (Division B of the John Warner National Defense Authorization Act for Fiscal Year 2007).

Nuclear Fuel Management and Disposal Act - Withdraws specified lands in Nye County, Nevada, permanently from any form of entry, appropriation, or disposal under the public land laws, including: (1) the mineral leasing laws; (2) the geothermal leasing laws; (3) materials sales laws; and (4) the mining laws. Transfers jurisdiction over such lands to the Secretary of Energy (Secretary). Reserves use of such lands for certain activities associated with the disposal of high-level radioactive waste and spent nuclear fuel under the Nuclear Waste Policy Act of 1982. Requires the Secretary to manage the lands so withdrawn, and submit to Congress and the state of Nevada a management plan for their use. Amends the Nuclear Waste Policy Act of 1982 to direct the Secretary to apply to the Nuclear Regulatory Commission (NRC) for a license to construct and operate facilities to receive and store spent nuclear fuel and high-level radioactive waste at the Yucca Mountain site. Authorizes the Secretary to begin construction of connected infrastructure facilities after completion of a final environmental impact statement evaluating the activities involved. Requires the Secretary to acquire rights-of-way for construction and operation of railroad facilities to transport spent nuclear fuel and high-level radioactive waste from existing rail systems to the site of surface facilities within the geologic repository operations area for the receipt, handling, packaging, and storage of spent nuclear fuel and high-level radioactive waste prior to emplacement. Revises requirements for new plant contracts.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) investment in childhood cancer research; (3) medical trainees and investigators in the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.
