Clean Energy for America Act This bill amends the Internal Revenue Code to modify or replace several existing energy-related tax incentives to provide consolidated tax deductions and credits for the production of or investment in clean electricity, the production of clean transportation fuels, and energy efficient homes and commercial buildings. The new tax incentives are technology-neutral and the amounts of the credits or deductions vary based on the levels of carbon emissions for the incentives for electricity and fuels or energy efficiency in the case of the incentives for energy efficient homes and commercial buildings. The bill also establishes tax credits for certain bonds issued by a governmental body, a public power provider, or a cooperative electric company for facilities producing clean electricity or clean transportation fuels. The bill phases out the new tax incentives when annual greenhouse gas emissions in the United States have been reduced by at least 35%. In order to provide for a transition period for the new tax incentives, the bill temporarily extends several existing energy-related tax provisions. With respect to the existing qualifying advanced energy project credit, the Department of the Treasury must establish an additional qualifying advanced energy project program to consider and award certifications for qualified investments eligible for credits.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Chinese-American World War II Veteran Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese-American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Save Women's Preventive Care Act This bill amends the Public Health Service Act to expand preventive care and screening coverage for women under a group health plan. Under current law, a group health plan must provide preventive care and screening coverage for women as prescribed for in the comprehensive guidelines by the Health Resources and Services Administration. The bill repeals that condition, and instead, specifies the following preventive care and screenings must be covered under a group health plan: comprehensive lactation support services; screening for adolescents and women for interpersonal and domestic violence; screening for gestational diabetes mellitus; screening for cervical cancer; directed behavioral counseling for sexually transmitted infections; prevention education, risk assessment, and screening for HIV; contraceptive care; screening for breast cancer; and well-woman preventive care visits. The bill authorizes states to require group health plans to provide more generous coverage.

Veterans Appeals Improvement and Modernization Act of 2017 This bill revises the Department of Veterans Affairs (VA) disability claims appeals system. The bill permits a veteran to appeal within one year by: (1) requesting a review of the agency of original jurisdiction's (AOJ) decision by a higher-level adjudicator within AOJ using the same evidentiary record; (2) filing a supplemental claim with a regional office that includes the opportunity to submit additional evidence and have a hearing; or (3) appealing directly to the Board of Veterans' Appeals, with the opportunity to select an expedited review to submit new evidence but without a hearing, or to select a review with the option to submit new evidence and request a hearing. A veteran may: (1) maintain the original effective date of a claim if he or she submits new and relevant evidence within one year of the most recent decision, and (2) retain the services of attorneys and accredited agents who charge a fee when the AOJ provides notice of the original decision. The VA's statutory duty to assist a veteran terminates after the original decision. The bill: (1) requires the VA to issue decision notification letters, (2) permits certain veterans who initiated an appeal prior to the bill's effective date to opt-in to the new appeals system, (3) authorizes the VA to conduct a pilot program to test such system, and (4) requires the VA, prior to full implementation, to certify to Congress that it has sufficient resources and personnel to carry out the legacy and new appeals systems.

Preserve Rights Of States and Political subdivisions to Encourage Retirement Savings Act or the PROSPERS Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to specify that states and certain political subdivisions may establish and administer voluntary payroll deduction retirement savings programs for private sector employees that are not considered employee pension benefit plans or pension plans covered by ERISA if the plans meet certain requirements. The bill requires the plans to be established, implemented, and administered by states or political subdivisions. The plans must also be voluntary for employees and meet other specified requirements, including restrictions on the involvement of employers and obligations to enforce the rights of employees.

This bill extends the Secure Rural Schools and Community Self-Determination Act of 2000 through FY2017, including provisions concerning secure payments to eligible states, territories, and counties containing federal land. The bill: (1) sets forth special rules for state and county payments for FY2016, and (2) requires all FY2016 payments to be made within 45 days of enactment of this bill. No funds made available to eligible counties under such Act may be used in lieu of, or to otherwise offset, a state funding source for a local school, facility, or educational purpose. The merchantable timber contracting pilot program is repealed. The bill extends through FY2019 the authority under such Act to initiate special projects on such federal lands and certain county activities.

Know Conflicts Act of 2017 This bill amends the Federal Funding Accountability and Transparency Act of 2006 to define: "active financial conflict of interest" to mean any potential source of conflict that constitutes a financial interest in or liability owed to an entity reported as receiving a federal award under such Act; "covered person" to mean the President, Vice President, spouse of the President or Vice President, and a dependent child of the President or Vice President; and "potential source of conflict" to mean any financial interest or liability held by a covered person that is not a financial interest held by a widely held investment fund and that is included in a covered person's financial disclosure report required to be filed under such Act, or that is otherwise identified by the Office of Government Ethics as a potential source of conflict. The Office of Management and Budget must ensure that its publicly accessible website on federal awards includes information indicating whether an award has resulted in the existence of one or more active financial conflicts of interest. The Bureau of the Fiscal Service of the Department of the Treasury must annually submit to Congress a report that includes a comprehensive accounting of all new or ongoing active conflicts of interest.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2017 or the CONNECT for Health Act of 2017 This bill makes a series of changes to expand coverage of telehealth services under Medicare, including by exempting certain telehealth services (e.g., specified renal dialysis and stroke evaluation services) from originating site requirements.

New Mexico Drought Preparedness Act of 2017 This bill directs the Bureau of Reclamation to carry out a water acquisition program in specified basins in New Mexico, under which Reclamation shall: (1) make acquisitions of water by lease or purchase of water rights or contractual entitlements from willing lessors or sellers, consistent with the Rio Grande Compact and applicable state water rights law; and (2) take other actions to enhance stream flow to benefit fish and wildlife (including endangered species), water quality, and river ecosystem restoration and to enhance stewardship and conservation of working land, water, and watersheds. Reclamation, in cooperation with the Middle Rio Grande Conservancy District, may provide funding and technical assistance for the installation of metering and measurement devices and the construction of check structures to: (1) ensure the conservation and efficient use of water by reducing actual consumptive use or by not increasing the use of water, and (2) improve the measurement and allocation of water. Reclamation shall develop a comprehensive plan for the San Acacia and Isleta Reaches. The U.S. Army Corps of Engineers shall continue, for five years after enactment of this bill, the temporary deviation in the operation of Cochiti Lake and Jemez Canyon Dam that was initiated in 2009 and terminated in 2013, to evaluate the benefits of the deviation. The bill authorizes financial assistance to be made available for eligible water projects to help western states and tribal governments address drought-related impacts to water supplies or any other immediate water-related crisis or conflict. The Omnibus Public Land Management Act of 2009 is amended to: (1) authorize the use of water management improvement grants to assist applicants in planning for or addressing the impacts of drought, and (2) reauthorize for FY2017-FY2025 the Rio Grande Pueblo Irrigation infrastructure grant program.. The Department of Agriculture may allocate certain financial assistance made available under the Food Security Act of 1985 to establish special conservation initiatives at the local, state, or regional level to assist producers in implementing eligible activities on agricultural land in the western states for: (1) mitigating the effects of drought; (2) improving water quality and quantity; (3) restoring, enhancing, and preserving fish and wildlife habitat; and (4) promoting innovative and collaborative conservation tools and approaches.

Community Lending Enhancement and Regulatory Relief Act of 2017 or the CLEAR Relief Act of 2017 This bill amends the Sarbanes-Oxley Act of 2002 to exempt from specified reporting and attestation requirements a community bank with assets of $1 billion or less. The bill amends the Truth in Lending Act to exempt from certain escrow requirements and residential mortgage loan standards a residential mortgage loan held by a depository institution with assets of $10 billion or less. The bill further amends that Act, as well as the Consumer Protection Act of 2010, to exempt certain creditors from specified disclosure requirements. In addition, the bill amends the Bank Holding Company Act of 1956 to exempt from the Volcker Rule a depository institution with assets of $10 billion or less. (The Volcker Rule prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds.)

Equality Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. The bill defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. The bill prohibits "establishment" from being construed to be limited to a physical facility or place. The Department of Justice (DOJ) may bring a civil action if it receives a complaint from an individual who claims to be: denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) on account of sex, sexual orientation, or gender identity; or denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity, thereby expanding DOJ's existing authority to bring such actions for complaints based on race, color, religion, sex, or national origin. The bill revises public school desegregation standards to provide for the assignment of students without regard to sexual orientation or gender identity. The bill prohibits programs or activities receiving federal financial assistance from denying benefits to, or discriminating against, persons based on sex, sexual orientation, or gender identity. The bill prohibits employers with 15 or more employees from discriminating based on sexual orientation or gender identity, subject to the same exceptions and conditions that currently apply to unlawful employment practices based on race, color, religion, sex, or national origin. Employers must recognize individuals in accordance with their gender identity if sex is a bona fide occupational qualification that is reasonably necessary to the normal operation of that particular business or enterprise. The bill provides government employees with protections against discrimination based on sexual orientation or gender identity. DOJ may intervene in equal protection actions in federal court on account of sexual orientation or gender identity. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill amends Fair Housing Act, the Equal Credit Opportunity Act, and jury selection standards to add sexual orientation and gender identity as classes protected against discrimination under such laws.

Creating Higher Education Affordability Necessary to Compete Economically Act or the Middle Class CHANCE Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify provisions related to the Federal Pell Grant program. Specifically, it increases the maximum Federal Pell Grant award for academic year 2018-2019 and adjusts it in subsequent award years to account for changes in the Consumer Price Index. The bill also increases from one to two the number of Pell Grants an eligible student may receive in a single award year (i.e., it restores year-round Pell Grants). A student's total amount of Pell Grants must not exceed 150% of the maximum Pell Grant for that award year. Also, any period during which a student receives an additional Pell Grant counts toward that student's lifetime Pell Grant eligibility period. Finally, the bill increases from 12 to 15 semesters a student's lifetime Pell Grant eligibility period.

Stop Arctic Ocean Drilling Act of 201 7 This bill declares that it is the policy of the United States that the Arctic Ocean should be managed for the best interests of the people of the United States, including by keeping fossil fuels in the ground to avoid the dangerous impacts of climate change. The Outer Continental Shelf Lands Act is amended to prohibit the Department of the Interior from issuing or renewing a lease or any other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in the Arctic Ocean, including the Beaufort Sea and Chukchi Sea Planning Areas.

Access to Contraception for Women Servicemembers and Dependents Act of 2017 This bill expands the TRICARE health care program to entitle additional female beneficiaries and dependents to care related to the prevention of pregnancy. (Currently, such care is limited to certain female members of the uniformed service or a reserve component performing active duty or certain servicewomen performing inactive-duty training.) Cost-sharing may not be imposed or collected for such pregnancy prevention care, including for any method of contraception provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program. Such pregnancy prevention care shall include: (1) all methods of contraception approved by the Food and Drug Administration (FDA), (2) contraceptive care, (3) sterilization procedures, and (4) patient education and counseling. The Department of Defense shall establish a uniform standard curriculum to be used in family planning education programs for all men and women members of the Armed Forces. Every military treatment facility, upon request, shall provide emergency contraception, information about FDA-approved methods of emergency contraception, and notification of confidentiality rights to any woman who: (1) states, or is accompanied by another individual who states, that the woman is a victim of sexual assault; or (2) is reasonably believed to be a survivor of sexual assault.

White House Visitor Logs Transparency Act of 2017 This bill amends the federal criminal code to require the following records created or maintained by the U.S. Secret Service in carrying out protective services to be made available to the public upon request: the name of each individual who visits the White House for the purpose of conducting business and meets with the President or an employee of the Executive Office of the President; the date and time each such visitor entered and left the White House; and the name of each individual in the White House, including the President if applicable, with whom each such visitor met. The following records created or maintained by the Secret Service shall not be disclosed to the public: information relating to an individual whose visit to the White House was as a guest of the President or the President's family and entirely personal in nature; information that, if disclosed to the public, would cause a threat to national security interests; and time-sensitive information concerning particularly sensitive meetings.

America's Red Rock Wilderness Act of 2017 This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for: (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.

American Renewable Fuel and Job Creation Act of 2017 This bill amends the Internal Revenue Code to modify and extend: (1) the income tax credit for biodiesel and renewable diesel used as fuel, and (2) the excise tax credit for biodiesel fuel mixtures. The bill: (1) makes the credits available to domestic producers of the fuels rather than the policy under current law of providing a mixture credit to the blender of the fuel, (2) increases the income tax credit for certain small biodiesel producers, and (3) extends the credits through 2020.

Condemns the government of Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Urges the President and the Department of State to: (1) condemn the Iranian government's continued violation of human rights and demand the immediate release of prisoners held solely on account of their religion, and (2) impose sanctions on Iranian officials and other individuals directly responsible for serious human rights abuses.

Year-Round Pell Grant Restoration Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make qualified students eligible to receive more than one Pell Grant in an award year, thus allowing year-round Pell Grants. If a student receives more than one Pell Grant in an award year, the total amount of the Pell Grants awarded to the student may exceed the maximum Federal Pell Grant available for an award year.

This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. The greater of 1.5% of the annual authorized funding amount or $10 million shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Energy Workforce for the 21st Century Act of 2017 This bill requires the Department of Energy to establish a comprehensive program to improve education and training for energy- and manufacturing-related jobs, with emphasis on increasing the number of skilled individuals from underrepresented groups trained to work in those jobs.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the collective award of a Congressional Gold Medal to the troops from the United States and the Philippines who defended Bataan, Philippines, and were subsequently prisoners of war in recognition of their personal sacrifice and service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such troops.

This bill amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC) to promulgate customer privacy regulations that require telecommunications services, broadband Internet access services, and interconnected VoIP services to: notify a customer about the collection, use, and sharing of customer proprietary information that is individually identifiable customer proprietary network information, personally identifiable information, or the content of communications; obtain opt-in approval from a customer to use and share sensitive customer proprietary information about financial or health information, children, Social Security numbers, precise geolocation, content of communications, call detail information, web browsing or application usage history, or other customary proprietary information that the FCC determines to be sensitive; not refuse to serve a customer who does not consent to the use and sharing of customer proprietary information for commercial purposes under a "take-it-or-leave-it" offer; develop data security practices; and notify customers of security breaches. The FCC must also implement strong protection for de-identified customary proprietary information to prevent re-identifying such information.

Rural Hospital Access Act of 2017 This bill permanently extends the Medicare-Dependent Hospital program (which provides increased payments to certain smaller, rural hospitals that serve a proportionally high number of Medicare patients) and the program for increased payments under Medicare for low-volume hospitals.

Protecting Sensitive Locations Act This bill amends the Immigration and Nationality Act to provide that an immigration enforcement action by the Department of Homeland Security or an individual designated to perform immigration enforcement functions may not take place at a sensitive location, unless: (1) the action involves exigent circumstances, and (2) prior approval was obtained from the appropriate official. A "sensitive location" includes all of the physical space located within 1,000 feet of: medical treatment or health care facilities; public and private schools; scholastic or education-related activities; school bus or school bus stops during periods when school children are present; any organization that assists children, pregnant women, victims of crime or abuse, or individuals with significant mental or physical disabilities or that provides disaster or emergency social services; places of worship; funerals, weddings, or other public religious ceremonies; public demonstrations; federal, state, or local courthouses; or any domestic violence shelter, rape crisis center, supervised visitation center, family justice center, or victim services provider. The bill shall not apply to the transportation of an individual apprehended at or near a land or sea border to a hospital or health care provider for the purpose of providing such individual with medical care. If an enforcement action is carried out in violation of this bill: (1) no information resulting from the action may be entered into the record or received into evidence in a resulting removal proceeding, and (2) the affected alien may file a motion for such proceeding's immediate termination. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall provide training to officers and report to Congress on any enforcement activity occurring at sensitive locations.

Treat and Reduce Obesity Act of 2017 This bill allows coverage, under Medicare, of intensive behavioral therapy for obesity furnished by providers other than primary care physicians and practitioners. Additionally, it allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Paycheck Fairness Act This bill amends equal pay provisions of the Fair Labor Standards Act of 1938 to: (1) restrict the use of the bona fide factor defense to wage discrimination claims, (2) enhance nonretaliation provisions, (3) make it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages, and (4) increase civil penalties for violations of equal pay provisions. The Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs shall train EEOC employees and other affected parties on wage discrimination matters. The bill directs the Department of Labor to: (1) establish and carry out a grant program for negotiation skills training for girls and women, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The Secretary of Labor's National Award for Pay Equity in the Workplace is established for an employer who has made a substantial effort to eliminate pay disparities between men and women. This bill amends the Civil Rights Act of 1964 to require the EEOC to issue regulations for collecting from employers compensation and other employment data according to sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Larry Doby Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal in honor of Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

Shark Fin Trade Elimination Act of 2017 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Coal Cleanup Taxpayer Protection Act This bill amends the Surface Mining Control and Reclamation Act to prohibit the Office of Surface Mining and Reclamation Enforcement (OSMRE) and state regulatory authorities from accepting new self-bonds for coal reclamation. Additionally, any existing self-bonds or corporate bonds utilized for coal reclamation must be converted to surety or collateral bonds. The OSMRE may approve state or federal alternative coal mining bond programs that result in no greater risk of financial liability to the federal government than a surety or collateral bond program. The bill also requires the OSMRE to issue rules establishing limitations on surety bonds to minimize the financial liability to the federal or state government.

Employer Participation in Repayment Act of 2017 This bill amends the Internal Revenue Code to expand the tax exclusion for employer-provided educational assistance to include an employer's payments to an employee or lender for the principal or interest on any qualified education loan incurred by an employee.

Clean Air, Healthy Kids Act This bill nullifies the Executive Order entitled "Promoting Energy Independence and Economic Growth" that was signed on March 28, 2017. No federal funds may be used to implement or enforce the order. This bill may not be construed to impair any authority granted to the President. The bill takes effect on March 28, 2017.

Sportsmen's Act This bill declares that federal land must be open for hunting, fishing, and recreational shooting unless the managing agency acts to close the lands in accordance with this bill. The Forest Service or the Bureau of Land Management (BLM) may lease or permit the use of federal land for a shooting range, with specified exceptions. The National Park Service (NPS), the U.S. Fish and Wildlife Service, the BLM, and the Forest Service must prepare a list that identifies land within their respective jurisdictions that is: (1) open to the public for hunting, fishing, or recreational uses; (2) not accessible to the public because the land does not have public entry or exit points or has significantly restricted public entry and exit points; and (3) at a minimum, 640 acres in size. Those federal entities must: (1) make this information available biennially for a 10-year period, and (2) report on options for providing public entry and exit points for the land. The bill provides special rules to expand access to federal land for film crews of three people or fewer. The bill establishes a Wildlife and Hunting Heritage Conservation Council Advisory Committee to advise the Departments of Agriculture and of the Interior on wildlife and habitat conservation, hunting, and recreational shooting. The NPS may not prohibit individuals from transporting bows and crossbows if certain requirements are met.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Fifth Amendment Integrity Restoration Act of 2017 or the FAIR Act This bill modifies general rules governing civil forfeiture proceedings to: (1) ensure that a person contesting a civil forfeiture has legal representation without regard to whether the property subject to forfeiture is being used by such person as a primary residence; (2) increase the federal government's burden of proof in civil forfeiture proceedings to clear and convincing evidence; (3) require the government, in addition to showing a substantial connection between the seized property and an offense, to establish by clear and convincing evidence that the owner of any interest in the seized property used the property with intent to facilitate the offense or knowingly consented or was willfully blind to the use of the property by another in connection with the offense; and (4) expand the proportionality criteria used by a court to determine whether a civil forfeiture was constitutionally excessive. To remove incentives for carrying out civil forfeitures, the bill requires proceeds from the disposition of seized property to be deposited into the General Fund of the Treasury, rather than to Department of Justice accounts for law enforcement activities. The bill adds a mens rea requirement (i.e., a knowing violation) to the prohibition against structuring financial transactions to evade reporting requirements. A court shall conduct a probable cause hearing to determine if there is a violation of the prohibition against structuring transactions to evade reporting requirements involving a monetary instrument and to return such instrument if probable cause is not established.

Healthy Families Act This bill requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least 1 hour of paid sick time for every 30 hours worked. The bill authorizes small employers with fewer than 15 employees to provide the same paid sick time, but allows them to opt out. Any small employer that opts out shall provide at least 56 hours of unpaid sick time to each employee per calendar year. The bill declares that an employer shall not be required to permit an employee to earn more than 56 hours of paid sick time in a calendar year, unless the employer chooses to set a higher limit. Employees may use such time to: (1) meet their own medical needs; (2) care for the medical needs of certain family members (including a domestic partner or the domestic partner's parent or child); or (3) seek medical attention, assist a related person, take legal action, or engage in other specified activities relating to domestic violence, sexual assault, or stalking. The bill prohibits an employer from interfering with an employee's exercise of such rights. The Commissioner of Labor Statistics must compile information annually on paid sick time and the Comptroller General shall study related matters. The bill declares that nothing in this bill shall be construed to discourage employers from adopting or retaining more generous leave policies. The Department of Labor shall exercise certain investigative and enforcement authority for employees covered by this bill, the Family and Medical Leave Act of 1993, or the Government Employee Rights Act of 1991. The same authority is granted to the Library of Congress, the Government Accountability Office, the Office of Compliance, and the Merit Systems Protection Board for employees under their jurisdictions. The bill authorizes civil actions by employees, individuals, or their representatives for damages or equitable relief against employers who violate this bill.

This bill rescinds the provisions of Executive Order 13780, entitled "Protecting the Nation from Foreign Terrorist Entry into the United States." Among the order's major provisions are restrictions on the entry of nationals from six countries (Iran, Libya, Somalia, Sudan, Syria, and Yemen) and additional limitations on refugee admissions to the United States.

Target Practice and Marksmanship Training Support Act This bill amends the Pittman-Robertson Wildlife Restoration Act to facilitate the construction and expansion of public target ranges by: (1) authorizing a state to pay up to 90% of the costs of acquiring land for, expanding, or constructing a public target range; (2) authorizing a state to elect to allocate 10% of a specified amount apportioned to it from the federal aid to wildlife restoration fund for those costs; (3) limiting the federal share of those costs under such Act to 90%; and (4) requiring amounts provided for those costs under such Act to remain available for expenditure and obligation for five fiscal years. The United States shall be shielded from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. The bill urges the Forest Service and the Bureau of Land Management to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training.

National Criminal Justice Commission Act of 2017 This bill establishes the National Criminal Justice Commission to conduct a comprehensive review of the criminal justice system; make recommendations for criminal justice reform; and disseminate findings and guidance to the federal government and to state, local, and tribal governments.
