Strongly condemns Russia's actions against Ukraine in the Kerch Strait, including the attack and seizure of Ukrainian naval ships and sailors. Calls on Russia to release the sailors and ships and to stop its harassment of ships in the strait. Calls on the President to express his administration's opposition to Russia's attack at every opportunity, and affirms the Department of State's declaration that it is U.S. policy to never recognize Russia's attempted annexation of Crimea. Urges the international community to unite in opposition to Russia's actions in the strait.

Innovations in Mentoring, Training, and Apprenticeships Act This bill requires the National Science Foundation (NSF) to award competitive grants to community colleges to develop or improve associate degree and certificate programs in STEM (science, technology, engineering, and mathematics, including computer science) fields in which there is a significant workforce demand in their region and a need to strengthen the global competitiveness of affected companies. The NSF shall award competitive grants to universities partnering with employers or employer consortia that commit to offering apprenticeships, internships, research opportunities, or applied learning experiences to university students in identified four-year STEM degree programs. The NSF shall award competitive grants to institutions of higher education or nonprofit organizations to conduct research on student outcomes and determine best practices and scalability of computer-based and online courses for technical skills training. The NSF Directorate of Social, Behavioral & Economic Sciences, in coordination with the Department of Labor, shall support research to improve the efficiency of skilled technical labor markets in the United States. The NSF shall commission research that compares and contrasts skilled technical workforce development between the United States and other developed countries. The NSF National Center for Science and Engineering Statistics shall coordinate with other relevant federal statistical agencies in exploring the feasibility of expanding its surveys to include the collection of objective data on certain skilled technical workers who use significant levels of STEM knowledge in their jobs.

This bill amends the Internal Revenue Code, with respect to the tax credit for new plug-in electric drive motor vehicles, to change the phase-out period for the credit to calendar year 2022. (Under current law, the credit phases out for a manufacturer's vehicles over the one-year period beginning with the second calendar quarter after the calendar quarter in which at least 200,000 qualifying vehicles manufactured by that manufacturer have been sold for use in the United States after December 31, 2009.)

Seniors Affordable Housing Tax Credit Act This bill establishes a tax credit for states to allocate to taxpayers who rent properties to low-income seniors using a rental reduction agreement. Under a rental reduction agreement, the rent and utility payments for an eligible senior unit must be equal to the lesser of: (1) 30% of the monthly family income of the residents of the unit, or (2) the applicable standard fair market rent for the unit. An eligible senior unit must have family income that does not exceed the greater of: (1) 30% of the area median gross income, or (2) the applicable poverty line for a family of the size involved. The unit must also include at least one occupant who has attained the age of 55 at the beginning of the lease

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

This bill reinstates and extends the authority of the Department of Veterans Affairs to determine and regulate diseases that warrant a presumption of service connection after exposure to a herbicide agent. Under a presumption of service connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits may then be awarded.

Keeping Our Commitment to Ending Veteran Homelessness Act of 2018 This bill extends through FY2020 authority for the following Department of Veterans Affairs programs: homeless veterans reintegration programs, the homeless women veterans and homeless veterans with children reintegration program, referral and counseling services for certain veterans at risk of homelessness, treatment and rehabilitation services for seriously mentally ill and homeless veterans, the grant program for homeless veterans with special needs, and financial assistance for supportive services for very low-income veteran families in permanent housing. The bill extends through 2020 authority for the Advisory Committee on Homeless Veterans.

Paid Family Leave Pilot Extension Act of 2018 This bill amends the Internal Revenue Code to extend through 2022 the tax credit for employers who provide employees with paid family and medical leave. The bill also requires the Government Accountability Office to: (1) examine the effectiveness of the tax credit for paid family and medical leave, (2) recommend ways to modify or enhance the tax credit to further promote access to paid family and medical leave for qualifying employees, and (3) suggest alternative policies that federal and state governments could implement to increase access to paid family and medical leave.

Douglas County Economic Development and Conservation Act This bill directs the Forest Service to convey 67 acres of Forest Service land in the Lake Tahoe area in Nevada for the conservation of wildlife or natural resources or for a public park. Subject to the agreement of the permit holder of Zephyr Cove Resort, the Department of Agriculture (USDA) shall modify such permit to include the Zephyr Shoals. The Forest Service and the Department of Interior shall convey 7,951 acres of specified federal land to Douglas County, Nevada, for flood control or any other public purpose. USDA shall implement a cooperative management agreement for the Tahoe Rim Trail North Parcel to: (1) improve the quality of recreation access for such land, and (2) conserve the land's natural resource values. The Forest Service or Interior shall conduct one or more sales of specified federal lands in Douglas County to qualified bidders. All U.S. interest in 1,945 acres of certain federal land and certain land administered by the Bureau of Land Management (BLM) or Forest Service (Section 5 lands) shall be held in trust for the Washoe Tribe of Nevada and California. The bill designates 12,330 acres of specified BLM land, to be known as the Burbank Canyons Wilderness, as a component of the National Wilderness Preservation System. USDA may transfer from the Forest Service to Nevada or to Douglas County certain Forest Service lands which are unsuitable for Forest Service administration or necessary for a public purpose.

Supporting Veterans in STEM Careers Act This bill directs the National Science Foundation (NSF) to: (1) encourage veterans to study and pursue careers in STEM (science, technology, engineering, and mathematics) and computer science in coordination with other federal agencies that serve veterans, and (2) submit a plan to Congress for enhancing veterans outreach. The National Science Board shall provide in its annual report on the state of science and engineering in the United States relevant data on veterans in science and engineering careers or education programs. The bill provides for veterans' participation and outreach in: (1) the Robert Noyce Teacher Scholarship program to recruit and train mathematics and science teachers, (2) NSF fellowships and masters fellowships for mathematics and science teachers, (3) computer and network security capacity building grants, and (4) traineeship grants leading to a doctorate degree in computer and network security research. The Office of Science and Technology Policy shall establish an interagency working group to coordinate federal programs and policies for transitioning and training veterans and military spouses for STEM careers.

Ensuring Coverage for Patients with Pre-Existing Conditions Act This bill establishes provisions under the Health Insurance Portability and Accountability Act of 1996 relating to the guaranteed availability of health insurance coverage as well as prohibitions against discriminatory practices based on preexisting conditions or health status.

Missing Children's Assistance Act of 2018 This bill amends the Missing Children's Assistance Act: to revise the definition of "missing child" to mean an individual under 18 years of age whose whereabouts are unknown to the individual's parent (currently, legal custodian), to specify that a parent includes a legal guardian or an individual who functions as a parent (e.g., a grandparent), to revise the functions and duties of the National Center on Missing and Exploited Children (NCMEC), and to require the NCMEC to make publicly available the annual report on missing children and the incidence of attempted child abductions. The bill reauthorizes through FY2023: programs and activities for missing and exploited children, and audit requirements for grant recipients.

Storey County Land Conveyance Act This bill repeals the expedited program for the examination of unpatented mining claims within the mining townsites located in Virginia City in Storey County, Nevada, and provides for the conveyance and survey of additional federal land to be conveyed by the United States.

National Senior Investor Initiative Act of 2018 or the Senior Security Act of 2018 This bill amends the Securities Exchange Act of 1934 to establish the Senior Investor Taskforce within the Securities and Exchange Commission. The taskforce must report on topics relating to investors over the age of 65, including industry trends and serious issues impacting such investors, and make recommendations for legislative or regulatory actions to address problems encountered by senior investors. The Government Accountability Office must report on the costs of the financial exploitation of senior citizens.

VA Hiring Enhancement Act This bill negates enforcement of a noncompete agreement that an applicant for a physician's position in the Veterans Health Administration has entered into with a non-Department of Veterans Affairs (VA) facility, entity, or individual. The bill requires a physician to have completed residency training prior to being appointed to a VA position but authorizes the VA to offer contingent appointments to physicians in training for up to two years prior to completion of such training.

Sanction Terrorist Operations Using Human Shields Act of 2018 or the STOP Using Human Shields Act This bill provides for the imposition of sanctions on members of foreign terrorist organizations, including Hamas and Hizballah, and other foreign persons, agencies, or instrumentalities of foreign states with regard to use of civilians, other specially protected persons, or specially protected property to shield lawful targets from attack or to deliberately cause casualties to such persons or the destruction to such property during an armed conflict.

Judicial Efficiency Improvement Act This bill divides the U.S. Court of Appeals for the Ninth Circuit into two judicial circuits: (1) the Ninth Circuit, and (2) a new Twelfth Circuit. The new Ninth Circuit shall be composed of California, Guam, Hawaii, and Northern Mariana Islands. The new Twelfth Circuit shall be composed of the following states: Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington. The bill creates five additional circuit court judgeships—four in the Ninth Circuit and one in the new Twelfth Circuit. It creates 52 additional district court judgeships in specified judicial districts in California, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Minnesota, Nevada, New Jersey, New Mexico, New York, Puerto Rico, and Texas. Additionally, it converts eight temporary district court judgeships to permanent judgeships in specified judicial districts in Kansas, Missouri, Arizona, California, Florida, New Mexico, North Carolina, and Texas.

Crowdfunding Amendments Act This bill amends the Securities Act of 1933 to allow a crowdfunding issuer to sell shares through a crowdfunding vehicle. (Crowdfunding is a method of capital formation in which groups of people pool money to invest in a company or to support an effort to accomplish a specific goal.) A "crowdfunding vehicle" is defined as a company that: has purposes limited to acquiring, holding, and disposing only one class of crowdfunding securities issued by a single company; receives no compensation for doing so; and meets other specified requirements, including those related to reporting obligations and the use of investment advisers. The bill amends the Investment Advisers Act of 1940 to provide for the registration of crowdfunding vehicle advisers. The bill amends the Securities Exchange Act of 1934 to revise the conditions upon which the Securities and Exchange Commission (SEC) shall exempt securities issued in crowdfunding transactions from registration requirements. Under current law, holders of crowdfunded shares do not count toward the shareholder threshold beyond which an issuer is required to register its securities with the SEC, provided that the issuer: (1) is current in its annual reporting obligations, (2) retains the services of a registered transfer agent, and (3) has less than $25 million in assets. The bill maintains this exemption but alters the conditions upon which it applies. Specifically, holders of crowdfunded shares shall not count toward the shareholder threshold if the issuer has: (1) a public float of less than $75 million, or (2) a public float of $0 and annual revenues of less than $50 million.

IRS Accountability Act of 201 8 This bill amends the Internal Revenue Service Restructuring and Reform Act of 1998 to allow the removal or transfer of an Internal Revenue Service (IRS) senior executive employee based on performance or misconduct. The IRS must submit written notice to certain congressional committees of the removal or transfer of an employee and the reason for such removal or transfer. The bill provides for an expedited appeal of a removal or transfer to the Merit Systems Protection Board.

CyberTipline Modernization Act of 2018 (Sec. 2) This bill revises reporting requirements for electronic communication service providers and remote computing service providers (providers) who report information to the National Center for Missing and Exploited Children (NCMEC) on crimes involving the sexual exploitation of children. Currently, providers must report the facts and circumstances of incidents of apparent child pornography, of which they become aware, to NCMEC via the CyberTipline. This bill retains the existing reporting requirement and provides new authority for providers to also report the facts and circumstances that indicate a child pornography violation is imminent. Additionally, it makes various procedural changes to the reporting requirements, including to do the following: grant discretion to providers to determine what information to include in a report; permit (currently, require) the Department of Justice (DOJ) to designate foreign law enforcement agencies to receive CyberTipline reports from NCMEC; allow NCMEC to forward a report to a foreign law enforcement agency in certain circumstances, even if the foreign law enforcement agency has not been designated by DOJ; and provide explicit permission for a provider to disclose the contents of a report, including visual depictions, to law enforcement agencies, to NCMEC, or as necessary to respond to legal process. Finally, the bill revises and updates various statutory references, including to replace references to “images” with “visual depictions” to make reporting requirements applicable to videos, in addition to images.

Restore Our Parks Act This bill: (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Privacy Notification Technical Clarification Act This bill amends the Gramm-Leach-Bliley Act to exempt a vehicle financial company, under specified circumstances, from the requirement to annually disclose its privacy policies to consumers. A vehicle financial company shall be exempt from such requirement if: (1) the company has not changed its privacy policies since its last disclosure, (2) the current policy is available on its website and via mail, (3) notice is provided to customers regarding availability of the company's privacy policies, and (4) the company gives customers the ability to opt out of having personal information disclosed to third parties.

"Hello Girls" Congressional Gold Medal Act of 2018 This bill requires the President pro tempore of the Senate and the Speaker of the House of Representatives to make arrangements for the award of a Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps (commonly known as the "Hello Girls").

Keep Families Together and Enforce the Law Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security (DHS) to extend protective custody over alien children under age 18 who are accompanied by a parent and apprehended at the border or are seeking admission to the United States at a port of entry. DHS must temporarily house an alien child under age 18 in a family residential center during the pendency of civil or criminal proceedings. DHS must increase the number of available beds in family residential centers. The Department of Justice must increase the number of immigration judge teams to conduct prioritized proceedings for accompanied alien children and families apprehended at the southwest border or who are seeking admission to the United States at a port of entry.

Designates June 2018 as National Post-Traumatic Stress Awareness Month and June 27, 2018, as National Post-Traumatic Stress Awareness Day. Expresses support for efforts of the Department of Veterans Affairs (VA) and the Department of Defense (DOD), as well as the medical community, to educate members of the U.S. Armed Forces, veterans, their families, and the public about the causes, symptoms, and treatment of post-traumatic stress. Expresses support for efforts by the VA and DOD to foster cultural change around the issue of post-traumatic stress. Welcomes the efforts of the VA's National Center for PTSD (post-traumatic stress disorder) and local Vet Centers to assist veterans suffering from the effects of this injury. Encourages U.S. Armed Forces commanders to support appropriate treatment of Armed Forces personnel who suffer from post-traumatic stress.

Veterans' Compensation Cost-of-Living Adjustment Act of 2018 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2018, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Synthetics Trafficking and Overdose Prevention Act of 2018 or STOP Act of 2018 This bill establishes requirements related to U.S. Postal Service (USPS) international mail shipments. Among other requirements, the bill requires USPS to gather advanced data on its shipments and share such information with U.S. Customs and Border Protection and assesses a fee on on overseas inbound express mail.

Victims of Child Abuse Act Reauthorization Act of 2018 (Sec. 2) This bill reauthorizes for FY2019-FY2023 grants for local and regional children's advocacy centers (CACs), as well as for technical assistance and training. CACs coordinate a multidisciplinary response to child abuse. The bill adds a new finding specifying the need for state chapters of CAC networks (1) to help local communities coordinate their multidisciplinary services, and (2) to provide oversight of, and training and technical assistance in, the effective delivery of evidence-informed programming. It modifies grants for regional CACs, including to add, as a new program objective, collaboration with state chapters; and to require regional CACs to assist local CACs, multidisciplinary teams, and state chapters, in addition to communities. It also modifies grants for local CACs, including to add, as a new grant purpose, promoting the effective delivery of the evidence-informed Children's Advocacy Model and the multidisciplinary response to child abuse; to allow grants to support direct services for victims of human trafficking, in addition to victims of child pornography; and to require a portion of grants to be distributed to state chapters. The Department of Justice must report annually on efforts to monitor and evaluate the program activities of regional CACs and the extent to which both urban and rural populations are served by the regional CAC program. (Sec. 3) The bill provides immunity from civil and criminal liability under federal, state, and local law for people who make good-faith reports of child abuse or neglect or who provide related information or assistance.
