Veterans Cost-of-Instruction Extension Act - Extends for thirty-nine months (until September 30, 1978) the veterans cost-of- instruction program under the Higher Education Act. Requires a report for each fiscal year by institutions assisted under such Act to the Commissioner of Education on such programs. Requires the Commissioner to appoint a head of an identifiable administrative unit, directly responsible to the Commissioner, to carry out functions related to such programs.

Condemns the resolution adopted by the General Assembly of the United Nations which equates Zionism with racism. Opposes participation by the United States Government in the Decade for Action to Combat Racism and Racial Discrimination. Calls for reconsideration of the Zionism resolution. Directs the Committee on International Relations and the Committee on Foreign Relations to begin hearings immediately to reassess the United States' further participation in the United Nations General Assembly.

Veterans and Survivors Pension Reform Act - Title I: Reform of the Non-Service-Connected Pension Program for Veterans and Their Survivors - Creates a pension system within the Veterans' Administration applicable to all veterans, widows of veterans, and dependent parents who, subsequent to October 1, 1976, are or become eligible for a Veterans' Administration non-service-connected pension. Provides for a restructuring of the need-based pension program of the Veterans' Administration. Provides for a level of income for veterans and their survivors which is above the minimum subsistence level. Establishes a basic minimum level of income for all eligible veterans and dependents at $2,700 for single pensioners and $3,900 for pensioners with dependents. Provides for a method of computing a pension for those veterans with little or no income. Title II: Adjustments in Current Statutory Pension Provisions - Defines terms used in this Act. Revises the catagories of spouse, widow, and surviving spouse for purposes of the changes in rates in this Act. Presents a schedule by month for such rates. Title III: Reform of Dependency and Indemnity Compensation for Parents - Revises the schedule for determining dependency and indemnity compensation rates under the Veterans' Administration. Title IV: Adjustments in Current Statutory Provisions Relating to Dependency and Indemnity Compensation for Parents - Sets forth schedules for the payment of monthly dependency and indemnification compensation to the parents of veterans. Title V: Miscellaneous and Effective Dates - Makes the effective date of this Act October 1, 1976.

National Consumer Cooperative Bank Act - Title I: National Consumer Cooperative Bank - Sets forth the findings of Congress that there is a need for the establishment of a National Consumer Cooperative Bank and a Cooperative Bank and Assistance Administration which will make available necessary financial and technical assistance to cooperative self-help endeavors as a means of strengthening the Nation's economy. Establishes the National Consumer Cooperative Bank. States that the Bank shall: (1) encourage the development of new and existing cooperatives eligible for its assistance by providing specialized credit and technical assistance; (2) maintain broad-based control of the Bank by its voting stockholders; (3) encourage broad-based ownership, control and active participation by members in eligible cooperatives; (4) assure that the net savings from its operations and the operations of borrowers from the Bank, are made available or accounted for to the stockholders or members of the cooperative organization; and (5) assist in improving the quality and availability of goods and services to consumers. Authorizes the creation of no less than four nor more than twelve corporate regional banks. States that the Bank shall have the power to make and service loans, commitments for credit, guarantees, furnish financially related services, technical assistance, and issue obligations. Enumerates additional powers necessary to carry out its powers and duties under this Act. Authorizes appropriations of $250,000,000 per year for the United States to purchase class A preferred stock of the Bank. Requires the Bank to hold an annual meeting of stockholders. Permits the Bank to obtain funds through the public or private sale of its bonds, debentures, notes, and other evidences of indebtedness. Authorizes the Bank to make loans to eligible organizations which shall be repayable in not more than forty years. States that the objective of the Bank shall be to provide the the type of credit needed by eligible borrowers, at the lowest reasonable cost on a sound business basis, taking into account the cost of money to the Bank. Defines "eligible cooperatives" for purposes of assistance under this title as an organization chartered or operated on a cooperative, not for profit basis for producing or furnishing goods, services, facilities, or financing, primarily for the benefit of its members or voting stockholders who are ultimate consumers, if it meets specified criteria, or any other institution chartered or operated in such a way as to enhance competitive market forces or to reduce the price spread between producers and the ultimate consumers of products or services. Title II: Self-Help Development Fund - Establishes in the Treasury a Consumer Cooperative Self-Help Development Fund. Authorizes appropriations of $250,000,000 to be deposited in the Fund. Permits the Cooperative Bank and Assistance Administration to make a capital investment advance out of the Fund to any eligible cooperative if the Administration determines that the applicant's initial or supplemental capital requirements exceed its ability to obtain a Title I loan from the Bank or other sources, and the membership of the applicant consists substantially of low-income persons. Title III: Cooperative Technical Assistance - Directs the Cooperative Bank and Assistance Administration to make available information and services concerning the organization or reorganization of cooperatives to best achieve the objectives of this Act and to best provide the means through which various types of goods, services, and facilities can be made available to members and patrons. States that such assistance may include investigations, surveys, and director and management training and assistance. Authorizes appropriations to the Administration of sums necessary for the administration of this title. Title IV: The Cooperative Bank and Assistance Administration and General Provisions - Establishes the Cooperative Bank and Assistance Administration. Directs the Administration to assure that the objectives of this Act are carried out. States that until the stock of the Bank held by the United States has been fully retired the Bank shall be exempt from any form of taxation. Requires the Administration and the Board to report annually to the appropriate committee of Congress on the activities of the Administration and on the Bank's capital, operations, financial condition, the self-help development fund, and to make recommendations for legistation to improve its services. Authorizes appropriations of sums necessary to carry out the purposes of this Act, in addition to appropriations specifically authorized.

Expresses the sense of the Senate that the President should seek to include as an item on the agenda of both the Economic Summit Conference and the Conference on International Economic Cooperation the issue of arms sales. States that the President should offer to voluntarily limit United States weapons sales during the next fiscal year, provided other major weapons suppliers join us in seeking multilateral limitations on international arms sales.

Farmer-to-Consumer Direct Marketing Act - States that it is the purpose of this Act to foster and promote, through appropriate means and on an economically sustainable basis, the development and expansion of both traditional and innovative approaches to direct marketing of agricultural commodities from farmers to consumers. States that for purposes of this Act, the term "direct marketing from farmers to consumers" means the marketing of agricultural commodities at any marketplace (including, but not limited to, roadside stands, city markets, and vehicles used for house-to-house marketing of agricultural commodities) established and maintained for the purpose of enabling farmers to sell their agricultural commodities directly to individual consumers, or organizations respresenting consumers. Directs the Extension Service of the Department of Agriculture to conduct and facilitate activities designed to foster methods of direct marketing from farmers to consumers. Authorizes appropriations to carry out the provisions of this Act.

Young Farmers' Homestead Act - Establishes as an agency within the Department of Agriculture the Federal Farm Assistance Corporation. Authorizies the Corporation to purchase farm land in value of up to $200,000 per unit. Provides that the Corporation shall make such farms available for lease and subsequently for sale. Directs that the farms may be leased to an eligible applicant for a period of not less than two years nor more than seven years with specified restrictions upon the use of such land. Provides that the lessee may at any time within six months prior to the expiration of his lease make application to the board for purchase of such unit upon the expiration of such lease. States that the board shall approve such application if it determines that the lessee can successfully manage and operate such farm unit. Specifies a formula to be used in determining the selling price of each farm. Provides that a buyer may obtain financing through any available source, but if private financing is not available, the Farmers Home Administration shall furnish the financing at a specified rate. Requires the Corporation to file annually with the Secretary of Agriculture a complete report as to the business of the Corporation. Provides that the financial transactions of the Corporation shall be audited at least once each year by the General Accounting Office. Directs the Secretary of Agriculture to appoint an advisory council to advise the board regarding the administration of this Act. Provides that the Council's advice shall include recommendations on what the eligibility requirements should be for leasing farm units and what experience should be required for leasing a farm. Authorizes the appropriation of such sums as may be necessary to carry out this Act. Specifies criminal provisions applicable to the Federal Farm Assistance Corporation. (Amends 18 U.S.C. 657, 658, 1006, and 1014)

Authorizes the Secretary of Agriculture to make financial assistance available to agricultural producers who suffer losses as the result of having their agricultural commodities or livestock quarantined or condemned because such commodities or livestock have been found to contain toxic chemicals dangerous to the public health. Directs that the amount of each such loan shall be limited to $100,000. Provides that such loans shall not be available to any producer who has been fully compensated for the loss for which the loan is requested. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

Displaced Homemakers Equal Opportunity Act - Authorizes the Secretary of Health, Education, and Welfare to establish a maximum of 30 model program centers for outreach, counseling, information and referral, and other services for displaced homemakers, with at least 2 such centers in each of the 10 Federal geographic service regions of the United States. Directs the Secretary to: (1) conduct an evaluation and study of the model program centers established by this Act; and (2) conduct a feasibility study with respect to participation by displaced homemakers in specified employment, unemployment, education, and health service programs. Authorizes to be appropriated specified sums for each of fiscal years 1976 and 1977 to carry out the purposes of this Act.

Federal Reserve System Modernization Act - Revises the Federal Reserve Act with respect to the composition of the Board of Governors of the Federal Reserve System and of the Federal Open Market Committee. Terminates the existing Board of Governors of the Federal Reserve System. Requires the President to appoint, with the advice and consent of the Senate, seven members of the Federal Reserve Board. Provides for the replacement of one of each of the seven original members each year during the first seven calendar years after their appointment. States that the term of office of each member appointed to succeed an original member, and of all members appointed thereafter, shall be for seven years. Requires one member to have expertise and experience in labor, one in agriculture, one in consumer affairs, and one in small business. States that the Federal Open Market Committee shall consist of the seven members of the Federal Reserve Board, the Secretary of the Treasury, and the Chairman of the Council of Economic Advisors. Requires the Board to report to Congress quarterly on its past and prospective actions and policies on monetary affairs. Authorizes to be appropriated to the Board such sums as may be necessary to carry out its functions.

Veterans Housing Amendments Act - Extends entitlement to Veterans' Administration housing benefits to veterans whose active duty service occurred between World War II and the Korean conflict, and who meet the requirements of this Act. Increases the maximum Veterans' Administration guaranty on loans for mobile homes to 50 percent (presently 30 percent). Makes permanent the revolving fund authorized to the Administrator of Veterans' Affairs for direct housing loans. (Adds 38 U.S.C. 1807; Amends 38 U.S.C. 1811, 1819, and 1823)

Emergency Intergovernmental Assistance Act - Defines the terms used in this Act. Establishes an Emergency Intergovernmental Assistance Board composed of the Secretary of the Treasury, the Secretary of Housing and Urban Development, and three other members appointed by the President, by and with the advice and consent of the Senate. Makes it the function of the Board to determine the eligibility of and approve applicants for assistance under this Act. Authorizes the Secretary of the Treasury to guarantee holders of obligations issued by any State or general local government against loss of principal or interest payable on such obligations. Sets forth standards and conditions which applicants for assistance under this Act must meet.

Directs the Comptroller General, in consultation with the Congressional Budget Office and the Senate Government Operations Committee, to develop no later than June 1, 1976, a standard oversight methodology to be utilized in the Senate by each standing committee other than the Committees on Appropriations and Budget, in reviewing the effectiveness of programs it has authorized. Provides for the development of a standard report form to be utilized in reporting the results of their hearings and investigations.

Lifetime Learning Act - Establishes an Office of Lifetime Learning Programs in the Office of Education in order to encourage the expansion of such programs. Authorizes appropriations to carry out the provisions of this Act. Defines "lifetime learning program" as any activity designed to meet the changing educational needs of Americans throughout their lives. Authorizes the United States Commissioner of Education through the Office to identify the needs involved and to create activities or to fund existing activities to provide a lifetime learning program. Requires the Commissioner to submit annual reports to the President and Congress setting forth the programs assisted under this Act and recommendations for legislation. Directs the Commissioner to submit to Congress not later than January 1, 1979, a report to be known as the Lifetime Learning Report, summarizing the activities and accomplishments achieved under this Act.

Electric Utility Regulatory Reform Act - Title I: General Provisions - States that the purpose of the Act is to reform specified aspects of electric utility regulation. Defines terms as used in the Act. Title II: Utility Rate Reform - Requires all electric utilities to implement peak-load pricing. Prohibits unjustified differences in rates to different classes of consumers. Specifies that costs such as advertising and fines shall not be treated as operating costs by the utilities. Title III: Utility Planning and Siting Reform - Requires electric utilities to prepare long-range plans for power supply facilities which include site selection. Provides that the plan shall be submitted to the appropriate regulatory authorities and shall be made available to the public. Directs the Federal Energy Commission to establish annual target rates for electric energy growth. Calls for sharing of facilities by utilities. Title IV: Reliability and Financial Aid to Utilities - Requires the Commission to establish reliability standards for the utilities. Provides for loan guarantees to utilities of no more than $200,000,000 with an overall limit of $2,000,000,000 on outstanding guarantees. Title V: Financial Assistance to State Regulatory Authorities - Authorizes the appropriation of $48,000,000 per year for grants to State regulatory authorities for specified purposes. Title VI: Federal Energy Commission - Establishes the Federal Electric Power Regulatory Commission to carry out the Federal functions under this Act and all functions of the Federal Power Commission. Terminates the Federal Power Commission.

Medicare Hospitalization Improvements Act - Increases, under title XVIII (Medicare) of the Social Security Act, the maximum number of days of inpatient hospitalization coverage from 150 to 210. Reduces the amount of the coinsurance deduction taken from the amount payable for inpatient hospital services furnished an individual from one-half to one-fourth of the amount of the inpatient hospital deductible imposed under the Social Security Act. States that such coinsurance charge shall apply to all payments for inpatient hospital services after such services have been supplied for 60 days during any spell of illness.

Bill of Rights of the Blind Act - Expresses the finding of Congress that the denial to blind persons of equal access to public accommodations and transportation impairs the interstate commerce of the United States. Provides that no person engaged in public transportation or accomodations which affect interstate commerce shall refuse such services to blind persons. Directs the President to take suitable notice of October 15 as White Cane Safety Day and to bring to the attention of the citizens of the Nation the significance of such day. Provides that persons violating the provisions of this Act shall be subject to civil penalities as specified in the Act.

Provides that the inpatient hospital deductible under title XVIII (Medicare) of the Social Security Act shall be increased from $40 to $92 in the case of any spell of illness beginning before 1977. Sets forth a formula for adjusting the impatient deductible for subsequent years, equal to $92 multiplied by the ratio of the current average per diem rate for inpatient hospital services for the preceding year to the current average per diem rate for such services for 1974.

Directs the Secretary of Agriculture to establish a program for purposes of preventing and controlling Dutch elm disease in forest, urban, and other areas. States that such program shall include: (1) the conducting of surveys; (2) the providing of assistance in cooperation with State or local agencies; and (3) the acceleration of research. Authorizes to be appropriated, for the activities performed under (1) and (2), $5,000,000 for fiscal year 1976; $7,000,000 for fiscal year 1977; $10,000,000 for fiscal year 1978; and such sums as may be necessary for the succeeding fiscal years. Authorizes to be appropriated, for the research conducted under (3), $400,000 for each of the five fiscal years beginning with fiscal year 1976.

Municipal Solid Waste Recovery Act - Sets forth the findings of Congress and states that the purpose of this Act is to provide for programs and technical assistance and financial incentives for the establishment of municipal solid waste recovery facilities. Authorizes the Administrator of the Environmental Protection Agency to provide technical assistance to counties, municipalities, and intermunicipal agencies for the implementation of programs to establish solid waste recovery facilities, including assistance for facility planning, technology assessemnts, legal expenses, construction feasibility studies, and fiscal or economic investigations. Directs the Administrator to annually survey each standard metropolitan statistical area or components with populations in excess of fifty thousand to determine which of the available solid waste recovery systems can feasibly be established there, and to prepare a feasibility study evaluating the tax savings and environmental benefits realizable from establishment of the one or more solid waste recovery systems determined to be feasible for such area. Authorizes appropriations of $10,000,000 for each of fiscal years 1976, 1977, and 1978 and $2,500,000 for the transitional quarter ending September 30, 1976, to carry out such purposes. Directs the Administrator to make grants to municipalities, counties, or intermunicipal agencies for the construction of a resource recovery system for mixed municipal solid wastes or any necessary component thereof. Sets forth conditions governing such grants, including: (1) such assistance may not be used for the acquisition of land or interests in land, (2) such system must be consistent with applicable State and areawide plans or programs, and (3) such system must comply with effluent limitations under the Federal Water Pollution Control Act. Limits such grants to not more than fifty percent of the total project cost of the facility assisted. Authorizes appropriations for grants of $100,000,000 for each of fiscal years 1976, 1977, 1978, 1979 and $12,500,000 for the fiscal year 1976 transitional period.

Organization of Petroleum Exporting Countries Oil Price Reduction Act - Provides that if the Organization of Petroleum Exporting Countries increases its publicly announced price for crude oil, natural gas, or products between September 1, 1975, and December 1, 1975, then the President shall reduce, but not below zero, the amount of any duty, license fee, supplemental fee, or other charge, imposed under the Trade Expansion Act, on imports of such oil, gas, or products by an amount equal to such increase.

Provides, under the Internal Revenue Code, that an individual who is an active participant in a retirement plan may claim the deduction for retirement savings for amounts contributed by him to an individual retirement account, for an individual retirement annuity, or for a retirement bond, to the extent that the amounts paid by him or on his behalf under the retirement plan does not equal the maximum amount of the retirement savings deduction to which he would be entitled if he were not an active participant in such plan.

Establishes the Joint Congressional Task Force on Federal Small Business Impact to be composed of one majority and one minority Member from the House Small Business Committee, the Senate Select Committee on Small Business, and the Joint Economic Committee. Directs the task force to establish subject matter priorities and assignments for the committees of the House and Senate in order to coordinate and assign to such committees areas for investigations to be undertaken. Provides that such investigations shall examine Federal programs and laws that affect small business in America. Requires the task force, upon completion of such investigations, to prepare a report and make recommendations for legislation based upon information by the committees. Provides that expenses of the task force shall be apid from the contingent fund of the Senate and House. Authorizes the appropriation of no more than $50,000 for expenses incurred by any committee during such investigations.

Fair Financing for Local Government Act - Title I: Fair Finance Insurance Board - Establishes a Fair Finance Insurance Board with a Chairman and four members appointed by the President, by and with the advice and consent of the Senate. Authorizes the Board to secure directly from any executive department or agency information, estimates, statistics, and technical assistance for the purpose of carrying out its functions under this Act. Directs such executive department or agency to furnish the information, estimates, statistics, and technical assistance directly to the Board upon its request. Title II: Functions of the Board - Authorizes the Board to offer to any insurers, subject to the conditions hereinafter set forth, reinsurance against 75 percent of losses resulting from the failure of any unit of local government to pay all or any part of scheduled municipal bond principal and interest payments on insured municipal bonds as such payments become due and payable. Authorizes the Board to enter into any contract, agreement, or other arrangement with any insurer for reinsurance coverage, pursuant to this title, in consideration of payment to the Board by the insurer of a premium which shall be determined by the Board, but which shall not exceed 1 percent of the total amount of the interest and principal amounts insured. Authorizes the Board to offer to the local assistance agency of any State, subject to the conditions hereinafter set forth, a guarantee of payment of 75 percent of the total amount of the interest and principle of bonds issued by such agency for the purpose of purchasing principle bonds issued by a unit of local government within such State. Title III: Special Study and Annual Reports - Directs the Board to conduct a study of the market for securities issued by local governmental units. Stipulates that such study shall include: (1) the availability, and present and potential sources of funds for the purchase of such securities; (2) influences upon, and developments in, interest rates for such securities; (3) suggested reforms in the financial structures and functioning, and in present methods of financing the activities of, units of local government; and (4) Federal and State efforts to assist in the marketing of such securities. Directs the Board to submit such local securities market study to the President for transmission to the Congress no later than 180 days subsequent to the enactment of this Act. Title IV: Advisory Committees - Authorizes the Board to establish special advisory committees which shall consult with the Board during the planning and implementation of its functions and shall provide advice and information to the Board concerning all aspects of its activities. Requires the advisory committees to provide for the representation of the following interests and such other interests as the Board may deem necessary or desirable: (1) city, county and State governments; (2) the labor movement; and (3) the financial community. Title V: Fair Finance Insurance Fund - Establishes a Fair Finance Insurance Fund which shall be available, without fiscal year limitations: (1) to make such payments as may, from time to time, be required under reinsurance or guarantee agreements entered into under this Act; and (2) to pay such administrative expenses as may be necessary or appropriate to carry out the purposes of this Act. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act. Stipulates that in the event there are insufficient moneys in the Fund to meet obligations of the Board, the Secretary of the Treasury shall transfer to the Fund such sums as may be necessary to fulfill such obligations. Authorizes Secretary of the Treasury to use, for the purpose of making any such transfer, the proceeds from the sale of any securities issued under the Second Liberty Bond Act.

Declares it to be the finding of Congress that the Government of Canada has announced that it intends to reduce crude oil exports to the United States and to elimnate such exports by 1983. States that areas of this country which are heavily dependent on such crude oil will experience severe economic and supply disruptions as a result of the cutoff. Authorizes the President to issue regulations providing for the mandatory allocation of crude oil imported from Canada to United States refineries on the basis of need.
