Long-Term Care and Retirement Security Act of 2001 - Amends the Internal Revenue Code to allow: (1) a deduction (based on years of continuous coverage) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents, including accelerated deduction percentages for persons who are 55 years old; and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts.

Controlling the Assault of Non-Solicited Pornography and Marketing Act of 2001, or the CAN SPAM Act of 2001 - Amends Federal criminal law to subject to a fine or imprisonment the transmission of unsolicited commercial electronic mail message containing fraudulent routing information accompanied by header information that is materially or intentionally false or misleading. Mandates inclusion of identifier, opt-out, and physical address in unsolicited commercial electronic mail. Confers enforcement powers for violations of this Act upon: (1) upon the Federal Trade Commission; (2) designated Federal agencies; and (3) the States. Permits treble damages in a civil action brought by a provider of Internet access service adversely affected by a violation of this Act.

Real AMT Relief Act of 2001 - Amends the Internal Revenue Code to provide for a graduated phaseout of the alternative minimum tax (AMT) on individuals (such tax to be eliminated for individuals as of 2005). Provides for coordination with: (1) income averaging for farmers; and (2) the child care credit. Increases the gross receipts test, including the first three-year period, for the small corporation AMT exemption.

Project Exile: The Safe Streets and Neighborhoods Act of 2001 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to award firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

The Savings Opportunity and Charitable Giving Act of 2001 - Amends the Internal Revenue Code to permit any qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual as part of a qualified individual development account program. Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Permits non-itemizers to deduct a portion of their charitable contributions. Prohibits, in general, including in gross income distributions from individual retirement accounts for charitable purposes. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory.

Expresses the sense of the Senate that the Secretary of Veterans Affairs should, for the payment of special pay by the Veterans Health Administration, recognize board certifications from the American Association of Physician Specialists, Inc., to the same extent that the Secretary recognizes board certifications from the American Board of Osteopathic Specialists.

Supports the open letter released by Chinese dissidents and families of political prisoners stating that the release of China's political prisoners would improve Beijing's stature in its bid to host the 2008 Olympic Games. Expresses the view that the International Olympic Committee should not award the 2008 Olympics to Beijing unless the Government of the People's Republic of China releases all political prisoners, ratifies the International Covenant on Civil and Political Rights (ICCPR), implements the International Covenant on Economic, Social and Cultural Rights, and observes internationally recognized human rights. Calls for the creation of an international Beijing Olympic Games Human Rights Campaign in the event that Beijing receives the Olympics to focus international pressure on China to grant amnesty to all political prisoners before the Olympics commence. Requests the President, during the Asia-Pacific Economic Cooperation Leaders Summit, to call for the release of all Chinese political prisoners and Chinese ratification of the ICCPR. Recommends that the Congressional-Executive Commission on the People's Republic of China devote significant resources to monitoring any violations of the rights of political dissidents and prisoners or other increased human rights abuses in preparation for and during the 2008 Olympic Games.

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia without regard to the National Environmental Policy Act of 1969, the Commemorative Works Act, or any other law pertaining to the siting or design of the Memorial. Makes the decision to construct and decisions about design final, conclusive, and not subject to administrative or judicial review.

Social Security Reporting Information and Right to Know Act of 2001 - Amends part A (General Provisions) of title XI of the Social Security Act (SSA) with regard to Social Security account statements to require them to contain additional statements of specified information relating to projections of the future financial operations and status of the Social Security program under SSA title II (Old Age, Survivors and Disability Insurance) (OASDI). Amends SSA title II with regard to the Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund (Trust Funds) to require the Board of Trustees of the Trust Funds annual report to Congress on the operation and status of such Trust Funds to include similarly related information. Amends SSA title XVII (Administration) to direct the Commissioner of Social Security to submit an annual report to Congress that includes specified information relating to program solvency and expected benefits. Expresses the sense of Congress that: (1) Congress and the President should not miss a critical opportunity to enact comprehensive bipartisan Social Security reform legislation that meets the standard of 75-year actuarial solvency and also addresses specified issues, such as the permanent sustainability of the Social Security program; and (2) the recommendations of the Technical Panel on Assumptions and Methods of the Social Security Advisory Board should be implemented to the extent deemed reasonable by the Board of Trustees of the Trust Funds.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Reserve Component Tax Assistance Act of 2001 - Amends the Internal Revenue Code to allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service. Makes such deduction available to itemizers and non-itemizers. Establishes related reserve component business-related employment and self-employment credits.

Internet Tax Moratorium and Equity Act - Amends the Internet Tax Freedom Act to extend, until December 31, 2005, provisions which prohibit a State or political subdivision from imposing: (1) taxes on Internet access, unless such tax was generally imposed and actually enforced prior to October 1, 1998; and (2) multiple or discriminatory taxes on electronic commerce. Expresses the sense of Congress that: (1) States and localities should work together to develop a uniform streamlined sales and use tax system that addresses remote sales; and (2) a joint comprehensive study should be undertaken to determine the cost of collecting and remitting State and local sales and use taxes under such system. Authorizes States to enter into an Interstate Sales and Use Tax Compact which shall describe a uniform, streamlined sales and use tax system consistent with such system.

Resolution to Expand Access to Community Health Centers (REACH) Initiative - Expresses the sense of the Senate that appropriations for consolidated health centers under the Public Health Service Act should be increased by 100 percent over the next five fiscal years in order to double the number of individuals who receive health care services at community, migrant, homeless, and public housing health centers.

Education Opportunity Tax Credit Act - Amends the Internal Revenue Code to allow a taxpayer an annual tax credit for tutoring and computer technology or equipment expenses paid on behalf of a dependent elementary or secondary school student (up to $1,000 per student, $2,000 maximum).

Social Services Block Grant Restoration Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to restore the authority of States to transfer up to ten percent of TANF funds to carry out State programs pursuant to SSA title XX (Block Grants to States for Social Services). Amends SSA title XX to: (1) restore funds to States and territories for FY 2001 and 2002 and each fiscal year thereafter; and (2) require the Secretary of Health and Human Services to compile information on State activities carried out under SSA title XX and report it annually to Congress.

Family and Medical Leave Clarification Act - Amends the Family and Medical Leave Act of 1993 (FMLA) to revise the definition of serious health condition to: (1) exclude from FMLA coverage a short-term illness, injury, impairment, or condition for which treatment and recovery are very brief; and (2) include a list of examples of types of illnesses, injuries, impairments, and physical or mental conditions to be covered under FMLA. Allows employers to require that intermittent leave be taken in minimum blocks of four hours. Requires employees to: (1) request leave be designated as FMLA leave; (2) provide written application within five working days of providing notice to the employer for foreseeable leave; and (3) with respect to unforeseeable leave, to provide, at a minimum, oral notification of the need for the leave not later than the date the leave commences, unless the employee is physically or mentally incapable of providing notice or submitting the application. Permits employers to require employees to choose between taking unpaid leave provided by the FMLA or paid absence under an employer's collective bargaining agreement or other sick leave, sick pay, or disability plan, program, or policy of the employer. Directs the Secretary of Labor to review all existing regulations for implementing FMLA, and to issue new regulations revised to reflect the amendments made by this Act.

Nuclear Energy Electricity Supply Assurance Act of 2001 - Price-Anderson Amendments Act of 2001 - Amends the Atomic Energy Act of 1954 to extend the indemnification authority of the Nuclear Regulatory Commission (NRC) with respect to licensees and nonprofit educational institutions. Makes such authority permanent with respect to Department of Energy (DOE) contractors. Revises guidelines pertaining to: (1) licensee insurance premiums; and (2) liability and indemnification limits. Limits any civil penalty for a tax-exempt nonprofit contractor, subcontractor, or supplier to the amount of the performance fee paid by the Secretary. Amends the Department of Energy Organization Act to add two Assistant Secretaries of Energy to serve, respectively, as Director of: (1) the Office of Science; and (2) the Office of Nuclear Energy, Science, and Technology. Instructs the Secretary of Energy to establish or continue programs administered by the Office of Nuclear Energy, Science, and Technology, including: (1) specified nuclear energy research and technology programs; (2) investments to increase electricity capacity at commercial nuclear plants; (3) continued domestic capability for uranium mining, conversion, and enrichment industries; and (4) university nuclear engineering education research and infrastructure. Amends the USEC Privatization Act to prohibit the Secretary from selling surplus natural uranium and conversion services through 2006. Requires the sale of uranium hexaflouride. Authorizes the Secretary to proceed to place the Portsmouth gaseous diffusion plant into cold standby condition for a five-year period. Mandates a program to: (1) demonstrate the NRC Early Site Permit process; (2) evaluate opportunities for completion of partially constructed nuclear plants; (3) assess opportunities for Generation IV reactors; and (4) research potential licensing issues associated with new reactor technologies and designs. Declares electricity generated by a nuclear plant to be an environmentally preferable product. Conditions Federal funding for a domestic or international organization that supports electricity production facilities upon inclusion of emission-free electricity production facility projects that use nuclear fuel. Establishes the Office of Spent Nuclear Fuel Research to implement a research and development program pertaining to treatment, recycling, and disposal of high-level nuclear radioactive waste and spent nuclear fuel. Directs the Secretary to: (1) conduct an advanced fuel recycling technology research and development program to further the availability of electrometallurgical technology as a proliferation-resistant alternative to aqueous reprocessing in support of evaluation of alternative national strategies for spent nuclear fuel and Generation IV advanced reactor concepts; and (2) establish the Advanced Accelerator Applications Program. Amends the Atomic Energy Act of 1954 to: (1) revise certain commercial license requirements; (2) repeal restrictions pertaining to foreign ownership of commercial licensees; and (3) grant firearms and arrest authority to employees of NRC licensees.

Unborn Victims of Violence Act of 2001 - Provides that: (1) any person who engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles of the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes), and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense (but prohibits imposition of the death penalty for such offense); and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Directs that if the person engaging in the conduct thereby intentionally kills or attempts to kill the unborn child, that person shall be punished as provided under the Federal criminal code for intentionally killing or attempting to kill a human being. Bars prosecution under this Act: (1) for conduct relating to an abortion for which the consent of the pregnant woman has been obtained or for which such consent is implied by law in a medical emergency; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Encouraging Investment in Small Business Act - Amends the Internal Revenue Code with respect to qualified small business (QSB) stock (section 1202) to: (1) increase the amount of gain excluded from the sale of such stock to 75 percent; (2) reduce the holding period applicable to such sale to three years; (3) exclude such gain from alternative minimum tax consideration; (4) increase the active business working capital requirement to five years; (5) permit a QSB to make specified purchases of its own stock without losing the gain exclusion if made for a business purpose; (6) exclude biotechnology and aquaculture businesses from QSB status; (7) increase the cap on eligible gain for joint returns to $20,000; (8) reduce the capital gains rate for such gains; and (9) increase the related rollover period to 180 days.

Fallen Law Enforcement Officers and Firefighters Flag Memorial Act of 2001 - Allows the family of a law enforcement officer or paid or volunteer firefighter who dies in the line of duty to request, and the Attorney General or the Director of the Federal Emergency Management Agency to provide, a U.S. flag flown over the Capitol in honor of the officer or firefighter.

Officer Dale Claxton Bulletproof Police Protective Equipment Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to make grants to States, local governments, and Indian tribes to purchase bullet resistant equipment for use by law enforcement officers. Sets forth provisions regarding permissible uses of grant funds, preferential consideration, minimum and maximum allocations, matching funds, awards to local governmental units with fewer than 100,000 residents, and application requirements. Expresses the sense of Congress that entities receiving assistance under this Act should purchase only American-made equipment and products. Authorizes the National Institute of Justice (NIJ) to: (1) conduct research and otherwise work to develop new bullet resistant technologies for use in police equipment; (2) inventory bullet resistant technologies used in the private sector, in surplus military property, and by foreign countries; and (3) promulgate relevant standards for, and conduct technical and operational testing and evaluation of, bullet resistant technology and equipment, and otherwise facilitate the use of that technology in police equipment. Directs NIJ to give priority in testing and engineering surveys to law enforcement partnerships developed in coordination with high intensity drug trafficking areas.

Paul Coverdell Medical Research Investment Act of 2001 - Amends the Internal Revenue Code to provide a special limitation for charitable contributions for medical research. Permits the carryover (for ten succeeding years) of any excess of such contribution. Provides for the special treatment of medical research incentive stock options.

National Energy Security Act of 2001 - Mandates Federal studies and reports to Congress regarding specified national energy needs and resources. Prescribes research and development programs pertaining to designated energy technologies. Outer Continental Shelf Deep Water and Frontier Royalty Relief Act - Amends the Outer Continental Shelf Lands Act to authorize the Secretary of the Interior to reduce or eliminate the royalty or net profit share set forth in leases in the Western, Eastern and Central Planning Areas of the Gulf of Mexico. Mandates that: (1) Federal oil or gas royalties accruing to the United States under any lease or permit be paid in kind in oil or gas; and (2) such royalty-in-kind oil be transferred to the Secretary of Energy to fill the Strategic Petroleum Reserve. Federal Oil and Gas Lease Management Improvement Act of 2000 (sic) - Mandates transfer to a State, upon its request, of Federal authority over oil and gas lease operations on Federal land within the State. Directs the Secretary, when the price of West Texas Intermediate crude oil or natural gas reach certain levels, to grant a specified credit against the payment of royalties on oil and gas exploration and development on Federal land and the Outer Continental Shelf in order to encourage those activities. Price-Anderson Amendments Act of 2001 - Establishes Federal grant programs for incentive payments for nuclear energy technology and research. Arctic Coastal Plain Domestic Energy Security Act of 2001 - Prescribes leasing guidelines for the Arctic Coastal Plain (Arctic National Wildlife Refuge) for private sector oil and gas exploration, development, and production, including rights-of-way and easements for oil and gas transportation. Establishes Federal grant programs for: (1) local governmental use of alternative fuel vehicles; and (2) residential renewable energy. Hydroelectric Licensing Process Improvement Act of 2001 - Delineates mandatory factors for consideration by Federal agencies in connection with hydroelectric power licensing procedures. National Electric Reliability Act - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve an Electric Reliability Organization, which shall adopt standards for the reliable operation of a bulk power system. Amends the Public Utility Regulatory Practices Act of 1978 to repeal the requirement that an electric utility enter into a new contract to purchase or sell electric energy or capacity pursuant to requirements governing cogeneration and small power production. Public Utility Holding Company Act of 2001 - Repeals the Public Utility Holding Company Act of 1935. Deems State actions to support emission-free electricity sources to be control measures meeting Clean Air Act requirements and included in a State Implementation Plan.

Amends the Public Utility Regulatory Practices Act of 1978 to repeal the requirement that an electric utility enter into a new contract to purchase or sell electric energy or capacity pursuant to requirements governing cogeneration and small power production. Public Utility Holding Company Act of 2001 - Repeals the Public Utility Holding Company Act of 1935. Deems State actions to support emission-free electricity sources to be control measures meeting Clean Air Act requirements and included in a State Implementation Plan. Energy Security Tax Policy Act of 2001 - Amends the Internal Revenue Code of 1986 to establish tax incentives, including tax credits, with respect to: (1) oil and gas production; (2) offshore oil and gas vessels and structures; (3) emission reductions and efficiency improvements in coal-based electricity generation facilities; (4) early commercial applications of advanced clean coal technologies; (5) prepayments for natural gas; (6) electric power; (7) spent nuclear fuel storage; (8) energy efficiency; (9) alternative fuels; and (10) renewable energy.

Military Voting Support Act of 2001 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to prohibit: (1) a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter because it was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in ballot preparation or casting; and (2) lack of identifying information from being considered clear and convincing evidence of fraud. Amends the Soldiers' and Sailors' Civil Relief Act of 1940, for purposes of voting for any State or Federal office, to prohibit a person in military service absent from a State because of compliance with military or naval orders, from being deemed, solely by reason of that absence, to have: (1) lost a residence or domicile in any State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Absentee Voting Act to require each State to: (1) permit absent uniformed services voters to use absentee registration procedures and vote by absentee ballot in general, special, primary, and runoff elections for State and local office; and (2) accept and process, with respect to any such election, any otherwise valid voter registration application from an absent uniformed services voter, if the application is received by the appropriate State election official before the election. Amends Federal armed forces law to authorize: (1) the Secretary of a military department to make a building located on a military installation under the jurisdiction of the Secretary available for use as a polling place in any Federal, State, or local election for public office; and (2) the Secretary of Defense to make reserve component facilities available for the same purpose. Requires each State, with respect to any recently separated uniformed services voter requesting to vote in a Federal election, to: (1) deem the voter to be a resident of the State; (2) waive any residency or domicile requirement; (3) accept and process any otherwise valid voter registration application from the voter on the day of the election; and (4) permit the voter to vote. Directs the Secretary, during Federal elections in 2002, to establish a demonstration project to determine the feasibility and advisability of using an electronic voting system by uniformed services voters during such elections in 2004.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Rural Law Enforcement Assistance Act of 2001- Directs the Attorney General, through the Office of Justice Programs, Bureau of Justice Affairs, to make a grant annually to the National Center for Rural Law Enforcement (if the Center's Executive Director makes certain certifications) to be used to develop an education and training program for criminal justice or law enforcement agencies in rural areas. Includes among program purposes: (1) the development and delivery of management, forensic, and computer education and training for employees of such agencies; and (2) the delivery of assistance (in a consulting capacity) to criminal justice agencies in the development and coordination of programs, training, and research relating to crime in rural areas. Permits the Center to use grant funds to enhance the program, including: (1) by providing educational opportunities for rural law enforcement agencies; and (2) through coordination with institutions of higher education to encourage and deliver programs of study with those institutions for employees of such agencies. Directs the Center to establish eight regional centers comprised of specified States. Requires that all funds for such regional centers be distributed by, and each regional center submit a budget request to, the Center.

National Collegiate and Amateur Athletic Protection Act of 2001 - Directs the Attorney General to establish a prosecutorial task force on illegal wagering on amateur and collegiate sporting events. Increases penalties for illegal sports gambling. Requires: (1) the Director of the National Institute of Justice to study the extent to which minors participate in illegal sports gambling activities; and (2) the Attorney General to establish a panel to study illegal college sports gambling. Requires each institution of higher education to: (1) designate one or more full-time senior officers of the institution to coordinate the implementation of a comprehensive program to reduce illegal gambling and gambling control disorders by students and employees; (2) annually prepare and submit to the Secretary of Education a report concerning progress made; (3) make reasonable further progress as a condition of remaining eligible for assistance under the Higher Education Act of 1965; and (4) submit statistics and other information on illegal gambling and a policy statement regarding underage and other illegal gambling activity at the institution. Makes a recipient of athletically related student aid ineligible for such aid upon a determination by either the institution of higher education or the applicable amateur sports organization that the recipient has engaged in illegal gambling activity. Requires such an institution, and such an organization that sanctions a competitive game or performance in which one or more competitors receive such aid, to report annually to the Attorney General and the Secretary. Expresses the sense of Congress that illegal sports gambling poses a significant threat to youth.

Home Health Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system (PPS). Directs the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2001; but prohibits the Secretary from reducing the standard PPS amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Drug Abuse Education, Prevention, and Treatment Act of 2001 - Increases penalties for drug offenses involving juveniles, including trafficking in or near a school. Provides for: (1) grants to encourage drug-free prisons and jails; and (2) mandatory revocation of probation and supervised release for failing a drug test. Authorizes: (1) grants to develop, implement, or expand drug treatment alternative to prison programs; (2) a study of the effect of mandatory minimum sentences for drug offenses; and (3) grants for substance abuse education and prevention efforts, residential and outpatient treatment programs for juveniles, and drug abuse research. Provides for a National Academy of Sciences study regarding youth violence and substance abuse. Provides for grants for: (1) alternative education for at-risk youth; and (2) counseling, training, and mentoring services in low-income, high-crime communities for children of prisoners. Authorizes: (1) the President to award to individuals under age 18 a National Character Achievement Award; and (2) grants for after school programs. Reestablishes drug courts. Prohibits participation by violent offenders. Offender Reentry and Community Safety Act of 2001 - Establishes: (1) the Federal Reentry Center Demonstration project; (2) the Federal High-Risk Offender Reentry Demonstration project; (3) the District of Columbia and Federal Intensive Supervision, Tracking, and Reentry Training Demonstration projects; and (4) the Federal Enhanced In-Prison Vocational Assessment and Training Demonstration project. Directs the Attorney General to make grants for: (1) adult and juvenile offender reentry demonstration projects and programs; and (2) research, development, and evaluation. Requires that the Government consider religious organizations for assistance under Government programs funded under this Act.

Tax Empowerment and Relief for Farmers and Fishermen (TERFF) Act - Amends the Internal Revenue Code (IRC) to allow to an eligible commercial farmer or commercial fisherman a deduction, of up to 20 percent of such commercial farmer's or fisherman's taxable income which is attributable to an eligible commercial farming or fishing business, for the amount paid in cash by such commercial farmer or fisherman into a Farm, Fishing, and Ranch Risk Management Account. Amends the IRC and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude net earnings from a lease agreement (currently, an arrangement) from income with respect to farmland. Treats conservation reserve program payments as real estate rentals for self-employment earnings purposes. Exempt certain small issue agriculture bonds from the State volume cap. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory. Extends income averaging to income from the trade or business of catching, taking, or harvesting fish intended to enter commerce through sale, barter, or trade. Disregards income averaging for farmers and commercial fishermen in computing the regular alternative minimum tax. Declares, with respect to the treatment of S corporations and to the tax exemption for farmers' cooperatives, that cooperative marketing includes the value-added processing of the products of cooperative members and other producers through animals that is by: (1) feeding such products to cattle, hogs, fish, chickens, or other animals; and then (2) selling the resulting animals or animal products. Authorizes a U.S. district court to issue a declaratory judgment relating to the initial or continuing qualification of a farmers' cooperative as tax-exempt. Provides, with respect to the small ethanol producer credit, for: (1) authorizing credit allocation among a cooperative's patrons; (2) increasing the gallon capacity for eligible producers; (3) making the credit a non-passive income credit; and (4) removing the credit from the alcohol fuel credit gross income inclusion.
