United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Blocking Regulatory Interference from Closing Kilns Act of 2018 This bill delays required compliance with specified emission rules applicable to kilns. Specifically, the bill delays national emission standards for hazardous air pollutants for brick and structural clay products manufacturing or clay ceramics manufacturing until the earlier of: two years after final judicial review, or December 26, 2020.

Fair Agricultural Reporting Method Act or the FARM Act This bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to exempt air emissions from animal waste at a farm from specified release notification requirements, recordkeeping requirements, and associated penalties.

Child Tax Credit for Pregnant Moms Act of 2018 This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow the credit to be used for an unborn child if the child is born and issued a Social Security number before the due date for the tax return (without regard to extensions) for the taxable year. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. If a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

Defending U.S. Government Communications Act This bill prohibits federal agencies from procuring or obtaining, renewing or extending a contract to obtain or procure, or entering into a contract with an entity that uses any equipment, system, or service with telecommunications equipment or services as a substantial or essential component of any system that is from Huawei Technologies Company, ZTE Corporation, or an entity reasonably believed to be owned or controlled by China.

Securing Required Funding for Water Infrastructure Now Act or the SRF WIN Act This bill amends the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) to allow the Environmental Protection Agency (EPA) to provide additional financial assistance (e.g., low-interest loans) through FY2023 to state infrastructure financing authorities for drinking water state revolving funds (SRFs) and clean water SRFs to carry out certain water and wastewater infrastructure projects. For projects funded under this bill, the EPA: (1) must expedite their application and review process, (2) may provide up to 100% of the project costs, and (3) must provide financial assistance based on need and give equal consideration to drinking water projects and wastewater projects. Total financial assistance provided under this bill may not exceed $7 billion per state. The bill authorizes the U.S. Army Corps of Engineers and the EPA to provide financial assistance under WIFIA to carry out projects for flood damage reduction, storm damage reduction, environmental restoration, or navigation improvement to certain waterways. Under current law, such financial assistance may be provided to only pilot projects.

Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Wildfire Regulatory Relief Act of 2018 This bill amends the Food Security Act of 1985 to direct the Department of Agriculture to allow harvesting, grazing, or other commercial use of the forage on conservation reserve program lands when a governor declares a state of emergency. The bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) to require the President, in evaluating a major disaster declaration request, to consider any impacts of the disaster that: (1) will impede the recovery efforts of affected individuals or the community; and (2) may not be addressed under disaster programs administered by the Federal Emergency Management Agency (FEMA) but are addressed by other disaster programs. The bill amends the Post-Katrina Emergency Management Reform Act of 2006 to require FEMA to include within the emergency management performance grants program grants supporting joint interagency cooperation between state agencies responsible for responding to wildfires. Not later than 15 days after the President declares a major disaster under the Stafford Act, or after a state of emergency is declared by a governor, the appropriate federal banking agencies and the Bureau of Consumer Financial Protection shall issue guidance to depository institutions located in the disaster area for reducing regulatory burdens for borrowers and communities to facilitate recovery from the disaster.

Financial Institutions Examination Fairness and Reform Act This bill amends the Federal Financial Institutions Examination Council Act of 1978 to: set deadlines for final examination reports and exit interviews of a financial institution by a federal financial regulatory agency, and establish the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

Declares that: (1) the United States should not tolerate the Democratic People's Republic of Korea's (DPRK's) possession of nuclear weapons or continued development of nuclear weapon and ballistic missile capabilities; (2) the United States and the international community should develop and implement the strictest sanctions regime and exhaust every reasonable diplomatic option to achieve the dismantlement of the DPRK's nuclear weapons and ballistic missile programs; and (3) the U.S. government should plan for every military contingency necessary to defend the American people and ensure regional and global security. Acknowledges that the Republic of Korea and Japan would likely face immediate retaliation by the DPRK in response to any potential U.S. military action and, therefore, any such action should be coordinated with those governments. Asserts that Congress should be consulted prior to any use of military force, recognizes that Congress possesses the authority under Article I of the Constitution to declare war, and affirms that congressional authorization is needed prior to any pre-emptive or preventative ground war on the Korean Peninsula initiated by U.S. forces.

Reaffirms the U.S. commitment to support the government of Ethiopia to: provide training and resources to counter terrorism and violent extremism and address security concerns in the Horn of Africa, bolster trade and investment in the private sector between the United States and Ethiopia, continue support to strengthen higher education and promote health through the exiting mechanisms, and continue humanitarian assistance with the U.S. Agency for International Development (USAID) to the people affected by the drought. Calls on the Department of State to engage with the Ethiopian government in strengthening the bilateral Working Group on Democracy, Governance and Human Rights, and provide support in the implementation of the National Human Rights Action Plan. Condemns the violence that resulted in the death of over 500 Ethiopians. Calls on the government of Ethiopia to: hold accountable all personnel responsible for the death and destruction that took place as a result of violent protests in the Oromia and Amhara regions, respect the right to freedom of peaceful assembly and guarantee freedom of the press and mass media, and engage in open and transparent consultations relative to its development strategy. Calls on the USAID to: (1) continue to lead efforts to work with the Ethiopian government to improve democracy and governance, and (2) assist the government and people of Ethiopia in capacity building in all areas.

Economic Growth, Regulatory Relief, and Consumer Protection Act This bill amends the Truth in Lending Act to allow institutions with less than $10 billion in assets to waive ability-to-repay requirements for certain residential-mortgage loans. Other mortgage-lending provisions related to appraisals, mortgage data, employment of loan originators, manufactured homes, and transaction waiting periods are also modified. The bill amends the Bank Holding Company Act of 1956 to exempt banks with assets valued at less than $10 billion from the "Volcker Rule," which prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds. Certain banks are also exempted by the bill from specified capital and leverage ratios, with federal banking agencies directed to promulgate new requirements. The bill amends the United States Housing Act of 1937 to reduce inspection requirements and environmental-review requirements for certain smaller, rural public-housing agencies. Provisions relating to enhanced prudential regulation for financial institutions are modified, including those related to stress testing, leverage requirements, and the use of municipal bonds for purposes of meeting liquidity requirements. The bill requires credit reporting agencies to provide credit-freeze alerts and includes consumer-credit provisions related to senior citizens, minors, and veterans.

Fix NICS Act of 2017 This bill amends the Brady Handgun Violence Prevention Act to require each federal agency and department, including a federal court, to: certify whether it has provided to the National Instant Criminal Background Check System (NICS) disqualifying records of persons prohibited from receiving or possessing a firearm, and establish and substantially comply with an implementation plan to maximize record submissions and verify their accuracy. The bill amends the NICS Improvement Amendments Act of 2007 to: direct the Department of Justice (DOJ) to establish a state implementation plan, including benchmarks, to maximize the automation and submission of mental health and criminal history records to the NICS; waive the grant match requirement under the National Criminal History Improvement Program (NCHIP) for a state that complies with its implementation plan; reauthorize through FY2022 the NICS Act Record Improvement Program (NARIP); establish, as a priority area for NARIP grant funding, a domestic abuse and violence prevention initiative; and create a funding preference under the NARIP program for states that establish an implementation plan and use grant funds to upload felony conviction and domestic violence records. It amends the Crime Identification Technology Act of 1998 to reauthorize through FY2022 the NCHIP program. If a state complies with its implementation plan, then the federal share of an NCHIP grant may exceed 90% of program costs.

This bill establishes: (1) in the Office of Management and Budget, the Federal Geographic Data Committee (the committee), which shall be the lead entity in the executive branch for the development, implementation, and review of policies, practices, and standards relating to geospatial data; and (2) in the Department of the Interior, the National Geospatial Advisory Committee to provide advice and recommendations to the committee. The National Spatial Data Infrastructure (as defined in this bill) shall ensure that geospatial data from multiple sources is available and easily integrated to enhance the understanding of the physical and cultural world. The committee shall: (1) prepare a strategic plan for the implementation of the infrastructure consistent with national security, national defense, and emergency preparedness program policies regarding data accessibility; and (2) designate, and establish standards for, National Geospatial Data Asset core geospatial datasets for primary topics for which the coordinated development, maintenance, and dissemination of geospatial data will benefit the government and people of the United States. The committee shall operate GeoPlatform, an electronic service that provides access to geospatial data and metadata for geospatial data. Agencies whose functions involve geospatial data shall implement a strategy for advancing geographic information and related geospatial data activities appropriate to that agency's mission in support of the strategic plan for the infrastructure. Such agencies shall disclose each contract, cooperative agreement, grant, or other transaction that deals with geospatial data. Five years after enactment of this bill, federal funding shall not be made available for the collection, production, acquisition, maintenance, or dissemination of geospatial data that does not comply with applicable standards established by the committee.

Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (now Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill amends the Public Health Service Act to award cooperative agreements: (1) for the establishment or support of national or regional centers of excellence in public health practice in Alzheimer's disease; (2) to state public health departments, Native American tribes, and other entities to promote cognitive functioning, address cognitive impairment and unique aspects of Alzheimer's disease, and help meet the needs of caregivers; (3) for analysis and public reporting of data on the state and national levels regarding cognitive decline, caregiving, and health disparities, and monitoring of objectives on dementia and caregiving in the Department of Health and Human Services' Healthy People 2020 report.

This bill amends the Agricultural Credit Act of 1978 to require the Department of Agriculture (USDA) to give agricultural producers the option of receiving advance payments under the Emergency Conservation Program (ECP) for the repair or replacement of fencing. (The ECP provides emergency funding and technical assistance to farmers and ranchers to rehabilitate farmland damaged by natural disasters and to implement emergency water conservation measures in periods of severe drought.) The advance payments must be provided before the producer carries out the repair or replacement and be based on the fair market value of the cost of the repair or replacement approved by USDA under the program.

Affirms the Jewish people's historical connection to Jerusalem. Recognizes that the archaeological discoveries from the City of David, the site of ancient Jerusalem, present evidence of the millennia-old connection of Jerusalem to the Jewish people and, by extension, to Christianity. Commends the government of Israel for protecting the freedoms of all faiths in Jerusalem and ensuring their access to holy sites. Condemns efforts by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to delegitimize Israel through attempts to rewrite and deny Jerusalem's history. Encourages the United States to continue working with allies to prevent UNESCO from passing biased anti-Israel resolutions.

Parity Across Reviews Act or the PARs Act This bill amends the Federal Power Act with respect to the prohibition regarding mergers or consolidations by a public utility. Any merger or consolidation of a public utility whose value exceeds $10 million must first be authorized by the Federal Energy Regulatory Commission (FERC). In addition, FERC is required to promulgate a rule within 180 days that mandates any public utility seeking to merge or consolidate to notify FERC, within 30 days of transaction consummation, if the value of such merger or consolidation exceeds $1 million but is less than $10 million.

Federal Firearms Licensee Protection Act of 2017 This bill amends the federal criminal code to modify criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Coordinating Interagency Review of Natural Gas Infrastructure Act of 2017 This bill expands the authority of the Federal Energy Regulatory Commission (FERC) to act as the lead agency for the purpose of coordinating all applicable federal authorizations and environmental reviews under the National Environmental Policy Act of 1969 with respect to authorizing a natural gas pipeline project under the Natural Gas Act. FERC must invite and designate other participating agencies involved in the authorization process. The bill requires concurrent reviews when multiple agencies are involved in the authorization process.

Federal Disaster Assistance Nonprofit Fairness Act of 2017 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community centers, including tax-exempt houses of worship, as "private nonprofit facilities" for purposes of disaster relief and emergency assistance eligibility under such Act. A church, synagogue, mosque, temple, or other house of worship, and a private nonprofit facility operated by a religious organization, are eligible for federal contributions for the repair, restoration, and replacement of facilities damaged or destroyed by a major disaster, without regard to the religious character of the facility or the primary religious use of the facility. This bill is applicable to the provision of assistance in response to a major disaster or emergency declared on or after October 28, 2012.

Honest and Open New EPA Science Treatment Act of 2017 or the HONEST Act This bill amends the Environmental Research, Development, and Demonstration Authorization Act of 1978 to prohibit the Environmental Protection Agency (EPA) from proposing, finalizing, or disseminating a covered action unless all scientific and technical information relied on to support the action is the best available science, specifically identified, and publicly available in a manner sufficient for independent analysis and substantial reproduction of research results. Covered actions are risk, exposure, or hazard assessments, criteria documents, standards, limitations, regulations, regulatory impact analyses, or guidance. Personally identifiable information, trade secrets, or commercial or financial information obtained from a person and privileged or confidential must be redacted prior to public availability. The EPA may use an existing website maintained by another federal agency to make the scientific and technical information available.

Forty Hours is Full Time Act of 201 7 This bill amends the Internal Revenue Code, with respect to the employer mandate to provide health care coverage, to: (1) modify the formula for calculating the number of full-time employees employed by an applicable large employer subject to the mandate; and (2) define a "full-time employee" as an employee who is employed on average at least 40 hours per week (currently, 30 hours).

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees.

Rebuild America Now Act This bill amends the National Environmental Policy Act of 1969 to expedite the environmental review and permitting process for projects undertaken or funded by the federal government that could have significant environmental consequences. The bill states as policy that when implementing a permitting law, including specified environmental laws, agencies should seek to issue permit decisions favorably to the maximum extent practicable. The bill includes provisions regarding: lawsuits involving challenges to agency actions concerning energy production, approval of gas pipeline projects, rights-of-way through national parks, assistance to areas where air pollution levels have not met national ambient air quality standards, and state authority to review certain transportation projects and agreements.

Building America's Trust Act This bill provides for strengthening the barriers along the U.S. land and maritime borders to deter illegal activity, including through U.S. Border Patrol and law enforcement enhancements and personnel increases and National Guard use. The Department of Homeland Security (DHS) shall: (1) establish a National Border Security Advisory Committee; (2) submit a southern border threat analysis; (3) implement the Border Security Deployment Program; (4) establish a biometric exit data system; (5) reestablish the Secure Communities program immigration enforcement program; (6) expand criminal alien repatriation programs; and (7) increase visa security at high-risk posts. The Department of Agriculture may carry out livestock or plant disease prevention/eradication operations. The bill: (1) makes it a crime to unlawfully hinder immigration, border, and customs controls; (2) requires increases in immigration and law enforcement personnel and district judgeships; (3) authorizes appropriations for specified immigration purposes; and (4) requires electronic passport screening and biometric matching at airports of entry. Operation Stonegarden is established as a DHS program to provide border security grants. The Department of Justice shall provide grants for identification of victims of cross-border human smuggling. The bill revises provisions regarding: (1) apprehension and detention of aliens; (2) nonimmigrant admissions; (3) criminal alien detention and removal; (4) parole entry of aliens; (5) sanctuary jurisdictions; (6) unaccompanied alien children; (7) human trafficking, drug trafficking, criminal organizations, and money laundering; (8) terrorism and national security; (9) gangs; (10) criminal penalties, including penalties for drug trafficking and crimes committed by illegal aliens; (11) human rights violations; (12) visa/document fraud and other grounds for exclusion; (13) student and exchange visitor verification; and (14) use of immigration-related information. An alien may not be granted any immigrant status or benefits until positive background and security checks are concluded. The Department of State shall deny or revoke the passport of a person affiliated with a foreign terrorist organization.

CBO Show Your Work Act This bill amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to make available to Congress and the public each fiscal model, policy model, and data preparation routine that the CBO uses to estimate the costs and other fiscal, social, or economic effects of legislation. For each estimate of the costs and other fiscal effects of legislation, the CBO must also disclose, in a manner sufficient to permit replication by individuals not employed by the CBO, the data, programs, models, assumptions, and other details of the computations used to prepare the estimate. For data that may not be disclosed, the CBO must make available to Congress and the public: a complete list of all data variables for the data; descriptive statistics for all data variables for the data, to the extent that the descriptive statistics do not violate the rule against disclosure; a reference to the statute requiring that the data not be disclosed; and contact information for the individual or entity who has unrestricted access to the data.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.
