Expresses the sense of the Senate that the United States should increase foreign assistance spending by at least 25 percent per year for the next five years, with the goal of reaching an amount equal to or exceeding three percent of the Federal budget by 2010. Calls for the Administrator of the U.S. Agency for International Development to: (1) conduct a top-to-bottom evaluation of current foreign assistance efforts to evaluate effectiveness; and (2) work with private voluntary organizations, foundations, and corporations to identify areas where increased targeted foreign assistance could help reduce poverty and to promote equitable economic growth and the development of democratic institutions.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing the use of the sustainable growth rate as a factor in determining the update for such payments with a factor that more fully accounts for changes in the unit costs of providing physicians' services.

Bioterrorism Preparedness Act of 2001 - Amends the Public Health Service Act to add provisions granting additional authorities to the Secretary of Health and Human Services concerning bioterrorism preparedness and responding to public health emergencies. Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Directs the Secretary to expand the authority of the Food and Drug Administration to: (1) increase inspections to ensure the safety of the food supply; and (2) improve linkages between the Agency and other regulatory agencies of the Federal Government, the States, and Indian tribes with shared responsibilities. Provides for food manufacturing, processing, and distribution biosecurity, agricultural biosecurity and biosecurity upgrades at the Departments of Agriculture and Health and Human Services. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Military Homeowners Equity Act - Amends the Internal Revenue Code to state that members of the Uniformed or Foreign Services on qualified official extended duty shall be considered to be using already owned and used property as a principal residence for purposes of determining exclusion of gain upon such residence's sale.

United States Consensus Council Act of 2001 - Establishes the United States Consensus Council to: (1) promote and advance programs based on consensus building as a complement to the current deliberative processes used by Congress and the executive branch in addressing national public policy issues; (2) enter into formal and informal relationships with other public and private institutions for purposes not inconsistent with this Act; (3) receive referrals from Congress, the President, executive departments, agencies, private groups, or organizations that request the Council's expertise in building a consensus on a particular public policy issue; (4) coordinate with, and make referrals to and receive them from, other consensus building instrumentalities of the United States, including the U.S. Institute for Environmental Conflict Resolution or the Federal Mediation and Conciliation Service; and (5) develop and apply assessment plans for reviewing such referrals.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) extend for FY 2002 the deadline for submission of State recommendations of local governments to receive financial and technical assistance for cost-effective pre-disaster hazard mitigation measures that are designed to reduce injuries, loss of life, and damage and destruction of property; and (2) authorize the President to provide additional assistance for the repair of owner-occupied private residences, utilities, and residential infrastructure damaged by a major disaster to individuals and households that are unable to complete such repairs through the use of insurance proceeds, loans, or other means, including assistance from the Small Business Administration.

Children's Dental Health Improvement Act of 2001 - Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to make grants to States to improve dental services to children enrolled in a State plan under title XIX (Medicaid) or title XXI (State Children's Health Insurance Program) (SCHIP). Amends the Public Health Service Act to establish a grant program for eligible entities and individuals (including Indian tribes) to expand the availability of primary dental care services where necessary. Offers retention bonuses for eligible dental officers of the Indian Health Service. Revises the process for designating dental health professional shortage areas. Directs the Secretary to establish: (1) demonstration projects to increase access to dental services for children in underserved areas; (2) an oral health initiative to reduce disparities in oral health, targeting low-income children and including community water fluoridation and dental sealants; and (3) a Chief Dental Officer for the Medicaid and State children's health insurance programs. Requires the Director of the Centers for Disease Control and Prevention to annually collect data on the dental, craniofacial, and oral health of residents of at least one State and one Indian tribe from each region. Requires the Secretary to identify populations at high risk for early childhood caries and provide for the development of prevention programs. Revises the eligibility requirements for the school-based dental sealant program to include Indian tribes.

Children's Health Equity Act of 2001 - Directs the Secretary of Health and Human Services to approve not more than four waiver applications to allow a State to use its allotment under the State children's health insurance programs (SCHIP) under title XXI of the Social Security Act to increase the enrollment of children eligible for medical assistance under the Medicaid program under title XIX of such Act.

Chemical Security Act of 2001 - Directs the Administrator of the Environmental Protection Agency to promulgate regulations to: (1) designate certain combinations of chemical sources and substances of concern as high priority categories based on the severity of the threat posed by an accidental or criminal release of such substance; and (2) require each owner and operator of a high priority category chemical source to take specified actions to prevent, control, and minimize the potential consequences of such a release. Declares that each such owner and operator has a general duty to: (1) identify hazards that may result from an accidental or criminal release; (2) ensure safer design and maintenance of that source; and (3) minimize the consequences of any such release. Grants authority to the Administrator or the Attorney General to: (1) secure necessary relief to abate imminent and substantial endangerments to the public health or welfare or the environment because of a potential release or to issue orders necessary to protect the public; (2) require persons believed to have information relating to a potential release, or persons subject to any Act requirement, to establish and maintain records, make reports, and provide information; and (3) enter the premises and have access to records and required information of such an owner or operator. Provides for: (1) public availability of records and information obtained, with exceptions for national security and trade secrets; and (2) civil and criminal penalties.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible educational entities in order to increase the number of nurses. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages.

Water Infrastructure Security and Research Development Act - Authorizes the Administrator of the Environmental Protection Agency to establish a program of grants to, and enter into cooperative agreements with, research institutions to improve the protection and security of public water supply systems by: (1) carrying out eligible projects concerning technologies and processes that address physical and cyber threats to water supply systems (including projects for security assessment; protection from potential threats; development of technologies and processes for addressing biological, chemical, and radiological contamination; implementation of a specified Presidential Decision Directive regarding information sharing; and technology evaluation); (2) improving information sharing and analysis efforts among research institutions; and (3) providing technical assistance and training to such institutions.

Higher Education Relief Opportunities for Students Act of 2001 - Authorizes the Secretary of Education to waive or modify certain requirements of student financial aid programs under title IV of the Higher Education Act of 1965 as the Secretary deems necessary in connection with the national emergency declared by the President with respect to the terrorist attacks of September 11, 2001, or any subsequent national emergency declared by reason of terrorist attacks (the emergency). Authorizes such waiver or modification of requirements in order to provide relief from certain financial and administrative burdens to affected individuals who: (1) are serving on active duty during the emergency; (2) reside or are employed in a disaster area declared by any Federal, State, or local official in connection with the emergency; or (3) suffered direct economic hardship as a direct result of the emergency, as determined under a waiver or modification issued under this Act. Authorizes waiver or modification of certain reporting requirements for institutions of higher education, lenders, guarantee agencies, and other entities participating in such programs, if such entities are located in declared disaster areas connected to the emergency. Expresses the sense of Congress that institutions offering postsecondary education should provide refunds and waivers of certain requirements to students who are members of the Armed Forces serving on active duty during the national emergency.

Railroad Advancement and Infrastructure Law for the 21st Century - Amends Federal transportation law to authorize appropriations for FY 2003 to the Secretary of Transportation for Amtrak capital expenditures, operating expenses, and certain mandatory payments. Repeals certain Amtrak self-sufficiency requirements terminating Federal operating grant funds (Government subsidies) to Amtrak. Authorizes emergency appropriations for specified Amtrak activities. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to change from discretionary to mandatory the authority of the Secretary to provide direct loans and loan guarantees for railroad rehabilitation and improvement projects to State and local governments, certain interstate compacts, government sponsored authorities, and corporations, railroads, and joint ventures that include at least one railroad. Includes the acquisition, improvement, or rehabilitation of rail safety and security equipment and facilities as an eligible project for such financing. Increases the aggregate amount: (1) of direct loans and loan guarantees made at any one time for such projects; and (2) for projects primarily benefitting non-class I freight railroad carriers. Sets forth additional requirements with respect to cohorts of such direct loans and loan guarantees (involving commitment from non-Federal sources), and applications for them. Establishes a program of capital grants to class II and III railroads to rehabilitate, preserve, or improve railroad track used primarily for freight transportation to a standard to ensure that it can be operated safely and efficiently and accommodate 286,000 pound rail cars. Sets forth certain grant and project requirements. Authorizes appropriations through FY 2009 for certain designated High-Speed Rail Corridor projects.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize special, individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

COBRA Plus Act of 2001 - Amends the Internal Revenue Code to temporarily allow a refundable tax credit of 50 percent for an eligible individual's health insurance premium under COBRA, subject to specified limitations. Reduces the medical expense deduction accordingly. Requires former employers receiving COBRA payments to make a return as specified. Sets forth criminal penalties for fraud relating to such credit. Directs the Secretary of the Treasury to make COBRA payments in the amount of the allowable credit for eligible individuals with a qualified health insurance credit eligibility certificate. Requires the Comptroller General to study and report on whether this credit increased COBRA enrollment.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001, terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Expresses the sense of Congress that: (1) because of the tragic events of September 11, 2001, the limit on the number of Public Safety Officer Medals of Valor should be waived and a medal should be awarded under the Public Safety Officer Medal of Valor Act of 2001 to any officer who was killed in the line of duty; and (2) the Medal of Valor Review Board should give strong consideration to the acts of bravery by other officers in responding to these events.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Rare Diseases Act of 2001 - Amends the Pubic Health Service Act to: (1) establish an Office of Rare Diseases at the National Institutes of Health; and (2) provide for rare disease regional centers of excellence. Sets forth the duties of such Office and regional centers, including research and educational duties. Defines rare disease as any disease or condition affecting less than 200,000 persons in the United States. Amends the Orphan Drug Act to authorize appropriations for FY 2002 for grants and contracts for the development of drugs for rare diseases and conditions.

Affordable Housing Preservation Act of 2001 - Directs the Secretary of Housing and Urban Development to make matching grants to States to supplement State and local assistance for the preservation and promotion of low-income housing. Sets forth eligibility requirements for: (1) projects with Department of Housing and Urban Development-insured mortgages; (2) projects with section 8 project based assistance; (3) projects purchased by residents; and (4) rural rental assistance projects. Authorizes the Secretary to make grants to qualifying nonprofit entities seeking to acquire and maintain eligible affordable housing.

Linking Educators and Developing Entrepreneurs for Reaching Success Act of 2001 - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a non-profit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Renewable Energy and Energy Efficiency Investment Act of 2001 - Directs the Secretary of Energy to establish a National Electric System Benefits Board, which in turn shall establish the" National Electric System Benefits Fund" to provide matching funds to States for the support of State system benefit programs relating to: (1) renewable energy sources; (2) assisting low-income households in meeting home energy needs; (3) energy conservation and efficiency; or (4) research and development. Requires each retail electric supplier to submit annually to the Secretary renewable energy credits equal to the required annual percentage of the supplier's total kilowatt-hours sold to consumers during the preceding calendar year. Prescribes the amount of electricity which each supplier shall generate each year by renewable energy sources according to a mandatory renewable energy timetable. Prescribes guidelines for a program to issue, monitor the sale or exchange of, and track renewable energy credits. Mandates that an electric company shall allow a retail electric customer to interconnect and employ a net metering system. Instructs the Secretary to establish and promulgate a disclosure system that enables retail consumers to compare retail electric service offerings knowledgeably. Grants the Secretary full access to the records of all generation facilities, electricity wholesalers, and retail companies.

Amends the Internal Revenue Code of 1986, with respect to the research tax credit for clinical testing expenses for certain drugs for rare diseases or conditions (orphan drugs), to change the qualifying date of such testing from the date of designation as an orphan drug by the Food and Drug Administration to the date such a designation is applied for. Amends the Federal Food, Drug, and Cosmetic Act to instruct the Secretary of Health and Human Services to publish monthly in the Federal Register notice of requests and approvals concerning designation of orphan drugs.

Family Planning State Empowerment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to give States the option to elect to: (1) make available family planning services and supplies furnished to eligible individuals of child-bearing age to any individual whose family income does not exceed the greater of 185 percent of the income official poverty line applicable to a family of the size involved or the specified eligibility income level; and (2) extend the postpartum period for provision of family planning services and supplies.

Refugee Protection Act of 2001 - Amends the Immigration and Nationality Act with respect to refugee provisions to limit summary inspection procedures to emergency migration situations in which numbers of arriving aliens substantially exceed inspection capacities. Grants the Attorney General sole authority to make such determination, which shall last 90 days unless extended after consultation with the appropriate congressional committees. Revises provisions respecting inspection of aliens seeking U.S. admission, including requiring: (1) an alien to be informed of certain rights prior to removal or withdrawal of his or her admission application, and (2) review of a removal order by an immigration judge, with the right of the alien to personally appear and be represented (at his or her expense). Exempts from expedited removal procedures certain Western Hemisphere nationals or unaccompanied children. Revises the procedure used to determine whether an applicant for asylum has a credible fear of persecution. Eliminates certain: (1) limitations on judicial review of exclusion orders or asylum claims; (2) time limits on asylum applications; (3) numerical limitations on asylee adjustments; and (4) numerical limitations on population control-related refugee admissions. Makes certain mandatory asylee detention provisions discretionary. Directs the Attorney General to: (1) develop alternatives to detention of asylum seekers, including supervised shelters and noninstitutional settings for minors; (2) enter into contracts with nongovernmental agencies for alternative detention programs; and (3) establish a National Legal Orientation Support and Training Center. Requires asylum seekers not eligible for parole or alternative detention to be detained only in Immigration and Naturalization Service or approved facilities.

Child Care Affordability for Federal Employees Act - Permits executive agencies to use appropriated funds (available for salaries and expenses) to provide child care in Federal or leased facilities, or through contracts, for civilian employees. Requires amounts used to be applied to improve the affordability of child care for lower income employees.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares this Act inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to create a new title (this title) covering stroke prevention, treatment, and rehabilitation. Directs the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) make available, support, and evaluate a grant program to enable a State to develop statewide stroke care systems, foster the development of modern systems of stroke care, and provide technical assistance to State and local agencies. Requires the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse; and (2) ensure the availability of published research on stroke or conduct research concerning best practices, barriers to access, the effectiveness of existing public awareness campaigns, and disparities in the prevention, diagnosis, treatment, and rehabilitation, regarding stroke. Directs the Secretary to award grants to States for the purpose of establishing statewide stroke prevention, treatment, and rehabilitation systems. Requires the Secretary to develop standards of care for stroke patients in all phases of stroke that may be adopted for guidance by the State and a model plan for the establishment of statewide stroke care systems. Authorizes the Secretary to make grants to public and non-profit private entities for the development and implementation of education programs for appropriate medical personnel in the use of newly developed diagnostic approaches, technologies, and therapies for the prevention and treatment of stroke.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

United States Independent Film and Television Production Incentive Act of 2001 - Amends the Internal Revenue Code to establish a tax credit for 25 percent of up to the first $25,000 of qualified wages paid or incurred by an employer with respect to employees in any qualified U.S. independent film and television production during a taxable year. Increases the credit to 35 percent if the production is located in an area eligible for designation as a low-income community or eligible for designation by the Delta Regional Authority as a distressed county or isolated area of distress.

Small Business Paperwork Relief Act of 2001 - Amends the Paperwork Reduction Act to require the Director of the Office of Management and Budget, annually, to publish in the Federal Register and make available on the Internet a list of the collections of information required by Federal agencies which are applicable to small businesses. Requires each Federal agency, with respect to the collection of information and the control of paperwork, to establish one agency point of contact to act as a liaison with small businesses. Requires each agency to make efforts to further reduce the paperwork burden for small businesses with fewer than 25 employees. Establishes a task force to study the feasibility of streamlining requirements with respect to small businesses regarding the collection of information. Amends the Small Business Regulatory Enforcement Fairness Act of 1996 to require each agency to submit, biennially, to specified congressional committees information concerning regulatory enforcement actions taken and civil penalties assessed, including actions and assessments against small businesses.
