National Guard and Reserve Retired Pay Equity Act of 2008 - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Makes technical corrections to provisions of the National Defense Authorization Act for Fiscal Year 2008 which provide special immigrant status for certain Iraqis employed by or on behalf of the U.S. government. Authorizes the Secretary of Homeland Security or State to convert approved petitions for such status with respect to which visas are not immediately available to approved petitions for petitions filed before October 1, 2008.

Economic Recovery in Health Care Act of 2008 - Prohibits the Secretary of Health and Human Services from finalizing, implementing, enforcing, or otherwise taking any action to give effect prior to April 1, 2009, to the following administrative actions: (1) the proposed and final rule (with certain exceptions) entitled "Medicaid Program; Health-Care Related Taxes," published, respectively, on March 23, 2007, and on February 22, 2008; (2) the proposed rule entitled "Medicaid Program; Graduate Medical Education," published on May 23, 2007; (3) the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services regarding certain requirements under the State Children's Health Insurance Program (SCHIP) relating to the prevention of the substitution of health benefits coverage for children and the enforcement of medical support orders; (4) the proposed rule entitled "Medicaid Program; Clarification of Outpatient Clinic and Hospital Facility Services definition and Upper Payment Limit," published on September 28, 2007; (5) the interim final rule entitled "Medicaid Program; Optional State Plan Case Management Services," published on December 4, 2007; and (6) the proposed rule entitled "Revisions to Procedures for the Departmental Appeals Board and Other Departmental Hearings," published on December 28, 2007. Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend through April 1, 2009, the moratorium relating to the cost limit for providers operated by units of government and provisions to ensure the integrity of the federal-state financial partnership. Amends the Medicare, Medicaid, and SCHIP Extension Act of 2007 to extend through April 1, 2009, the moratorium relating to rehabilitation services, school-based administration, and school-based transportation. Provides for state fiscal relief through a temporary increase of Medicaid federal medical assistance percentage (FMAP) and targeted grants to Round One (FY2008 and FY2009) and Round Two (FY2009 only) Qualifying States. Makes appropriations for related payments to such states.

Strengthening Student Aid for All Act - Amends the Higher Education Act of 1965 to increase the maximum annual and aggregate unsubsidized Stafford loan amounts that may be provided to undergraduate students under the Federal Family Education Loan (FFEL) program. Allows parents of dependent students to defer PLUS FFEL principal repayment until such students cease to be enrolled as undergraduates on at least a half-time basis. Directs the Secretary of Education to act as the secondary market of last resort for FFELs, until July 2009, by purchasing such loans from lenders who cannot sell them in the private financial markets and thereby raise the capital needed to make new loans. Permits the Secretary to act in such capacity after such date if economic conditions threaten timely, uninterrupted access to student loans. Changes title IV need analyses by allowing the calculation of a negative expected family contribution. Increases the Pell Grant available to students whose expected family contribution is a negative number. Allows institutions of higher education (IHEs) to participate in the FFEL lender-of-last-resort program, thereby requiring guaranty agencies serving as lenders of last resort to make FFELs to students of such IHEs regardless of their ability to otherwise obtain such loans. Authorizes the Secretary to advance needed funds to guaranty agencies acting as lenders of last resort in such situations.

Declares that the Senate: (1) recognizes and honors the 40th anniversary of the enactment of the Fair Housing Act and the 20th anniversary of the enactment of the Fair Housing Amendments Act of 1988; (2) supports activities to recognize and celebrate the historical milestone represented by the anniversaries of their enactment; and (3) encourages all levels of government to rededicate themselves to the enforcement and the ideals of fair housing laws.

Federal Judgeship Act of 2008 - Directs the President to: (1) appoint additional circuit judges for the first, second, third, sixth, eighth, and ninth circuit courts of appeals and temporary judges for the ninth circuit court of appeals; and (2) appoint additional permanent and temporary district judges for districts in specified states.

Howard M. Metzenbaum Menu Education and Labeling Act or the MEAL Act - Amends the Federal Food, Drug and Cosmetic Act to require restaurants that are a part of a chain with 20 or more locations doing business under the same trade name to disclose: (1) in a statement adjacent to each menu item, the number of calories, grams of saturated fat plus trans fat, and milligrams of sodium in a standard food serving; (2) other information designed to enable the public to understand the significance of the nutrition information provided in the context of a total daily diet; (3) that such information shall be provided in writing upon request; and (4) in a statement adjacent to the name of the food on a menu board, the number of calories in a serving of the food. Exempts condiments, items placed on a table or counter for general use, daily specials, temporary menu items, and irregular menu items from these requirements. Requires restaurants that sell self-serve food, such as through salad bars or buffet lines, to place a sign that lists the number of calories per standard serving adjacent to each food offered. Permits retail food establishments to voluntarily provide, and states to require, additional nutritional information. Requires vending machine operators to provide a conspicuous sign disclosing the number of calories in each item of food offered.

Firearms Information Use Act of 2008 - Amends the Consolidated Appropriations Act, 2008 to repeal restrictions on the disclosure of the content of the Firearms Trace System database. Requires the Attorney General to provide firearms information relating to law enforcement, national security, or intelligence purposes that is requested by law enforcement and federal agencies, Members of Congress, or state and tribal officials. Prohibits the public disclosure of firearms information that: (1) identifies any undercover law enforcement officer or informant; (2) contains specific information relating to any case under investigation; or (3) includes the name, address, or any identifying information of a lawful purchaser of any firearm. Restricts the use of information contained in the Firearms Trace System database in civil proceedings.

Summer Jobs Stimulus Act of 2008 - Makes appropriations to the Secretary of Labor for summer youth employment opportunities directly linked to academic and occupational learning for the period of April 1-December 31, 2008. Prohibits the use of such funds for statewide workforce investment activities or the award of certain youth opportunity grants.

Amends the Higher Education Act of 1965 to suspend students' eligibility for assistance under title IV for being convicted of committing controlled substance offenses while in receipt of such assistance only if the convicting courts order such suspension. (Currently, a conviction suffices.)

Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to revise the provisions of the President's comprehensive five-year global strategy to combat HIV/AIDS. Amends the State Department Basic Authorities Act of 1956 to provide for the establishment of an interagency working group on HIV/AIDS headed by the Global AIDS Coordinator and comprised of representatives from the United States Agency for International Development (USAID) and the Department of Health and Human Services (HHS). Extends funding for: (1) the Global Fund to fight AIDS, tuberculosis, and malaria; (2) the Vaccine Fund; (3) the International AIDS Vaccine Initiative; and (4) programs to fight malaria. Authorizes appropriations for tuberculosis vaccine research. Directs USAID to facilitate the availability of safe microbicides that prevent HIV transmission. Amends the Foreign Assistance Act of 1961 with respect to assistance programs to combat HIV/AIDS, malaria, and tuberculosis. Authorizes the President to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership. Establishes within USAID a Coordinator of United States Government Activities to Combat Malaria Globally. Amends the Immigration and Nationality Act to eliminate infection with the etiologic agent for acquired immune deficiency syndrome as a public health grounds for alien nonadmission. Directs the President to address mother-to-child and youth HIV infection concerns as part of the comprehensive global HIV/AIDS prevention strategy. Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend funding for activities under such Act.

Authorizes the provision by the Secretary of the military department concerned of a travel and transportation allowance for up to three family members of a member of the Armed Forces who is hospitalized in a military medical facility in the United States for a serious psychiatric condition, as long as such transportation is provided pursuant to travel orders issued upon the recommendation of a physician that the family's presence would be helpful and beneficial to the member's treatment and recovery.

Medicare Fracture Prevention and Osteoporosis Testing Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

Section 8 Voucher Reform Act of 2008 - Amends the United States Housing Act of 1937 to revise requirements for public housing agency (PHA) inspections of each dwelling unit for which a housing assistance payment contract is established. Requires an initial inspection before any assistance payment is made. Allows such payments if failure to meet standards is a result only of non-life threatening conditions. Permits a PHA, in the case of projects receiving certain federal housing subsidies, to authorize occupancy before completion of an initial inspection. Requires biennial inspections (currently annual inspections) to determine compliance. Provides, upon a family's request, for interim inspections. Prescribes requirements for reviews and calculation of family income. Prescribes eligibility criteria for assistance based upon assets and income. Revises requirements governing: (1) assistance to low-income working families; (2) tenant-based contract renewals; (3) administrative fees; and (4) the home ownership downpayment grant program. Authorizes a PHA to report to certain consumer reporting agencies information regarding the past rent payment history of a family receiving housing choice vouchers. Directs the Secretary of Housing and Urban Development (HUD) to establish standards and procedures for assessing PHA performance in carrying out the programs for tenant-based rental assistance and for homeownership assistance, including biennial assessments. Revises the rent calculation for housing assistance payment contracts. Directs the Secretary to endeavor to define market areas. Limits a PHA's elective applicant screening. Revises requirements for enhanced voucher assistance. Authorizes the Secretary to provide preservation project-based voucher assistance in lieu of enhanced voucher assistance upon request of the owner of the multifamily housing project. Authorizes the Secretary to enter into agreements with the Social Security Administration and the Secretary of Health and Human Services to permit HUD participation in certain state demonstration programs providing for persons with significant disabilities to be employed and to continue to receive certain federal and state benefits. Requires the Comptroller General to identify and report to Congress on obstacles to using vouchers in federally subsidized housing projects. Requires state agencies to furnish to the Secretary certain data on tenants in low-income housing projects receiving tax credits under the Internal Revenue Code. Authorizes a PHA to use subsidy payments otherwise due the owner to pay for continued utility service to avoid hardship to program participants. Requires the Secretary to provide access to HUD programs for persons with limited English proficiency.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Consumer Protection and Cost Accountability Act - Amends the Federal Power Act to require the Federal Energy Regulatory Commission (FERC) to consider whether a rate or charge made, demanded, or received by a Transmission Organization (TO) would enable the TO to provide or facilitate reliable service to consumers at the lowest reasonable cost. Instructs FERC, in determining whether a TO filing to establish or change a rate or charge is consistent with specified requirements, to consider whether the rate or charge would: (1) provide consumer benefits that outweigh any anticipated costs to consumers as demonstrated by a cost-benefit analysis submitted by the TO; or (2) have only a de minimis impact upon the total delivered costs to the consumer. Directs FERC to ensure that each TO is subject to biennial, independent audits.

Mercury Emissions Control Act - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to propose regulations to: (1) control the emission of hazardous air pollutants, including mercury pollutants, from electric utility steam generating units; and (2) require a reduction of not less than 90% in such mercury emissions.

Foreclosure Prevention Act of 2008 - Amends the Internal Revenue Code to: (1) authorize use of the proceeds of a qualified mortgage bond issue to refinance a mortgage on a residence originally financed through a qualified subprime loan; (2) raise the ceiling and volume cap imposed upon certain state housing bonds; and (3) exclude from the meaning of tax preference item private activity bonds, for purposes of the alternative minimum tax, qualified mortgage bonds or veterans' mortgage bonds issued after enactment of this Act and before January 1, 2011. Makes FY2008 appropriations for: (1) emergency needs of states and local governmental units to redevelop certain abandoned and foreclosed homes; and (2) the Neighborhood Reinvestment Corporation for foreclosure mitigation activities, including grants for housing counseling. Helping Families Save Their Homes in Bankruptcy Act of 2008 - Authorizes a bankruptcy plan for individuals with regular income to: (1) modify an allowed secured claim secured by the debtor's principal residence if the debtor's income is insufficient to retain possession of the residence by curing a default and maintaining payments while the case is pending; (2) provide for payment of such claim for a period of up to 30 years; (3) set conditions for the addition of certain fees, costs, or charges to secured debt; and (4) waive any prepayment penalty on a claim secured by a debtor's principal residence. Waives the counseling requirement upon certification that a debtor's principal residence is scheduled for a foreclosure sale. Permits the debtor, in lieu of the trustee, to proceed as the real party in interest in certain state or federal actions respecting a claim or defense. Authorizes the bankruptcy court, in core proceedings involving an individual debtor with primarily consumer debts, to conduct the proceeding and enter orders and judgments in lieu of arbitration. Creates a principal residence homestead exemption for debtors over 55 years of age. Directs the bankruptcy court to disallow claims or interests subject to any remedy for damages or rescission due to noncompliance with state or federal consumer protection law, notwithstanding a prior foreclosure judgment. Mortgage Disclosure Improvement Act of 2008 - Amends the Truth in Lending Act to set forth additional disclosure requirements governing any extensions of credit (not only mortgages) secured by the dwelling of a consumer. Increases the actual damages for which a creditor is liable for noncompliance with such Act in the case of an individual action relating to a credit transaction not under an open end credit plan that is secured by real property or a dwelling. Replaces the current range of damages from $200 to $2,000 with a flat damages amount of $5,000, adjusted annually for inflation. Amends the Internal Revenue Code to: (1) set forth carryback rules for net operating losses for specified taxable years; and (2) suspend through taxable year 2008 the 90% of alternative minimum taxable income limit for certain adjustments to the alternative (minimum) tax net operating loss deduction.

Commercial Fishing Industry Health Care Coverage Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, through the Health Resources and Services Administration, to establish a grant program to assist commercial fishing states in establishing or strengthening programs to expand health care coverage and access for uninsured or underinsured workers in the commercial fishing industry and their families. Requires the Secretary to provide: (1) program planning grants for commercial fishing states and organizations within such states, including for initial research and planning to develop a qualified health care coverage program; and (2) implementation and administration grants for such states.

Amends the federal criminal code to prohibit firearm licensees from manufacturing, importing, or transferring a semiautomatic pistol that is not capable of microstamping ammunition. Deems a pistol capable of microstamping ammunition if: (1) a microscopic array of characters that identify the make, model and serial number of the pistol is etched into the breech face and firing pin of the pistol; and (2) when ammunition is fired from the pistol, the characters are copied from the breech face and firing pin onto the cartridge case of the ammunition.

Delays until April 1, 2009, implementation of proposed changes to payment rules under title XIX (Medicaid) of the Social Security Act for case management and targeted case management services. Prohibits the Secretary of Health and Human Services, before such date, from taking any action to restrict coverage or payment under Medicaid if such action is more restrictive than the administrative action, policy, or practice that applies to coverage of, or payment for, such services under Medicaid on December 3, 2007. Makes null and void any such action taken by the Secretary between December 4, 2007, and March 31, 2009, that is based in whole or in part on such interim final rule.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Gun Show Background Check Act of 2008 - Amends the Brady Handgun Violence Prevention Act to require registration of gun show promoters and to set forth the responsibilities of promoters, licensees, and other transferors. Provides that if any part of a firearm transaction takes place at a gun show, each licensed importer, manufacturer, and dealer who transfers one or more firearms to a person who is not licensed shall, within ten days after the transfer, submit a report of the transfer to the Attorney General. Sets forth penalties for violations. Grants the Attorney General authority to enter the place of business of any gun show promoter and any place where a gun show is held, during business hours and without a showing of reasonable cause or a warrant, for purposes of examining records and the inventory of licensees conducting business to determine compliance with this Act. Increases penalties for: (1) serious record-keeping violations by licensees; and (2) violations of criminal background check requirements.

Civil Rights Act of 2008 - Amends the Civil Rights Act of 1964, the Education Amendments of 1972, and the Age Discrimination Act of 1975 to set forth requirements for: (1) establishing discrimination based on disparate impact; and (2) rights of action and recovery for unlawful discrimination (intentional or based on disparate impact). Amends those Acts and the Rehabilitation Act of 1973 to set forth requirements regarding a right of recovery for harassment. Amends the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), the Age Discrimination in Employment Act of 1967 (ADEA), and the Fair Labor Standards Act of 1938 (FLSA) to provide that a state's receipt or use of federal financial assistance for a state program or activity constitutes a waiver of sovereign immunity for a suit by a program employee. Amends the Air Carrier Access Act of 1986 to authorize civil actions in federal court for discrimination based on disability. Settlement Encouragement and Fairness Act - Modifies the definition of "prevailing party" for purposes of provisions governing the recovery of attorney's fees to include a party whose pursuit of a non-frivolous claim or defense was a catalyst for a voluntary or unilateral change in position by the opposing party that provides any significant part of the relief sought. Preservation of Civil Rights Protections Act of 2008 - Makes arbitration clauses in employment contracts unenforceable, with exceptions. Authorizes recovery of expert fees by prevailing parties in civil rights actions. Equal Remedies Act of 2008 - Repeals provisions limiting the amount of compensatory and punitive damages that may be awarded in cases of intentional discrimination in employment. Amends the FLSA to revise provisions governing discrimination in the payment of wages, including equal pay requirements. Amends the Immigration and Nationality Act to prohibit denying back-pay or other monetary relief for unlawful employment practices against undocumented immigrant workers. Applies specified provisions of this act to violations pending as of enactment or occurring prior to enactment.

State Secrets Protection Act - Amends the federal judicial code to: (1) require a federal court to determine which filings, motions, and affidavits (or portions) submitted under this Act shall be submitted exparte; (2) allow a federal court to order a party to provide a redacted, unclassified, or summary substitute of a filing, motion, or affidavit to other parties; and (3) require a federal court to make decisions under this Act, taking into consideration the interests of justice and national security. Requires any hearing under this Act to be conducted in camera. Prohibits an in camera hearing, however, based on the assertion of the state secrets privilege, if the court determines that the hearing relates only to a question of law and does not present a risk of revealing state secrets. Allows a federal court to conduct hearings (or portions) ex parte if the court determines, following in camera review of the evidence, that the interests of justice and national security cannot adequately be protected through attorney security clearances, protective orders, sealed opinions or orders, and special masters. Authorizes the United States to intervene in any civil action in order to protect information that may be subject to the state secrets privilege. Declares, however, that the state secrets privilege shall not constitute grounds for dismissal of a case or claim. Prescribes procedures for: (1) determining whether evidence is protected from disclosure by the state secrets privilege; and (2) when evidence protected by the state secrets privilege is necessary for adjudication of a claim or counterclaim. Grants courts of appeal jurisdiction of an appeal by any party from any interlocutory decision or order of a U.S. district court. Requires the Attorney General within 30 days to report in writing to Congress on any case in which the United States invokes the state secrets privilege. Applies this Act to civil cases pending on or after the enactment of this Act.

Emergency Unemployment Compensation Extension Act of 2008 - Provides for federal-state agreements under which a state will make temporary extended unemployment compensation payments to individuals who: (1) have exhausted all rights to regular compensation under state or federal law with respect to a benefit year (excluding any benefit year that ended before one year before the enactment of this Act); (2) have no rights to regular compensation or extended compensation with respect to a week under such law or any other state or federal unemployment compensation law; (3) are not receiving compensation for such week under the unemployment compensation law of Canada; and (4) filed an initial claim for regular compensation on or after one year before the enactment of this Act. Requires federal payments to states to cover 100% of such temporary extended unemployment compensation payments. Provides for handling of fraud and overpayments of unemployment compensation.

Worker Infection Protection Act - Directs the Secretaries of Labor and of Health and Human Services (HHS) to jointly develop and issue workplace standards, recommendations, and plans to protect health care workers and first responders and other workers at risk of workplace exposure to infectious agents and drug resistant infections, such as Methicillin-resistant Staphylococcus aureus (MRSA) and pandemic influenza. Directs the Secretary of Labor to develop and issue an emergency temporary standard and, not later than six months after such issuance, a permanent standard for the protection of workers at risk of exposure, to prevent occupational exposure to infectious agents and toxins, such as MRSA and pandemic influenza. Sets forth minimum requirements for such standards concerning: (1) influenza exposure; (2) personal protective equipment; (3) training and information; (4) medical surveillance for exposed workers; and (5) immunization against the pandemic influenza virus, if such a vaccine has been approved and is available. Requires the HHS Secretary to revise the provisions of the HHS pandemic influenza plan to conform with the minimum worker protection requirements described in this Act and with the permanent occupational safety and health exposure standard issued by the Secretary of Labor under this Act.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families. Prohibits the use of appropriations to the Fund for a fiscal year unless the amount equal to the net increase in the negative credit subsidy for specified mortgage insurance programs is first made available for: (1) single family housing mortgage insurance; (2) housing counseling; and (3) mortgage insurance technology, procedures, processes, program performance, and salaries. Limits Federal Housing Administration (FHA) mortgage insurance premium increases. Specifies affordable housing eligibility criteria for a rental dwelling unit and one- to four-family owner-occupied housing, including a priority to families on section 8 rental assistance or public housing waiting lists. Requires the Secretary to establish a green housing clearinghouse for Fund grantees and recipients. Declares that nothing in this Act allows any payments under it for any individual or head of household that is not a legal U.S. resident.

Domestic Partnership Benefits and Obligations Act of 2007 - Provides that a federal employee and his or her domestic partner shall be entitled to benefits available to, and shall be subject to obligations imposed upon, a married federal employee and his or her spouse. Defines "domestic partner" to mean an adult unmarried person living with another adult unmarried person of the same sex in a committed, intimate relationship. Defines "benefits" to include federal health insurance and enhanced dental and vision benefits, retirement and disability benefits, family, medical, and emergency leave, group life insurance, long-term care insurance, compensation for work injuries, and benefits for disability, death, or captivity. Excludes members of the uniformed services from the definition of "employee." Sets forth requirements for filing: (1) an affidavit of eligibility as such a domestic partner, which shall include a certification that the employee and the domestic partner are each other's sole domestic partners and intend to remain so indefinitely; and (2) a statement upon dissolution of such a domestic partnership.

Kendell Frederick Citizenship Assistance Act - Directs the Secretary of Homeland Security to use the fingerprints provided by an individual at the time of military enlistment to satisfy any naturalization fingerprint requirements if: (1) the individual may be naturalized under the Immigration and Nationality Act, was fingerprinted in accordance with Department of Defense (DOD) requirements, and submits a naturalization application within 24 months of enlistment; and (2) Secretary determines that the fingerprints are sufficient to adjudicate the application. Requires the Secretary to update the appropriate Internet websites to reflect naturalization law changes. Directs the Comptroller General to: (1) report to the congressional defense and judiciary committees on the naturalization application process; and (2) conduct a study of this Act's implementation by the Secretaries of Homeland Security and Defense.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Vaccines for the Uninsured Adult Act of 2008 - Amends the Public Health Service Act to: (1) require the Secretary of Health and Human Services to establish a program for the free distribution of adult vaccines through states to adults who do not have health insurance coverage, who receive such vaccines at federally-qualified health centers or federal, state, or local correctional institutions, and who are uninsured with respect to such vaccines; (2) require the Secretary to develop and maintain a plan to respond to vaccine shortages and to implement a plan to educate the public about adult immunization; and (3) allocate funds for state programs to provide free adult immunization and to require states receiving federal funding to develop plans to respond to vaccine shortages. Amends title XIX (Medicaid) of the Social Security Act to prohibit co-payments and cost-sharing charges for adult vaccines recommended by the Advisory Committee on Immunization Practices. Requires the Secretary to: (1) establish standards for the measurement of use by Medicare and Medicaid beneficiaries of routinely recommended adult immunizations; and (2) study including adult immunization by Medicare and Medicaid beneficiaries as a performance measure under quality initiatives; (3) establish standards for the measurement of use by health care workers of adult immunizations for influenza; (4) study the best practices of health insurers and managed care organizations to encourage the use of adult immunizations; and (5) study the feasibility and advisability of including health care worker immunization rates as a performance measure for accreditation under Medicare. Requires coverage of adult immunization services under the Federal Employees Health Benefits Program (FEHBP).
