Emergency Contraception Education Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information on emergency contraception, including, at a minimum, a description of emergency contraception and an explanation of the use, safety, efficacy, and availability of such contraception. Requires that the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to develop and disseminate to health care providers, including pharmacists, information on emergency contraception that includes, at a minimum: (1) information describing the use, safety, efficacy, and availability of emergency contraception; (2) a recommendation regarding its use in appropriate cases; and (3) information explaining how to obtain copies of information from the CDC.

Recognizes that prostate cancer has created a health crisis for African American men. Urges federal agencies to designate additional funds for research and education, awareness, and early detection efforts at the grassroots levels to end that crisis.

Do-Not-Call Improvement Act of 2007 - Amends the "Do-Not-Call" Implementation Act to prohibit a specified Federal Communications Commission (FCC) rule from having an expiration date for telephone numbers on the "do-not-call" registry. Prohibits the Federal Trade Commission (FTC), in issuing regulations regarding the "do-not-call" registry of the Telemarketing Sales Rule, from having an expiration date for telephone numbers on that registry.

Medicare Savings Program Improvement Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act (SSA) with respect to the Qualified Medicare Beneficiaries (QMB) and Specified Low-Income Medicare Beneficiaries (SLMB) programs (Medicare Savings Program) to increase the income eligibility levels for: (1) QMBs to 135% of the federal poverty level (FPL); and (2) SLMBs to 150% of the FPL. Eliminates the application of estate recovery for Medicare Savings Program beneficiaries. Modifies the asset tests for QMBs and SLMBs. Directs the Secretary of Health and Human Services to provide for expedited enrollment under the Medicare Savings Program through Social Security offices. Provides for treatment of QMBs, SLMBs, and other dual eligibles as Medicare beneficiaries. Amends SSA title XIX with respect to Medicaid treatment of certain Medicare providers. Directs the Inspector General of the Department of Health and Human Services to examine and report on whether providers have attempted to make QMBs liable for deductibles, coinsurance, and co-payments in violation of applicable law. Requires the Secretary to report an enforcement plan of action to Congress regarding any QMBs that have been held so liable in violation of law. Requires states to provide medical assistance to dual eligibles in MedicareAdvantage (MA) plans.

Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Medicare Prescription Drug Gap Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to reduce the coverage gap in prescription drug coverage under SSA part D (Voluntary Prescription Drug Benefit Program), based on savings to the Medicare program resulting from the negotiation of prescription drug prices. Grants the Secretary of Health and Human Services authority similar to that of other federal entities that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered part D drugs. States that the Secretary shall be required to: (1) negotiate contracts with manufacturers of covered part D drugs for each fallback prescription drug plan; and (2) participate in negotiation of contracts of any covered part D drug upon request of an approved prescription drug plan or Medicare Advantage Prescription Drug Plan. Prohibits the Secretary from requiring a particular formulary or instituting a price structure for the reimbursement of covered part D drugs in order to carry out, and promote competition, under part D.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporation of unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Families First Immigration Enforcement Act - Requires the Department of Homeland Security (DHS), in a workplace enforcement operation that is calculated to apprehend or does apprehend at least 50 aliens, to do the following: (1) give state agencies sufficient notice to arrange for representatives who speak the detainees' language and to provide for any special needs; (2) afford access to state social service agencies to screen and interview detainees to determine if medical risks or risks to relatives exist; (3) consider, upon recommendation, the release of detainees on age, medical, or family related humanitarian grounds; and (4) provide a toll-free number for families of detainees to report their relationship to DHS or state social services. Requires that such aliens have access to legal orientation presentations through the Executive Office for Immigration Review's legal orientation program. States that detainees should be held within the jurisdiction of the local United States Immigration and Customs Enforcement (ICE) field office to the extent that space allows. Requires a detainee's release within 72 hours of apprehension if such alien is not subject to mandatory detention, does not pose a flight risk, or is subject to humanitarian release. States that such alien shall be released: (1) on his or her own recognizance; (2) by posting a minimum bond; (3) on parole under the Immigration and Nationality Act; or (4) through the intensive supervision appearance or similar program.

Combat Methamphetamine Enhancement Act of 2007 - Amends the Controlled Substances Act to: (1) require all regulated sellers and persons dealing in certain listed chemicals used to make methamphetamine to file self-certifications with the Attorney General in compliance with such Act; (2) require the Attorney General to publish a list of all self-certified persons on the website of the Drug Enforcement Administration (DEA); (3) restrict distributors of listed chemicals from selling to individuals other than self-certified regulated sellers or persons; and (4) impose penalties for negligent failure to self-certify.

Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) Hamas to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution; and (4) Israeli and Palestinian leaders to embrace efforts to achieve peace and refrain from taking any actions that would prejudice final status negotiations. Welcomes the Arab League Peace Initiative. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the previous 12-month period.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Makes null and void the August 17, 2007, letter to State Health Officials from the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services requiring states that have established or that expand the income eligibility level for children under title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act above 250% of the federal poverty level to comply with new requirements as a condition of covering such children. Declares that such letter shall not be applied. Prohibits the Secretary of Health and Human Services from: (1) promulgating or implementing any requirement, rule, or provision similar to any requirement in the August 17, 2007, letter; or (2) applying any such requirement to any state plan amendment or waiver expanding the income eligibility level for children under title XXI.

SMA Treatment Acceleration Act - Requires the Director of the National Institutes of Health (NIH) to upgrade and unify existing spinal muscular atrophy (SMA) clinical trial sites to establish a national clinical trials network for SMA. Requires the Director of NIH to ensure that such network: (1) conducts coordinated, multisite, clinical trials of pharmacological approaches to the treatment of SMA; and (2) rapidly and effectively disseminates scientific findings to the field. Requires the Director of NIH to: (1) establish an SMA data coordinating center; and (2) expand and intensify NIH programs with respect to preclinical translation research and medicinal chemistry related to SMA. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to enhance and provide ongoing support to the existing SMA patient registry to provide for expanded research on the epidemiology of SMA. Directs the Secretary to ensure the collection and analysis of longitudinal data related to individuals of all ages with SMA. Requires the Secretary to establish the Spinal Muscular Atrophy Coordinating Committee to: (1) coordinate activities across NIH and with other federal health programs and activities relating to SMA; and (2) conduct a study to identify barriers to the development of drugs for treating SMA and similar genetic disorders. Requires the Director of NIH to establish a trans-National Institutes of Health cooperative research initiative on SMA to ensure the success of the SMA projects led by the National Institute of Neurological Disorders and Stroke. Requires the Secretary to submit recommendations to Congress to improve and expand on incentives provided under the Orphan Drug Act and related statutes to promote SMA drug development.

Tropical Forest and Coral Conservation Reauthorization Act of 2007 - Renames the Tropical Forest Conservation Act of 1998 as The Tropical Forest and Coral Conservation Act of 2007 (Act). Includes tropical forests and coral reefs and associated coastal marine ecosystems within the scope of such Act. Renames the Tropical Forest Facility as the Conservation Facility. Authorizes U.S. government representation on the administering body that oversees the implementation of grants from a debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. Requires U.S. government and beneficiary country government review of Conservation Fund grants in excess of $250,000. Repeals Enterprise of the Americas Board authority to carry out activities under the Act.

Directs the Secretary of Defense (Secretary) to establish within the Department of Defense (DOD) the Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of Military Eye Injuries to: (1) develop, implement, and oversee a registry for tracking the diagnosis, treatment, and follow-up for each case of eye injury incurred by a member of the Armed Forces in combat that requires surgery or other operative intervention; and (2) ensure the electronic exchange of registry information with the Secretary of Veterans Affairs. Requires the Secretary to: (1) include in the registry records of members who incurred eye injuries in combat in Operations Iraqi Freedom or Enduring Freedom before the registry's establishment; and (2) report to Congress on the Center's establishment. Directs the Secretary and the Department of Veterans Affairs (VA) to conduct a cooperative study on neuro-optometric screening and diagnosis of members with traumatic brain injury (TBI) by military medical treatment facilities and VA medical centers for purposes of vision screening, diagnosis, rehabilitative management, and vision research on visual dysfunction related to TBI.

REIT Investment Diversification and Empowerment Act of 2007 - Amends Internal Revenue Code provisions relating to real estate investment trusts (REITs) to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of a REIT's total assets thay may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; (4) treat rental payments made by a health care facility to a REIT as qualifying REIT income; and (5) treat income from, and interests in, foreign-qualified REITs as qualifying REIT income and assets.

Declares that: (1) the United States should initiate discussions to negotiate international agreements for managing fish stocks in the Arctic Ocean and establishing new international fisheries management organizations for the region; (2) such agreements should conform with the United Nations Fish Stocks Agreement; (3) the United States should consult with the North Pacific Regional Fishery Management Council and Alaska Native subsistence communities of the Arctic; and (4) prior to the agreements coming into force, the United States should support international efforts to halt the expansion of commercial fishing activities in the high seas of the Arctic Ocean.

Urges the Former Yugoslav Republic of Macedonia (FYROM) to: (1) observe its obligations under the 1995 Interim Accord to prohibit hostile activities or propaganda by state-controlled agencies and to discourage acts by private entities likely to incite violence or hatred, and to review textbooks, maps, and teaching aids to ensure their information's accuracy; and (2) work with Greece within the U.N. process to achieve longstanding U.S. and U.N. goals by reaching a mutually-acceptable official name for FYROM.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission, not later than September 30, 2009, to conduct a plebiscite in Puerto Rico on the question of its status and relationship with the United States. Requires the ballot to provide for voters to choose: (1) to continue the present status and relationship; (2) independence; (3) nationhood in free association with the United States; or (4) admission as a state.

Medicare Long-Term Care Hospital Patient Safety and Improvement Act of 2007 - Creates a cross reference to provisions in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 for the prospective payment of long-term care hospitals. Makes the base rate for a long-term care hospital for the rate year 2008 the same as that used for discharges in the previous rate year. Defines "long-term care hospital" and establishes new patient criteria for long-term care hospital prospective payment. Requires the Secretary to approve distinct part rehabilitation units in certain long-term care hospitals if rehabilitation services are not included within one of the major diagnostic categories. Requires the Secretary to recommend to Congress and, after rulemaking, implement national long-term care hospital facility and patient criteria. Directs the Secretary to contract with one or more appropriate utilization and quality control peer review organizations to review the medical necessity of long-term care admissions and continued stays for individuals entitled to benefits under Medicare part A. Creates a separate classification for certain long-stay cancer hospitals, including satellites or remote locations if certain requirements are met.

Amends the Internal Revenue Code to allow bonds guaranteed by any federal home loan bank to be treated as tax-exempt state or local bonds (thus excluding interest on such bonds from gross income).

Prohibits an individual in the custody or control of the U.S. government, regardless of nationality or physical location, from being subject to any treatment or technique of interrogation not authorized by specified sections of the U.S. Army Field Manual on Human Intelligence Collector Operations. Specifically prohibits the following treatment or techniques: (1) forcing an individual to be naked, perform sexual acts, or pose in a sexual manner; (2) placing a hood or sack over an individual's head, or duct tape over the eyes; (3) beating, electrical shock, burns, or other forms of physical pain; (4) the procedure known as "waterboarding"; (5) threats or attack from a military working dog; (6) inducing hypothermia or heat injury; (7) conducting a mock execution of an individual; and (8) deprivation of necessary food, water, or medical care.

Protecting Children in the 21st Century Act - Directs the Federal Trade Commission (FTC) to carry out a nationwide program to increase public awareness and provide education to promote the safe use of the Internet by children. Directs the Assistant Secretary of Commerce for Communications and Information to establish an Online Safety and Technology working group consisting of members of the business community, public interest groups, and other appropriate groups and federal agencies to review and evaluate industry efforts to promote online safety for children. Amends the Communications Act of 1934 to: (1) require schools to educate minors about appropriate use of the Internet; and (2) impose a forfeiture penalty on carriers who violate requirements to report online child pornography. Amends the Crime Control Act of 1990 to increase fines on providers of electronic communication or remote computing services who fail to report violations of child pornography laws. Amends the Victims of Child Abuse Act of 1990 to: (1) require reporting of online child pornography to foreign law enforcement agencies (in addition to federal and state agencies); and (2) authorize the National Center for Missing and Exploited Children to provide information or images relating to child pornography to providers of electronic communication or remote computing services to stop the further transmission of such pornography and develop anti-child pornography technologies and related industry best practices.

Nuclear Weapons Threat Reduction Act of 2007 - Authorizes the President, upon a specified congressional certification by the Secretary of State, to make voluntary contributions for creation of a low enriched uranium reserve administered by the International Atomic Energy Agency (IAEA) that would help guarantee the availability of fuel for commercial nuclear reactors and dissuade countries from building their own uranium enrichment capability. Authorizes appropriations for voluntary contributions to the IAEA. Directs the National Academy of Sciences to report to Congress on a verification regime for a fissile material cutoff treaty. Directs the President to report to Congress respecting: (1) a plan to ensure the security of all nuclear weapons and weapons usable material at vulnerable sites worldwide and for working with other countries to ensure such materials' security; and (2) U.S. strategy and policies regarding the 2010 Nuclear Non-Proliferation Treaty Review Conference. Authorizes appropriations to establish a national technical forensics program to develop technologies and procedures for determining the origin of nuclear materials, whether seized intact or collected after the detonation of a nuclear bomb. Establishes the Commission on United States Objectives and Strategy for Nuclear Nonproliferation and Peaceful Use of Nuclear Technology.

Reinforce First Responders and Emergency Employees Deployed Overseas in the Military Act of 2007 or the Reinforce FREEDOM Act - Authorizes the Secretary of Homeland Security to make a grant to a first responder agency (a law enforcement or fire agency of a state or local government or an ambulance service) an employee of which (or a significant portion of the voluntary staff of which) is: (1) a member of a reserve component of the Armed Forces; and (2) on active duty or has received orders to begin active duty. Authorizes the use of grant funds for: (1) the salary of an individual hired to replace such employee or volunteer; (2) overtime expenses for an employee performing tasks that would have been performed by such employee or volunteer; and (3) the cost of equipment, maintenance, or other activities that a first responder agency was unable to acquire or perform because of the costs of replacing such employee or volunteer or the need for which was caused by such employee's or volunteer's deployment.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to require states, as a prerequisite to receiving implementation grants, to develop environmental literacy plans, approved by the Secretary of Education, for kindergarten through grade 12 (K-12) that include environmental education standards and teacher training. Directs the Secretary to award Environmental Education Professional Development Grants to states and, through them, competitive subgrants to partnerships that include an LEA and, permissibly, institutions of higher education (IHE), other educational entities, or state or local natural resource or environmental agencies, for activities involving, among other things, teacher training and the operation of model environmental education programs. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Authorizes the use of grants to states out of the Teacher and Principal Training and Recruiting Fund for activities incorporating field-based learning, service learning, and outdoor experiential learning into the curricula and instruction. Authorizes the use of funds under the Fund for the Improvement of Education program to advance environmental education. Amends the Department of Education Organization Act to create an Office of Environmental Education to advance K-12 environmental education and administer environmental education grant programs.

Hire a Hero Act - Expresses the sense of Congress that the federal government should support private sector employment initiatives for military personnel to help ensure that those who serve or have served in the Armed Forces have access to gainful employment. Authorizes the Chief of the National Guard Bureau (Chief) to award grants to nonprofit organizations to assist the following individuals in securing employment in the private sector: (1) a member of the National Guard or reserve; (2) a member of the Armed Forces who is nearing separation, discharge, or release; and (3) a former member of the Armed Forces. Expresses the sense of Congress that the Chief, in awarding such grants, should consider organizations that partner with private entities and associations involved in construction, energy, transportation, aerospace, domestic security, and other areas in which the employment of individuals having past military service would be of particular utility. Requires the Chief to establish fiscal control, accountability, and program performance measures for grantees.

Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Surety Bond Improvement Act of 2007 - Amends the Small Business Investment Act of 1958 to: (1) authorize the Administrator of the Small Business Administration (SBA) to guarantee any surety against loss from a small business principal's breach of bond on any total work or contract amount that does not exceed $3 million (under current law, $2 million); (2) direct the Administrator to authorize a surety that issues, monitors, or services such bonds to use rates approved by the insurance commissioner in the state in which the contract will be performed; and (3) prohibit the Administrator from refusing to make payment on a surety guarantee based on facts, circumstances, or defects that the Administrator should reasonably have identified during the guarantee process. Requires the Administrator to notify the congressional small business committees regarding a proposed change in fees charged to guarantee surety bonds. Expresses the sense of Congress that the surety bond guarantee program is not required to be self-funding and, therefore, may at times operate at a loss. Directs the Administrator to establish a third-party alternative dispute resolution procedure for mediating an issue in controversy between a participating surety and the SBA.

Directs the Secretary of Defense to report to Congress on contingency planning for the redeployment of U.S. forces from Iraq. Requires the report to include: (1) specified elements; and (2) contingency planning for each of the specified scenarios.

Federal Firefighters Fairness Act of 2007 - Amends federal law to provide that, in the case of an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Nuclear Policy and Posture Review Act of 2007 - Directs the President to conduct a nuclear policy review to consider a range of options on the role of nuclear weapons in U.S. security policy. Requires the Secretary of Defense to conduct a comprehensive review of the U.S. nuclear posture to clarify U.S. nuclear deterrence policy and strategy. Expresses the sense of Congress that the President's review should be used as the basis for establishing future U.S. strategic arms control objectives and negotiating positions. Prohibits the appropriation or availability of funds for the Reliable Replacement Warhead Program for FY2008-FY2010 until reports on the above reviews have been submitted to Congress.

Toxic Chemical Exposure Reduction Act of 2007 or the TCE Reduction Act of 2007 - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency (EPA) to publish a health advisory for trichloroethylene that fully protects, with an adequate margin of safety, the health of susceptible populations (including pregnant women, infants, and children), taking into consideration body weight, exposure patterns, and all routes of exposure. Requires the Administrator to promulgate a national primary drinking water regulation for trichloroethylene: (1) that is protective of susceptible populations; and (2) the maximum contaminant level of which is as close to the maximum contaminant level goal for trichloroethylene, and as protective of those susceptible populations, as is feasible. Requires consumer confidence reports to disclose the presence of, and the potential health risks to susceptible populations from exposure to, trichloroethylene in drinking water. Requires the Administrator to: (1) publish a health advisory for trichloroethylene that fully protects the health of susceptible populations from vapor intrusion; (2) establish an integrated risk information system reference concentration of trichloroethylene vapor that is protective of susceptible populations; and (3) apply such reference concentration with respect to any potential vapor intrusion-related investigations or actions to protect public health with respect to trichloroethylene exposure carried out pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Safe Drinking Water Act.

Combat Illegal Logging Act of 2007 - Amends the Lacey Act Amendments of 1981 to redefine the term "plant" to include products of plants and to exclude any common food crop or cultivar that is a species not listed: (1) in the Convention on International Trade in Endangered Species of Wild Fauna and Flora; or (2) as an endangered or threatened species under the Endangered Species Act of 1973. Redefines the term "take" to include harvesting, cutting, logging, or removing a plant. Makes it unlawful to import, export, transport, sell, receive, acquire, possess, or purchase in interstate or foreign commerce plants: (1) taken, transported, possessed, or sold in violation of specified foreign or state law; (2) taken, transported, or exported without the payment of royalties, taxes, or stumpage fees required by foreign or state law; or (3) exported or transshipped in violation of any limitation under foreign or state law. Makes it unlawful to import plants unless the importer files, when clearance is requested, a declaration that contains: (1) the scientific name of any plant contained in the importation; and (2) a description of the value of the importation, the quantity of the plant, and the name of the country from which the plant was taken. Sets forth requirements concerning the contents of a declaration. Authorizes the Secretary of the Interior to promulgate regulations to limit the applicability of, or to modify, declaration requirements.

Amends the Internal Revenue Code to exclude any amount derived from an investment of federal grant or related state matching amounts made in connection with any revolving fund established under the Federal Water Pollution Control Act or the Safe Drinking Water Act from a determination of whether a bond is an arbitrage bond (thus allowing states to retain arbitrage earnings from state revolving loan funds).

Extends the designation of Liberia under the Immigration and Nationality Act as a country whose nationals are eligible for temporary protected status and work authorization in the United States. Sets forth eligibility requirements for Liberian nationals or for persons having no nationality whose last habitual residence was Liberia.

Prescribe A Book Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.

Railroad Safety Enhancement Act of 2007 - Authorizes appropriations for: (1) railroad safety, including transportation of hazardous materials; (2) deployment of a Gage Restraint Measurement System vehicle and a track geometry vehicle or other comparable technology in each region; (3) construction of the Facility for Underground Rail Station and Tunnel Testing and Training at the Transportation Technology Center, Inc., in Pueblo, Colorado; and (4) rail security personnel in Department of Transportation (DOT) regional offices and in Washington, DC. Provides for the appointment of a Chief Safety Officer for the Federal Railroad Administration. Requires the Secretary of Transportation (Secretary) to develop: (1) a long-term railroad safety strategy; and (2) a railroad safety risk reduction pilot program. Revises hours of service requirements for train and signal employees to include that such employees may not be required to be on duty for more than 12 consecutive hours. Sets forth requirements for: (1) the prevention and reduction of pedestrian and motor vehicle accidents and other incidents, injuries, and fatalities at or near passenger stations, railroad rights-of-way, and highway-rail grade crossings; and (2) the development of new technology to improve safety at highway-rail grade crossings. Requires the Secretary to increase gradually the number of rail safety-related employees at the Federal Railroad Administration. Directs the Secretary to issue regulations to require railroad carriers and railroad contractors and subcontractors to develop plans that train certain crafts or classes of employees on relevant federal railroad safety laws and regulations. Requires the Secretary to establish: (1) a railroad safety technology grants program; and (2) a railroad safety infrastructure improvement grants program. Directs the National Transportation Safety Board (NTSB) to provide certain assistance to families of passengers involved in a rail passenger accident that results in a major loss of life. Requires a rail passenger carrier to submit to the NTSB, the Secretary, and the Secretary of Homeland Security a plan for addressing the needs of such families. Exempts solid waste management facilities from the exclusive jurisdiction of the Surface Transportation Board (effectively allowing state and local authorities to regulate solid waste management facilities).

Support for Injured Servicemembers Act of 2007 - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee to a combined total of 26 workweeks of leave, during any 12-month period, to care for a member of the U.S. Armed Forces with a combat-related injury (servicemember), if such employee is the servicemember's primary caregiver. Provides for the substitution of accrued paid vacation, personal, or family leave for any part of the 26-week period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.
