Expresses sympathy to: (1) the people of Haiti who face catastrophic conditions in the aftermath of the January 12, 2010, earthquake; (2) the members of the international community in Haiti, including the U.S. Embassy staff in Port-au-Prince; and (3) the families and colleagues of U.N. officials who lost their lives. Applauds the rapid mobilization by President Obama to provide emergency humanitarian assistance to Haiti and the leadership of Secretary of State Clinton, United States Agency for International Development (USAID) Administrator Shah, and General Fraser of the U.S. Southern Command. Urges that all appropriate efforts be made to: (1) secure the safety of Haitian orphans; and (2) sustain long-term assistance to Haiti. Expresses appreciation for the international community's ongoing and renewed commitment to Haiti's recovery. Urges all nations to commit to assisting the people of Haiti with their long-term needs. Expresses support for the U.S. Embassy team in Port-au-Prince, members of the Armed Forces and Coast Guard, and other U.S. government agencies who are rescuing thousands of U.S. citizens and Haitians.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments (including payments of amounts in consideration for property or of gross proceeds) of $600 or more made by or to corporations (other than tax-exempt organizations); (2) set forth safe harbor criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

International Fisheries Agreement Clarification Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to recognize the United States-Canada Transboundary Resource Sharing Understanding (and other similar fishery management Understandings) as an international agreement under such Act. States that: (1) annual fishing level recommendations for fishery stocks under such Understandings may be exceeded as long as the fishing mortality level allows for progress toward rebuilding affected fish stocks; (2) the 10-year fishery rebuilding requirement shall not apply to stocks covered by such Understandings; and (3) this Act shall apply to fishing years beginning after April 30, 2010.

Expresses the sense of the Senate that the U.S. delegation to the 21st Regular Meeting of the International Commission for the Conservation of Atlantic Tunas should: (1) seek the adoption of all revisions to the multi-annual recovery plan for bluefin tuna in the eastern Atlantic and Mediterranean that will conform the plan to the scientific advice provided by the Standing Committee on Research and Statistics; (2) seek to expand time and area closures of spawning areas in the Mediterranean in conformity with the scientific advice provided by the Standing Committee; (3) pursue the continued review and assessment of compliance; (4) seek to address noncompliance; (5) pursue the commitment by the Commission and its parties to fund additional research on the western Atlantic and eastern Atlantic and Mediterranean bluefin tuna stocks including, but not limited to, the extent to which they mix; and (6) defend U.S. interests with regard to Atlantic bluefin tuna, Atlantic swordfish, and other species managed by the Commission, including the protection of U.S. quota shares.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

COBRA Subsidy Extension and Enhancement Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to: (1) increase the subsidy under COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) to 75% of a worker's health care insurance premium; (2) extend such subsidy from 9 to 15 months after termination from employment; (3) extend coverage under COBRA to employees whose work hours are involuntarily reduced; and (4) extend until June 30, 2010, the period of eligibility for COBRA premium assistance.
