Expresses sympathy to: (1) the people of Haiti who face catastrophic conditions in the aftermath of the January 12, 2010, earthquake; (2) the members of the international community in Haiti, including the U.S. Embassy staff in Port-au-Prince; and (3) the families and colleagues of U.N. officials who lost their lives. Applauds the rapid mobilization by President Obama to provide emergency humanitarian assistance to Haiti and the leadership of Secretary of State Clinton, United States Agency for International Development (USAID) Administrator Shah, and General Fraser of the U.S. Southern Command. Urges that all appropriate efforts be made to: (1) secure the safety of Haitian orphans; and (2) sustain long-term assistance to Haiti. Expresses appreciation for the international community's ongoing and renewed commitment to Haiti's recovery. Urges all nations to commit to assisting the people of Haiti with their long-term needs. Expresses support for the U.S. Embassy team in Port-au-Prince, members of the Armed Forces and Coast Guard, and other U.S. government agencies who are rescuing thousands of U.S. citizens and Haitians.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments (including payments of amounts in consideration for property or of gross proceeds) of $600 or more made by or to corporations (other than tax-exempt organizations); (2) set forth safe harbor criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

International Fisheries Agreement Clarification Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to recognize the United States-Canada Transboundary Resource Sharing Understanding (and other similar fishery management Understandings) as an international agreement under such Act. States that: (1) annual fishing level recommendations for fishery stocks under such Understandings may be exceeded as long as the fishing mortality level allows for progress toward rebuilding affected fish stocks; (2) the 10-year fishery rebuilding requirement shall not apply to stocks covered by such Understandings; and (3) this Act shall apply to fishing years beginning after April 30, 2010.

Expresses the sense of the Senate that the U.S. delegation to the 21st Regular Meeting of the International Commission for the Conservation of Atlantic Tunas should: (1) seek the adoption of all revisions to the multi-annual recovery plan for bluefin tuna in the eastern Atlantic and Mediterranean that will conform the plan to the scientific advice provided by the Standing Committee on Research and Statistics; (2) seek to expand time and area closures of spawning areas in the Mediterranean in conformity with the scientific advice provided by the Standing Committee; (3) pursue the continued review and assessment of compliance; (4) seek to address noncompliance; (5) pursue the commitment by the Commission and its parties to fund additional research on the western Atlantic and eastern Atlantic and Mediterranean bluefin tuna stocks including, but not limited to, the extent to which they mix; and (6) defend U.S. interests with regard to Atlantic bluefin tuna, Atlantic swordfish, and other species managed by the Commission, including the protection of U.S. quota shares.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

COBRA Subsidy Extension and Enhancement Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to: (1) increase the subsidy under COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) to 75% of a worker's health care insurance premium; (2) extend such subsidy from 9 to 15 months after termination from employment; (3) extend coverage under COBRA to employees whose work hours are involuntarily reduced; and (4) extend until June 30, 2010, the period of eligibility for COBRA premium assistance.

Credit Card Rate Freeze Act of 2009 - Prohibits a creditor, during a specified nine-month period, from: (1) increasing any annual percentage rate (APR), fee, or finance charge applicable to any outstanding balance of any credit card account under an open end consumer credit plan; or (2) changing the terms governing repayment of any outstanding balance, except as permitted by the Credit Card Accountability Responsibility and Disclosure Act of 2009. Authorizes the Board of Governors of the Federal Reserve System to prescribe implementing regulations.

Clean Energy Jobs and American Power Act - Provides for the establishment of a cap and trade system for greenhouse gas (GHG) emission allowances and sets goals of reducing U.S. emissions by 20% by 2020 and by 83% by 2050. Sets forth provisions concerning the establishment of: (1) economy-wide GHG emission reduction goals; (2) transportation-related GHG emissions reduction goals and standards; (3) a coordinated approach to certifying and permitting geological storage of carbon dioxide; (4) regulations for geological storage wells; (5) performance standards for new coal-fired power plants; (6) the Carbon Storage Research Corporation; (7) programs to research the safety and performance of nuclear power plants, train nuclear workers, and develop understanding of, and new technologies for, spent nuclear waste management; (8) water use efficiency programs, a research program to assist drinking water utilities in adapting to the effects of climate change, and a water system mitigation and adaptation partnership program to provide funds to states for water system adaptation projects; (9) an Office of Consumer Advocacy within the Federal Energy Regulatory Commission (FERC); (10) a national product carbon disclosure program; (11) a State Recycling Program; (12) a Greenhouse Gas Reduction Incentives Program to provide financial assistance to owners and operators of agricultural lands and forest land for projects that increase carbon sequestration or reduce GHG emissions; (13) the Economic Development Climate Change Fund for sustainable economic development; (14) efficiency standards for buildings; (15) a program to promote dispatchable power generation projects that can accelerate the reduction of power sector carbon dioxide and other GHG emissions; (16) the Strategic Interagency Board on International Climate Investment to develop and improve mitigation policies and actions that reduce deforestation and forest degradation or conserve and restore forests in developing countries; (17) programs to assist developing countries in reducing emissions from deforestation; (18) the International Clean Energy Deployment Program to assist developing countries in reducing, sequestering, or avoiding GHG emissions; (19) an International Climate Change Adaptation and Global Security Program to assist the most vulnerable developing countries in climate change adaptation programs; (20) a National Climate Change Adaptation Program within the United States Global Change Research Program to increase the effectiveness of climate change adaptation efforts; (21) to create within the National Oceanic and Atmospheric Administration (NOAA) a National Climate Service; (22) a Natural Resources Climate Change Adaptation Panel and strategies for making natural resources more resilient to the impacts of climate change; (23) a National Climate Change and Wildlife Science Center within the United States Geological Survey (USGS) to provide assistance and tools for adaptation to climate change; (24) habitat and corridors information systems of geographical information system databases; (25) a Flood Control, Protection, Prevention and Response Program to provide assistance to states; and (26) a program to reduce the risk of wildfires in fire-ready communities. Sets forth provisions concerning: (1) advancing or encouraging clean, renewable, alternative, innovative and/or efficient energy technology, projects, research and/or practices; (2) supporting the development of programs to aid workers in the fields of clean energy, renewable energy, energy efficiency, climate change mitigation, and adaptation; (3) climate change adjustment assistance for workers displaced as a result of this Act; (4) implementing a strategic action plan to assist health professionals in preparing for and responding to the impacts of climate change on public health; (5) distributing funding to coastal states for projects addressing the impacts of climate change in the Great Lakes coastal watershed; and (6) reducing emissions of black carbon. Green Taxis Act of 2009 - Authorizes states to prescribe requirements for fuel economy for taxicabs if they are at least as stringent as federal standards. Amends the Clean Air Act (CAA) to require the Environmental Protection Agency (EPA) to: (1) promulgate regulations to cap and reduce GHG emissions, annually, so that GHG emissions from capped sources are reduced to 97% of 2005 levels by 2012, 80% by 2020, 58% by 2030, and 17% by 2050; (2) set aside a specified percentage of emission allowances to be used to achieve an additional 10% reduction from 2005 U.S. emission levels in 2020 by providing incentives to reduce emissions from international deforestation; and (3) establish a federal GHG registry. Designates carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons (HFCs) from a chemical manufacturing process at an industrial stationary source, perfluorocarbons, and nitrogen trifluoride as GHGs. Authorizes the EPA Administrator to designate additional athropogenic GHGs. Requires EPA to establish specified emission allowances (tonnage limits) for each of 2012-2050. Authorizes the Administrator to either: (1) regulate the production of perfluorocarbon under such limits; or (2) subject such production to the best available control technology and regulations phasing down the consumption of perfluorocarbon and importation of products containing perfluorocarbon. Provides for the establishment and distribution of compensatory allowances for the destruction and conversionary use of fluorinated gases and the non-emissive use of petroleum-based or coal-based liquid or gaseous fuel, petroleum coke, natural gas liquid, or natural gas as a feedstock. Prohibits any person from manufacturing, introducing into interstate commerce, or emitting a significant quantity of certain fluorinated gas that is generated as a byproduct during the production or use of another fluorinated gas. Phases in prohibitions against covered entities (including electricity sources, fuel producers and importers, industrial gas producers and importers, nitrogen trifluoride sources, geological sequestration sites, industrial stationary sources, industrial fossil fuel-fired combustion devices, natural gas local distribution companies, resource and development facilities that emitted 25,000 tons per year or more of carbon dioxide equivalent, algae-based fuels, and fugitive emissions) exceeding allowable emission levels. Requires covered entities to demonstrate compliance through: (1) holding emission allowances at least as great as attributable emissions; or (2) using offset credits. Provides for trading, banking and borrowing, auctioning, selling, exchanging, transferring, holding, or retiring emission allowances. Sets forth provisions governing the disposition of emission allowances, including giving allowance values to: (1) benefit energy consumers and low income consumers, energy-intensive, trade-exposed industries, local distribution companies, merchant coal units, generators, refineries, and renewable energy and energy efficiency efforts; (2) address the impacts of climate change; and (3) reduce the deficit. Requires EPA to promulgate regulations to phase down the consumption of, and regulate the production of, HFCs. Specifies consumption allowances for: (1) each of 2012-2032; and (2) 2033 and thereafter. Provides for: (1) the distribution, auction, banking, exchange, and international transfer of such allowances; and (2) the issuance of offset credits for the destruction of chlorofluorocarbons.

Keep Americans Working Act - Declares that the purpose of this Act is to keep Americans working by strengthening and expanding short-time compensation programs that provide employers with an alternative to layoffs. Requires the Secretary of Labor to: (1) provide guidance to states in enacting short-term compensation programs; and (2) award start-up grants to state agencies in states that have enacted programs and meet certain requirements. Amends the Internal Revenue Code to define "short-time compensation program" as one in which: (1) participation of an employer is voluntary; (2) an employer reduces the number of hours worked by employees through certifying that such reductions are in lieu of temporary layoffs; (3) an employee whose workweek that has been reduced by at least 10% is eligible for unemployment compensation; (4) an eligible employee may participate in an employer-sponsored job skills training program; and (5) an employer is required to certify that continuation of employee health and retirement benefits will not be affected by participation in the program. Directs the Secretary to make payments to a state's unemployment compensation trust fund for the payment of unemployment compensation if the Secretary approves a state's application for certification to operate a short-time compensation program that requires the maintenance of health and retirement employee benefits.

Rural Physician Pipeline Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of the Health Resources and Services Administration, to establish a program to make grants to accredited schools of allopathic or osteopathic medicine to: (1) assist such schools in recruiting students most likely to practice medicine in underserved rural communities; (2) provide rural-focused training and experience; and (3) increase the number of recent allopathic and osteopathic medical school graduates who practice in underserved rural communities. Requires the Secretary to convene a Rural Training Program Symposium to: (1) develop best practices for such schools; and (2) establish a network of medical schools that have developed or will develop rural training programs.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

New Markets Tax Credit Extension Act of 2009 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2014; (2) provide for an inflation adjustment to the limitation amount for such credit after 2009; and (3) allow an offset against the alternative minimum tax (AMT) for such credit.

Peace Corps Improvement and Expansion Act of 2009 - Requires the Director of the Peace Corps to assess, develop a strategic plan for, and report to the appropriate congressional committees how best to: (1) strengthen Peace Corps management capabilities and program effectiveness; (2) expand volunteer opportunities; and (3) increase the size of the Peace Corps. Authorizes appropriations for the Peace Corps.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Haiti Reforestation Act of 2009 - Authorizes the Secretary of Agriculture to offer to enter into agreements with the government of Haiti to provide financial assistance, technology transfers, or capacity building assistance to reduce deforestation and increase reforestation in Haiti. Authorizes appropriations. Directs the Secretary to establish a grant program to carry out such activities. Authorizes appropriations. Amends the the Foreign Assistance Act of 1961 to: (1) direct the United States Agency for International Development (USAID) to invite the government of Haiti to submit a list of areas in which tropical forests are seriously degraded or threatened; (2) authorize USAID to make grants to nongovernmental organizations to purchase discounted commercial debt of the government of Haiti in exchange for government commitments to restore identified forests or to develop plans for their sustainable use; and (3) authorize appropriations.

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least one hour of paid sick time for every 30 hours worked. Declares that an employer shall not be required to permit an employee to earn more than 56 hours of paid sick time in a calendar year, unless the employer chooses to set a higher limit. Allows employees to use such time to: (1) meet their own medical needs; (2) care for the medical needs of certain family members; or (3) seek medical attention, assist a related person, take legal action, or engage in other specified activities relating to domestic violence, sexual assault, or stalking. Prohibits an employer from interfering with an employee's exercise of such rights. Directs the Secretary of Labor to exercise certain investigative and enforcement authority for employees covered by the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Grants the same authority, for employees under their jurisdiction, to the Librarian of Congress, the Comptroller General, the Board of Directors of the congressional Office of Compliance, and the Merit Systems Protection Board. Authorizes civil actions by employees, individuals, or their representatives for damages or equitable relief against employers who violate this Act. Waives a state's sovereign immunity with respect to a suit brought by an employee of a federally-assisted state program or activity for relief authorized under this Act. Requires the Commissioner of Labor Statistics annually to compile information annually on paid sick time, and the Comptroller General to study related matters. Declares that nothing in this Act shall be construed to discourage employers from adopting or retaining more generous leave policies.

Domestic Partnership Benefits and Obligations Act of 2009 - Provides that a federal employee and his or her domestic partner shall be entitled to benefits available to, and shall be subject to obligations imposed upon, a married federal employee and his or her spouse. Defines "domestic partner" to mean an adult unmarried person living with another adult unmarried person of the same sex in a committed, intimate relationship. Defines "benefits" to include federal health insurance and enhanced dental and vision benefits, retirement and disability benefits, family, medical, and emergency leave, group life insurance, long-term care insurance, compensation for work injuries, and benefits for disability, death, or captivity. Excludes members of the uniformed services from the definition of "employee." Sets forth requirements for filing: (1) an affidavit of eligibility as such a domestic partner, which shall include a certification that the employee and the domestic partner are each other's sole domestic partners and intend to remain so indefinitely; and (2) a statement upon dissolution of such a domestic partnership.

Medal of Honor Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the design selected by the Secretary, after consultation with the Boards of the Congressional Medal of Honor Society and the Congressional Medal of Honor Foundation, in honor of the distinguished service of the American military men and women who have been Medal of Honor recipients. Limits the period for coin issuance to calendar year 2011. Imposes a surcharge of $35 per coin for the $5 coin and $10 per coin for the $1 coin, to be distributed to the Congressional Medal of Honor Foundation to help finance educational, scholarship, and outreach programs of the Foundation.

Autism Treatment Acceleration Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to implement an Autism Care Center Program to provide grants and other assistance to improve the effectiveness and efficiency in providing comprehensive care to individuals diagnosed with autism spectrum disorders and their families. Directs the Secretary to: (1) provide grants for services to enable adults with autism spectrum disorders to be as independent as possible; (2) establish the National Registry for Autism Spectrum Disorders; and (3) award grants for multimedia campaigns to increase public education and awareness and reduce stigma concerning such disorders. Establishes the Interdepartmental Autism Coordinating Committee to coordinate all federal efforts concerning autism spectrum disorders. Repeals provisions establishing the Interagency Autism Coordinating Committee to coordinate all efforts within the Department of Health and Human Services (HHS) concerning autism spectrum disorders. Requires the Secretary to establish: (1) the National Network for Autism Spectrum Disorders Research and Services to provide resources for, and facilitate communication between, autism spectrum disorder researchers and service providers; and (2) a National Data Repository for Autism Spectrum Disorders Research and Services to facilitate the development and rapid dissemination of research into best practices that improve care. Requires the Secretary to award national training initiative supplemental grants to address the unmet needs of individuals with autism spectrum disorders and their families. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to require group health plans to provide coverage for the diagnosis and treatment of autism spectrum disorders. Applies such requirement to coverage offered in the individual market.
