FEHBP Dependent Coverage Extension Act - Extends eligibility for coverage under the Federal Employees Health Benefits Program to a federal employee's, annuitant's, or former spouse's dependent child (currently, unmarried dependent child) who is under age 26 (currently, under age 22) or incapable of self-support because of mental or physical disability which existed before age 26 (currently, before age 22).

Oil Spill Claims Assistance and Recovery Act - Amends the Public Works and Economic Development Act of 1965 to direct the Secretary of Commerce to establish a program to provide technical assistance grants within 60 days after this Act's enactment to eligible organizations for use in assisting individuals and businesses affected by the Deepwater Horizon oil spill in the Gulf of Mexico. Authorizes the use of grant funds to: (1) support education, outreach, intake, language services, accounting services, pro bono legal services, damage assessments, economic loss analysis, collecting and preparing documentation, and assistance in the preparation and filing of claims or appeals; (2) provide assistance to individuals or businesses seeking assistance from a party responsible for the oil spill, the Oil Spill Liability Trust Fund, an insurance policy, or any other federal, state, or local government program; (3) pay salaries, training, and appropriate expenses relating to the purchase or lease of property to support operations, equipment, and travel expenses; (4) assist other organizations in assisting specific business sectors, providing services, assisting specific jurisdictions, or otherwise supporting operations; and (5) establish an advisory board of service providers and technical experts to monitor the claims process relating to the oil spill and to provide recommendations to the parties responsible for the oil spill, the National Pollution Funds Center, other appropriate agencies, and Congress to improve fairness and efficiency in the claims process. Prohibits the use of grant funds to provide compensation for damages or removal costs relating to the oil spill. Encourages the Secretary to consider grant applications from organizations that have established networks with affected business sectors, including the fishery and aquaculture industries, the restaurant, grocery, food processing, and food delivery industries, and the hotel and tourism industries. Requires the Director of the National Pollution Funds Center and the parties responsible for the oil spill to provide training to such an organization regarding the claims process. Makes grant funds available until the later of: (1) six years after the date of the oil spill; and (2) the date on which all claims relating to the oil spill have been satisfied.

Security in Energy and Manufacturing Act of 2010 or the SEAM Act of 2010 - Amends the Internal Revenue Code to expand the qualifying advanced energy project credit by allocating in 2010 $5 billion of grants or tax credit amounts to manufacturers of goods and components (other than for assembly of components) in the United States that are used in alternative energy projects.

Child Welfare Workforce Study Act - Directs the Secretary of Health and Human Services (HHS) to enter into an agreement with the National Academy of Sciences to study and report to the Secretary and Congress on child welfare staff. Requires the Secretary, based on recommendations in the report, to issue regulations that require states to collect and report data on child welfare staff regularly and in a manner that enables the data to be linked to the outcomes achieved for individual children served by the state or local child welfare agency involved.

Haiti Empowerment, Assistance, and Rebuilding Act of 2010 - States that it is U.S. policy, in partnership with the government of Haiti and in coordination with the international community, to support the sustainable recovery and rebuilding of Haiti. Establishes within the Department of State a Senior Coordinator of the United States Government for Haiti who shall advise and coordinate all U.S. government policies related to Haiti. Directs the Administrator of the United States Agency for International Development (USAID), with input provided by the Coordinator, to submit to Congress a multi-year strategy to provide assistance in support of Haiti's reconstruction. Authorizes FY2010-FY2014 appropriations for assistance to Haiti under this Act.

Democracy Is Strengthened by Casting Light On Spending in Elections Act or the DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Amends FECA to require Senate candidates to file all designations, statements, and reports with the Federal Election Commission (FEC), instead of the Secretary of the Senate, as under current law. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Amends the Communications Act of 1934 to: (1) extend the equal opportunities requirement and censorship prohibition applicable to candidates for public office to national committees of political parties; (2) grant political parties reasonable access to purchase broadcasting time at the lowest unit charged; (3) limit to the lowest unit charge the charges for the use during certain periods before an election of any broadcasting station by any person who is a legally qualified candidate for any federal office; and (4) require covered organizations to notify the FEC and the Federal Communications Commission (FCC) when aggregate disbursements first equal or exceed $50,000. Directs the FCC to conduct random audits of designated market areas to ensure that broadcasting stations are allocating broadcasting time for legally qualified candidates for federal office in accordance with this Act. Authorizes judicial review of the provisions of this Act.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Voluntary Protection Program Act - Directs the Secretary of Labor to enter into cooperative agreements with employers to: (1) encourage establishment of comprehensive safety and health management systems to protect employees from occupational hazards; and (2) establish a voluntary protection program to encourage excellence and recognize its achievement in both the technical and managerial protection of employees from occupational hazards. Requires the Secretary to take necessary steps for the orderly transition from Occupational Safety and Health Administration (OSHA) cooperative agreements and voluntary protection programs existing before enactment of this Act to agreements and programs authorized under this Act. Directs the Secretary to establish a program to increase small business participation in the voluntary protection program.

Harbor Maintenance Act of 2010 - Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Medicare Diabetes Self-Management Training Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to provide for the recognition of state-licensed or -registered health care professionals who are certified diabetes educators as Medicare providers of diabetes outpatient self-management training services. Directs the Comptroller General to study and report to Congress on the barriers that exist for Medicare beneficiaries with diabetes in accessing diabetes self-management training services under the Medicare program. Directs the Director of the Agency for Health Care Research and Quality to develop a series of recommendations on effective outreach methods to educate primary care physicians and the public about the benefits of diabetes self-management training.

Recognizes the ultimate sacrifice made by the 29 coal miners lost at the Upper Big Branch Mine-South in Raleigh County, West Virginia. Extends the deepest condolences of the Senate to the families of the fallen coal miners. Honors the survivors of the tragedy. Recognizes all coal miners for enduring the immeasurable loss of co-workers and maintaining courage in the aftermath of the explosion at the Upper Big Branch Mine-South. Commends the valiant efforts of the emergency response workers searching for the missing coal miners. Honors the many volunteers who provided support and comfort for the missing coal miners' families during the rescue and recovery operations.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Haitian-American Enterprise Fund Act - Authorizes the President, after congressional consultation, to designate one private, nonprofit organization as the Haitian-American Enterprise Fund to receive funds and support under this Act to promote the Haitian private and agricultural sectors and joint U.S.-Haitian ventures through loans, grants, equity investments, technical assistance, training, and insurance. States that: (1) a grant agreement between the United States Agency for International Development (USAID) and the Fund shall require the Fund to liquidate its assets and dissolve not later than December 31, 2020, unless USAID determines that the Fund should be extended; and (2) all Fund assets remaining at such time shall be used to organize a follow-on U.S.-Haiti legacy foundation. Applies the enterprise fund provisions of the Support for East European Democracy (SEED) Act of 1989 to the Fund in the same manner as such provisions apply to other similar U.S.-established enterprise funds. Authorizes appropriations.

Directs the Secretary of Transportation to complete a rulemaking that: (1) prohibits air carriers from charging fees for carry-on baggage that fall within weight, size, or number of bags restrictions imposed by the air carrier; (2) requires such air carriers to notify air passengers of such baggage restrictions before they arrive at the airport for a schedule departure on the air carrier; and (3) requires air carriers to make available to the public and to the Secretary a list of all passenger fees and charges (other than airfare) imposed by the air carrier.

Small Business Programs Parity Act of 2010 - Amends the Small Business Act to authorize (current law requires) a contract to be awarded on the basis of competition restricted to qualified HUBZone (heavily underutilized business zone) small businesses if the contracting officer reasonably expects that at least two qualified HUBZone small businesses will submit offers and that the award can be made at a fair market price.

Small Business Community Partner Relief Act of 2010 - Amends the Small Business Act relating to the Microloan program (loans to intermediaries to provide small-scale loans to startup, newly-established, and growing small businesses) to authorize the Administrator of the Small Business Administration (SBA), at the request of a loan intermediary, to waive the requirement that the intermediary obtain a percentage of the loan amount in cash or in-kind contributions from non-federal sources. Allows such waiver for up to two years. Provides conditions to be considered by the Administrator in determining whether to exercise such waiver, including economic conditions affecting the intermediary as well as the impact the waiver would have on the program. Provides an identical waiver, with the same conditions, with respect to: (1) grants made to intermediaries for small business marketing, management, and technical assistance; and (2) the SBA's women's business center program.

Veterans Training Act - Deems a program of education as an approved program for purposes of the post-9/11 veterans' educational assistance program if the program is offered by an institution offering: (1) postsecondary instruction that leads to an associate or higher degree and the institution is an approved institution of higher learning; or (2) instruction that does not lead to an associate or higher degree and the institution is an approved educational institution.

Ponzi Scheme Victim's Bill of Rights Act of 2010 - Amends the Internal Revenue Code to allow: (1) a special tax deduction for qualified fraudulent investment losses held in an individual retirement account (IRA); (2) a six-year carryback of net operating losses which are qualified fraudulent investment losses; (3) withdrawals from tax-exempt retirement plans for a 10-year period without penalty to replace qualified fraudulent investment losses; (4) catch-up contributions to retirement plans to compensate for fraudulent investment losses; and (5) an extension of the limitation period for filing refund claims for overpayments of tax in connection with gifts and bequests of an interest in an investment for which there is a qualified fraudulent investment loss. Defines "qualified fraudulent investment loss" as a loss discovered in 2008 or 2009 resulting from a fraudulent arrangement in which a person receives cash or property from investors, purports to earn income for investors, reports partially or wholly fictitious income to such investors, makes payments to some investors from payments made by other investors, and appropriates some or all of the investors' cash or property.

Amends the Internal Revenue Code to include children of Vietnam War and certain Korean War veterans receiving care and services through the Department of Veterans Affairs (VA) for spina bifida-related medical conditions and children of women Vietnam veterans born with certain birth defects as meeting the definition of minimum essential coverage under requirements of the Patient Protection and Affordable Care Act (PPACA).

Advancing FASD Research, Prevention, and Services Act - Amends the Public Health Service Act to revise and extend the Fetal Alcohol Spectrum Disorders (FASD) programs (as renamed under this Act, previously the Fetal Alcohol Syndrome and Fetal Alcohol Effect programs). Directs the Secretary of Health and Human Services (HHS) to: (1) establish and carry out a research agenda for FASD; (2) facilitate surveillance, public health research, and prevention of FASD; and (3) continue the Interagency Coordinating Committee on Fetal Alcohol Syndrome. Requires the Secretary to provide financial assistance to: (1) establish or expand state FASD programs; (2) implement best practices to educate children with FASD, educate members of the criminal justice system on FASD, and educate adoption or foster care agency officials about services for children with FASD; (3) provide transitional services for those affected by prenatal alcohol exposure; (4) develop public service announcements to raise awareness of the risks associated with alcohol consumption during pregnancy; (5) increase awareness and identification of FASD in federally qualified health centers; and (6) provide respite care for caretakers, recruit mentors, and provide educational and supportive services to families of individuals with FASD. Directs the Comptroller General to make recommendations regarding the appropriate roles and responsibilities of federal entities with respect to programs and activities related to FASD. Requires the Secretary of Education to direct the Office of Special Education and Rehabilitative Services to conduct training on FASD surveillance and disseminate best practices in the education and support of children with FASD. Requires the Attorney General to direct the Office of Juvenile Justice and Delinquency Prevention to: (1) implement FASD screening procedures; (2) conduct training on surveillance and on identification and support of individuals with FASD; and (3) study the inadequacies of the current system.

Volunteer Responder Incentive Protection Reauthorization Act of 2010 - Amends Internal Revenue Code provisions allowing a tax exclusion for benefits paid to volunteer firefighters and emergency medical providers by states and local government by: (1) increasing the amount of benefits excludible; and (2) extending such tax exclusion through 2013.

Children's Budget Act - Requires the President's annual budget to Congress to include a detailed, separate analysis for the prior fiscal year, the current fiscal year, the fiscal year for which the budget is submitted, and the ensuing fiscal year identifying the amounts of gross and net appropriations or obligational authority and outlays directed to children and children's programs within the United States and territories.

Adoption Fairness Act - Amends the Immigration and Nationality Act to prohibit the Secretary of Homeland Security (DHS) from charging a fee for the issuance of a Certificate of Citizenship for a child who is adopted by a U.S.-citizen parent and who is eligible for automatic citizenship regardless of whether the child's adoption was finalized in the United States or in a foreign country. Directs the Secretary to: (1) implement measures to facilitate the timely issuance of such Certificates; and (2) report to Congress regarding recommendations to streamline the Certificate process.

National Energy Efficiency Enhancement Act of 2010 - Amends the Energy Policy and Conservation Act to set forth provisions concerning establishing standards for: (1) a minimum level of energy efficiency or a maximum quantity of water use for clothes washers and dishwashers; (2) the seasonal energy efficiency ratio of central air conditioners and central air conditioning heat pumps manufactured on or after January 1, 2015; (3) the annual fuel utilization efficiency of non-weatherized furnaces manufactured on or after May 1, 2013; (4) the energy conservation of heat pump pool heaters; and (5) the energy efficiency of pole-mounted outdoor luminaires and high light output double-ended quartz halogen lamps. Revises provisions concerning prescribing new or amended standards. Sets forth provisions concerning establishing regional energy efficiency standards for such: (1) central air conditioners and their heat pumps; and (2) non-weatherized furnaces. Requires the Secretary of Energy to publish rules that determine whether the Secretary should: (1) establish standards for through-the-wall central air conditioners, through-the-wall central air conditioning heat pumps, and small duct, high velocity systems; and (2) amend standards for weatherized furnaces. Amends the Energy Conservation Program for Consumer Products Other Than Automobiles to: (1) revise exceptions from preemption requirements for certain building code requirements; (2) provide that No-Load Mode energy efficiency standards do not apply to specified external power supplies manufactured before July 1, 2017; and (3) revise labeling rules for "covered products." Prohibits the manufacture of general purpose mercury vapor lamps on or after January 1, 2016. Provides that state energy conservation standards that are adopted by January 1, 2015, pursuant to statutory requirements to adopt efficiency standards for reducing outdoor lighting energy use enacted prior to January 31, 2008, will not be preempted by federal standards. Authorizes the Secretary to incorporate smart grid technologies or capabilities into energy conservation standards. Requires sates to give notice to the Administrator of the Environmental Protection Agency (EPA) about a state or local public comment period with respect to local laws prohibiting, limiting, or restricting the use of alternative refrigerants for specific end uses.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

National September 11 Memorial & Museum Commemorative Medal Act of 2010 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

HUBZone Improvement Act of 2010 - Directs the Administrator of the Small Business Administration (SBA) to ensure that the map used by the SBA to identify HUBZones (historically underutilized business zones) is accurate, up-to-date, and revised as new data is made available. Requires the Administrator to: (1) implement policies for ensuring that only qualified HUBZone small businesses are participating in the HUBZone program; (2) report to the congressional small businesses concerning qualification for, and recertification of, a HUBZone small business; and (3) develop measures and implement plans to assess HUBZone program effectiveness. Amends the Small Business Act to prohibit the Administrator, during the period beginning on the date that a small business is determined qualified as a HUBZone small business and ending the day before a HUBZone program contract for which such small business submits a bid is awarded, from determining that the small business is no longer qualified based on a failure to meet the applicable employment percentage unless, among other things, the small business has not attempted to maintain such percentage.
