Small Business Contracting Revitalization Act of 2010 - Amends the Small Business Act to direct each federal agency (agency) to include in each solicitation for any contract award above the substantial bundling threshold a provision soliciting bids by small business teams and joint ventures. Requires each agency head to publish on its website its policy on contract bundling and consolidation, as well as a rationale for any bundled contract solicited or awarded. Requires the: (1) Director of Small and Disadvantaged Business Utilization of each agency to report every three years to the congressional small business committees regarding their procurement center and commercial market representatives; (2) Comptroller General (CG) to report to Congress regarding the procurement center representative program of the Small Business Administration (SBA); and (3) SBA Administrator to implement an electronic procurement center representative program. Directs each agency head to ensure that decisions regarding consolidation of contract requirements are made with a view toward providing small businesses with appropriate opportunities to participate as prime contractors and subcontractors. Limits agency use of acquisition strategies involving consolidations of contract requirements of more than $2 million. Requires the Administrator to establish a Center for Small Business Teaming to carry out a pilot program for federal contract teaming and joint ventures involving small businesses. States that it is the policy of Congress that certain contract oversight recommendations of the CG be implemented government-wide. Requires each agency head to issue a policy on small business subcontracting compliance. Directs the: (1) Administrator for Federal Procurement Policy and the SBA Administrator to jointly establish criteria for the reservation of certain federal prime contracts for award to small businesses; and (2) Controller of the Office of Federal Financial Management to issue guidelines for small business participation in purchases in excess of the micro-purchase threshold. Requires: (1) procurement employees and program managers to communicate to subordinates the importance of achieving small business procurement goals; and (2) procurement contracting officers to consider prime contractor failure to make full and timely payments to a subcontractor when evaluating contractor performance. Repeals the small business competitiveness demonstration program. States that there shall be a presumption of loss to the United States whenever a contract, agreement, or grant intended for award to a small business is instead awarded to an entity that misrepresented itself as a small business. Requires a small business to annually certify its size and, if appropriate, small business status. Directs the: (1) Federal Acquisition Institute to develop personnel training concerning the proper classification of business size and status; and (2) head of each relevant federal agency and the SBA Inspector General to issue a government-wide policy on the prosecution of small business size and status fraud. Requires the: (1) Administrator to review and make appropriate adjustments to small business size standards; and (2) CG to conduct a study of the SBA mentor-protege program and other alliances pairing a larger business and a small business partner to gain access to federal contracts.

Continuing Chemical Facilities Antiterrorism Security Act of 2010 - Amends the Department of Homeland Security Appropriations Act, 2007 to extend until October 4, 2015, the authority of the Secretary of Homeland Security (DHS) to issue interim final regulations establishing risk-based performance standards for security of chemical facilities and requiring vulnerability assessments and the development and implementation of site security plans for such facilities. Requires the Secretary, acting through the Administrator of the Federal Emergency Management Agency (FEMA) and in coordination with the Under Secretary for National Protection and Programs, to: (1) establish a voluntary chemical security training program to enhance the capabilities of high-risk chemical facilities to prevent, prepare for, respond to, mitigate against, and recover from acts of terrorism, natural disasters, and other man-made disasters; and (2) develop a voluntary chemical security exercise program to offer voluntary testing and evaluation of the capabilities of the federal government, state governments, commercial personnel and management, emergency response providers, and the private sector to prevent, prepare for, mitigate against, respond to, and recover from acts of terrorism, natural disasters, and other emergencies at chemical facilities.

Medicaid DSH Integrity Act - Directs the Secretary of Health and Human Services (HHS) to indicate, in appropriate guidance, that the Centers for Medicare & Medicaid Services (CMS) do not intend to enforce any changes in policy related to calculating the limits on the adjustment in payment under title XIX (Medicaid) of the Social Security Act for inpatient hospital services furnished by disproportionate share hospitals (DSH) that were contained in the Medicaid DSH auditing and reporting regulations the CMS issued pursuant to the Medicare Prescription Drug Improvement and Modernization Act of 2003. Requires the Secretary to publish an interim final rule to revise such regulations as necessary to: (1) correct such policy changes; (2) provide appropriate guidance for otherwise implementing those auditing and reporting regulations; and (3) provide for specified regulatory changes to be included in the new interim rule. Requires the CMS, in defining the costs of furnishing services to individuals with no health insurance (or other source of third-party coverage), to permit inclusion of all costs related to services provided to patients with no insurance for the service rendered, even if the patient has insurance that covers other services. Declares that the receipt by a hospital of nominal payments related to a service shall not constitute health insurance or a source of third-party coverage.

Southeast Hurricanes Small Business Disaster Relief Act of 2010 - Directs the Administrator of the Small Business Administration (SBA) to establish a Southeast Hurricanes Small Business Disaster Relief Program under which the Administrator may waive, for up to three years and $15,000 total, the interest payments of small businesses that resume operations in a declared disaster area during the period beginning on: (1) September 1, 2005, and ending on October 1, 2006, for loans relating to Hurricanes Katrina or Rita of 2005; or (2) September 1, 2008, and ending on January 1, 2009, for loans relating to Hurricanes Gustav or Ike of 2008.

International Violence Against Women Act of 2010 - Directs: (1) the Secretary of State to designate an Ambassador-at-Large for Global Women's Issues; and (2) the Administrator of the United States Agency for International Development (USAID) to designate a Women's Development Advisor. Directs the Secretary to: (1) develop a comprehensive strategy to prevent violence against women and girls; (2) prepare a public report on best practices for preventing and addressing violence against women and girls internationally; and (3) determine emergency response measures to identified critical or widespread incidents of violence against women and girls in situations of armed conflict. Authorizes the Secretary and the Administrator to provide assistance to nongovernmental organizations, multilateral institutions, and foreign countries to implement such strategy and related activities. Requires that special efforts be made to award amounts appropriated under this Act to community-based and women's nongovernmental organizations in recipient countries. Directs the Secretary and the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of Defense when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Directs the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps.

Expresses sympathy to: (1) the people of Haiti who face catastrophic conditions in the aftermath of the January 12, 2010, earthquake; (2) the members of the international community in Haiti, including the U.S. Embassy staff in Port-au-Prince; and (3) the families and colleagues of U.N. officials who lost their lives. Applauds the rapid mobilization by President Obama to provide emergency humanitarian assistance to Haiti and the leadership of Secretary of State Clinton, United States Agency for International Development (USAID) Administrator Shah, and General Fraser of the U.S. Southern Command. Urges that all appropriate efforts be made to: (1) secure the safety of Haitian orphans; and (2) sustain long-term assistance to Haiti. Expresses appreciation for the international community's ongoing and renewed commitment to Haiti's recovery. Urges all nations to commit to assisting the people of Haiti with their long-term needs. Expresses support for the U.S. Embassy team in Port-au-Prince, members of the Armed Forces and Coast Guard, and other U.S. government agencies who are rescuing thousands of U.S. citizens and Haitians.

Haiti Assistance Income Tax Incentive Act - Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Small Business Penalty Fairness Act of 2009 - Amends the Internal Revenue Code to limit the penalty for failure to disclose a reportable transaction (a transaction determined by the Internal Revenue Service [IRS] as having a potential for tax avoidance or evasion) to 75% of the decrease in tax shown on the return as a result of such transaction. Sets forth a maximum penalty for failure to report a reportable transaction and a minimum and maximum penalty for failure to report a listed transaction (a transaction specifically identified by the IRS as a tax avoidance transaction). Requires the Commissioner of Internal Revenue to report by June 1, 2010, and then annually, to Congress on penalties relating to abusive tax shelters and reportable transactions. Extends the penalty for tendering a bad check to the Internal Revenue Service to any commercially acceptable payment instrument (including electronic payments). Expands the continuous tax levy on payments to vendors for goods and services to include payments for all property, goods, or services.

Child Safety, Care, and Education Continuity Act of 2010 - Authorizes the Secretary of Education to award grants to states and, through them, subgrants to local educational agencies (LEAs) and nonpublic schools for assistance in restarting school operations in major disaster areas. Protects LEAs from cuts in school improvement funds under the Elementary and Secondary Education Act of 1965 for the fiscal year following the fiscal year in which a major disaster occurs within their service area. Allows LEAs in states to which teachers and paraprofessionals relocate after a major disaster to consider such teachers and paraprofessionals to have met certain federal teaching standards if the state from which they came considered them to have met such standards. Authorizes the Secretary to waive or modify certain requirements relating to maintenance of effort, supplementary use of funds, and matching funds in providing educational assistance to entities affected by a major disaster. Directs the Secretary to provide temporary emergency impact aid to states and, through them, LEAs and Native American schools for the education of students displaced by a major disaster. Authorizes the Secretary to: (1) waive or modify requirements applicable to federal student aid programs under title IV of the Higher Education Act of 1965 (HEA) that are unreasonable due to the effects of a major disaster; (2) approve Teacher Quality Partnership Grants program modifications that assist states, LEAs, and institutions of higher education (IHEs) recruit and retain faculty for schools in major disaster areas; (3) modify, at the request of an affected institution or other grantee located in a major disaster area, required and allowable uses of funds under the HEA's TRIO, GEAR-UP, Strengthening Institutions, and Strengthening Historically Black Colleges and Universities programs, and any other competitive grant program; and (4) allow financial aid administrators to adjust the expected contribution of students and parents affected by a major disaster. Directs the Secretary to make special efforts to notify students and their parents who qualify for means-tested federal benefit programs of their potential eligibility for a maximum Pell Grant, provided such students attend an IHE affected by a major disaster. Authorizes the Secretary to enter into agreements to extend certain deadlines under the Individuals with Disabilities Education Act regarding the provision of special education and related services, including early intervention services, to individuals adversely affected by a major disaster. Directs the Secretary of Health and Human Services (HHS) to provide training and technical assistance, guidance, and resources to Head Start agencies located in a major disaster area or receiving a significant number of children from such an area. Authorizes the waiver of cost-sharing requirements for such agencies and documentation requirements for Head Start participants affected by a major disaster. Authorizes the Secretary of HHS to: (1) waive the application of specified provisions of the Child Care and Development Block Grant Act of 1990 to states affected by a major disaster or serving a significant number of individuals adversely affected by a major disaster; and (2) assist states in providing training, technical assistance, and guidance to child care providers who are serving such individuals. Requires each state that receives funds under such Act to develop a disaster plan. Requires the Administrator of the Federal Emergency Management Agency (FEMA) to encourage state and local governments to address child care services and facilities in their response and recovery plans, exercises, and training. Directs the Secretary of HHS to provide disaster guidance to states under titles XIX (Medicaid) and XXI (Children's Health Insurance Program [CHIP, formerly known as SCHIP]) of the Social Security Act regarding the requirement that states provide medical assistance to individuals who are residents of the state but are absent. Requires each state to provide disaster guidance to Medicaid and CHIP providers to ensure that low-income children displaced from their home state by a major disaster have continued access to health care services.

First Responders Support Act of 2009 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) increase death and disability benefits for public safety officers; (2) expand educational benefits for dependents of public safety officers killed or disabled in the line of duty; and (3) require the Bureau of Justice Assistance of the Department of Justice (DOJ) to adopt and apply a system for prioritizing claims for public safety officers' benefits based on the severity of a claim and the likelihood of its approval (grants automatic priority to a claim for death benefits or 100% disability). Authorizes the Director of the Bureau of Justice Assistance to make grants to organizations for reduced cost mental health services or counseling to public safety officers seriously injured in the line of duty and their families. Requires the Director to structure, design, and implement a performance measure for the Public Safety Officers Benefits program to monitor the claims process and payment of benefits to public safety officers and their beneficiaries and to report to Congress annually on the performance of the program and its activities.

Wetlands Conservation Investment Act of 2009 - Amends the Internal Revenue Code to treat gain or loss from the sale or exchange of a mitigation bank credit by the sponsor of the mitigation bank (i.e., the wetland, stream, or other aquatic resource area that has been restored, established, enhanced, or preserved for the purpose of providing compensation for unavoidable impacts to aquatic resources) who earned such credit as the sale or exchange of a capital asset held for more than one year (thus allowing preferential tax treatment of such gain or loss). Exempts from tax withholding requirements any gain from sales of mitigation bank credits.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Small Business Export Enhancement and International Trade Act of 2009 - Amends the Small Business Act to: (1) require the Office of International Trade of the Small Business Administration (SBA) to implement small business export promotion programs that increase the number of small businesses that export as well as the volume of their exports; and (2) establish an Associate Administrator for International Trade as the head of the Office. Repeals the five-person limit on the number of additional Associate Administrators the SBA Administrator may appoint. Requires Export Assistance Centers (one-stop shops for U.S. exporters) to aid the Associate Administrator in promoting export assistance programs through SBA district and regional offices, the small business development center network, Export Assistance Centers, the network of women's business centers, chapters of the Service Corps of Retired Executives (SCORE), state and local export promotion programs, and partners in the private sector. Requires the Associate Administrator to establish annual goals to enhance the export capabilities of small businesses and small manufacturers to compete against foreign entities. Directs the Associate Administrator, in order to provide small businesses access to certain export financing programs, to appoint at least one trade financial specialist within the SBA to oversee international loan programs and assist SBA employees with trade finance issues. Directs the SBA Administrator to establish an export and trade counseling certification program for employees of lead small business development centers and lead women's business centers in providing export assistance to small businesses. Requires the Associate Administrator to develop performance measures to support export growth goals for Office activities to promote exports by small businesses. Directs the SBA Administrator to carry out a comprehensive program to help small businesses to resolve international trade disputes. Directs the SBA Administrator, in coordination with the Secretary of Commerce, to ensure that the number of export finance specialists assigned to the Export Assistance Centers is at least the number that were assigned on January 1, 2003. Requires that there are at least three specialists in each SBA region. Increases the total outstanding amount of a loan guaranteed by the SBA under the Export Working Capital Program. Caps SBA participation in an international trade loan at 90%. Authorizes the SBA to make a guaranteed loan for working capital that will allow an eligible small business concern engaged in or adversely affected by international trade to improve its competitive position. Allows such loan to be secured by a second lien position on the property or equipment financed by the loan or on other assets of the small business concern. (Currently, a first lien position or first mortgage on the property, equipment, or other business assets is required.) Names the foreign market development loan guarantee program the Export Working Capital Program. Establishes the Export Express Program to authorize the SBA Administrator to guarantee loans to small businesses for export development activities. Directs the Associate Administrator to establish a three-year State Trade and Export Promotion Grant (pilot) Program to make grants to states to carry out export promotion programs for small businesses, including those owned and controlled by women and socially and economically disadvantaged individuals. Requires the SBA Administrator to report to Congress on rural export promotion programs for small businesses. Requires a small business development center that counsels a small business concern on international trade issues to: (1) consult with state trade agencies and Export Assistance Centers to provide appropriate services to the small business concern; and (2) refer the small business concern to a State trade agency or an Export Assistance Center, as necessary, for further counseling or assistance. Requires: (1) the United States Trade Representative (USTR) to notify the SBA Administrator at least 90 days before entering into trade agreement negotiations with a foreign country; and (2) the SBA Administrator to present recommendations relating to small business exporter concerns to the USTR at least 30 days before negotiations begin.

Child Welfare Workforce Improvement Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to: (1) direct the Secretary of Health and Human Services to enter into an agreement with the National Academy of Sciences to study and report to the Secretary and Congress on child welfare staff; and (2) to direct the Secretary to treat as necessary for proper and efficient state administration all state expenditures for training the child welfare workforce. Allows funds from private nonprofit educational institutions to be considered as the state's share in claiming federal reimbursement for such expenditures, without regard to certain requirements. Establishes a competitive child welfare workforce improvement demonstration program to assist eligible entities in developing and implementing child welfare workforce improvement plans to help facilitate implementation of the essential components of an effective child welfare workforce, throughout the child welfare continuum, from preventing child abuse and neglect through ensuring and supporting permanent families for children, in order to meet the needs of the children and families served by that workforce. Requires an eligible entity to ensure that the responsible state agency establishes a Child Welfare Workforce Quality Improvement Task Force.

Nuclear Power 2021 Act - Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to implement, through cooperative agreements with private sector partners, programs to: (1) develop a standard design for each of two small modular reactors, at least one of which has a rated capacity of not more than 50 electrical megawatts; (2) obtain a design certification from the Nuclear Regulatory Commission (NRC) for each of the designs by January 1, 2018; and (3) demonstrate the licensing of small modular reactors by developing applications for a combined license for each of the designs so certified, and obtaining a combined license from the NRC for each of the certified designs by January 1, 2021. Requires the Secretary to select proposals for such cooperative agreements through the use of competitive procedures and an impartial review of their scientific and technical merit.

Fostering Success in Education Act - Requires each state receiving school improvement funds under part A of title I of the Elementary and Secondary Education Act of 1965 to ensure that its foster care children have the right to: (1) continue attending the school they were in when placed in foster care or before a change in such placement (school of origin), unless it is determined to be in the child's best interest to be immediately enrolled in a different school; (2) immediate enrollment in a new school in their school attendance area; (3) well-maintained school records that are available in a timely manner; (4) equal access to the same education and opportunities as other students attending the school or school district; and (5) free transportation to and from their school. Includes preschool children as beneficiaries of such rights, with respect to preschool programs. Requires states to: (1) ensure that their state and local educational agencies (LEAs) and child welfare agencies collaborate in specified activities aimed at satisfying such rights; and (2) maintain a complaint management system, and an effective system for transferring and recovering a foster child's school credits. Requires an LEA serving a foster child's school of origin to make an expedited decision on whether it is in the foster child's best interest to attend such school or be immediately enrolled in a new school in the child's school attendance area, unless the state decides that the decision is to be made solely by the dependency court or state or local child welfare agency. Requires states to have fair and impartial procedures to resolve school selection disputes promptly. Allows parties who claim that their rights under this Act have been violated to bring a civil action in the appropriate U.S. district court. Directs the Secretary of Education to allot grants to states and, through them, competitive subgrants to public agencies, including LEAs and local child welfare agencies, to carry out this Act's requirements. Requires each state grantee to: (1) implement a Secretary-approved state foster care and education plan for satisfying this Act's requirements; and (2) establish a Stakeholder Council that monitors, and makes recommendations regarding, plan implementation. Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require state child welfare agencies to arrange for, provide, or pay the cost of the transportation necessary for foster children to remain in the school they attended at the time of their placement. Requires state and local child welfare and educational agencies to collaborate in eliminating barriers to the educational stability, enrollment, and success of foster children.

Rosa's Law - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

Military Families Act - Directs the Secretary of Homeland Security or the Attorney General to adjust the status of an eligible alien to that of an alien lawfully admitted for permanent residence if the alien: (1) applies for adjustment (with a time limit for an alien applying as a family member of a deceased Armed Forces member); (2) is admissible to the United States as an immigrant; (3) pays the application fee (unless waived); and (4) is physically present in the United States. Applies such provision to an alien who is: (1) a parent, spouse, child, son, or daughter (and their spouse, child, son, or daughter, if any) of a living Armed Forces member or of a deceased Armed Forces member who died as a result of service-incurred injury or disease; or (2) a son or daughter of a Filipino parent who was naturalized based upon active duty World War II service in the Philippine Army, Philippine Scouts, or a recognized guerilla unit. Defines "Armed Forces member" as a person who: (1) is, or was at the time of the person's death, a U.S. citizen or lawfully admitted permanent resident; (2) is serving, or has served honorably on or after October 7, 2001, as a member of the National Guard or the Selected Reserve of the Ready Reserve, or in an active-duty status in the U.S. military; and (3) if separated from service was separated under honorable conditions. Waives specified grounds of inadmissibility and authorizes the waiver of additional grounds of inadmissibility.

Gulf Oyster Industry Jobs Protection Act - Prohibits the use of funds made available to the Secretary of Health and Human Services (HHS) to require that oysters be treated with post-harvest processing or other treatment or cooking requirements that result in a prohibition on selling or consuming raw oysters. Directs the Secretary, acting through the Commissioner of Food and Drugs (FDA) and in cooperation with the oyster industry and the Interstate Shellfish Sanitation Conference, to conduct an education campaign to increase awareness of the risks associated with consuming raw oysters. Prohibits any proposed regulation or guidance issued by the Secretary that affects the harvesting, processing, or transportation of seafood harvested in the United States from becoming final or taking effect until the Secretary submits to the appropriate congressional committees a report that contains: (1) a cost-benefit analysis, economic impact study, and health impact analysis of such proposed regulation or guidance; and (2) an analysis that compares such proposed regulation or guidance to any similar regulations or guidance with respect to other regulated foods and that compares the risks associated with seafood and the instances of those risks in such other regulated foods.

Gulf Oyster Protection Act of 2009 - Prohibits the use of federal funds to establish or implement any requirement for the control of Vibrio vulnificus applicable to the post-harvest processing of oysters that is in addition to federal requirements applicable to such processing as of the date of enactment of this Act.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Small Business Administration Disaster Recovery and Reform Act of 2009 - Amends the Food, Conservation, and Energy Act of 2008 to direct the Administrator of the Small Business Administration (SBA) to submit to the congressional small business committees recommendations for improvements to the Gulf Coast disaster loan refinancing program. Extends for 24 additional months the authorized loan assistance term for small businesses affected by Hurricanes Katrina or Rita and participating in the SBA small business and capital ownership development program. Allows the Administrator to declare a disaster with respect to small businesses that installed defective drywall manufactured in China, for purposes of qualification for SBA disaster loan assistance. Amends the Small Business Act to increase authorized assistance under the SBA's: (1) pioneer business recovery program (formerly the expedited disaster assistance loan program); and (2) disaster loan assistance program. Authorizes the Administrator to guarantee loans made under an approved state bridge loan program. Requires the Administrator to report on: (1) regional outreach on disaster assistance programs; (2) coordination of economic injury disaster declarations; and (3) coordination between SBA and Department of Agriculture (USDA) disaster programs. Directs the Administrator to ensure that disaster recovery needs unmet by federal and private sources are not overlooked by the SBA in determining duplication of benefits for disaster victims.

National Women's History Museum Act of 2009 - Directs the Administrator of General Services (GSA) to convey, by quitclaim deed, to the National Women's History Museum, Inc. specified property in the District of Columbia, on terms which the Administrator deems appropriate. Requires the property to be dedicated for use as a site for a national women's history museum for a 99-year period.

Nuclear Energy Research Initiative Improvement Act of 2009 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) conduct research to lower the cost of nuclear reactor systems; and (2) develop and publish on the Department of Energy (DOE) website a schedule outlining a five-year strategy to lower such cost effectively. Includes among research subjects: (1) modular and small-scale reactors; (2) balance-of-plant issues; (3) cost-efficient manufacturing and construction; (4) licensing issues; and (5) enhanced proliferation controls.

Feral Swine Eradication and Control Pilot Program Act of 2009 - Authorizes the Secretary of the Interior to provide financial assistance to Louisiana to pay the federal share of the cost of a pilot program to: (1) study the damage to wetlands in Louisiana caused by feral swine; and (2) develop methods to eradicate or control feral swine and to restore damaged wetlands. Requires the Secretary to ensure that the pilot program uses the knowledge and expertise gained through activities carried out under the Coastal Wetlands Planning, Protection and Restoration Act and the Nutria Eradication and Control Act of 2003. Limits: (1) the federal share of total pilot program costs to 75%; and (2) the amount of the federal financial assistance that may for used for administrative expenses to 10%.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.
