Child Support Protection Act of 2009 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to repeal the exclusion from federal matching payments of any amounts expended by a state from child support incentive payments it has received from the Secretary of Health and Human Services. (Thus reinstates federal matching of state spending of child support incentive payments.)

Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commemoration Commission to plan, develop, and carry out programs and activities appropriate to commemorate the sesquicentennial of the Civil War, and to carry out other specified duties. Directs the National Endowment for the Humanities to award grants for appropriate activities relating to the Civil War sesquicentennial, and to consider for such grants university, museum, or academic programs with national scope that sponsor multidisciplinary projects, including those that concentrate on the role of African Americans in the Civil War.

Small Business Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum loan amounts under the following Small Business Administration (SBA) programs: (1) the section 7(a) (general small business loans) loan program; (2) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program; and (3) the section 504 (state and local development company) program. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt, under specified conditions. Applies single-business investment limits to SBA-recognized new markets venture capital companies. Amends the American Recovery and Reinvestment Act of 2009 to earmark certain Department of Health and Human Services (HHS) funds for specified programs of the National Institutes of Health. Repeals as of October 1, 2010: (1) the increase in section 7(a) loan amounts; and (2) the business debt refinancing authority under the local development business loan program.

Streamline Vehicle Conversions Act - Amends the Clean Air Act to provide that a certificate of conformity issued by the Administrator of the Environmental Protection Agency (EPA) for one or more aftermarket conversion test groups with respect to an aftermarket conversion system (i.e., hardware installed on a light-duty or heavy-duty vehicle, light-duty truck, or heavy-duty engine that allows the vehicle or engine to operate on a fuel other than that which it was originally certified to use) shall not expire, shall continue to apply in subsequent calendar years, and shall not require recertification. Requires the Administrator to: (1) establish criteria for use in identifying similar vehicle makes, models, original equipment manufacturers, emission standards, and different model years that may be used under a single test group; (2) accept such an established test group on an aftermarket conversion system manufacturer application for a certificate of conformity; and (3) allow the submission of previous vehicle emission test data for the certification of additional model year vehicles if the aftermarket conversion system manufacturer is able to demonstrate that neither the aftermarket conversion system nor the design and specifications of the applicable vehicle model are substantially different. Directs the Administrator to promulgate regulations regarding on-board diagnostic systems for aftermarket conversion systems that: (1) ensure that such conversion systems that are equipped with on-board diagnostic systems are effective at monitoring critical emission components; (2) take into account the inability of an aftermarket conversion system manufacturer to access proprietary on-board diagnostic technology of an original equipment manufacturer; and (3) are sufficiently flexible to encourage the increased use of alternative fueled vehicles. Sets forth provisions regarding the conversion of a vehicle outside of its useful life cycle.

Honor America's Guard-Reserve Retirees Act - Deems as active-duty service, for purposes of benefits provided through the Department of Veterans Affairs (VA), the service of a person entitled to retired pay for nonregular (reserve) service or, but for age, would be so entitled.

Comprehensive Cancer Care Improvement Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services. Directs the Secretary of Health and Human Services (HHS) to conduct a two-year demonstration project for Medicare payment for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities for establishing a new, or expanding an existing, palliative care and symptom management program for cancer patients. Directs the Secretary to make grants to eligible entities to improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers, as well as continuing professional education, in palliative care and symptom management for such patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Cell Phone Contraband Act of 2009 - Amends the federal criminal code to include a phone or other device provided by a commercial mobile service as a "prohibited object" the provision of which to, or the possession of which by, a federal prisoner is prohibited.

Expresses the sense of Congress that: (1) the United States Postal Service should issue a postage stamp commemorating the War of 1812; and (2) the Citizens' Stamp Advisory Committee should recommend to the Postmaster General that such a stamp be issued.

Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.

September 11 Family Humanitarian Relief and Patriotism Act of 2009 - Provides permanent resident status adjustment for an applicant alien who: (1) was on September 10, 2001, the spouse, child, or unmarried son or daughter of an alien who died as a direct result of the September 11, 2001, terrorist activity against the United States; (2) was deemed to be a beneficiary of, and by, the September 11th Victim Compensation Fund of 2001; (3) has no federal tax liability; (4) made a proffer of information to the Secretary of Homeland Security (DHS) between April 24, 2008, and August 15, 2008, in connection with a request for immigration relief; and (5) applies not later than one year from the date of enactment of this Act. Makes the provisions of this Act inapplicable to an alien who is inadmissible or deportable under criminal or security grounds, including September 11, 2001, terrorist activity.

Amends the Act commonly known as the Indian Reorganization Act to apply the Act to all federally recognized Indian tribes, regardless of when any tribe became recognized. (This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that the Secretary of the Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Act was enacted.)

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Supports the goals of a National Wild Horse and Burro Adoption Day to be held annually in coordination with the Secretary of Interior and the Secretary of Agriculture. Recognizes that creating a successful adoption model for wild horses and burros is consistent with federal law commonly known as "Wild Free-Roaming Horses and Burros Act" and beneficial to the long-term interests of the people of the United States in protecting wild horses and burros. Encourages citizens of the United States to adopt a wild horse or burro so as to own a living symbol of the historic and pioneer spirit of the West.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to allow the introduction into commerce of a mid-level ethanol blend (an ethanol-gasoline blend containing greater than 10% ethanol) for use in conventional gasoline-powered onroad or nonroad vehicles and nonroad engines only if: (1) EPA's Science Advisory Board submits to the Administrator, and the Administrator provides for public notice and comment, a report describing the impact of the blend on such vehicles, emissions, and associated materials compatibility and consumer issues, the ability of the gasoline distribution infrastructure to introduce the blend without widespread misfueling by consumers, and the estimated ability of consumers to purchase gasoline other than that blend in in all areas of the United States by five years after the blend is introduced; (2) the permit or authorization is granted through the fuels and fuel additives waiver process under the Clean Air Act and the Administrator formally responds to the Board's recommendations in the waiver announcement; and (3) the blend is introduced for general use in all conventional gasoline-powered onroad and nonroad vehicles and nonroad engines in widespread use as of the date on which the Administrator authorizes that introduction.

Formaldehyde Standards for Composite Wood Products Act - Amends the Toxic Substances Control Act (TSCA) to make the formaldehyde emission standard contained in the California Code of Regulations (relating to an airborne toxic control measure to reduce formaldehyde emissions from composite wood products, as in effect on July 28, 2009) applicable to hardwood plywood, medium-density fiberboard, and particleboard sold, supplied, offered for sale, or manufactured in the United States, with listed exemptions, including for hardboard, structural plywood, wood packaging, and composite wood products used inside new vehicles, rail cars, boats, aerospace craft, or aircraft. Directs the Administrator of the Environmental Protection Agency (EPA) to promulgate implementing regulations that ensure compliance equivalent to compliance with the California standard, including its provisions relating to labeling, chain of custody requirements, sell-through provisions, ultra low-emitting formaldehyde resins, no-added formaldehyde-based resins, finished goods, third-party testing and certification, auditing and reporting of third-party certifiers, recordkeeping, and enforcement. Requires the Administrator, by July 1, 2011, in coordination with the Commissioner of Customs and Border Protection (CBP) and other appropriate federal agencies, to revise regulations promulgated under TSCA concerning import certification of any chemical substance, mixture, or article containing a chemical substance or mixture as necessary to ensure compliance with this Act. Authorizes the Administrator to modify any reference to an industry formaldehyde emission standard that is subsequently updated. Provides that an individual or entity that violates any requirement under this Act shall be considered to have committed a prohibited act under TSCA.

Congratulates the women and women-led organizations of Afghanistan on the launch of the Five Million Afghan Women Campaign. Urges the government of Afghanistan to ensure that sufficient staffing is in place in women's polling stations, including security staff and equipment and appropriate polling place personnel, and include women in committees charged with election security and related processes. Urges the government of Afghanistan, the religious, community, and cultural leaders to encourage women to participate in the August 2009 elections. Urges the government of Afghanistan and the Independent Electoral Commission to continue to consult with the Afghan Ministry of Women's Affairs, the Afghan Independent Human Rights Commission, and women-led nongovernmental organizations regarding women's participation in the elections. Encourages the Secretary of State to continue to mobilize U.S. resources for programs throughout Afghanistan to raise the awareness of women in Afghanistan regarding governance and their rights as citizens. Urges the new government of Afghanistan to meaningfully engage women in such new government.

Livable Communities Act of 2009 - Establishes in the Department of Housing and Urban Development (HUD) an Office of Sustainable Housing and Communities (OSHC). Establishes in the executive branch an independent Interagency Council on Sustainable Communities. Requires the OSHC Director to establish a program to make comprehensive planning grants and sustainability challenge grants to eligible entities (partnerships between a consortium of units of general local government and an eligible partner, which may be a metropolitan planning organization, a rural planning organization, a regional council, or a state). Requires the use of a comprehensive planning grant to carry out a project to: (1) coordinate land use, housing, transportation, and infrastructure planning processes across jurisdictions and agencies; (2) identify potential regional partnerships for developing and implementing a comprehensive regional plan; (3) conduct or update housing, infrastructure, transportation, energy, and environmental assessments to determine regional needs and promote sustainable development; (4) develop or update a comprehensive regional plan or goals and strategies to implement an existing comprehensive regional plan; and (5) implement local zoning and other code changes necessary to implement a comprehensive regional plan and promote sustainable development. Requires the use of a sustainability challenge grant to: (1) promote integrated transportation, housing, energy, and economic development activities carried out across policy and governmental jurisdictions; (2) promote sustainable and location-efficient development; and (3) implement projects identified in a comprehensive regional plan. Directs the OSHC Director to study and report to specified congressional committees on incentives for encouraging lenders to make, and homebuyers and homeowners to participate in, energy-efficient mortgages and location-efficient mortgages.

Foreign Manufacturers Legal Accountability Act of 2009 - Expresses the sense of Congress with respect to jurisdiction of courts in the United States over foreign manufacturers that import products into the United States. Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States who is authorized to accept service of process on their behalf for the purpose of all civil and regulatory actions in state and federal courts. Requires the registered agent to be located in a state with a substantial connection to the importation, distribution, or sale of the products. Directs the Secretary of Commerce to establish, maintain, and make available to the public a registry of such agents. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Prohibits importation into the United States of a covered product (or component part that will be used in the United States to manufacture a covered product) if the product (or component part) or any part of the product (or component part) was manufactured or produced outside the United States by a manufacturer or producer who does not have a registered agent whose authority is in effect on the date of the importation. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs to jointly study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts.

American Shipping Reinvestment Act of 2009 - Amends the Internal Revenue Code to: (1) repeal shipping investment withdrawal tax rules; and (2) allow U.S. corporate shareholders an election to deduct dividends attributable to foreign base company shipping income received from a controlled foreign corporation.

Employee Stock Ownership Plan Promotion and Improvement Act of 2009 - Amends the Internal Revenue Code to: (1) exempt certain distributions, including dividends, by S corporations to an employee stock ownership plan (ESOP) from the penalty tax for premature employee benefit plan withdrawals; (2) exempt deductions for ESOP dividends from corporate alternative minimum tax adjustments based on adjusted earnings and profits; (3) allow deferral of the recognition of gain for certain sales to ESOPs sponsored by any domestic corporation, including S corporations; (4) allow reinvestment of ESOP stock proceeds eligible for nonrecognition of gain in certain mutual funds; and (5) modify certain ESOP stock ownership rules. Amends the Small Business Act to allow a majority-owned ESOP business concern to continue to qualify for loans, preferences, and other programs under such Act.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

New Markets Tax Credit Extension Act of 2009 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2014; (2) provide for an inflation adjustment to the limitation amount for such credit after 2009; and (3) allow an offset against the alternative minimum tax (AMT) for such credit.

Travel Reimbursement for Inactive Duty Training Personnel (TRIP) Act of 2009 - Authorizes the Secretary of the military department concerned to reimburse a member of the reserves for transportation expenses incurred in connection with: (1) round-trip travel in excess of 100 miles to an inactive duty training location, regardless of the method of transportation; and (2) round-trip travel of any distance to an inactive duty training location, if such travel requires a commercial method of transportation other than ground transportation. Requires the Secretary, in determining the amount of the allowance or reimbursement, to use the reimbursement rate for the use of privately-owned vehicles by government employees on official business.

Safe Babies Act of 2009 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to authorize the Administrator of the Office of Juvenile Justice and Delinquency Prevention to create, and provide technical assistance to, local court teams to promote the well-being of maltreated infants and toddlers and their families, prevent the recurrence of child abuse and neglect, and promote timely reunification of families. Defines "maltreated infant or toddler" as any child three years of age or younger who is the victim of a substantiated case of physical abuse, neglect, medical neglect, sexual abuse, or emotional abuse. Directs the Administrator to award a grant to establish a National Court Teams for Maltreated Infants and Toddlers Resource Center to provide information, training, and other assistance to local court teams and to establish a uniform data collection system related to the operation and outcomes of projects initiated by such teams. Sets forth required activities for local court teams, including: (1) conducting monthly reviews of cases handled by such teams; (2) incorporating child-focused services into case plans for maltreated infants and toddlers; (3) organizing training of community members working with court teams; (4) identifying areas for improvement in providing mental health and substance abuse treatment for families; and (5) prioritizing after-care services for families.

Avoiding Life-Endangering and Reckless Texting by Drivers Act of 2009 or the ALERT Drivers Act - Requires the Secretary of Transportation to withhold 25% of a state's apportionment of certain federal-aid highway program funds for the fiscal year if the state has not enacted or is not enforcing a law that: (1) prohibits, except in an emergency, an operator of a motor vehicle from writing, sending, or reading a text message using a hand-held mobile telephone (excluding a voice-activated device); and (2) requires, upon conviction of a violation of such prohibition, the imposition of certain minimum penalties.

Nutria Eradication and Control Act of 2009 - Establishes a nutria eradication program under which the Secretary of the Interior may provide financial assistance to Maryland, Louisiana, Delaware, Oregon, Virginia, and Washington to eradicate or control nutria and restore nutria-damaged wetland. Requires that the Maryland program consist of management, research, and public education activities carried out in accordance with the United States Fish and Wildlife Service's document "Eradication Strategies for Nutria in the Chesapeake and Delaware Bay Watersheds."

Domestic Energy Security Act of 2009 - Amends the Gulf of Mexico Energy Security Act of 2006 to: (1) prohibit the Secretary of the Interior (Secretary) from offering, until June 30, 2022, any oil and gas exploration lease in the Eastern Planning Area of the Gulf of Mexico that is within 45 miles of the coastline of Florida. (The current leasing moratorium prohibits leasing activities within 125 miles of such coastline.) Authorizes the Secretary to offer for leasing specified areas currently under moratorium. Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) instruct the Secretary of Defense (DOD) to recommend to the President whether certain areas of the outer Continental Shelf (OCS) should remain under energy exploration restrictions; and (2) authorize the DOD Secretary to offer for leasing any areas made available for leasing under this Act. Instructs the Secretary of the Treasury to deposit specified OCS revenues into a special account in the Treasury for disbursement to Gulf producing states. Prescribes revenue sharing from OCS areas in certain coastal states, including coastal political subdivisions of states and areas in the Alaska Adjacent Zone. Directs the Secretary of the Interior to require oil transportation by pipeline in Arctic waters. Authorizes: (1) all transactions necessary for hydrocarbon exploration and extraction from any foreign Exclusive Economic Zone contiguous to the U.S. Exclusive Economic Zone; and (2) exportation without license authority of all equipment necessary for hydrocarbon exploration or extraction. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to instruct the Secretary of the Treasury to authorize under a general license specified travel-related transactions for travel to, from, or within Cuba in connection with hydrocarbon resources exploration in any part of a foreign maritime Exclusive Economic Zone that is contiguous to the United States' Exclusive Economic Zone.

Secure America Through Verification and Enforcement Act of 2009 or SAVE Act of 2009 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) accountable financing under the Secure Border Initiative; (7) emergency deployment of Border Patrol agents; and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Requires that Department of Homeland Security (DHS) personnel check against terrorist watchlists alien smugglers and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional immigration court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Service Dogs for Veterans Act of 2009 - Directs the Secretary of Veterans Affairs (VA) to commence a three-year pilot program to assess the benefits, feasibility, and advisability of using service dogs for the treatment or rehabilitation of veterans with physical or mental injuries or disabilities, including post-traumatic stress disorder. Requires related reports to Congress.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Providing the Utmost safety Measures to the Permanent Protection System in New Orleans, Louisiana or the PUMPPS NOLA Act of 2009 - Modifies the project for permanent pumps and canal modifications at Lake Pontchartrain, Louisiana, to direct the Secretary of the Army, acting through the Chief of Engineers, to: (1) construct a pump station and optimized diversion from Hoey's Basin to the Mississippi River to help reduce storm water flow into the 17th Street canal; (2) construct an optimized diversion through the Florida Avenue canal for discharging water into the Inner Harbor Navigation Canal; (3) construct new, permanent pump stations near the lakefront on the 17th Street, Orleans Avenue, and London Avenue canals to provide for future flow capacity; (4) deepen, widen within each existing right-of-way, and line the bottom and side slopes of the 17th Street, Orleans Avenue, and London Avenue canals to allow for a gravity flow of storm water to the pump stations at the lakefront; (5) modify or replace bridges close or adjacent to the 17th Street, Orleans Avenue, and London Avenue canals; (6) remove existing levees and floodwalls that line each side of such canals down to ground grade, if the Secretary determines it to be appropriate; (7) decommission or bypass the interior pump stations of the Sewerage and Water Board of New Orleans that are located at each such canal to maintain the water surface differential across the existing pumping stations until all systems and features are in place to allow for a fully functional system at a lowered canal water surface elevation; and (8) decommission and remove the interim control structures that are located at each such canal. Conditions initiation of such project on the state of Louisiana agreeing to: (1) pay all costs arising from the operation, maintenance, repair, replacement, and rehabilitation of each completed project component; and (2) hold the U.S. harmless from any claim or damage that may arise from carrying out the project, except with regard to the federal government's negligence.

Families for Orphans Act of 2009 - Establishes within the Department of State the Office for Orphan Policy Diplomacy and Development which shall support: (1) the preservation and reunification of families; and (2) the provision of permanent parental care for orphans. Directs the President to establish the Policy Coordinating Committee which shall monitor and support international efforts in family preservation, family reunification, and permanent parental care for orphans. Authorizes the President to provide assistance to foreign countries: (1) for family preservation, family reunification, and orphan care efforts; and (2) to meet minimum standards required for such assistance. Authorizes the Secretary of State to make grants to nongovernmental agencies to promote permanent parental care for orphans. Directs the Secretary to: (1) initiate a study to identify global best practices for preserving and reunifying families and providing permanent parental care for orphans; and (2) carry out a global best practices pilot program.

Human-Animal Hybrid Prohibition Act of 2009 - Amends the federal criminal code to prohibit and to set penalties for: (1) creating or attempting to create a human-animal hybrid (a being with human and non-human tissue as specified in this Act); (2) transferring or attempting to transfer a human embryo into a non-human womb, or a non-human embryo into a human womb; or (3) transporting or receiving for any purpose a human-animal hybrid.

Global Resources and Opportunities for Women to Thrive Act of 2009 or GROWTH Act of 2009 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; and (7) Millennium Challenge Account assistance. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations as well as financial service providers; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade. Directs the Secretary, through the United States Agency for International Development (USAID), to: (1) provide support for tracking indicators on women's employment, property rights, access to financial services, and enterprise development; and (2) ensure foreign assistance project proposals include capacity building and technical assistance for local, indigenous, nongovernmental, organizations and community-based organizations dedicated to addressing the needs of women and women's organizations.
