Federal Reserve Sunshine Act of 2009 - Repeals the authority of the Comptroller General to carry out an onsite examination of an open insured bank or bank holding company only if the appropriate federal regulatory agency has consented in writing. (Retains the authority of the Comptroller General to audit a federal agency.) Directs the Comptroller General to complete, before the end of 2010, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress.

Military Family Nutrition Protection Act of 2009 - Amends the Richard B. Russell National School Lunch Act to exclude combat pay from household income in calculating a child's eligibility for free or reduced price meals under the school lunch program. Amends the Child Nutrition Act of 1966 to require states to exclude combat pay from family income in making eligibility determinations under the special supplemental nutrition program for women, infants, and children.

Building a Stronger America Act - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to award grants for the development of feasibility studies and plans for the construction of new or expansion of existing science parks. Allows the Secretary to guarantee up to 80% of the loan amount for loans exceeding $10 million for projects for the construction of such infrastructure. Directs the Secretary to enter into an agreement with the National Academy of Sciences (NAS) under which NAS shall conduct an evaluation, every three years, of such development.

Labeling Education and Nutrition Act of 2009 or the LEAN Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to authorize a food service establishment to provide nutrition information for a food item by: (1) providing calories and nutrient information required for food intended for human consumption; (2) disclosing such information in written form; and (3) making such disclosure available upon request prior to purchase. Requires the labeling of a standard food item served or offered for sale in a food service establishment that is part of a chain that operates 20 or more establishments under the same trade name to disclose, in a clear and conspicuous manner, prior to the point of purchase: (1) the number of calories on a menu board, on a sign meeting certain requirements, in the menu, or as part of or supplement to the menu; (2) specified nutrient information, in writing and upon request; (3) a statement directing the consumer to the availability of additional nutrient information; and (4) a statement providing suggested daily caloric intake, on a menu or menu board that does not list calories. Declares a person to have knowingly or willfully violated the requirements of this Act if the person: (1) purposefully fails to make a disclosure required by this Act; or (2) makes a disclosure with the intent to deceive. Provides that a reasonable basis determination of nutrition information shall be required only once per standard food item if certain requirements are met. Preempts state laws not identical to this Act.

Retired Pay Restoration Act of 2009 - Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Increased Student Achievement Through Increased Student Support Act - Directs the Secretary of Education to award competitive, renewable, five-year grants to partnerships between low-income local educational agencies (LEAs) and schools offering graduate programs in school counseling, social work, or psychology to increase the number of program graduates employed by low-income LEAs. Defines "low-income LEAs" as those that: (1) serve students at least 20% of which are from low-income families; (2) have ratios of school counselors, social workers, and psychologists to students that fall at least 10% below specified target ratios; and (3) have been identified as needing improvement or corrective action or include at least one school identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Allows the use of grant funds to: (1) provide program graduate students with field training at partnership LEA schools; (2) contribute to program graduates' salaries at such schools for up to three years after they graduate; (3) increase the number of school counselors, social workers, and psychologists per student, and from underrepresented backgrounds, in such schools; (4) enhance the capacity of partnership graduate schools to train such professionals; (5) develop course work designed to facilitate such graduates' service to low-income LEAs and at-risk students; and (6) provide tuition credits to such graduate students and student loan forgiveness to program graduates employed as school counselors, social workers, or psychologists by low-income LEAs for at least five consecutive years. Directs the Secretary to establish a program providing student loan forgiveness to non-participants in this Act's grant program who have been employed for at least five consecutive years as school counselors, social workers, or psychologists by low-income LEAs. Requires the Secretary to identify a formula for future use in designating regions as eligible for benefit programs because of having a shortage of such school personnel.

Expresses support for the goals and ideals of Multiple Sclerosis Awareness Week. Reaffirms the U.S. people's commitment to combating multiple sclerosis by promoting awareness about its causes and risks, promoting new education programs, supporting research, and expanding access to medical treatment. Recognizes people living with multiple sclerosis and salutes the health care professionals and medical researchers who assist those living with multiple sclerosis and continue to work to find cures and improve treatments.

Homeowners' Defense Act of 2009 - Establishes the National Catastrophe Risk Consortium as a nonprofit, nonfederal entity to: (1) maintain an inventory of catastrophe risk obligations held by state reinsurance funds and state residual insurance market entities; (2) issue, on a conduit basis, securities and other financial instruments linked to catastrophe risks insured or reinsured through Consortium members; (3) coordinate reinsurance contracts; (4) act as a centralized repository of state risk information accessible by certain private-market participants; and (5) use a database to perform research and analysis that encourages standardization of the risk-linked securities market. Instructs the Secretary of the Treasury to implement a national homeowners' insurance stabilization program to make liquidity loans and catastrophic loans to qualified reinsurance programs to: (1) ensure their solvency; (2) improve the availability and affordability of homeowners' insurance; (3) provide incentive for risk transfer to the private capital and reinsurance markets; and (4) spread the risk of catastrophic financial loss resulting from natural disasters and catastrophic events. Authorizes the Secretary to establish and collect, from qualified and precertified reinsurance programs, a reasonable fee to offset expenses of the program. Instructs the Secretary to require full repayment of all loans made under this Act.

No Surface Occupancy Western Arctic Coastal Plain Domestic Energy Security Act - Authorizes exploration, leasing, development, and production of oil and gas from the Western Coastal Plain. Defines the Western Coastal Plain as the area of Coastal Plain: (1) that borders the land of Alaska to the west and Alaska offshore waters of the Beaufort Sea on the north; and (2) from which the Secretary of the Interior finds oil and gas can be produced through horizontal drilling or other subsurface technology from sites outside or underneath the Coastal Plain surface. Authorizes the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Western Coastal Plain. Considers such program to be compatible with the purposes for which the Arctic National Wildlife Refuge was established. Directs the Secretary to: (1) establish lease sale procedures; and (2) offer for lease those tracts the Secretary considers to have the greatest potential for the discovery of hydrocarbons. Authorizes the Secretary to grant a lease for land on the Western Coastal Plain to the highest responsible qualified bidder. Prescribes lease terms and conditions. Provides for expedited judicial review. Directs the Secretary to establish in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to offset any planning, land use-related, or service-related impacts of offshore development caused by this Act. Prescribes a scheme for the allocation of revenues produced by bonus, rental, and royalty revenues from the federal oil and gas leasing and operations authorized under this Act, requiring 50% to be paid semiannually to the state of Alaska, and the remainder to designated federal entities.

Achieving a Better Life Experience Act of 2009 or the ABLE Act of 2009 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts for individuals with a disability to pay certain expenses of such individuals, including expenses for education, housing, transportation, employment support, medical care, and certain life necessities. Defines "individual with a disability" as an individual who is eligible to receive certain supplemental security income benefits under the Social Security Act. Allows individual taxpayers a tax deduction, up to $2,000 per year, for contributions to an ABLE account. Requires the Secretary of the Treasury to study and report to Congress on the use of ABLE accounts and the effect of the tax deduction for contributions to such accounts. Requires ABLE accounts to be disregarded in determining eligibility for Medicaid benefits and for purposes of determining eligibility for other means-tested federal programs.

Military Spouses Residency Relief Act - Amends the Servicemembers Civil Relief Act to prohibit, for purposes of voting for a federal, state, or local office, deeming a person to have lost a residence or domicile in a state, acquired a residence or domicile in any other state, or become a resident in or of any other state solely because the person is absent from a state because the person is accompanying the person's spouse who is absent from the state in compliance with military or naval orders. Prohibits a servicemember's spouse from either losing or acquiring a residence or domicile for purposes of taxation because of being absent or present in any U.S. tax jurisdiction solely to be with the servicemember in compliance with the servicemember's military orders if the residence or domicile is the same for the servicemember and the spouse. Prohibits a spouse's income from being considered income earned in a tax jurisdiction if the spouse is not a resident or domiciliary of such jurisdiction when the spouse is in that jurisdiction solely to be with a servicemember serving under military orders. Suspends land rights residency requirements for spouses accompanying servicemembers serving under military orders.

Social Security Fairness Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Care Affordability for Military Families Act - Directs the Secretary of Veterans Affairs to reimburse a covered beneficiary under TRICARE (a Department of Defense [DOD] managed care program) for travel expenses when such beneficiary is referred by a primary care physician to a specialty care provider located more than 50 (under current law, more than 100) miles from the primary care location.

Five-Star Generals Commemorative Coin Act - Directs the Secretary of the Treasury ( Secretary) to mint and issue $5 gold coins, $1 Silver Coins, and half dollar clad coins in recognition and celebration of the Five-Star Generals' attendance and graduation from the Command and General Staff College (CGSC). Requires the design of such coins to include the portraits of Generals George C. Marshall, Douglas MacArthur, Dwight D. Eisenhower, Henry "Hap" Arnold, and Omar N. Bradley. Restricts the issuance of such coins to calendar 2013. Requires specified surcharges in the sale of such coins, which shall be paid promptly to the CGSC Foundation to help finance its support of the College.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for Girl Scout program development and delivery.

Free Flow of Information Act of 2009 - Prohibits a federal entity from compelling a covered person (journalists and their employers, etc.) to testify or produce any document relating to protected information unless a court makes specified determinations by a preponderance of the evidence, including that all reasonable alternative sources have been exhausted, that the testimony or document sought is essential, and that nondisclosure would be contrary to the public interest, taking into account both the public interest in compelling disclosure and the public interest in gathering news and maintaining the free flow of information. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Creates exceptions relating to alleged criminal or tortious conduct, prevention of death, kidnapping, or substantial bodily injury, prevention of terrorist activity, or prevention of national security harm. Applies this Act to communications service providers with regard to: (1) a communication to which a covered person is a party; (2) any document relating to such a communication; or (3) the contents of such a communication. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation. Declares that this Act does not supersede, dilute, or preclude any law or court decision compelling or not compelling disclosure by a covered person or communications service provider of information identifying a source who provided information without a confidentiality promise made as part of engaging in journalism or records, communication data, documents, or information obtained without a confidentiality promise.

Attorney-Client Privilege Protection Act of 2009 - Amends the federal criminal code to prohibit any U.S. agent or attorney, in any federal investigation or criminal or civil enforcement matter, including any form of administrative proceeding or adjudication, from: (1) demanding or requesting that an organization, or a current or former employee, officer, director, or agent of such organization, waive the protections of the attorney-client privilege or attorney work product doctrine; (2) offering to reward or actually rewarding an organization, or current or former employee, officer, director, or agent, for waiving such protections; or (3) threatening adverse treatment or penalizing an organization, or current or former employee, officer, director, or agent, for declining to waive those protections. Prohibits a U.S. agent or attorney in any federal investigation or criminal or civil enforcement matter, including any form of administrative proceeding or adjudication, from considering specified conduct in: (1) making a civil or criminal charging or enforcement decision relating to an organization, or one of its current or former employees or agents; or (2) determining whether an organization, or a current or former employee, officer, director, or agent, is cooperating with the government. Numbers among the actions a U.S. agent or attorney may not use as a charging decision condition or a cooperation-determining factor: (1) any valid assertion of the protection of the attorney-client privilege or attorney work product doctrine; (2) the provision of counsel to, or contribution to the legal defense fees or expenses of, a current or former employee, officer, director, or agent of an organization; (3) entry into, or existence of, a valid joint-defense, information-sharing, or common-interest agreement between an organization and a current or former employee or officer or director or agent, or among its current or former employees; (4) the sharing of relevant information in anticipation of or in response to an investigation or enforcement matter between an organization and a current or former employee or officer or director or agent, or among its current or former employees, unless shuch sharing is itself an offense; or (5) the failure to terminate the employment or affiliation of or otherwise sanction any employee, officer, director, or agent of the organization because of the employee's, officer's, director's, or agent's decision to exercise personal constitutional rights or other legal protections in response to a government request. Prohibits a U.S. agent or attorney from demanding or requesting that an organization or an affiliated person not take any such action.

Veterans Health Care Budget Reform and Transparency Act of 2009 - Requires, beginning with FY2011, a two-fiscal-year new discretionary budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Support and Compliance; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Freedom to Travel to Cuba Act - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents or any of the transactions ordinarily incident to such travel, except in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to deny a new drug application if the application fails to include required information on clinical investigations. Directs the Secretary to: (1) require that a new drug application include any clinical data possessed by the applicant that relates to the safety and effectiveness of the drug involved by gender, age, and racial subgroup; and (2) develop guidance for the staff of the Food and Drug Administration (FDA) to ensure that new drug applications are adequately reviewed to determine whether they include the required clinical data. Authorizes the Secretary to place a clinical hold on an investigation under an investigational new drug application if the sponsor of the investigation fails to meet the requirements of an annual report on the status of each study in progress. Applies provisions relating to clinical data submission for new drug applications to applications for an investigational new drug, a biologics license for a biological product, premarket approval for a class III device, and investigational use of a device. Amends the Public Health Service Act to require the Secretary to provide that all nonidentifiable patient safety work product reported to and among the network of patient safety databases be identified by sex. Directs that analyses of statistics of information reported to the network of patient safety databases take into account data that specifically relates to women and any disparities between treatment and the quality of care between males and females. Requires the Director of the Agency for Healthcare Research and Quality to support research and demonstrations to identify and evaluate clinical and organizational strategies to improve the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires the Secretary to: (1) distribute to females age 65 or older and appropriate health care professionals educational materials relating to the prevention diagnosis and treatment of heart disease, stroke, and cardiovascular diseases in women; and (2) conduct an education and awareness campaign for health care professionals relating to such diagnosis and treatment. Expands the grant program authorizing the Secretary to award grants for preventive health services to all states.

Resource Family Recruitment and Retention Act of 2009 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) with respect to the requirement that state foster care and adoption assistance plans require development of standards to ensure that children in foster care placements in public or private agencies receive quality services that protect their safety and health. Requires such standards to require each public and private placement agency, subject to renewal of its license or other state approval, to certify annually to the state that it provides foster parents with specified services and information. Numbers among such services and information: (1) notifications of scheduled meetings to allow foster parents the opportunity to participate actively in the case planning and decision-making regarding placement of a child in their home; (2) support services to assist with care of the child; (3) information about the child's medical history, educational history, general behaviors, life experiences, the placement circumstances of the child, and the relationship between the child and his or her parents; (4) timely and complete information about all permanency options available to the child; and (5) assistance with the coordination of services for dealing with family loss and separation when a child leaves the foster home. Amends SSA title IV part B (Child and Family Services) to direct the Secretary of Health and Human Services to award grants to eligible states for innovative programs to empower, provide leadership for, and improve the recruitment, support, training, and retention of foster care, kinship care, and adoptive parents.

Global Food Security Act of 2009 - States that it is U.S. policy to promote global food security, improve agricultural productivity, and support the development of institutions of higher learning. Directs the President to designate an individual to serve as the Special Coordinator for Food Security to advise the President on international food security issues and oversee implementation of a comprehensive food security strategy. Amends the Foreign Assistance Act of 1961 to authorize appropriations for programs of agriculture, rural development, and nutrition. Permits certain of such funds to be made available for: (1) the collaborative research support program; and (2) the consultative group on international agricultural research. Establishes the higher education collaboration for technology, agriculture, research, and extension to provide assistance for policies and programs in eligible countries that advance agricultural productivity and hunger alleviation through partnerships with institutions of higher education. Authorizes the President to provide assistance under this Act or the Foreign Assistance Act of 1961 for unexpected urgent food assistance needs. Establishes a United States Emergency Food Assistance Fund to carry out such purposes.

Healthy Americans Act - Requires each adult individual to have the opportunity to purchase a Healthy Americans Private Insurance Plan (HAPI), which is: (1) a plan offered by a state; or (2) an employer-sponsored health coverage plan. Makes individuals who are not enrolled in another specified health plan and who are not opposed to coverage for religious reasons responsible for enrolling themselves and their dependent children in a HAPI plan offered through their state of residence. Sets forth penalties for failure to enroll. Establishes standardized coverage and state options for HAPI plans. Requires the Secretary of Health and Human Services to promulgate guidelines concerning the benefits, items, and services to be covered. Sets forth requirements for setting premiums. Requires the Secretary to establish the Healthy America Advisory Committee to provide annual recommendations concerning modifications to the benefits, items, and services required. Provides for school-based health centers. Authorizes states to establish and operate a State Choices for Long-Term Care Program. Requires the Secretary to establish Chronic Care Education Centers. Requires states to establish or designate a state Health Help Agency to carry out the administration of HAPI plans and to promote prevention and wellness for residents. Amends the Internal Revenue Code to require employers and individuals to each make shared responsibility payments for HAPI plan premiums. Sets forth requirements for health insurance issuers offering a HAPI plan. Establishes the Healthy Americans Public Health Trust Fund for the payment of: (1) premium subsidies; and (2) bonuses to states for implementing medical malpractice reform. Terminates federal health benefits coverage, including coverage provided under the Federal Employees Health Benefits Program and the State Children's Health Insurance Program (SCHIP).

Save Our Small and Seasonal Businesses Act of 2009 - Amends the Immigration and Nationality Act to extend for three years after the date of enactment of this Act the annual cap exemption for returning H-2B aliens (temporary nonagricultural worker). Provides that such amendment shall: (1) take effect as if enacted on December 1, 2008; and (2) apply only to petitions with an approved start date in FY2009-FY2011.

Timber Revitalization and Economic Enhancement Act II of 2009 - Amends the Internal Revenue Code to make permanent: (1) the reduction in the rate of tax on the net timber gain of corporations; and (2) rules for the treatment of timber real estate investment trust (REIT) gains, mineral royalty income, and prohibited transactions.

National Childhood Brain Tumor Prevention Network Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute, to establish, administer, and coordinate a National Childhood Brain Tumor Prevention Network to: (1) provide grants for research on the causes of and risk factors associated with childhood brain tumors; (2) assemble a panel of experts to provide ongoing guidance and recommendations on research funded by the Network, including on a common study design and standard protocols; and (3) designate a central laboratory to collect, analyze, and aggregate data with respect to research funded by the Network and to make such data and analysis available to researchers.

Biogas Production Incentive Act of 2009 - Amends the Internal Revenue Code to allow a business tax credit for the production, sale, or use of biogas. Defines "biogas" as a gas that is derived by processing qualified energy feedstock (i.e., manure of agricultural livestock and other organic agricultural or food industry byproduct waste material) in an anaerobic digester and that contains at least 50% methane. Allows such credit to offset alternative minimum tax (AMT) liability.

Serve America Act - Amends the National and Community Service Act of 1990 to create two new service-learning programs: (1) a Youth Engagement Zones to Strengthen Communities program, providing competitive grants to partnerships between local educational agencies that serve high-need, low-income communities and certain community-based or state entities to engage students and out-of-school youth in service-learning addressing specific challenges faced by their communities; and (2) a Campus of Service program, which annually grants up to 30 institutions of higher education (IHEs) with exemplary service-learning programs the funds to assist their students' pursuit of public service careers, and the right to nominate additional individuals for ServeAmerica Fellowships. Directs the Corporation for National and Community Service (Corporation) to contract for a 10-year, longitudinal service-learning impact study. Establishes the Commission on Cross-Sector Solutions to America's Problems to study ways in which the federal government and businesses can more effectively collaborate with nonprofit and philanthropic organizations to address pressing national and local challenges. Creates a Community Solutions Funds Pilot program awarding competitive matching grants to grantmaking institutions or partnerships between such institutions and state or local governmental entities which will use the grants to provide competitive matching subgrants to community organizations for use in replicating or expanding proven solutions to specifically identified community challenges. Establishes an Innovation Fellowships Pilot program awarding competitive grants to individuals who are veterans, or have completed at least one period of national service, to establish innovative nonprofit organizations that address national and local challenges. Creates a ServeAmerica Corps program providing formula grants to states and awarding competitive grants to states and nonprofit organizations to fund national service in low-income communities by: (1) Clean Energy Service Corps that improve certain clean energy indicators, including energy efficiency and conservation measures; (2) Education Corps that improve certain education indicators, including student engagement, achievement, and graduation; (3) Healthy Futures Corps that improve certain health indicators, including health care access; (4) Opportunity Corps that improve certain opportunity indicators, including financial literacy and access to housing, and employment-related services; and (5) Encore programs designed to take advantage of the skills of participants age 50 and older. Creates additional incentives for national service participation by individuals age 50 and older. Makes ServeAmerica Corps participants eligible for national service educational awards. Directs a partnership composed of the Corporation, the Director of the Bureau of the Census, and the Commissioner of Labor Statistics to: (1) create a Civic Health Index enabling states and communities to assess their civic health; and (2) conduct research on, and assessments of, domestic and international volunteering. Establishes the ServeAmerica and Encore Fellowships program providing ServeAmerica Fellowships to IHE-nominated individuals and Encore Fellowships to individuals age 50 or older who agree to be placed with nonprofit organizations to carry out projects in specified areas of national need. Makes ServeAmerica fellows eligible for national service educational awards. Creates a Volunteer Generation Fund program awarding competitive matching grants to states and nonprofit organizations to increase the availability and capacity of volunteers to address state priorities with regard to areas of national need or work with nonprofit civic entities, including faith-based organizations, to address such needs. Establishes a National Service Reserve Corps of individuals who have completed a term of national service to respond to national disasters and other emergencies. Directs the Corporation, within 180 days of this Act's enactment, to conduct a nationwide Call to Service Campaign. Requires the Office of Volunteers for Prosperity (VfP) of the United States Agency for International Development (USAID) to implement a VfPServe program providing skilled professionals with fixed-amount stipends to offset their costs of volunteering abroad to address specified VfP objectives aimed at ameliorating living conditions in developing countries.

Afghan Women Empowerment Act of 2009 - Expresses the sense of Congress that the protection of the rights of women and girls in Afghanistan and their full participation in the reestablishment of democracy are essential to Afghanistan's reconstruction, and to achieve such reconstruction the U.S. government must commit resources to advance the rights of women throughout Afghanistan. Amends the Afghanistan Freedom Support Act of 2002 to revise the provisions respecting assistance to women and girls in Afghanistan. Extends funding authority. Expresses the sense of Congress that the President should: (1) condition the provision of such assistance on the recipient adhering to international standards for women's rights and human rights; and (2) ensure that Afghan women-led nongovernmental organizations with demonstrated experience in delivering services to Afghan women and children receive grants without ethnic, religious, or any other discrimination.

Calling for 2-1-1 Act of 2009 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Airline Passenger Bill of Rights Act of 2009 - Requires each air carrier and airport operator to submit for approval by the Secretary of Transportation a proposed contingency plan meeting minimum standards established by the Secretary. Requires an air carrier to provide passengers on a departure- or arrival-delayed grounded aircraft with: (1) adequate food, water, restrooms, ventilation, and medical services; as well as (2) a time frame under which passengers may deplane a delayed aircraft after three hours, except in specified circumstances. Requires an airport operator plan to describe: (1) how passengers will be deplaned following a long tarmac delay; and (2) how facilities will be shared and gates made available to aircraft that experience such delays. Authorizes the Secretary to assess a civil penalty against air carriers and airport operators that fail to submit, obtain approval of, or adhere to a contingency plan. Requires public access to such plans. Directs the Secretary to establish a consumer hotline telephone number for air passenger complaints.

Crane Conservation Act of 2009 - Requires the Secretary of the Interior to provide financial assistance for approved projects relating to the conservation of cranes, using amounts in the Crane Conservation Fund established by this Act. Allows a project proposal to be submitted by: (1) any wildlife management authority of a country located in the African, Asian, European, or North American range of a species of crane that carries out at least one activity that affects crane populations; (2) the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora; and (3) any person or organization with demonstrated expertise in the conservation of cranes. Establishes the Crane Conservation Fund in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group representing public and private organizations actively involved in the conservation of cranes to assist in carrying out this Act.

Lilly Ledbetter Fair Pay Act of 2009 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when: (1) a discriminatory compensation decision or other practice is adopted; (2) an individual becomes subject to the decision or practice; or (3) an individual is affected by application of the decision or practice, including each time wages, benefits, or other compensation is paid. Allows liability to accrue, and allows an aggrieved person to obtain relief, including recovery of back pay, for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the preceding provisions to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time wages, benefits, or other compensation is paid.

Coastal and Ocean Observation System Act of 2009 - Directs the President, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system of coastal and ocean observations, data communication and management, analysis, modeling, research, education, and outreach for the timely detection and prediction of changes occurring in the ocean, coastal, and Great Lakes environments that impact the nation's social, economic, and ecological systems. Includes in the system a national program, a network of regional associations, data management, communication, and modeling systems, a research and development program, and a coordinated outreach, education, and training program. Makes the Council the oversight body for all aspects of the observing system. Requires the Council to establish an Interagency Ocean Observation Committee to plan and coordinate system implementation. Establishes the Interagency Program Coordinating Office located in, but not an office of, the Department of Commerce, to facilitate the Interagency Ocean Observation Committee's responsibilities for system implementation, budgeting, and administration. Requires the National Oceanic and Atmospheric Administration (NOAA) to provide leadership for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation; (2) is job-related with respect to the position in question; and (3) is consistent with business necessity. Avers that such defense shall not apply where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential; and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on women workers in the Current Employment Statistics survey; (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity; and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Expresses commitment to the welfare and survival of Israel as a Jewish and democratic state with secure borders and recognizes Israel's right to act in self-defense. Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel's right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians. Encourages the President to work to support a sustainable cease-fire in Gaza that prevents Hamas from retaining or rebuilding the capability to launch rockets and mortars against Israel and allows for the long term improvement of daily living conditions for Gaza's people. States that all appropriate measures should be taken to diminish civilian casualties. Supports efforts to diminish the influence of extremists in the Palestinian territories. Reiterates support for U.S. government efforts to promote a just resolution of the Israeli-Palestinian conflict that leads to the creation of a viable and independent Palestinian state living in peace alongside a secure Israel.

Section 202 Supportive Housing for the Elderly Act of 2009 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Changes from discretionary to mandatory the authority of the Secretary of Housing and Urban Development (HUD) to adjust the annual amount of a contract for project rental assistance to provide for reasonable project costs. States that owner deposits shall be used only to cover operating deficits during the first three years of operations and shall not be used to cover construction shortfalls or inadequate initial project rental assistance amounts. Allows a national private nonprofit organization that owns multiple housing projects assisted under such Act to satisfy the local governing board requirement by having a local advisory board to its national governing board. Requires the Secretary to permit an owner of assisted housing to give a preference in tenant selection to the homeless elderly. Directs the Secretary either to: (1) operate a national competition for the nonmetropolitan funds allocation of assistance for supportive housing for the elderly; or (2) make allocations to HUD regional offices. Amends the American Homeownership and Economic Opportunity Act of 2000 to revise requirements governing: (1) prepayment of debt for project-based rental housing assistance programs; (2) use of unexpended amounts; and (3) use of project residual receipts. Sets forth requirements governing senior preservation rental assistance contracts in order to: (1) prevent displacement of elderly project residents in the case of refinancing or recapitalization; and (2) further project preservation and affordability. Directs the Secretary to carry out a demonstration program to sell to state housing finance agencies portfolios of mortgages associated with loans related to supportive housing for the elderly. Expands the definition of assisted living facility with respect to grants for conversion of elderly housing to such facilities. Amends the United States Housing Act of 1937 with respect to rental assistance on behalf of a family that uses an assisted living facility as a principal place of residence. Provides that a family may be required at the time it initially receives such assistance to pay rent in an amount exceeding 40% of its monthly adjusted income. Prohibits the Secretary from imposing conditions that restrict the use of sale or refinancing proceeds, or require the filing of a financial report, in connection with a sale or refinancing of a multifamily housing project, or the transfer of an assistance contract on such a property, that requires HUD approval unless such condition is: (1) expressly authorized by an existing contract between the Secretary and the project owner; or (2) a general condition for new financing with a mortgage insured by the Secretary. Requires the Secretary to establish and operate a national senior housing clearinghouse.

District of Columbia House Voting Rights Act of 2009 - Considers the District of Columbia a congressional district for purposes of representation in the House of Representatives. Declares that the District shall not be considered a state for purposes of representation in the Senate. Applies to the District in the same manner as it applies to a state the federal law providing for the 15th and subsequent decennial censuses and for apportionment of Representatives in Congress. Limits the District to one Member under any reapportionment of Members. Modifies the formula regarding the number of presidential electors to subject it to the 23rd amendment to the Constitution in the case of the District. Increases membership of the House from 435 to 437 Members. Provides for a reapportionment of Members resulting from such increase. Requires: (1) the President to submit to Congress a revised version of the most recent statement of such apportionment identifying Utah as the state entitled to one additional Representative; and (2) the Clerk of the House, upon receipt of such revision, to identify such state to the Speaker of the House. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for election of a Representative for the District. Makes conforming amendments to the District of Columbia Elections Code of 1955. Sets forth procedures for expedited judicial review of any action brought to challenge the constitutionality of any provision of this Act or any amendment made by it.

Small Business Stimulus Act of 2009 - Amends the Internal Revenue Code to: (1) extend through 2010 the increased expensing allowance for depreciable business assets; and (2) extend from two to five years the carryback period for net operating losses incurred in 2008 or 2009.

Directs the Secretary of Defense to permit any former member of the armed forces who is entitled to compensation for a service-connected disability rated total by the Secretary of Veterans Affairs to travel on military aircraft to the same extent as retired members of the armed forces.
