Designates June 20, 2008, as American Eagle Day. Applauds the issuance of bald eagle commemorative coins by the Secretary of the Treasury as a means of generating critical funds for the protection of bald eagles. Encourages educational entities, organizations, businesses, conservation groups, and government agencies with a shared interest in conserving endangered species to collaborate and develop educational tools for use in U.S. public schools.

Declares that: (1) preventing the government of Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security; and (2) nothing in this resolution authorizes the use of force against Iran. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with sanctioned Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President lead an international effort to increase pressure on Iran to suspend its nuclear enrichment activities, including by banning the importation of refined petroleum products to Iran.

Designates August 2008 as Digital Television Transition Awareness Month to increase public awareness and encourage consumers to learn about the government coupon program for obtaining converter boxes. Encourages consumers to make the transition well before the conversion date (February 17, 2009). Encourages local nonprofit organizations to assist households in applying for the coupons and installing converter boxes and to educate consumers about websites and other sources of transition information.

Designates the week beginning May 26, 2008, as National Hurricane Preparedness Week. Encourages people to prepare for the hurricane season and to promote awareness of the dangers of hurricanes. Recognizes the threats posed by hurricanes and the need for the people to learn more about preparedness to minimize the impacts of, and respond more effectively to, hurricanes.

Improved Adoption Incentives and Relative Guardianship Support Act of 2008 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to: (1) extend the adoption incentives program through FY2012; (2) increase the incentive payment to a state for exceeding the highest ever foster child adoption rate; (3) increase incentive payments for special needs adoptions and older child adoptions; (4) revise requirements for the adoption assistance program to promote the adoption of children with special needs; and (5) give states the option to provide for relative guardianship assistance payments for children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to authorize comparisons and disclosures of information in the Federal Parent Locator Service for child welfare, foster care, and adoption assistance program purposes.

Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to redescribe the high priority highway project for I-10 Ryan Street exit ramp, including relocation and realignment of Lakeshore Drive (including portions of Front Street and or Ann Street), and expansion of Contraband Bayou Bridge, for the city of Lake Charles, Louisiana. Redescribes such project as one to make improvements to the on/off ramp system from I-10 to Ryan Street (LA 385), including installation of an exit ramp for eastbound traffic on I-10, incorporating, as necessary, portions of Front Street and Ann Street, including the repair of Lakeshore Drive, and providing for the realignment of Lakeshore Drive and the expansion of Contraband Bayou Bridge.

Amends the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2008 to state that for purposes of alien inadmissibility based upon terrorist-related grounds the African National Congress (ANC) shall not be considered to be a terrorist organization on the basis of any act or event that occurred before the date of enactment of such Act. Authorizes the Secretary of State (after consultation with the Attorney General and the Secretary of Homeland Security) or the Secretary of Homeland Security (after consultation with the Secretary of State and the Attorney General) to determine, in such Secretary's sole unreviewable discretion, that inadmissibility based upon specified criminal convictions or terrorist activities shall not apply to an alien with respect to activities undertaken in opposition to apartheid rule in South Africa. Expresses the sense of Congress that the Secretary of State and the Secretary of Homeland Security should exercise such authority in appropriate instances to exempt the anti-apartheid activities of aliens who are current or former officials of the government of the Republic of South Africa. Directs the Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, the Director of the Federal Bureau of Investigation, and the Director of National Intelligence, to ensure that databases used to determine U.S. admissibility are appropriately updated.

Gulf Coast Multifamily and Assisted Housing Recovery Act - Amends the Housing Act of 1959 to authorize additional appropriations to the Secretary of Housing and Urban Development to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for low-income elderly persons meeting certain criteria relating to Hurricanes Katrina and Rita in 2005. Amends the Cranston-Gonzalez National Affordable Housing Act to authorize additional appropriations to the Secretary to provide the same kind of assistance for low-income persons with disabilities. Authorizes appropriations for the redevelopment (rebuilding or replacement) of housing authorized under the Housing Act of 1959 which was damaged or destroyed by Hurricane Katrina in New Orleans and in the Parish of St. Bernard. Requires the Secretary to adjust the rent levels annually on a budget-based basis for eligible projects in a designated disaster area receiving rental assistance under the Housing Act of 1959 and the Cranston-Gonzalez National Affordable Housing Act. Requires the Secretary to report to specified congressional committees on: (1) the number of project-based assistance contracts and units which were terminated in the designated disaster area after September 30, 2005; and (2) the specific developer, project name, location, number of units, and project description for each such project-based assistance contract. Prohibits a project-based assistance payments contract for a covered assisted multifamily housing project from expiring or being terminated because of the damage or destruction of dwelling units in the project by Hurricane Katrina or Hurricane Rita. Deems the expiration date of such a contract to be the later of the date: (1) specified in the contract; or (2) that is not less than three months after the dwelling units in such project, or in a replacement project, are first made habitable. Requires the Secretary to develop and report to specified congressional committees on a written disaster response plan for federally assisted properties that receive assistance pursuant to such Acts.

Credit Union Regulatory Improvements Act of 2008 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Expresses the sense of the Senate that: (1) the United States remains committed to the people of Somalia and to helping build the institutions necessary for a stable and peaceful nation; and (2) the President, in partnership with the African Union, the United Nations, and the international community, should provide humanitarian assistance, ensure accountability for parties responsible for violations of human rights and international humanitarian law in Somalia, and call on all parties to recommit to an inclusive dialogue to promote peace and security in Somalia and across the Horn of Africa. Urges the governments of Ethiopia and of Eritrea to assist in helping to bring about stability to Somalia.

SBA Reauthorization and Improvement Act of 2008 - Amends the Small Business Act (the Act) to reauthorize for FY2008-FY2010 certain small business assistance programs of the Small Business Administration (SBA), including: (1) the microloan program (loans made to very small businesses for start-up, expansion, or equipment); (2) section 7(a) loans (SBA-guaranteed general business loans); (3) certified development company (CDC) financings; (4) assistance to small businesses affected by a Department of Defense base closure or realignment or the termination of a defense contract or subcontract; (5) the Program for Investment in Microentrepreneurs (PRIME); and (6) small business disaster loans. Revises or adds provisions concerning the microloan program, including: (1) increased loan amounts; and (2) making eligible under such program persons with disabilities. Transfers the PRIME Program from the Riegle Community Development and Regulatory Improvement Act of 1994 to the Act. Establishes the Small Business Intermediary Lending Pilot Program under which the SBA Administrator provides loans to loan intermediaries, who then make loans to startup, newly established, and growing small businesses. Revises or adds provisions concerning the 7(a) loan program, including: (1) establishing a Preferred Lenders Program under which the Administrator may authorize qualified lenders to make and service small business loans; (2) increasing maximum loan amounts and expanding loan eligibility; (3) authority for an alternative loan size standard and a variable loan interest rate; (4) establishing an Office of Minority Small Business Development; (5) increasing small business international trade loans; and (6) requiring a rural lending outreach program. Amends the Small Business Investment Act of 1958 to revise or add provisions concerning CDCs, including: (1) replacing the term "504 loan program" with "local development business loan program"; (2) loan foreclosure and liquidation; (3) adding as an eligible purpose the expansion of businesses in low-income communities; (4) allowing CDC financings to include a limited amount of debt refinancing; (5) repealing the sunset on reserve requirements for premier certified lenders; (6) allowing development companies to issue debentures for the financing of loans; (7) allowing CDCs to provide loans to small, nonprofit child care businesses; and (8) requiring (in some cases) or authorizing CDCs to utilize real estate appraisals in connection with loans. Revises or adds provisions concerning the Small Business Investment Company program, including: (1) reauthorization through FY2010; (2) increased outstanding leverage amounts; and (3) increased maximum investment in a single company. Revises or adds provisions concerning the New Markets Venture Capital Program, including: (1) a goal of selecting at least one participating company from each SBA region; (2) establishing the Office of New Markets Venture Capital; and (3) the use of operational assistance grants. Reauthorizes through FY2010 the: (1) Service Corps of Retired Executives (SCORE) program; (2) small business development center program; and (3) Paul D. Coverdell drug-free workplace program. Revises or adds provisions concerning women's small business ownership. Establishes an Associate Administrator for International Trade. Native American Small Business Development Act of 2008 - Establishes: (1) the Office of Native American Affairs; (2) a Native American small business development program; (3) a Native American development grant pilot program; and (4) an American Indian tribal assistance center grant pilot program. National Small Business Regulatory Assistance Act of 2008 - Establishes a: (1) small business regulatory assistance pilot program; (2) minority entrepreneurship and innovation pilot program; (3) small business health insurance information pilot program; and (4) Native American economic development pilot program. Directs the President to convene a National Small Business Summit. Revises or adds provisions concerning small business lender oversight.

Honors the entrepreneurial spirit of small business owners during National Small Business Week beginning April 21, 2008. Honors the efforts and achievements of small business owners and their employees. Recognizes that small businesses are essential to restoring the country's economic health. Recognizes the vital role of Small Business Administration (SBA) programs, employees, and resource partners in providing assistance to entrepreneurs and small business owners. Urges the President to ensure that: (1) reasonable rules relating to the federal contract procurement program for women-owned small businesses are expeditiously implemented; (2) small businesses have access to quality, affordable health insurance; (3) the needs of veterans and reservists who own, work for, or wish to start a business are met during deployment and upon their return from duty; (4) measures are enacted to provide a stimulus for business lending during the current economic downturn; (5) small business tax burdens and regulatory and bureaucratic barriers are reduced; (6) all federal agencies adhere to contracting goals for small businesses; (7) venture capital and small business loans are available to all qualified small businesses; and (8) necessary federal resources are provided to management assistance programs delivered by SBA resource partners. Urges that the SBA Administrator have an active role as a member of the President's Cabinet.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

8/29 Investigation Team Act - Establishes a bipartisan 8/29 Investigation Team to examine: (1) the events beginning on August 29, 2005, with respect to the failure of the flood protection system in response to Hurricanes Katrina and Rita; and (2) each flood control and restoration project that has been carried out since that date in the region in which those events occurred. Prohibits any elected federal official from serving as a Team member. Expresses the sense of Congress regarding member qualifications. Urges the Team to: (1) review findings and recommendations of all studies conducted in the aftermath of the levee failures in Louisiana on or after August 29, 2005; (2) review the ongoing U.S. exposure to flood control system failures; and (3) report on necessary legislative or regulatory changes.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commemoration Commission to plan, develop, and carry out programs and activities appropriate to commemorate the sesquicentennial of the Civil War, and to carry out other specified duties. Directs the National Endowment for the Humanities to award grants for appropriate activities relating to the Civil War sesquicentennial, and to consider for such grants university, museum, or academic programs with national scope that sponsor multidisciplinary projects, including those that concentrate on the role of African Americans in the Civil War.

Amends the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006 to extend the authority of the Federal Emergency Management Agency (FEMA) to provide funds to state and local governments for utility costs resulting from the provision of temporary housing units to evacuees from Hurricane Katrina and other hurricanes of the 2005 season where the state or local government has previously arranged to pay for such utilities on behalf of the evacuees, to cover the term of any leases for up to 36 months (currently, 24 months) contracted by or prior to February 7, 2006.

Comprehensive Cancer Care Improvement Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services to provide individuals diagnosed with cancer a plan that details all aspects of the care to be provided. Requires the Secretary of Health and Human Services to establish standards for such services. Directs the Secretary to conduct a two-year demonstration project under which Medicare payments will be made for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities to: (1) establish new, or expand existing, palliative care and symptom management programs for cancer patients; (2) improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers in palliative care and symptom management for such patients; and (3) improve the quality of continuing professional education provided to qualified individuals regarding palliative care and symptom management for cancer patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Clean Boating Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that no permit shall be required by the Administrator of the Environmental Protection Agency (EPA) under the national pollutant discharge elimination system for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel. Defines a "recreational vessel" as any vessel that is leased, rented, or chartered to a person for that person's pleasure or that is manufactured or used primarily for pleasure, excluding vessels that are subject to Coast Guard inspection and that are engaged in commercial use or that carry paying passengers. Requires the Administrator to: (1) develop management practices for recreational vessels to mitigate the adverse impacts on U.S. waters of discharges incidental to normal vessel operation (excluding sewage) in any case in which the Administrator determines that the use of those practices is reasonable and practicable; and (2) promulgate federal standards of performance (which may distinguish among vessel types) for each discharge for which such a management practice is developed. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations governing the design, construction, installation, and use of management practices for recreational vessels as necessary to meet such standards. Prohibits the owner or operator of a recreational vessel from operating in U.S. waters if such owner or operator is not using applicable management practices in compliance with such regulations.

American Energy Independence and Security Act of 2008 - Authorizes the exploration, leasing, development, production, and transportation of oil and gas in and from the Coastal Plain in Alaska. Instructs the Secretary of the Interior to establish a competitive oil and gas leasing program for oil and gas exploration, development, and production in the Coastal Plain. Amends the Alaska National Interest Lands Conservation Act to repeal the prohibition against production of oil and gas from Arctic National Wildlife Refuge. States that, in connection with specified environmental protection laws, the Secretary shall not be required to: (1) identify nonleasing alternative courses of action; or (2) analyze the environmental effects of those actions. Authorizes the Secretary to designate not more than 45,000 acres of the Coastal Plain as a special area (including the Sadlerochit Spring area). Prohibits surface occupancy of land comprising the special area if the Secretary leases all or a portion of such special area for oil and gas exploration and development. Authorizes the Secretary to lease all or a portion of a special area under terms that permit the use of horizontal drilling technology from sites on leases located outside the special area (directional drilling). Sets forth procedures for lease sales and lease grants. Prohibits the Secretary from closing land within the Coastal Plain to oil and gas leasing, exploration, or development, except in accordance with this Act. Sets forth procedures for: (1) Coastal Plain environmental protection; (2) expedited judicial review; (3) rights-of-way and easements; and (4) local government impact aid and community service assistance. Prohibits exportation of oil or gas produced under the leases granted under this Act.

White House Conference on Children and Youth in 2010 Act - Directs the President to call a White House Conference on Children and Youth in 2010 to: (1) encourage improvements in each state and local child welfare system; and (2) develop recommendations for actions to implement express policy regarding federal, state, and local programs.

Authorizes the Chief of Engineers to: (1) include in the project area for the project for navigation, Atchafalaya River and Bayous Chene, Boeuf, and Black, Louisiana, the portion of the Lower Atchafalaya River known as the Crewboat Cut; and (2) carry out projects for bank stabilization on the eastern shore of Crewboat Cut to prevent erosion from wave action and scouring.

Section 202 Supportive Housing for the Elderly Act of 2008 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Changes from discretionary to mandatory the authority of the Secretary of Housing and Urban Development (HUD) to adjust the annual amount of a contract for project rental assistance to provide for reasonable project costs. Directs the Secretary to delegate review and processing of selected capital advance projects to a state or local housing agency meeting specified criteria. States that owner deposits shall be used only to cover operating deficits during the first three years of operations and shall not be used to cover construction shortfalls or inadequate initial project rental assistance amounts. Allows a national private nonprofit organization that owns multiple housing projects assisted under such Act to satisfy the local governing board requirement by having a local advisory board to its national governing board. Requires the Secretary to permit an owner of assisted housing to give a preference in tenant selection to the homeless elderly. Amends the American Homeownership and Economic Opportunity Act of 2000 to revise requirements governing: (1) prepayment of debt for project-based rental housing assistance programs; (2) use of unexpended amounts; and (3) use of project residual receipts. Sets forth requirements governing senior preservation rental assistance contracts in order to: (1) prevent displacement of elderly project residents in the case of refinancing or recapitalization; and (2) further project preservation and affordability. Directs the Secretary to carry out a demonstration program to sell to state housing finance agencies portfolios of mortgages associated with loans related to supportive housing for the elderly. Expands the definition of assisted living facility with respect to grants for conversion of elderly housing to such facilities. Amends the United States Housing Act of 1937 with respect to rental assistance on behalf of a family that uses an assisted living facility as a principal place of residence. Provides that a family may be required at the time it initially receives such assistance to pay rent in an amount exceeding 40% of its monthly adjusted income. Prohibits the Secretary from imposing conditions that restrict the use of sale or refinancing proceeds, or require the filing of a financial report, in connection with a sale or refinancing of a multifamily housing project, or the transfer of an assistance contract on such a property, that requires HUD approval unless such condition is: (1) expressly authorized by an existing contract between the Secretary and the project owner; or (2) a general condition for new financing with a mortgage insured by the Secretary. Requires the Secretary to establish and operate a national senior housing clearinghouse.

CJ's Home Protection Act of 2008 - Amends the National Manufactured Housing Construction and Safety Standards Act of 1974 to revise federal standards for manufactured homes (other than one affixed to a permanent foundation) to require each such home to be installed with a weather radio: (1) capable of broadcasting emergency information relating to local weather conditions; (2) equipped with a tone alarm and Specific Alert Message Encoding, or SAME technology; and (3) compliant with the Consumer Electronics Association (CEA) Standard 2009-A Performance Specification for Public Alert Receivers (or its current revision). Shields from common law civil liability: (1) manufacturers, installers, or retailers of manufactured homes for any aspect of the installation, furnishing, function, operation, performance, capabilities, or utilization of such a weather radio; and (2) the operator, owner, or employee of a manufactured home community, or the home manufacturer, with respect to the functionality of such a radio owing to any reminder, assistance, or instructions the community operator provides. Exempts modular homes from such installation standards. Requires the consensus committee established under such Act to develop and submit to the Secretary of Housing and Urban Development a proposed standard for installed weather radios. Requires the Secretary to study and report to specified congressional committees on conditioning the applicability of the weather radio installation requirement on the geographic location at which a manufactured home is placed.

Clean Energy Investment Bank Act of 2008 - Establishes the Clean Energy Investment Bank of the United States, which shall be a U.S. agency and a government corporation. Requires the bank to assist in the financing, and facilitate the commercial use, of clean energy and energy efficient technologies within the United States. Authorizes the Bank to make investments: (1) in projects in the United States related to the production or use of energy that use a commercial technology that avoids, reduces, or sequesters one or more air pollutants or anthropogenic emissions of greenhouse gases more effectively than other technology options available to the project developer; or (2) under provisions of the Energy Policy Act of 2005 concerning incentives for innovative technologies. Authorizes the Bank to establish an equity finance program under which it may purchase, invest in, or otherwise acquire equity or quasi-equity securities of firms or entities for the purpose of providing capital for any project that is consistent with this Act. Establishes in the Treasury the Clean Energy Investment Bank Fund that shall be available for discharge of Bank liabilities. Transfers to the Bank's Board of Directors specified functions and authority of the Secretary of Energy concerning guarantees, loans, and credit assistance, including programs and authorities under the Energy Policy Act of 2005 concerning incentives for innovative technologies. Revises provisions of such Act concerning the terms and conditions of loan guarantees for such incentives.

Regulatory Relief and Fairness Act - Amends the Sarbanes-Oxley Act of 2002 to require rules of the Securities and Exchange Commission (SEC) to permit an insured depository institution, a bank holding company, or a savings and loan holding company to elect voluntarily not to provide otherwise mandatory certifications regarding its quarterly or annual reports or its management assessment of internal controls.

Expresses the concern and compassion of the citizens of the United States for the citizens of Sudan, Chad, and the Central African Republic who have been gravely affected by interrelated violence and instability in these countries. Calls upon all parties to these conflicts to cease hostilities and uphold basic human rights. Encourages the U.S. government and the international community to support the multilateral peacekeeping missions in Darfur, eastern Chad, and the northern Central African Republic, along with assistance to meet the continuing humanitarian and security needs in these areas.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Commercial Fishing Industry Health Care Coverage Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, through the Health Resources and Services Administration, to establish a grant program to assist commercial fishing states in establishing or strengthening programs to expand health care coverage and access for uninsured or underinsured workers in the commercial fishing industry and their families. Requires the Secretary to provide: (1) program planning grants for commercial fishing states and organizations within such states, including for initial research and planning to develop a qualified health care coverage program; and (2) implementation and administration grants for such states.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

College and University Rural Education (CURE) Act of 2008 - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships between rural institutions of higher education (IHEs) and rural local educational agencies, rural education service agencies, regional employers, or rural education nonprofit organizations for activities to: (1) improve the rural IHE enrollment rates of rural secondary school graduates and former attendees; and (2) encourage nontraditional students' participation in rural IHE degree programs. Authorizes the Secretary to award grants to partnerships between rural IHEs and regional employers to: (1) provide additional training to rural IHE attendees in careers relevant to the regional economy; and (2) encourage regional businesses to employ rural IHE graduates. Authorizes the Secretary to award grants to rural IHEs to create or strengthen academic programs that prepare graduates to enter high-need occupations in the regional and local economies. Requires the Comptroller General to investigate, and make recommendations to Congress regarding the improvement of, rural access to four-year IHEs and degree programs.
