Gang Abatement and Prevention Act of 2007 - Amends the federal criminal code to define "criminal street gang" and "gang crime" and to prohibit: (1) the commission of a gang crime or crime of violence to further the activities of a criminal street gang ; and (2) the recruitment of another person to join a criminal street gang. Increases criminal penalties for: (1) certain violent crimes in aid of racketeering activity; (2) possession of firearms by repeat offenders; and (3) crimes of violence and drug trafficking crimes committed by illegal aliens. Provides for criminal forfeiture of any property used to commit a gang crime Amends the Controlled Substances Act to impose criminal penalties for murder and other violent crimes committed in the course of a drug trafficking crime. Authorizes the Attorney General to: (1) designate certain areas in states as high intensity interstate gang activity areas and to provide assistance to such areas; (2) expand the Project Safe Neighborhoods program to require U.S. attorneys to prosecute criminal street gangs operating in their districts; (3) require the Federal Bureau of Investigation (FBI) to increase funding for the Safe Streets Programs and support criminal street gang enforcement teams; (4) conduct media campaigns in high intensity interstate gang activity areas to educate the public about efforts to combat criminal gang activities; and (5) make grants to states to prevent abductions of children by family members. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for technology and training to increase accurate identification of gang members and violent offenders. Establishes in the U.S. Marshals Service a Short-Term Witness Protection Section to provide protection for witnesses in state and local trials involving homicide or other violent crimes. Expands the federal witness relocation and protection program to include protection against criminal street gangs.

Deceptive Practices and Voter Intimidation Prevention Act of 2007 - Amends the Revised Statutes and federal criminal law to prohibit any person, whether acting under color of law or otherwise, from knowingly deceiving any other person regarding: (1) the time, place, or manner of conducting any federal election; or (2) the qualifications for or restrictions on voter eligibility for any such election. Makes intent to prevent another person from exercising the right to vote an essential element of the offense. Creates a private right of action for any person aggrieved by a violation of such prohibition. Prescribes a criminal penalty for such deceptive acts. Directs the U.S. Sentencing Commission to review and, if appropriate, amend the federal sentencing guidelines and policy statements applicable to persons convicted of any offense under this Act. Authorizes any person to report to the Attorney General false election information. Requires the Attorney General, immediately after receiving such a report, to consider and review it and, if there is a reasonable basis to find that false information has been communicated, to: (1) undertake all effective measures necessary to provide correct information to voters affected by the false information; (2) refer any pertinent matter to the Civil Rights Division of the Department of Justice for prosecution; and (3) refer the matter to the appropriate federal and state authorities for criminal prosecution or civil action after the election. Directs the Attorney General to study the feasibility of providing such corrective information through public service announcements, the emergency alert system, or other forms of public broadcast. Authorizes the Attorney General to establish a Voting Integrity Task Force.

Breast Cancer Patient Protect Action of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

John R. Justice Prosecutors and Defenders Incentive Act of 2007- Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Attorney General to assume the obligation to repay student loans for borrowers who agree to remain employed, for at least three years, as: (1) state or local criminal prosecutors; or (2) state, local, or federal public defenders in criminal cases. Allows a borrower and the Attorney General to enter into an additional loan repayment agreement, after the required three-year period, for a successive period of service which may be less than three years. Limits the amount paid under such program on behalf of any borrower to $10,000 per calendar year and $60,000 total.

Expresses the sense of Congress that: (1) the Senate disagrees with the plan to augment our forces in Iraq by 21,500 and urges the President to consider all options for achieving the strategic goals set forth below; (2) the Senate believes the United States should continue operations in Anbar province, specifically for the purpose of combating an insurgency, including Al Qaeda associated elements, and denying terrorists a safe haven; (3) the Senate believes a failed state in Iraq would present a threat to regional and world peace, and the long-term U.S. security interests are best served by an Iraq that can govern and defend itself and serve as an ally in the war against extremists; (4) Congress should not take any action that will endanger U.S. military forces in the field, including the elimination or reduction of funds for such troops; (5) the primary objective of U.S. strategy in Iraq should be to encourage Iraqi leaders to make political compromises that will strengthen the unity government and lead to security improvements; (6) the military part of this strategy should focus on maintaining Iraq's territorial integrity, denying international terrorists a safe haven, conducting counterterrorism operations, promoting regional stability, supporting Iraqi efforts to bring greater security to Baghdad, and training and equipping Iraqi forces; (7) U.S. military operations should, as much as possible, be confined to these goals and should charge the Iraqi military with the primary mission of combating sectarian violence; (8) the military Rules of Engagement for this plan should reflect this delineation of responsibilities and the Secretary of Defense and the Chairman of the Joint Chiefs of Staff should clarify the command and control arrangements in Baghdad; (9) the U.S. government should transfer necessary military equipment to the Iraqi military; (10) the U.S. government should engage selected nations in the Middle East to develop a regional, internationally sponsored peace-and-reconciliation process for Iraq; (11) the Administration should provide regular updates to Congress; and (12) our overall military, diplomatic, and economic strategy should not be regarded as open-ended but rather as a new strategy conditioned upon the Iraqi government's meeting delineated benchmarks agreed to by the Iraqi Prime Minister. Amends the United States Policy in Iraq Act to require the President to report monthly to Congress respecting specified aspects of U.S. policy and military operations in Iraq until U.S. combat troops are redeployed from Iraq.

Retired Pay Restoration Act of 2007 - Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). States that, in the case of a qualified retiree receiving veterans' disability compensation for a disability rated as total by reason of unemployability, payment of military retired pay is subject to a phase-in of concurrent receipt of both only during the period beginning on January 1, 2004, and ending on December 31, 2007 (currently September 30, 2009). Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Keeping the Internet Devoid of Sexual Predators Act of 2007 or the KIDS Act of 2007 - Amends the Sex Offender Registration and Notification Act to require a convicted sex offender to: (1) provide for inclusion in the National Sex Offender Registry any electronic mail address, instant message address, or other similar identifier used to communicate over the Internet; and (2) keep such information current. Requires jurisdictions that maintain information about sex offenders to exempt from public disclosure any electronic mail address, instant message address, or other similar Internet identifier used by a sex offender. Requires the Attorney General to maintain a system to allow commercial social networking websites to compare their databases of users to the Internet identifiers of persons in the National Sex Offender Registry. Exempts such websites from civil liability if compliant with the requirements of this Act. Amends the federal criminal code to impose a fine and/or prison term: (1) of up to 10 years for failure by any sex offender to provide information required by this Act; and (2) of up to 20 years for age misrepresentation with the intent to use the Internet to engage in criminal sexual conduct with a minor.

National Guard Empowerment Act of 2007 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Treats service as a Bureau adjutant general as joint duty experience. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general. Requires an annual plan for the use of the Armed Forces and National Guard for responding to disasters and acts of terrorism.

Transit System Flexibility Protection Act of 2007 - Authorizes the Secretary of Transportation to make public transportation formula grants for operating costs of equipment and facilities for use in public transportation in an urbanized area with a population of more than 200,000 if such public transportation system operates less than 100 buses on fixed route service during peak hours.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Amends the federal criminal code to authorize a nonresident of a state to carry concealed firearms (other than a machinegun or destructive device) in that state if such nonresident has a valid permit to carry firearms in any state and is not prohibited from carrying a firearm under federal law, subject to restrictions imposed by the state issuing the permit or under this Act.

Timber Tax Act of 2007 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers whether or not they itemize deductions) for up to 60% of gains from certain sales or exchanges of timber.

Helping Our Patriotic Employers at Helping Our Military Employees Act of 2007 or the HOPE at HOME Act of 2007- Entitles federal employees who are absent from their jobs for a period of more than 90 days for the purpose of performing active duty service in the uniformed services to receive the full amount of basic pay that they would have received if there had been no such interruption in their federal employment. Amends the Internal Revenue Code to: (1) allow employers a business tax credit for 50 percent of the actual compensation paid to Ready Reserve-National Guard employees while on active duty or hospitalized incident to such duty; (2) allow employers a tax credit for wages paid to temporary employees hired to replace Ready Reserve-National Guard employees while on active duty; (3) provide for withholding of tax on differential wage payments to active duty members of the uniformed services; and (4) treat such differential wage payments as employee compensation for retirement plan purposes, including for the deductibility of contributions to individual retirement accounts.

Foster Care Mentoring Act of 2007 - Amends title IV part B (Child-Welfare Services) of the Social Security Act to direct the Secretary of Health and Human Services to award grants to states to support the establishment or expansion and operation of programs using networks of public and private community entities to provide mentoring for children in foster care. Authorizes a grant award directly to a political subdivision if the subdivision serves a substantial number of foster care youth. Prescribes program implementation guidelines, including: (1) application requirements; (2) training; (3) screening; (4) educational requirements; (5) federal and nonfederal share of funds for the program; (6) considerations in awarding grants; and (7) use of funds. Sets forth a maximum grant amount to be awarded to a state or political subdivision. Authorizes the Secretary to award a competitive grant to an eligible entity to establish a National Hotline Service or website to provide information to individuals interested in becoming mentors to youth in foster care. Instructs the Secretary of Education to implement a program to provide for the discharge or cancellation of the federal student loan indebtedness of an eligible mentor.

Expresses the sense of Congress that: (1) the Senate disagrees with the plan to augment our forces by in Iraq by 21,500 and urges the President to consider all options and alternatives for achieving the strategic goals set forth below with force levels other than those proposed; (2) the primary U.S. objective in Iraq should be to encourage Iraqi leaders to make political compromises that will foster reconciliation and strengthen the unity government; (3) the military part of this strategy should focus on maintaining the territorial integrity of Iraq, denying international terrorists a safe haven, conducting counterterrorism operations, promoting regional stability, and training and equipping Iraqi forces to take full security responsibility; (4) U.S. military operations should as much as possible be confined to these goals, and the military Rules of Engagement should reflect this delineation of responsibilities; (5) the U.S. government should expeditiously transfer necessary military equipment to the Iraqi military; (6) the Senate believes the United States should continue anti-insurgency operations in Anbar province; (7) the U.S. government should engage selected nations in the Middle East to develop a peace-and-reconciliation process for Iraq; (8) the Administration should provide regular updates to Congress, produced by the Commander of United States Central Command and his subordinate commanders, about the progress or lack of progress the Iraqis are making toward this end; and (9) our overall military, diplomatic, and economic strategy should not be regarded as open-ended but rather as a new strategy conditioned upon the Iraqi government's meeting Administration-specified benchmarks.

COPS Improvements Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the authority of the Attorney General to make grants for public safety and community policing programs (COPS ON THE BEAT grant program). Authorizes grants to: (1) hire school resource officers and establish local partnerships to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) establish and implement programs to reduce and prevent illegal drug activities, including the manufacturing, distribution, and use of methamphetamine; and (3) meet emerging law enforcement needs, as warranted. Authorizes the use of COPS ON THE BEAT grants to hire former members of the Armed Forces to serve as career law enforcement officers. Authorizes the Attorney General to make grants for: (1) assigning prosecutors to handle cases from specific geographic areas and to address counter-terrorism problems and violent crime in local communities; and (2) developing new technologies to assist state and local law enforcement agencies in crime prevention and training. Grants the Office of Community Oriented Policing Services exclusive authority to perform functions and activities under COPS ON THE BEAT grant program. Authorizes the Attorney General to extend grant periods and to renew grants if the grant recipient can demonstrate significant progress in achieving the objectives of the initial grant application.

Fallen Heroes of 9/11 Act - Authorizes the President to award a medal to be known as the "Fallen Heroes of 9/11 Congressional Medal," to the personal representative or next of kin of individuals killed as a result of the terrorist attacks of September 11, 2001, in recognition of their sacrifice and to honor their deaths. Instructs the Secretary of the Treasury to strike three medals, to be representative of and in honor of, respectively: (1) victims of the attack at the World Trade Center, including civilians, public safety officers, emergency workers, and hijack victims; (2) victims aboard United Airlines Flight 93 that crashed in Pennsylvania; and (3) victims at the Pentagon, including the hijack victims. Declares eligible for such medal any individual who died on or after September 11, 2001, as a direct result of that act of terrorism within the United States. States the medals are national medals.

Healthy Americans Act - Requires each adult individual to have the opportunity to purchase a Healthy Americans Private Insurance Plan (HAPI). Makes individuals who are not enrolled in another specified health plan and who are not opposed to coverage for religious reasons responsible for enrolling themselves and their dependent children in a HAPI plan offered through their state of residence. Sets forth penalties for failure to enroll. Establishes standardized coverage and state options for HAPI plans. Requires the Secretary of Health and Human Services to promulgate guidelines concerning the benefits, items, and services to be covered. Sets forth requirements for setting premiums. Requires the Secretary to establish the Healthy America Advisory Committee to provide annual recommendations concerning modifications to the benefits, items, and services required. Provides for school-based health centers. Authorizes states to establish and operate a State Choices for Long-Term Care Program. Requires the Secretary to establish Chronic Care Education Centers. Requires states to establish or designate a state Health Help Agency to carry out the administration of HAPI plans and to promote prevention and wellness for residents. Amends the Internal Revenue Code to require employers and individuals to each make shared responsibility payments for HAPI plan premiums. Sets forth requirements for health insurance issuers offering a HAPI plan. Establishes the Healthy Americans Public Health Trust Fund for the payment of: (1) premium subsidies; and (2) bonuses to states for implementing medical malpractice reform. Terminates federal health benefits coverage, including coverage provided under the Federal Employees Health Benefits (FEHB) program and the State Children's Health Insurance program (SCHIP).

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than five years before the date of a disability determination.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Servitude and Emancipation Archival Research ClearingHouse Act or the SEARCH Act - Directs the Archivist of the United States to establish, as part of the National Archives, a national database consisting of historic records of servitude and emancipation in the United States to assist African Americans in researching their genealogy. Requires the National Historical Publications and Records Commission to maintain the database.

Emergency Farm Relief Act of 2007 - Directs the Secretary of Agriculture to provide financial assistance for: (1) crop disaster assistance for qualifying quantity or quality losses (other than sugar beets) for the 2005 and/or 2006 crop due to weather or related conditions (including disease, insects, and delayed harvest); (2) dairy losses; (3) livestock assistance for 2005 and 2006 disaster-caused losses, including losses from blizzards that began in 2006 and continued into 2007; (4) livestock indemnity payments for 2005 and 2006 disaster-caused losses, including wildfires, hurricanes, floods, extreme heat, anthrax, and blizzards that began in 2006 and continued into 2007; (5) ewe lamb replacement and retention; (6) sugar beet disaster assistance for crop year 2005 or 2006; (7) sugarcane growers in Hawaii through a payment to an agricultural transportation cooperative in Hawaii; and (8) flooded crop and grazing land in the Devils Lake basin, the McHugh, Lake Laretta, and Rose Lake closed drainage areas, North Dakota. Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses that suffered weather-related agricultural losses in crop year 2005 or 2006. Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program, including specified projects in Hawaii; (2) the emergency conservation program, including wildfire recovery efforts in Montana and other states and specified projects in Hawaii; and (3) the environmental quality incentives program, including wildfire and blizzard recovery efforts in Montana and other states. Directs the Secretary to use specified funds to hire additional county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2007 - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Commission on Catastrophic Disaster Risk and Insurance Act of 2007 - Establishes the bipartisan Commission on Catastrophic Disaster Risk and Insurance to assess: (1) the condition of the property and casualty insurance and reinsurance markets in the aftermath of Hurricanes Katrina, Rita, and Wilma in 2005, and the four major hurricanes that struck the United States in 2004; (2) the ongoing exposure of the United States to earthquakes, volcanic eruptions, tsunamis, and floods; and (3) recommend and report legislative and regulatory changes that will improve the domestic and international financial health and competitiveness of such markets.

Small Business Compliance Assistance Enhancement Act of 2007 - Amends the Small Business Regulatory Enforcement Fairness Act of 1996 to require an agency to prepare a compliance guide to assist small entities in complying with a Federal rule or group of related rules for which an agency is required to prepare a final regulatory flexibility analysis whenever an agency determines that a Federal rule or group of rules will have a significant economic impact on a substantial number of small entities.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Disaster Loan Fairness Act of 2007 - Amends the Community Disaster Loan Act of 2005 and the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006 to repeal provisions that prohibited the cancellation of certain loans under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to assist local governments in providing essential services and to assist local governments affected by Hurricane Katrina and other hurricanes of the 2005 season, respectively. (Makes this Act effective on the enactment date of the Community Disaster Loan Act of 2005.)

Preserving United States Attorney Independence Act of 2007 - Amends the federal judicial code to authorize the U.S. district court for a district in which the office of the U.S. attorney is vacant to appoint a U.S. attorney to serve until that vacancy is filled. Repeals the authority of the Attorney General to make such a vacancy appointment.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Reliable Farm Safety Net Act - Amends the Federal Crop Insurance Act to establish permanent authority (beginning with crop year 2007) for the Secretary of Agriculture to provide disaster relief to qualifying agricultural producers who incur crop or livestock losses as a result of damaging weather or related condition in federally declared disaster areas.

Attorney-Client Privilege Protection Act of 2007 - Amends the federal criminal code to prohibit any U.S. agent or attorney, in any federal investigation or criminal or civil enforcement matter, from demanding, requesting, or conditioning treatment on the disclosure by an organization (or affiliated person) of any communication protected by the attorney-client privilege or any attorney work product. Prohibits a U.S. agent or attorney from conditioning a civil or criminal charging decision relating to an organization (or affiliated person) on one or more specified actions, or from using one or more such actions as a factor in determining whether an organization or affiliated person is cooperating with the government. Numbers among the actions a U.S. agent or attorney may not use as a charging decision condition or a cooperation-determining factor: (1) any valid assertion of the attorney-client privilege or privilege for attorney work product; (2) the provision of counsel to, or contribution to the legal defense fees or expenses of, an employee of the organization; (3) entry into a joint-defense, information-sharing, or common-interest agreement with an employee of the organization if the organization determines it has a common interest in defending against the investigation or enforcement matter; (4) the sharing of relevant information with an employee; or (5) a failure to terminate an employee's employment, or otherwise sanction an employee, because of the employee's decision to exercise his or her constitutional rights or other legal protections in response to a government request. Prohibits a U.S. agent or attorney from demanding or requesting that an organization or an affiliated person not take any such action.

Small Business Disaster Response and Loan Improvements Act of 2007 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to: (1) guarantee the payment of principal and interest on private lender loans to small businesses located in a disaster area; and (2) make disaster loans to private nonprofit organizations located or operating in a disaster area. Increases disaster loan caps. Authorizes the Administrator to: (1) allow small business development centers (SBDCs) to provide assistance to a small business located outside the state of the SBDC if the business is in a disaster area; (2) establish a contracting outreach and technical assistance program for small businesses having a significant presence in a disaster area; (3) declare a disaster area as an area of concentrated unemployment or underemployment, or a labor surplus area, for purposes of a contracting priority for local small businesses; and (4) establish and implement a disaster assistance business loan program. Provides for increased public notice of disaster declaration and application periods and deadlines. Authorizes the Administrator to enter into agreements with private contractors to process disaster loans. Requires the Administrator to amend the 2006 hurricane season disaster response plan to apply to major disasters and catastrophic national disasters. Provides for increased congressional oversight of the SBA disaster loan program with respect to presidentially declared disasters. Authorizes the Administrator to make loans to assist small businesses that have or are likely to suffer substantial economic injury as the result of significant increases in the price of heating fuel due to a disaster-related energy emergency.

Energy Diplomacy and Security Act of 2007 - Expresses the sense of Congress on energy diplomacy and security. Urges the Secretary of State to seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. Urges the President to place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Encourages the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. government.
