Access to Affordable Health Care Act - Amends the Internal Revenue Code to allow: (1) tax credits to small businesses for qualified employee health insurance expenses; (2) tax credits for qualified health insurance; (3) deductions for long-term care premiums; and (4) tax credits for individuals with long-term care needs. Requires the Secretary of Labor to award grants to states to assist in planning, developing, and operating qualified small employer purchasing groups for health insurance. Directs the Small Business Administration to award grants to states, local governments, and nonprofit organizations to provide health insurance information to small employers. Requires the Secretary of Health and Human Services (the Secretary) to award demonstration grants for states to demonstrate the effectiveness of innovative ways to increase access to health insurance. Amends title XXI (State Children's Health Insurance Program) (SCHIP) to: (1) establish a special rule for redistribution of unspent FY2004 allotments; and (2) provide for additional allotments to eliminate FY2007 funding shortfalls remaining after redistribution of unspent FY2004 allotments. Renames such title the FamilyCare program and allows states to extend coverage to qualified children, parents, and pregnant women. Allows states to simplify the qualification and enrollment requirements. Requires the Secretary to provide for improved outreach and enrollment in government programs for eligible children and homeless individuals and families. Expresses the sense of the Senate that appropriations for consolidated health centers and the National Health Service Corps should be doubled over the next five fiscal years. Requires the Secretary to: (1) award grants to states for the promotion of healthy lifestyles and for the establishment and operation of worksite wellness programs for small employers and their employees; (2) expand comprehensive school health education programs; and (3) establish demonstration projects related to providing low-cost, high-quality health care and attracting educators and clinical practitioners to underserved areas.

Minority Entrepreneurship Development Act of 2007 - Amends the Small Business Act to establish within the Small Business Administration (SBA) an Office of Minority Small Business Development to, among other things, formulate, execute, and promote SBA policies and programs that provide assistance to small businesses owned and controlled by minorities. Authorizes the SBA Administrator to make grants to eligible educational institutions: (1) to assist in establishing an entrepreneurship curriculum for undergraduate or graduate studies; and (2) for the placement of a small business development center on the campus of the institution. Authorizes the Administrator to make grants to eligible associations and organizations to: (1) assist in establishing the technical capacity to provide online or distance learning for businesses seeking to contract with the federal government; (2) develop curriculum for seminars that will provide businesses with the technical expertise for such contracting; and (3) provide training and technical expertise through distance learning to participant business owners and other interested parties. Amends the Federal Acquisition Streamlining Act of 1994 to extend through FY2009 the socially and economically disadvantaged business program.

Rebuilding America's Military Act of 2007 - Expresses the sense of Congress that Congress should enact legislation to: (1) restore and enhance the capabilities of the Armed Forces for deterrence, combat, and post-conflict operations; (2) enhance the readiness of the Armed Forces, including the reset of military equipment; and (3) support the men and women of the Armed Forces, including members of the National Guard and Reserves.

Improving America's Security by Implementing Unfinished Recommendations of the 9/11 Commission Act of 2007 - Expresses the sense of Congress that Congress should enact, and the President should sign, legislation to make the United States more secure by implementing unfinished recommendations of the 9/11 Commission to fight the war on terror more effectively and to improve homeland security.

Kids Come First Act of 2007 - Amends title XIX of the Social Security Act (SSA) to give states the option to receive 100% Federal Medicaid Assistance Percentages (FMAPs) for medical assistance for children in poverty in exchange for expanded coverage of children in working poor families under Medicaid (SSA title XIX) or SCHIP (SSA title XXI (State Children's Health Insurance)). Eliminates the cap on SCHIP funding for states that expand eligibility for children. Gives states the option to: (1) provide wrap-around SCHIP coverage to children who have other health coverage; (2) enroll low-income children of state employees in SCHIP; (3) provide optional coverage of legal immigrant children under Medicaid and SCHIP; and (4) provide for passive renewal of eligibility for children under Medicaid and SCHIP. Amends the Internal Revenue Code to provide for: (1) a refundable income tax credit for health insurance coverage of children; and (2) forfeiture of the personal tax exemption for any child not covered by health insurance. Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to require group market health insurers to offer a dependent coverage option for workers and other individuals with children. Amends the Internal Revenue Code to provide for partial repeal of rate reduction in the highest income tax bracket.

War Profiteering Prevention Act of 2007 - Amends the federal criminal code to prohibit profiteering and fraud involving a contract or the provision of goods or services in connection with a war, military action, or relief or reconstruction activities within U.S. jurisdiction (including making materially false statements or representations or materially overvaluing any good or service with the specific intent to make excessive profit). Sets penalties for violations, including up to 20 years' imprisonment and a fine of the greater of $1 million or twice the gross profits or other proceeds. Subjects: (1) any property which constitutes or is derived from proceeds traceable to a violation to civil and criminal forfeiture; and (2) transactions involving such property or proceeds to money laundering provisions.

Coal-to-Liquid Fuel Energy Act of 2007 - Amends the Energy Policy Act of 2005 to include among the projects eligible for Department of Energy (DOE) loan guarantees large-scale coal-to-liquid facilities that use a feedstock, the majority of which is domestic coal resources, to produce at least 10,000 barrels a day of liquid transportation fuel. Instructs the Secretary of Energy (Secretary) to make loans for use by recipients to pay the federal share of the cost of obtaining any services necessary for the planning, permitting, and construction of coal-to-liquid facilities. Directs the Secretary to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, including military bases and military installations closed or realigned under the defense base closure and realignment. Amends the Energy Policy and Conservation Act to direct the Secretaries of Energy and of Defense to study and report to Congress on the feasibility and suitability of maintaining coal-to-liquid products in the Strategic Petroleum Reserve (Reserve). Authorizes the Secretary to construct storage facilities in the vicinity of pipeline infrastructure and at least one military base. Amends the Energy Policy and Conservation Act to authorize the Secretary to acquire, place in storage, transport, or exchange coal-to-liquid products in the Reserve. Authorizes the use of certain funds by the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends federal law governing Armed Forces fuel procurement to authorize the Secretary of Defense to enter into agreements with private companies to develop and operate coal-to-liquid facilities on or near military installations. Instructs the Secretary of Energy to implement a research and demonstration program to evaluate the emissions of the use of Fischer-Tropsch transportation fuel, including diesel and jet fuel.

Directs the Secretary of the Army to carry out the hurricane and storm damage reduction project, Morganza to the Gulf of Mexico, Louisiana, in accordance with the Chief of Engineer's reports of August 23, 2002, and July 22, 2003, at specified federal and non-federal costs. Requires the Secretary to credit toward the non-federal share of the cost of the project elements the cost of design and construction work carried out by the non-federal interest before the date of the partnership agreement for the project elements if the work is integral to the project elements. Makes the operation, maintenance, repair, rehabilitation, and replacement of the Houma Navigation Canal lock complex and the Gulf Intracoastal Waterway floodgate features of the project that provide for inland waterway transportation a federal responsibility.

Amends the Internal Revenue Code to allow: (1) an income tax credit for investment in coal-to-liquid fuels projects; (2) taxpayer election to expense certain coal-to-liquid fuels facilities; (3) an extension of the alternative fuel credit for fuel derived from coal through the Fischer-Tropsch process; (4) an enhanced credit for certain projects using qualified carbon dioxide; and (5) an enhanced oil, natural gas, and coalbed methane recovery, and capture and sequestration credit against the alternative minimum tax.

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Trade Adjustment Assistance Improvement Act of 2007 - Trade Adjustment Assistance Equity for Service Workers Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition for certification of eligibility to apply for trade adjustment assistance by adversely affected: (1) workers in a service sector firm, its subdivision, or public agency; and (2) service sector firms. Authorizes the Secretary of Commerce to provide technical assistance to service industries adversely affected by import competition. Requires the Secretary of Labor to: (1) certify as eligible to apply for trade adjustment assistance adversely affected secondary workers in a service sector firm, its subdivision, or a public agency; and (2) upon the request of the President, the U.S. Trade Representative, or resolution of Congress, initiate an investigation to determine the eligibility for trade adjustment assistance for a group of workers or all workers in an occupation (effectively providing another method for petitioning for trade adjustment assistance). Provides for industry-wide certification of workers, including agricultural commodity producers, for trade adjustment assistance where bilateral or other safeguard provisions are invoked or antidumping or countervailing duties have been imposed. Establishes: (1) the Office of the Trade Adjustment Assistance Advisor; and (2) the Office of Trade Adjustment Assistance. Revises alternative trade adjustment assistance program eligibility requirements for older workers. Revises trade readjustment assistance eligibility requirements for adversely affected workers to extend job training enrollment deadlines and the provision of assistance during such training. Extends the trade adjustment assistance program through FY2012. Trade Adjustment Assistance Accountability Act - Requires the Secretary to collect necessary data regarding the trade adjustment assistance program. Makes fishermen who harvest wild stock eligible for trade adjustment assistance. Modifies trade adjustment assistance group eligibility requirements for agricultural commodity producers.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Wakefield Act - Amends the Public Health Service Act to extend by one year the length of time for which a grant may be awarded under the emergency medical services for children grant program, which allows the Secretary of Health and Human Services to make grants to states or schools of medicine to support projects to expand and improve emergency medical services for children who need treatment for trauma or critical care. Sets forth as the purpose of the program the reduction of child and youth morbidity and mortality by supporting improvements in the quality of all emergency medical care children receive. Requires the Secretary to support emergency medical services for children by supporting projects that: (1) develop and present scientific evidence; (2) promote existing innovative technologies appropriate for the care of children; and (3) provide information on health outcomes and effectiveness and cost-effectiveness. Directs that such program: (1) strive to enhance the pediatric capability of emergency medical service systems; and (2) be coordinated with all research, evaluations, and awards undertaken by the federal government related to emergency medical services for children.

Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

Restoring Fiscal Discipline Act of 2007 - Makes it out of order in the Senate to consider any direct spending or revenue legislation that would increase or cause an on-budget deficit during certain specified time periods. Makes it out of order in the Senate to consider, under the expedited procedures applicable to reconciliation in the Congressional Budget Act of 1974 (CBA), any bill, resolution, amendment, amendment between chambers, motion, or conference report that increases the deficit or reduces the surplus in the first fiscal year or the ensuing five or 10 fiscal years covered by the most recently adopted concurrent resolution on the budget. Makes it out of order in the Senate to consider, pursuant to CBA, any resolution, concurrent resolution, amendment, amendment between the chambers, motion, or conference report that contains reconciliation directives that would increase the deficit or reduce the surplus in such fiscal years.

Louisiana Water Resources Projects Act of 2006 - Authorizes the Secretary of the Army to carry out: (1) the Bayou Sorrel Lock and, conditional on a favorable report, the Port of Iberia, Louisiana, navigation projects; (2) the Morganza to the Gulf of Mexico, Louisiana, hurricane and storm damage reduction project; and (3) a program for ecosystem restoration, Louisiana Coastal Area, including modifications needed to five critical ecosystem restoration features due to the impact of Hurricanes Katrina and Rita. Establishes: (1) the Coastal Louisiana Ecosystem Protection and Restoration Task Force; and (2) a Louisiana Water Resources Council within the Mississippi River Commission. Directs the Secretary to: (1) develop a plan for protecting, preserving, and restoring the coastal Louisiana ecosystem; (2) establish a coastal Louisiana ecosystem science and technology program; (3) study, design, and construct a type A regional visitors center in the vicinity of Morgan City, Louisiana; and (4) conduct a study to determine the feasibility of carrying out a project for navigation improvement at Vidalia, Louisiana. Authorizes appropriations to: (1) support the relocation of Port of New Orleans deep draft facilities; and (2) the Assistant Secretary to provide relocation assistance to private businesses. Modifies a flood control project for the Ouachita River and tributaries and directs that the Ouachita River Levees remain a component of the Mississippi River and Tributaries Project. Modifies: (1) the public access feature of the Atchafalaya Basin Floodway System, Louisiana project; and (2) projects at Red River Waterway, the Calcasieu River and Pass, and East Baton Rouge Parish, Louisiana.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the Administrator of the Federal Emergency Management Agency (FEMA) to reimburse the Bureau of Justice Assistance (BJA) for payments made to state or local law enforcement agencies for expenditures for personnel, materials, and facilities in an area in which the President declared a major disaster. Replaces references to the Director of FEMA with references to the Administrator.

Small Business Disaster Response and Loan Improvements Act of 2006 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to: (1) guarantee the payment of principal and interest on private lender loans to small businesses located in a disaster area; and (2) make disaster loans to private nonprofit organizations located or operating in a disaster area. Increases disaster loan caps. Authorizes the Administrator to: (1) allow small business development centers (SBDCs) to provide assistance to a small business located outside the state of the SBDC if the business is in a disaster area; (2) establish a contracting outreach and technical assistance program for small businesses having a significant presence in a disaster area; (3) declare a disaster area as an area of concentrated unemployment or underemployment, or a labor surplus area, for purposes of a contracting priority for local small businesses; and (4) establish and implement a disaster assistance business loan program. Provides for increased public notice of disaster declaration and application periods and deadlines. Authorizes the Administrator to enter into agreements with private contractors to process disaster loans. Requires the Administrator to amend the 2006 hurricane season disaster response plan to apply to major disasters and catastrophic national disasters. Provides for increased congressional oversight of the SBA disaster loan program with respect to presidentially declared disasters. Authorizes the Administrator to make loans to assist small businesses that have or are likely to suffer substantial economic injury as the result of significant increases in the price of heating fuel due to a disaster-related energy emergency.

Amends the Internal Revenue Code to extend through 2010: (1) the tax credit for certain low income housing property in the Gulf Opportunity Zone, the Rita GO Zone, and the Wilma GO Zone; (2) bonus depreciation for Gulf Opportunity Zone property; and (3) the increase in the tax credit for rehabilitation expenditures for Gulf Opportunity Zone property.

Gulf Coast Back to Business and Homes Act of 2006 - Authorizes appropriations for the Economic Development Administration of the Department of Commerce to make grants to appropriate state government agencies in Louisiana, Alabama, Mississippi, and Texas for assistance to small businesses located in a disaster area that was negatively affected by Hurricanes Katrina or Rita in 2005. Amends the Small Business Act to require the deferment of payments of principal and interest on loans made by the Small Business Administration (SBA) before December 31, 2006, to a small business located in a disaster area negatively affected by such hurricanes. Amends the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006 to authorize the SBA Administrator to waive the duplication of certain benefits with respect to hurricane recovery loans made to affected small businesses in Louisiana.

Deceptive Practices and Voter Intimidation Prevention Act of 2006 - Amends the Revised Statutes and federal criminal law to prohibit any person, whether acting under color of law or otherwise, from knowingly deceiving any other person regarding: (1) the time, place, or manner of conducting any federal election; (2) the qualifications for or restrictions on voter eligibility for any such election; (3) the political party affiliation of any candidate running in any such election; or (4) the sponsor, endorser, or originator of any public communication that promotes, supports, attacks, or opposes a clearly identified candidate in any such election. Creates a private right of action for any person aggrieved by a violation of such prohibition. Prescribes a criminal penalty for such deceptive acts. Authorizes any person to report a deceptive act to the Assistant Attorney General (AAG) of the Civil Rights Division of the Department of Justice (or a designee). Requires the AAG to investigate such a report within 48 hours after its receipt and provide correct information to the voters if it is determined that an act of deception occurred. Requires an immediate investigation if such a report is received within 72 hours before an election. Directs the AAG, in such an instance, to undertake immediately all effective measures necessary to provide correct information to voters affected by the deception. Directs the Attorney General to study the feasibility of providing such corrective information through public service announcements, the emergency alert system, or other forms of public broadcast.

Insurance Industry Antitrust Enforcement Act of 2006 - Amends the McCarran-Ferguson Act to permit federal enforcement of antitrust laws and regulations pertaining to the insurance industry except to the extent that the states actively supervise the conduct of such industry or such conduct involves third-party data collection or other informational activities.

National Hurricane Research Initiative Act of 2006 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce and the Director of the National Science Foundation (NSF) to establish a National Hurricane Research Initiative and to cooperate with other specified federal agencies to carry it out. Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board; (2) assemble the expertise of U.S. science and engineering capabilities through a multi-agency effort focused on infrastructure, the natural environment, and improving understanding of hurricane prediction, intensity, and mitigation on coastal populations; and (3) make grants for hurricane research, including regarding hurricane dynamics, modification, and observation, air-sea interaction, relationships between hurricanes and climate, predicting flooding and storm surge, coastal infrastructure, building construction, emergency communication networks, information utilization by public officials, and sharing computational capability. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) establish a National Infrastructure Database to catalog infrastructure, provide information to improve information public policy related to hurricanes, and provide data to improve researchers' abilities to measure hurricane impacts in order to improve building codes and urban planning; and (2) develop a National Hurricane Research Model to conduct integrative research and facilitate the transfer of research knowledge to operational applications.

Expresses the sense of the Senate that the United States: (1) should continue to demonstrate international leadership regarding the conservation and sustainable use of high seas living marine resources by promoting adoption of a resolution at this year's U.N. General Assembly calling on all nations to prohibit destructive fishing activity in areas where there are no applicable conservation or management measures or in areas with no applicable international fishery management organizations or agreements until conservation and management measures consistent with the Magnuson-Stevens Act, the United Nations Fish Stocks Agreement, and other relevant instruments are implemented; and (2) calls upon U.N. member nations to adopt a resolution to protect the living resources of the high seas from destructive fishing practices.

Recognizes Nigeria's importance as a strategic partner and long-time friend of the United States. Acknowledges the increasing significance of Nigeria's leadership throughout the region and continent. Commends the National Assembly of Nigeria's decision to reject a constitutional amendment that would have lifted the existing two-term limit and allowed for a third presidential term. Encourages the government of Nigeria and the Independent National Electoral Commission to demonstrate a commitment to democratic elections by: (1) developing a voter registration and education plan; (2) addressing corruption charges; and (3) conducting unbiased recruitment and training of election officials. Urges the government of Nigeria to respect the freedoms of association and assembly, including the right of candidates, members of political parties, and others to assemble and conduct public events free from intimidation. Urges a robust effort by Nigeria's law enforcement and judicial officials to enforce the rule of law, particularly by preventing and investigating politically-motivated violence and prosecuting those suspected of such acts. Urges: (1) President Bush to ensure that the United States supports Nigeria's democratic gains made during the last eight years; and (2) the government of Nigeria to seek international support for free elections in April 2007. Expresses U.S. support for coordinated efforts by the government of Nigeria and the Independent National Electoral Commission to work with political parties, civil society, religious organizations, and other entities to organize a peaceful democratic transition based on free elections in April 2007.

Emergency Farm Relief Act of 2006 - Directs the Secretary of Agriculture to provide financial assistance for: (1) crop disaster assistance for qualifying quantity or quality losses for the 2005 or 2006 crop due to weather or related conditions (including disease, insects, and delayed harvest; (2) livestock assistance for 2005 and 2006 disaster-caused losses; (3) livestock indemnity payments for 2005 and 2006 disaster-caused losses (including wildfires, hurricanes, floods, and anthrax); (4) ewe lamb replacement and retention; (5) sugar beet disaster assistance for crop year 2005; (6) sugarcane growers in Hawaii through a payment to an agricultural transportation cooperative in Hawaii; (7) flooded crop and grazing land in the Devils Lake basin, the McHugh, Lake Laretta, and Rose Lake closed drainage areas, North Dakota; and (8) bovine tuberculosis indemnification. Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses. Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program; (2) the emergency conservation program, including wildfire recovery efforts; and (3) the environmental quality incentives program, including wildfire recovery efforts. Directs the Secretary to use specified funds to hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

Outer Continental Shelf Royalty Reform and Enhancement Act of 2006 - Directs the Secretary of the Interior (Secretary) to place limitations based on market price on the royalty relief granted under any lease for the production of oil or natural gas entered into on or after enactment of this Act. Declares that Congress reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under any lease subject to specified requirements of the Outer Continental Shelf Deep Water Royalty Relief Act. Instructs the Secretary to offer to enter into written agreements to amend the payment responsibilities under each lease that: (1) authorizes the production of oil or natural gas on the Outer Continental Shelf; (2) provides for relief from the payment of royalties; and (3) does not provide for suspension of royalty relief based on an increase in the price of oil or natural gas, respectively, above specified thresholds. Authorizes the Secretary to increase royalty rates on leases for oil or natural gas production on the Outer Continental Shelf. Requires the Secretary of the Treasury to deposit certain percentages of Outer Continental Shelf revenues for: (1) disbursement to Gulf producing states; (2) financial assistance to states for land and water conservation as well as outdoor recreation purposes; and (3) deficit reduction. Requires the Secretary of the Interior to guarantee the repayment of 100% of the outstanding principal of a bond issued by the state of Louisiana for coastal wetland restoration projects and related storm protection infrastructure.

Food Allergy and Anaphylaxis Management Act of 2006 - Requires the Secretary of Health and Human Services to develop and make available to local educational agencies a voluntary policy to manage the risk of food allergy and anaphylaxis in schools. Directs that such policy address: (1) a parental obligation to provide the school with information regarding a student's food allergy and anaphylaxis; (2) creation of an individual health care plan tailored to each student with a documented risk for anaphylaxis; (3) communication strategies between schools and emergency medical services; (4) strategies to reduce the risk of exposure in classrooms and common areas; (5) food allergy management training of school personnel; and (6) authorization and training of school personnel to administer epinephrine when the school nurse is not immediately available. Allows the Secretary to award grants to assist local educational agencies in implementing food allergy management guidelines contained in the policy.

National Competitiveness Investment Act - American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Keep Children Covered Act of 2006 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) to: (1) establish a special rule for redistribution of unspent FY2004 allotments; (2) provide for additional allotments to eliminate FY2007 funding shortfalls remaining after redistribution of unspent FY2004 allotments; and (3) extend authority through FY2006 for qualifying states to use certain SCHIP funds for Medicaid expenditures.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Condemns the government of Sudan's: (1) military offensive in Darfur in violation of the terms of the Darfur Peace Agreement (2006) and the N'Djamena cease-fire accord (2004); and (2) rejection of U.N. Security Council Resolution 1706 (2006). Commends the African Union Mission in Sudan (AMIS) for its monitoring of the N'djamena cease-fire agreement and encourages the African Union (AU) to leave the AMIS force in place until a U.N. peacekeeping mission is deployed to Darfur. Calls upon the government of Sudan to: (1) cease its military offensive in Darfur; and (2) comply with the deployment of U.N. peacekeepers to Darfur. Calls upon the United Nations to: (1) deploy as quickly as practicable well trained and equipped peacekeeping troops as authorized by Security Council Resolution 1706; and (2) begin considerations of sanctions as called for by Security Council Resolution 1556 (2004) and Security Council Resolution 1564 (2004). Urges the President to help improve the security situation in Darfur by: (1) pursuing the imposition of a "no-fly zone" in Darfur in cooperation with the United Nations, the North Atlantic Treaty Organization (NATO), or NATO allies; (2) garnering support for NATO assistance with the AU handover of AMIS to the United Nations; (3) obtaining the support of China, Russia, and U.S. allies in the Arab League to secure Sudan's compliance with U.N. peacekeeper deployment; (4) supporting full funding for the U.N. peacekeeping mission in Sudan; (5) securing U.N. member state support for a special session on Sudan in the U.N. Human Rights Council; and (6) appointing a Special Envoy to Sudan to head the Office of the Presidential Special Envoy. Urges the international community to: (1) support the deployment of U.N. peacekeepers to Darfur financially, with logistical and equipment support, or through troop contributions; (2) fulfill financial obligations to U.N. and international humanitarian aid agencies for responding to the crisis in Darfur or addressing humanitarian needs throughout Sudan; (3) impose targeted sanctions against members of the National Congress Party responsible for human rights violations, war crimes, and crimes against humanity; and (4) impose sanctions consistent with Security Council Resolutions 1556 and 1564.

Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses. Directs the Secretary to use specified funds to: (1) carry out emergency measures under the emergency watershed protection and emergency conservation programs; and (2) hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.
