Expresses the sense of Congress that: (1) the needs of children and youth affected by major disasters should be given special consideration in planning, responding to, and recovering from major disasters; and (2) the Federal Emergency Management Agency (FEMA) should consult with appropriate child-focused non-governmental organizations and public university national research centers to address such needs in disaster preparedness, response, recovery, and mitigation.

Clean Air Planning Act of 2006 - Amends the Clean Air Act to establish national pollutant tonnage limitations for sulfur dioxide, nitrogen oxides, mercury, and carbon dioxide. Provides for review and revision of annual tonnage limitations. Directs the Administrator of the Environmental Protection Agency (EPA) to: (1) establish a nitrogen oxide allowance trading program; (2) promulgate regulations to ensure the equitable issuance of such allowances to facilities that use more than one energy source to produce electricity and facilities that produce electricity in addition to another service or product; (3) establish a reserve of such allowances to be set aside for use by new units that is not less than 5% of the total allowances allocated to affected units for the calendar year; (4) allocate a certain proportion of such allowances to affected units (certain fossil fuel-fired electric generating facilities) in a certain period; (5) establish a nitrogen oxide allowance transfer system; and (6) provide for the use and transfer of such allowances. Subjects specified units to annual emission limitations for inlet mercury. Directs the Administrator to: (1) establish a carbon dioxide allowance trading program; (2) promulgate regulations relating to offsets produced by agricultural sequestration practices; (3) establish a reserve of carbon dioxide allowances to be allocated to new affected units and to a clean coal technology reserve; and (4) allocate a specified amount of carbon dioxide allowances to certain units; and (5) promulgate regulations that provide for the issuance, certification, and use of offset allowances (and early reduction allowances) for greenhouse gas reduction or sequestration projects. Authorizes the use and transfer of allowances in other carbon dioxide allowance trading programs that are approved by the Administrator for the use of the allowances. Revises the new source review program to set forth performance standards for sulfur dioxide and nitrogen oxides for each affected unit that has been in operation 50 or more years as of January 1, 2020. Revises the sulfur dioxide allowance program to establish an allowance reserve for new units. Requires the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration (NOAA), to issue air quality forecasts and air quality warnings as part of the mission of the Department of Commerce. Requires the EPA Administrator to promulgate regulations limiting emissions from electric utility steam generating units of hazardous air pollutants, other than mercury.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Call Home Act of 2006 - Directs the Federal Communications Commission (FCC) to to reduce the cost of calling home for military personnel stationed or deployed outside the United States in support of military operations, training exercises, or other purposes approved by the Secretary of Defense. Prohibits the FCC from regulating rates in order to carry out this Act. Amends the Telecommunications Authorization Act of 1992 to repeal current FCC cost reduction authority with respect to personnel stationed or deployed in specified countries.

National Defense Enhancement and National Guard Empowerment Act of 2006 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Establishes within the JCS an Assistant to the Chairman of the Joint Chiefs of Staff for Reserve Matters. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general.

Federal Funding Accountability and Transparency Act of 2006 - Directs the Office of Management and Budget (OMB) to ensure the existence and operation of a single updated searchable database website accessible by the public at no cost, that includes for each entity receiving federal funding: (1) the amount of federal funds received in each of the last 10 fiscal years; (2) an itemized breakdown of each transaction; (3) the entity's location and primary location of performance; and (4) a unique identifier for the entity and its parent entity.

7(a) Loan Program Reauthorization Act of 2006 - Amends the Small Business Act to reauthorize through FY2009 the Small Business Administration (SBA) loan program under section 7(a) of such Act (guaranteed general business loans to small businesses). Increases the maximum amount of individual loans. Authorizes: (1) lower loan fees in some cases; and (2) an alternative business size standard for purposes of loan qualification. Establishes within the SBA an Office of Minority Small Business Development, administered by the Associate Administrator for Minority Small Business Development. Directs the SBA Administrator to establish a National Preferred Lenders Program, under which the Administrator may authorize an SBA-preferred lender to operate in any area served by a district office of the SBA and make loans to small businesses in such areas.

Pets Evacuation and Transportation Standards Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency (FEMA) to ensure that state and local emergency preparedness operational plans address the needs of individuals with household pets and service animals. Authorizes the Director to: (1) study and develop plans that address such needs; and (2) make financial contributions to the states and local authorities for animal emergency preparedness purposes, including for emergency shelter facilities.

Gulf Coast Open for Business Act of 2006 - Authorizes appropriations for grants to appropriate state agencies in Louisiana, Alabama, Mississippi, Texas, and Florida for state bridge loan programs in response to economic disruption caused by Hurricanes Katrina, Rita, or Wilma (hurricanes) in 2005. Requires the Administrator of the Small Business Administration (SBA) to hire a full-time international finance specialist for the SBA's Office of International Trade to help carry out export promotion efforts in Louisiana, Mississippi, Alabama, and Arkansas. Amends the Small Business Act to waive grant limits in the case of grants made to small business development centers for assisting small businesses affected by the hurricanes. Authorizes the SBA to: (1) allow qualified lenders to process disaster loans and to verify loan losses; (2) make loans to nonprofit organizations that were negatively impacted by the hurricanes or are providing services to persons negatively impacted; and (3) make loans to any small business in the United States negatively impacted by the hurricanes. Provides for the deferred payment of disaster loans. Requires the Administrator to provide daily updates to Congress on the operation of SBA disaster loans in presidentially declared disaster areas. Requires the Administrator and the head of each federal agency making procurements related to relief, recovery, and reconstruction in areas affected by the hurricanes to set a goal for small business subcontracts with respect to such procurements. Requires the use of local firms and individuals in the use of federal funds for debris clearance, distribution of supplies, reconstruction, and other emergency assistance activities in hurricane-affected areas. Directs the Administrator to submit to the congressional small business committees a 2006 Atlantic hurricane season disaster response plan.

Hurricane Rita Relief Act of 2006 - Amends the Internal Revenue Code to: (1) include Hurricane Rita employees (employees residing and working in the Rita GO Zone on September 23, 2005) as members of a targeted group for purposes of the work opportunity tax credit; (2) allow an additional tax exemption of $500 for providing housing to an individual displaced by Hurricane Rita; (3) exclude from the gross income of volunteer workers automobile mileage reimbursements related to Hurricane Rita relief work; (4) exclude from the gross income of individuals residing in a Hurricane Rita GO Zone certain cancellations of personal indebtedness; and (5) qualify residents in areas affected by Hurricane Rita for housing and education tax credits and other tax benefits currently available to hurricane victims in the Gulf Opportunity Zone.

Energy Diplomacy and Security Act of 2006 - Expresses the sense of Congress on energy diplomacy and security. Urges the Secretary of State to seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. Urges the President to place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Encourages the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. Government.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest). Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program to livestock producers who have incurred 2005 losses in emergency-designated counties; (2) livestock indemnity payments to producers who have incurred 2005 livestock disaster losses, including losses due to hurricanes, floods, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to specialty and nursery crop producers in hurricane-affected counties; (7) assistance to dairy producers in hurricane-affected counties; (8) assistance to producers and first handlers of cottonseed; (9) grants for agricultural promotion; (10) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; and (11) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs.

Louisiana Hurricane and Flood Protection Council Act of 2006 - Establishes the Louisiana Hurricane and Flood Protection Council. Directs the Council to: (1) manage and oversee the implementation of a system-wide, comprehensive plan for Corps of Engineers projects that addresses hurricane protection, flood control, coastal and ecosystem restoration, storm surge damage reduction, or navigation in any area along the Louisiana coast in which a major disaster relating to Hurricane Katrina or Hurricane Rita was declared by the President on or after August 29, 2005, in accordance with the comprehensive hurricane protection program authorized by Congress during 2005; (2) establish and carry out a 20-year demonstration program for the study, design, integrated implementation, and system-wide management of any project or component of a Corps project in such disaster area; and (3) develop recommendations for an emergency strategy to repair infrastructure relating to projects under the plan and to supplement the Corps' authority in any Louisiana area affected by a major disaster or emergency declared by the President to exist during the demonstration program period. Requires each Corps' study in the disaster area authorized during the period of such program to be conducted in accordance with it. Prohibits the Corps from implementing a report or recommendation of the Council until it is approved by specified congressional committees. Terminates the Council on December 31, 2026.

Gulf Coast Protection Act of 2006 - Amends the Outer Continental Shelf Lands Act to instruct the Secretary of the Treasury to disburse to coastal producing states by December 31, 2006, without further appropriation, 50% of the qualified outer Continental Shelf revenues received during the preceding year. Prescribes proportional allocation requirements. Restricts the purposes for which the producing states and coastal political subdivisions may use such funds.

Coastal Conservation and Habitat Restoration Act of 2006 - Establishes the Coastal Conservation and Habitat Restoration Fund. Provides for the deposit into the Fund of specified amounts from the Digital Transition and Public Safety Fund and royalties from Outer Continental Shelf Fund revenues. Allocates Fund amounts in the form of grants to coastal states that have an approved Coastal Conservation and Habitat Restoration Plan that includes activities for coastal zone management, coastal wetlands conservation, coastal land protection, and fisheries habitat restoration.

Conquer Childhood Cancer Act of 2006 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Gulf Coast Protection and Restoration Act of 2006 - Instructs the Secretary of the Interior to offer the 181 Area of the Gulf of Mexico for oil and gas leasing no later than one year after enactment of this Act. Prohibits the Secretary from offering for oil and gas leasing: (1) any area east of the Military Mission Line, unless the Secretary of Defense agrees in writing before the area is offered for lease that it can be developed in a manner that will not interfere with military activities; or (2) any area that is within 100 miles of the coastline of Florida. Requires the 181 Area to be offered for lease in spite of its omission from a specified leasing program under the Outer Continental Shelf Lands Act Requires the Secretary, without further appropriation, to disburse to producing states and coastal political subdivisions, 50% of the qualified outer Continental Shelf revenues generated from leases from the 181 Area during each fiscal year. Prescribes guidelines for allocation and authorized uses consistent with the coastal impact assistance program under the Outer Continental Shelf Lands Act.

Small Employers Health Benefits Program Act of 2006 - Directs the Office of Personnel Management to administer a separate health insurance program for non-federal employees who are either self-employed or employees of a small business with fewer than 100 employees. Allows the Office to contract with carriers to provide health insurance under this Act. Requires the Office to ensure that a range of health benefits plans are provided, including one that provides the same benefits as the government-wide plan available to federal employees. Requires a carrier to determine the amount of premiums to assess for coverage based on a community rate that may be annually adjusted based on geographic area, family status, and age. Prohibits varying premium rates based on health-status related factors, gender, class of business, or claims experience. Permits the Office to reimburse a carrier for costs that exceed premiums received by a specified percentage. Requires a carrier to make payments to a contingency reserve fund established by the Office if the carrier's costs are lower than expected by a specified percentage. Allows the Office to use such funds to provide assistance to carriers that experience unanticipated financial hardships. Requires the Office to establish a reinsurance fund to provide payments to carriers that experience a catastrophic claim (a claim over $50,000) for benefits provided to an individual enrolled under this Act. Allows a participating employer to offer supplemental coverage options to employees for excepted benefits that are not subject to the Public Health Service Act requirements for health plans. Authorizes the Office to contract with entities to administer this health program regionally. Allows certain benefits to be offered to Medicare beneficiaries. Requires the Office to implement a public education campaign regarding this health insurance program. Allows a refundable tax credit for health insurance expenses of small employers who pay a specific percentage of employee expenses under such a health plan.

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to: (1) support a peaceful, two-state solution to the conflict between Israel and the Palestinians in accordance with the Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict (Roadmap), and oppose those organizations, individuals, and countries that support terrorism and violently reject such two-state solution; (2) promote democracy and the cessation of terrorism and incitement in institutions and territories controlled by the Palestinian Authority (PA); and (3) urge members of the international community to avoid contact with and refrain from financially supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm, and accept prior agreements, including the Roadmap. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act to the PA only during a period for which a presidential certification has determined that: (1) no PA ministry, agency, or instrumentality is controlled by Hamas unless Hamas has publicly acknowledged Israel's right to exist as a Jewish state and is adhering to all previous agreements and understandings with the United States, Israel, and the international community, including agreements and understandings pursuant to the Roadmap; and (2) the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-American and anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Provides for, and sets forth the conditions under which, the President may waive such limitations for national security reasons. Prohibits during a period in which a certification is is not in effect (period) with respect to the PA: (1) assistance under this Act to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human needs, promotion of democracy, or for national security interests from such limitation); and (2) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA (with a national security waiver). Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. States that during any such period: (1) a visa should not be issued to any alien who is an official of, affiliated with, or serving as a PA representative, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization; (2) the President should restrict the travel of PA and Palestine Liberation Organization (PLO) officials and representatives, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization, who are stationed at the United Nations in New York City to a 25-mile radius of the U.N. headquarters building; and (3) the President should direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA (exempts assistance for basic human needs and promotion of democracy from such limitation). Prohibits funds for the State Department from being used by any U.S. officer or employee to negotiate with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization (except in emergency or humanitarian situations) until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Honest Leadership and Accountability in Contracting Act of 2006 - Amends the federal criminal code to impose fines and penalties on war profiteering and fraud. Requires revision of the Federal Acquisition Regulation (FAR) to provide that no prospective contractor shall be considered to have a satisfactory record of integrity and ethics if it has a pattern of either overcharging the government or failing to comply with the law. Provides for the disclosure to Congress of audit reports issued by executive agencies. Requires the Federal Procurement Data System to be modified to include publication of information on specified federal contractor penalties and violations. Amends the Federal Property and Administrative Services Act of 1949 to prohibit awarding of certain monopoly federal contracts. Requires revision of the FAR to require competition for certain multiple award contracts. Denies protest rights for certain awards. Prohibits an agency from contracting for the performance of: (1) any inherently governmental function; or (2) acquisition functions closely associated with inherently governmental functions. Prescribes minimum requirements for political appointees holding public contracting and safety positions. Includes as a protected disclosure by a Federal employee: (1) any lawful disclosure an employee or applicant reasonably believes is credible evidence of waste, abuse, or gross mismanagement, without restriction as to time, place, form, motive, context, or prior disclosure; and (2) the disclosure of information required to be kept secret in the interest of national defense or the conduct of foreign affairs that the employee or applicant reasonably believes is direct evidence of waste, abuse, or gross mismanagement if such disclosure is made to a Member or employee of Congress who is authorized to receive information of the type disclosed. Sets forth provisions concerning review and appeal of actions concerning such disclosures. Amends the Homeland Security Act of 2002 to provide that, for purposes of provisions regarding the protection of voluntarily shared critical infrastructure information, a permissible use of independently obtained critical infrastructure information includes any lawful disclosure an employee or applicant reasonably believes is credible evidence of waste, fraud, abuse, or gross mismanagement, without restriction as to time, place, form, motive, context, or prior disclosure. Requires agencies to inform employees on how to make a lawful disclosure of information.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Calls on U.S. citizens to observe Black History Month. Acknowledges the tragedies of slavery, lynching, and segregation and condemns them as an infringement on human liberty and equal opportunity. Honors citizens who: (1) risked their lives in the Underground Railroad and in other efforts to assist fugitive slaves and other African Americans; and (2) stood beside African Americans in the fight for equal opportunity. Reaffirms the Senate's commitment to the founding principles that all men are created equal and are endowed with certain inalienable rights of life, liberty, and the pursuit of happiness. Commits the Senate to addressing situations in which the African American community struggles with disparities in education, health care, and other areas where the federal government can help improve conditions for all citizens.

Prohibits, effective October 1, 2006: (1) rent charges established by the Administrator of General Services for accommodations provided to the judicial branch from exceeding the actual costs of operating and maintaining such accommodations by the General Services Administration (GSA); and (2) any amounts for shell rent, capital costs, real estate taxes (except for taxes paid by the Administrator to lessors), or administrative fees from being included in such rent charges. Requires the judicial branch's repayment to the Administrator of the cost of repair and alteration projects performed by GSA on judicial branch accommodations after October 1, 2006, to be recovered over time in a manner agreed upon by the Director of the Administrative Office of the United States Courts and the Administrator.

Heart Disease Education, Analysis, and Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by gender, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by gender. Amends title XVIII (Medicare) the Social Security Act (SSA) to require the Secretary to make hospital quality data relating to the quality of care in inpatient settings available to the public stratified by gender. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires utilization and quality control peer review organizations to offer quality improvement assistance aimed at eliminating gender disparities. Amends title IX (employment security provisions) of SSA to require that data be stratified by gender when collected and used in surveys evaluating whether Medicare providers meet applicable conditions of participation or coverage. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women.

Urges: (1) the Sudan government to continue to prosecute Lord's Resistance Army (LRA) terrorists and aid Uganda in ending the conflict there; (2) Uganda to use all available resources to end LRA atrocities and bring its members to justice; (3) the United States and the international community to recognize the atrocities and provide necessary humanitarian assistance; and (4) designation of February 2-February 9, 2006, as a National Week of Prayer and Reflection for the people of Northern Uganda.

Louisiana Emergency Needs Corps of Engineers Authorization Act of 2006 - Directs the Secretary of the Army, acting through the Chief of Engineers, to report to Congress identifying: (1) activities to reconstruct hurricane and flood protection measures relating to canals adjacent to Lake Pontchartrain in the Jefferson and Orleans parishes in accordance with federally authorized levels of hurricane and flood protection; (2) activities to protect, restore, and reduce the risk of storm damage in Louisiana coastal areas in which a major disaster relating to Hurricane Katrina or Hurricane Rita was declared by the President on or after August 29, 2005; (3) activities to fortify, strengthen, and improve hurricane protection and flood control infrastructure in existence on or before August 28, 2005; and (4) any activity included in the Chief's report dated August 23, 2002, that the Secretary determines to be integral to the protection of life and property in the disaster area. Authorizes the Secretary to implement such activities at full federal cost, absent a resolution of congressional disapproval, 30 days after the report is submitted. Directs the Secretary, in acquiring property to improve, reconstruct, or develop hurricane and flood protection measures relating to Hurricane Katrina or Rita, to compensate the owner without taking into consideration damage caused by the hurricane. Allows the Secretary to reduce the amount of compensation paid by the amount of any other payment received by the owner, including from an insurance claim or from the Federal Emergency Management Agency (FEMA).

Expresses support for the government of Romania's desire to improve the standard of care and well-being of children in Romania. Urges the government of Romania to: (1) complete the processing of certain intercountry adoption cases; and (2) amend its child welfare and adoption laws to decrease adoption barriers. Urges the Secretary of State and the Administrator of the United States Agency for International Development (USAID) to work with the government of Romania to achieve these ends. Requests that the European Union (EU) and its member states not impede the government of Romania's efforts to place orphaned or abandoned children in permanent homes in a manner that is consistent with Romania's obligations under the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption.
