Small Business Federal Contractor Safeguard Act - Amends the Small Business Act to modify contract consolidation requirements. Replaces definitions of "bundled contracts" and "bundling of contract requirements" with definitions of "consolidated contract" and "multiple award contract." Prohibits a Federal contracting agency from executing a procurement strategy that includes a consolidated contract valued at more than $2 million unless such strategy: (1) identifies benefits anticipated from consolidation and alternative contracting approaches that would involve a lesser degree of consolidation; and (2) includes a determination that the consolidation is necessary and the benefits justify its use. Provides that a procurement strategy that includes a consolidation valued at more than $5 million shall also: (1) be supported by market research demonstrating that such contract will result in cost savings, quality improvements, reduction in acquisition cycle times, or better terms and conditions; (2) include an assessment of impediments to participation by small businesses as prime contractors that result from such consolidation; (3) specify actions designed to maximize small business participation as subcontractors; and (4) not be justified by savings in administrative or personnel costs unless such savings are substantial in relation to the total cost of the procurement. Allows a small business, if an agency head solicits offers for a consolidated contract, to submit an offer that provides for the use of a particular team of subcontractors. Requires equal evaluation of such an offer.

Medicare Medical Nutrition Therapy Amendment Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for coverage of medical nutrition therapy services for beneficiaries with cardiovascular diseases.

Family Opportunity Act of 2003 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for them; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary of Health and Human Services for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain Supplemental Security Income (SSA title XVI) beneficiaries under age 21.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Child Protection/Alcohol and Drug Partnership Act of 2003 - Amends part B (Child Welfare- Services) of title IV of the Social Security Act to authorize the Secretary of Health and Human Services to award grants to eligible State and Indian tribe applicants to promote joint activities among Federal, State, and local public child welfare and alcohol and drug abuse prevention and treatment agencies that focus on families with alcohol or drug abuse problems. Requires such activities to: (1) increase the capacity of both the child welfare system and the alcohol and drug abuse prevention and treatment system to address the needs of such families to improve child safety, family stability, and permanence; and (2) promote recovery from alcohol and drug abuse problems.

No Taxation Without Representation Act of 2003 - Provides for full voting representation in Congress for the residents of the District of Columbia, including two Senators and as many Representatives as a similarly populous State would be entitled to under the law. Treats the District of Columbia as a State. Prescribes a procedure for the first elections under this Act. Entitles the District to one Representative until the taking effect of the next reapportionment.

New Homestead Act of 2003 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed in a qualifying county outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least ten percent of the county population. Amends the Internal Revenue Code to allow a tax credit for a specified portion of the purchase price of a qualified residence in such a rural county. Allows a capital loss deduction with respect to sale or exchange of principal residence in certain rural areas. Provides for the creation of tax-exempt individual homestead accounts, which shall receive matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70 percent of the present value of new buildings (including rehabilitation projects) or 30 percent of the present value of existing buildings. Establishes a qualified rural investment small business investment credit of 30 percent of qualified expenditures. Provides for accelerated depreciation of property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to provide for establishment of new homestead venture capital funds, owned by private investors, which shall generate and provide equity capital to rural businesses.

Responsible Fatherhood Act of 2003 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to direct the Secretary to award grants to eligible States and entities to conduct demonstration programs to promote responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support marriage and responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Reservists Pay Security Act of 2003 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated. Makes this Act retroactive to September 11, 2001.

MediKids Health Insurance Act of 2003 - Amends the Social Security Act (SSA) to allow certain eligible individuals born after December 31, 2004, who have not attained age 23, to enroll in the MediKids Program under new SSA title XXII established by this Act for entitlement to benefits specified by the Secretary of Health and Human Services (HHS). Includes among such benefits early and periodic screening, diagnostic services, and treatment services under Medicaid (SSA title XIX), and prescription drugs and biologicals. Provides for: (1) cost-sharing; (2) a payment schedule for covered benefits; (3) a monthly MediKids premium and the means for payment of it; and (4) a reduction in premium for certain low-income families. Creates in the Treasury the MediKids Trust Fund for collected premiums, appropriated amounts, and other revenues for use in funding the coverage provided under the MediKids Program and maintaining its financial solvency. Authorizes the Secretary to implement a care coordination services program including specified elements under which eligible individuals may elect to have health care services covered under SSA title XXII managed and coordinated by a designated care coordinator. Amends SSA title XVIII (Medicare) to increase the membership of the Medicare Payment Advisory Commission, with the initial terms of additional members staggered. Amends the Internal Revenue Code to: (1) impose a MediKids premium tax in the case of any taxpayer (with certain exceptions) required to pay a premium under the MediKids Program for an eligible individual; and (2) provide for a refundable tax credit for 50 percent of cost-sharing expenses under the MediKids Program. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the MediKids Program as the number of enrollees grows in the out-years.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Calls on the President to designate May 7, 2003, as "National Day to Prevent Teen Pregnancy."

Product Safety Notification and Recall Effectiveness Act of 2003 - Directs the Consumer Product Safety Commission to promulgate a rule requiring: (1) manufacturers of juvenile products, small household appliances, and certain other consumer products to establish and maintain a system for providing notification to consumers of recalls of such products; and (2) that the notification system include use of product safety owner cards, Internet registration, or an alternative method, to create a database of information regarding consumers of covered consumer products, for the sole purpose of product recall notification.

Emergency Communications and Competition Act of 2003 - Directs the Federal Communications Commission (FCC) to assign licenses in the 12.2 -12.7 gigahertz band for the provision of fixed terrestrial communications services. Prohibits: (1) granting such a license if operations would interfere with direct broadcast satellite service; or (2) such licenses from being used for the provision of personal communications or terrestrial telephony service. Requires licensees to begin providing services within five years after the license is granted. Requires each licensee to: (1) disseminate Federal, State, and local Emergency Alert System warnings to all subscribers; (2) provide immediate access of its services for national security and emergency preparedness personnel; and (3) adhere to all FCC-established access requirements, including the carriage of local television station signals, access for political candidates, and public interest programming and services. Directs the FCC to: (1) establish boundaries for license recipients that conform to existing television markets; and (2) redesignate the Multichannel Video Distribution and Data Service as the Terrestrial Direct Broadcast Service.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Alzheimer's Disease Research, Prevention, and Care Act of 2003 - Amends the Public Health Service Act to expand the purposes of the National Institute on Aging by making Alzheimer's disease research a priority. Requires the Director of the Institute to: (1) undertake an Alzheimer's Disease Prevention Initiative, including accelerating the discovery of new risk and protective factors, rapidly identifying therapies and preventive interventions, and implementing effective prevention and treatment strategies; (2) conduct and support cooperative clinical research regarding Alzheimer's; and (3) conduct, or make grants to conduct, research concerning early detection and diagnosis, the relationship between Alzheimer's and vascular disease, and interventions designed to help caregivers. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaboration among Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Authorizes appropriations for FY 2004 through FY 2008.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Limits to six the number of eligible facilities that can participate in the project. Directs the Secretary to conduct an evaluation of the outcomes under the project and report to Congress. Allows the Secretary to waive such requirements of titles XI (General Provisions) and XVIII (Medicare) of the Social Security Act as are necessary to carry out the project. Authorizes appropriations.

Staffing for Adequate Fire and Emergency Response Firefighters Act of 2003 - Amends the Federal Fire Prevention and Control Act of 1974 to require the establishment of an office within the United States Fire Administration to administer the Staffing for Adequate Fire and Emergency Response (SAFER) Firefighter grant program under this Act. Authorizes the U.S. Fire Administrator to make direct four-year grants to State career, volunteer, and combination fire departments for staff increases in order to provide protection from terrorism and hazards. Specifies Federal grant contribution levels. Requires grantees to retain hired career firefighters for at least one year after grant termination. Terminates program authority ten years after enactment of this Act. Authorizes the Administrator to: (1) give preferential hiring to career firefighters where non-federal contributions exceed the minimums provided for by this Act; and (2) provide technical assistance to States, local governments, Indian tribes, and other public entities. Requires project evaluations.

Fallen Heroes of 9/11 Act - Authorizes the President to present to the personal representative or next of kin of each individual who died on or after September 11, 2001, as a direct result of the act of terrorism within the United States on that date, a Fallen Heroes of 9/11 Congressional Medal in recognition of their sacrifice and to honor their deaths. Directs the Secretary of the Treasury to strike: (1) three medals to honor victims of the attack at the World Trade Center (WTC), victims aboard United Airlines Flight 93 that crashed in Pennsylvania, and victims at the Pentagon; and (2) duplicate medals for presentation to each precinct house, firehouse, emergency response station, or other duty station or place of employment to which officers, emergency workers, and other employees of the U.S. Government and of State and local government agencies (including the Port Authority of New York and New Jersey) and others who responded to and perished as a direct result of the WTC attacks were assigned on September 11, 2001.

Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal: (1) to persons, including specified individuals, who served as Sioux or Comanche Code Talkers during World War II; (2) honoring the Choctaw Code Talkers of World War I; and (3) to any other Native American member of the armed forces, identified by the Secretary of Defense, who served as a Code Talker in any foreign conflict in which the United States was involved during the 20th Century. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

Expresses the sense of the Senate that the grave threat posed by the proliferation of weapons of mass destruction demands that the United States develop a comprehensive and robust nonproliferation strategy that includes: (1) a broad international coalition; (2) prevention of theft or diversion of chemical weapons; (3) reinforcement of systems for export controls and interdiction; (4) talks with North Korea; (5) elimination of excess nuclear weapons in Russia and security of nuclear materials in Russia and the former Soviet states; (6) expansion of the Cooperative Threat Reduction program; (7) adequate funding for homeland security; and (8) the pursuit of transparency measures to enhance capabilities to detect nuclear weapons activity.

American History and Civics Education Act of 2003 - Directs the Chairperson of the National Endowment for the Humanities (NEH) to award competitive grants to nonprofit educational institutions to establish: (1) Presidential Academies for Teaching of American History and Civics to offer workshops for teachers of American history and civics; and (2) Congressional Academies for Students of American History and Civics to offer workshops for outstanding students of American history and civics. Directs the NEH Chairperson to award a grant to an organization for the creation of a national alliance of elementary school and secondary school teachers of American history and civics.

Declares that the Senate strongly disapproves of the Ninth Circuit Court of Appeals decision in Newdow v. U.S. Congress and the decision of the full court not to reconsider the case en banc. Authorizes and instructs the Senate Legal Counsel either to seek to intervene in the case to defend the constitutionality of the words "under God" in the Pledge of Allegiance, or if unable to intervene, to file an amicus curiae brief in support of such constitutionality.

Buffalo Soldier Commemoration Act of 2003 - Authorizes the American Battle Monuments Commission to establish a memorial in New Orleans, Louisiana, to honor the Buffalo Soldiers. Requires the Director of the Office of Personnel Management to include the Commission on the list of agencies eligible for participation in each Combined Federal Campaign until fund raising for the memorial is concluded. Establishes the Buffalo Soldier Memorial Fund to be used by the Commission to pay the expenses of establishing the memorial. Authorizes the Commission, one year after the memorial's establishment, to transfer any remaining Fund amounts and responsibility for future operation and maintenance of the memorial to the National Park Service or another appropriate governmental agency or other entity.

Training for Realtime Writers Act of 2003 - Directs the National Telecommunications and Information Administration to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers providing closed captioning in video programming. Sets forth priorities to be awarded in making grants. Limits grants to$1.5 million for a two-year period.

Senior Nutrition Act of 2003 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than185 percent of Federal poverty income guidelines.

Medicare Patient Access to Physical Therapists Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Inflammatory Bowel Disease Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand activities addressing inflammatory bowel disease, emphasizing genetic, animal model, and clinical research. Requires the Director of the Centers for Disease Control and Prevention to establish a national program of prevention and epidemiology concerning such disease, addressing its prevalence and public and professional awareness. Directs the Institute of Medicine of the National Academies of Science to study public and private insurance standards for coverage of inflammatory bowel therapies. Directs the General Accounting Office to study problems inflammatory bowel disease patients have applying for disability insurance benefits under the Social Security Act.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Access to Innovation for Medicare Patients Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of self-injected biologicals approved by the Food and Drug Administration that are prescribed as a complete replacement for a drug or a biological that otherwise cannot be self-administered.

Hometown Heroes Survivors Benefits Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or not later than 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Leave No Child Behind Act of 2003 - MediKids Health Insurance Act of 2003 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2003 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Establishes a Commission on Children's Access to Care. Children's Health Insurance Accountability Act of 2003 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2003 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2003 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Expansion Act - Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to eligible entities to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Family and Medical Leave Fairness Act of 2003 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Amends the Federal civil service law on family and medical leave to provide for an entitlement to leave for addressing domestic violence for Federal employees. Federal Employees Paid Parental Leave Act of 2003 - Amends Federal civil service law on family and medical leave to authorize the Office of Personnel Management to conduct a demonstration project that assists families by providing paid leave for eligible Federal employees who are responding to: (1) caregiving needs resulting from the birth or adoption of a son or daughter; or (2) other family caregiving needs. Time for Schools Act of 2003 - Amends the Family and Medical Leave Act of 1993 and Federal civil service law to provide for entitlement to school involvement leave of eligible individuals, including Federal employees. Amends SSA titles XIX and XXI (State Children's Health Insurance Program) (SCHIP) to provide for optional FamilyCare coverage of targeted low-income parents and their children. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Amends the Head Start Act and the Child Care and Development Block Grant Act of 1990 to reserve specified funds for programs for infants and toddlers, especially programs to improve access to child care. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Amends the Early Learning Opportunities Act to extend the authorization of appropriations. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. Amends the Higher Education Act regarding student loan forgiveness for teachers. America's Better Classroom Act of 2003 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to eligible partnerships to pay for the Federal share of the cost of establishing and expanding child opportunity zone family centers. Amends the IRC to increase the child tax credit and to make the credit partially refundable. Tax Relief for Working Families Act - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2003 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the IRC concerning: (1) parity for part-time workers, fair counting of wages, and use of improved technology for making wage data available; (2) ensuring unemployment compensation for individuals that are separated from employment due to domestic violence; and (3) loss of child care as good cause for leaving employment. Amends the TANF program concerning: (1) disregard of months engaged in work for purposes of the five year TANF assistance limit; (2) replacement of case load reduction credit with employment credit; (3) elimination of limit on number of TANF recipients enrolled in vocational education or high school who may be counted towards the work participation requirement; (4) elimination of separate work participation rate for two parent families; and (5) strengthening of TANF individual responsibility plans. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the treatment of aliens under the TANF program. Amends the TANF program to provide for the reauthorization and extension of TANF State family assistance grants. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Amends the Food Stamp Act of 1977 concerning: (1) prevention of hunger among families with children; (2) encouragement of collection of child support; and (3) periodic redetermination of eligibility. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes in the Treasury the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2003 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Social Services Block Grant Restoration Act - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to authorize the HHS Secretary to award grants for programs to: (1) serve children who have been exposed to domestic violence; and (2) encourage the development and use of multisystem intervention models that respond to the needs of children who have been exposed to domestic violence. Directs the Secretary to establish a program through which the Secretary may make grants to States to address the mental health and developmental needs of young children. Younger Americans Act - Establishes a national youth policy. Establishes grants for State and community programs to encourage and assist States and youth development consortia in mobilizing and supporting communities in planning, implementing, and being accountable for strategies that link community-based organizations, local government, volunteer centers, schools, community colleges, colleges, universities, faith-based organizations, businesses, parks and recreation agencies, libraries and museums, arts and cultural organizations, other youth-serving organizations, and other segments of the community to ensure that all youth have access to, and participate in, the full array of described core resources. Establishes in the Executive Office of the President a Coordinating Council for National Youth Policy. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; and (2) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Organic Restoration Act of 2003 - Amends the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2003, to repeal the provision permitting a farm to be certified as organic with respect to livestock produced on such farm if it uses non-organically produced feed under certain cost-based circumstances.

Reservists and Guardsmen Pay Protection Act of 2003 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay for such period of service. Amends the Internal Revenue Code to provide that, for purposes of the general business credit, the Ready Reserve-National Guard employee credit for any taxable year is 50 percent of the actual compensation amount for the taxable year.

Reservist Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the student has the option of having tuition fees refunded, subject to a certain condition, or credited to the next period of enrollment.

Reservists Retirement and Retention Act of 2003 - Makes an individual eligible for retired pay for non-regular (reserve) military service if such individual: (1) satisfies one of the combinations of minimum age (between 55 and 60) and years of service (between 20 and 30) as presented in a specified table; (2) performed the last six years of qualifying service in currently authorized categories of military service, but not while a member of a regular component, the Fleet Reserve, or the Fleet Marine Corps Reserve (with an exception); and (3) is not entitled to any other retirement pay from an armed force or as a member of the Fleet Reserves.

Osteoporosis Federal Employee Health Benefits Standardization Act of 2003 - Prohibits contracts from being made or plans approved under the health insurance program for Federal employees which do not include coverage of bone mass measurements of qualified individuals.
