Children's Confinement Conditions Improvement Act of 2001 - Authorizes the Assistant Attorney General for the Office of Justice Programs to make grants for programs designed to: (1) alter existing correctional facilities, or develop separate facilities, to provide separate facilities for juveniles; (2) provide correctional staff responsible for supervising juveniles with orientation and ongoing training; (3) provide ombudsmen; (4) provide access to educational programs, vocational training, mental and physical health assessment and treatment, and drug treatment for juveniles; or (5) seek alternatives to housing juveniles with adult inmates. Authorizes the use of truth-in-sentencing and violent offender incarceration grants for purposes (1) through (3) above. Requires: (1) the Bureau of Justice Statistics and the Office of Juvenile Justice and Delinquency Prevention to report regarding the sentencing of juvenile offenders as adult criminal offenders; (2) the Assistant Attorney General to provide grants to provide custodial facilities appropriate for violent juvenile offenders in certain rural States and economically distressed communities; and (3) the General Accounting Office to study and report on the prevalence and effects of the use of electroshock, specified restraints, and solitary confinement against juvenile offenders. Directs that whenever a juvenile is taken into custody for an alleged act of juvenile delinquency, the arresting officer (current law) or another representative of the Attorney General immediately advise such juvenile of his legal rights, in language reasonably calculated to be comprehensible (currently, in language comprehensive) to a juvenile.

Home Health Nurse and Patient Act of 2001 - Directs the Secretary of Health and Human Services to establish the Outcome and Assessment Information Set (OASIS) Task Force to study and report to the Secretary and Congress on the comprehensive assessment of patients to determine whether: (1) the number of assessments required during an episode of care or the number of questions asked during each assessment should be decreased to eliminate redundant and uninformative clinical information; (2) a uniform data collection standard is needed to ensure that patients who are not Medicare (title XVIII of the Social Security Act (SSA)) or Medicaid (SSA title XIX) beneficiaries receive the same quality of care as Medicare or Medicaid beneficiaries; and (3) OASIS data should be collected from Medicaid beneficiaries who are not Medicare beneficiaries. Directs the Secretary to promulgate a regulation revising the data collection requirements under the OASIS standard used as part of the comprehensive assessment of patients to: (1) make use of such requirements optional for patients of home health agencies who are not Medicare or Medicaid beneficiaries; and (2) eliminate such requirements for any home health agency patient to whom only personal care services are furnished. Requires the Secretary to review each regulation relating to the demand billing process for individuals who are both Medicare and Medicaid beneficiaries to determine whether it may be conducted in a manner that is efficient, allows for determination of Medicare coverage of home health services and expedient claims submission, and does not adversely affect Medicare or Medicaid beneficiaries or home health agencies in determination of whether Medicare payment may be made for an item or service. Directs the Secretary to establish the Claims Review and Audit Task Force to study and report to the Secretary and Congress on the processes and policies used to review medical claims submitted by home health agencies and on other specified matters. Provides for the implementation of Task Force recommendations.

Juvenile Crime Prevention and Control Act of 2001 - Modifies the Juvenile Justice and Delinquency Prevention Act of 1974 to make findings that the juvenile crime problem should be addressed through a two-track approach that promotes prevention and accountability. Establishes in the Department of Justice an Office of Juvenile Crime Control and Prevention, headed by an Administrator. Directs the Administrator to develop objectives, priorities, and short- and long-term plans, and to implement overall policy and a strategy, for Federal juvenile offender accountability programs and activities. Establishes a community prevention grant program, including grants to Indian tribes. Authorizes the Administrator to make grants to carry out projects for the development, testing, and demonstration of promising juvenile delinquency initiatives, and for training and technical assistance. Directs the Administrator to make grants to: (1) establish and support programs and activities designed to prevent and reduce juvenile participation in criminal gang activity and for other related purposes; (2) establish and support mentoring programs for at-risk children; and (3) a qualified cooperative extension service to expand and replicate family mentoring programs. Establishes a juvenile offender accountability block grant program. Extends the Violent Crime Reduction Trust Fund. Gun Show Background Check Act of 2001 - Extends background checks under the Brady Handgun Violence Prevention Act to gun shows. Establishes a permanent prohibition on firearms transfers to or possession by dangerous juvenile offenders. Child Safety Lock Act of 2001 - Amends the Brady Act to require child handgun safety locks. Amends the Consumer Product Safety Act to require the establishment of a standard for child handgun safety locks.

Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Truthfulness, Responsibility, and Accountability in Contracting Act of 2001 - Requires the head of each Federal agency to submit to the Director of the Office of Management and Budget specified certifications, including that the agency has established a centralized reporting system, is not managing Federal employees by any arbitrary limitations, and is reviewing work performed by contractors, re-competing or contracting in work when appropriate, and subjecting to public-private competition an approximate number of Federal employee and contractor positions. Sets forth provisions regarding public availability of certifications and the suspension of contracting for services pending satisfaction of the certification requirement. Allows the Director to waive the applicability of this Act to a contract for services where necessary in the interest of national security, extraordinary economic harm, or patient care. Requires any agency: (1) decision to privatize, outsource, or contract in or out for the performance of a function, after expiration of the prohibition enacted by this Act, to be based on the results of a public-private competition process meeting specified requirements; and (2) either to conduct a new public-private competition or to convert a function to performance by Federal employees if contracting out costs exceed costs of performance by Federal employees or contracting out fails to meet quality control standards. Directs the Secretary of Labor to survey and report on the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract.

Nuclear Threat Reduction Act of 2001 - Repeals a provision of the National Defense Authorization Act for Fiscal Year 1998 which provides funding limits for retirement or dismantlement of the B52H bomber, Trident submarines, and Minuteman III and Peacekeeper intercontinental ballistic missiles. Declares it to be U.S. policy to: (1) reduce the number of nuclear warheads and delivery systems of the United States and Russia, through bilateral agreements, to the lowest possible number consistent with national security, requiring any warhead removed to be kept safe and secure, accounted for, and eventually destroyed or eliminated in a verifiable manner; (2) pursue with Russia formal arrangements to remove as many nuclear weapons of the two nations as possible from immediate, launch-ready status, beginning with those weapons earmarked for downloading, dismantlement, or elimination under the START II Treaty; and (3) work cooperatively with Russia to prevent the diversion from Russia of nuclear weapons, materials, and expertise. Requires the President to submit to Congress a plan for nonproliferation programs with Russia, as well as a related study.

Comprehensive Tuberculosis Elimination Act of 2001 - Amends the Public Health Service Act to prescribe composition requirements for the Advisory Council for the Elimination of Tuberculosis, and direct it to make recommendations on: (1) a national plan to eliminate tuberculosis in the United States; and (2) a plan to guide U.S. involvement in global tuberculosis-control activities, with a focus on high incidence countries and on access to a comprehensive package of tuberculosis control measures. Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Requires the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine, nursing, or osteopathic medicine for programs of information and education on preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Requires the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to ensure that a portion of funds appropriated to repay the education loans of qualified health professionals, researchers from disadvantaged backgrounds, and pediatric researchers is reserved for contracts with individuals who research tuberculosis.

Medicare Patient Access to Preventive and Diagnostic Tests Act - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to: (1) establish procedures for determining the basis for, and amount of, Medicare payment for any clinical diagnostic laboratory test with respect to which a new or substantially revised Health Care Financing Administration Common Procedure Coding System (HCPCS) code is assigned on or after January 1, 2002; (2) set the national fee schedule amounts for tests performed; (3) establish a mechanism for review of the adequacy of payment amounts for a particular test; and (4) prohibit the Secretary from delegating the authority to make determinations with respect to clinical diagnostics laboratory tests to a regional office of the Health Care Financing Administration or to a certain contracted entity. Prohibits the Secretary from establishing a payment level for a new test that is lower than the level for an existing, clinically similar test solely on the basis that the new test may be performed by a laboratory with a certificate of waiver under the Public Health Services Act.

Small Business Liability Protection Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide (with exceptions) that persons shall be liable for response costs at a National Priorities List (NPL) facility as non-owners or operators only if the total of material containing a hazardous substance that the business arranged for disposal, transport, or treatment of, or accepted for transport, was greater than 110 gallons of liquid material or 200 pounds of solid material. Applies this exemption only to activities taking place before April 1, 2001. Exempts a person from liability for response costs (with exceptions) at a NPL facility for municipal solid waste (MSW) as a non-owner or operator if the person is an owner, operator, or lessee of residential property from which all of the person's MSW was generated, or a certain small business or small charitable tax-exempt organization that generated all its MSW, with respect to the facility concerned. Makes nongovernmental entities that commence a contribution action liable to the defendant for all reasonable costs of defending the action if the defendant is not liable based on the above-described exemptions. Adds to the list of parties eligible for de minimis final settlements certain persons and businesses that demonstrate an inability or limited ability to pay response costs. Revises conditions of eligibility for such settlements for de minimis parties.

Patient Abuse Prevention Act - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act (SSA) to establish programs to prevent abuse of recipients of home health or of long-term care services in skilled nursing facilities (SNFs) or other long-term care facilities under the Medicare and Medicaid programs, including background checks on workers and a hiring ban on abusive workers. Prescribes criminal and civil penalties for violation of this Act. Requires State Medicare and Medicaid registries to collect information about nursing facility employees other than nurse aides. Amends SSA title XI to include abusive long-term care facility employees in the national health care fraud and abuse data collection program database. Includes SNFs, certain other nursing facilities, home health agencies, hospices, intermediate care facilities for the mentally retarded, and providers of home health or long-term care services as long-term care facilities. Directs the Secretary of Health and Human Services to establish a demonstration program to provide grants to develop information on best practices in patient abuse prevention training for managers and staff of hospital and health care facilities.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) payment adjustment for low-volume hospitals; (2) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (3) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (4) treatment of certain physician pathology services; and (5) one-time opportunity of critical access hospitals to return to the Medicare inpatient hospital PPS. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends SSA title XVIII concerning: (1) rural health clinics and Medicare reimbursement; and (2) exclusion of certain rural health clinic services and federally qualified health center services from the Medicare PPS for skilled nursing facilities.

Amends SSA title XXI (State Children's Health Insurance Program) (SCHIP) to permit a State child health plan, implemented under either SCHIP or Medicaid, to provide for coverage of pregnancy-related assistance for targeted low-income pregnant women under specified conditions. Provides for SCHIP and Medicaid coordination with SSA title V (Maternal and Child Health Services). Increases the SCHIP income eligibility level with respect to a low-income child. Amends: (1) SSA title XIX to provide for an enhanced Federal Medicaid medical assistance percentage for increased expenditures for medical assistance for children; (2) SSA title XXI to increase SCHIP appropriations; and (3) SSA titles XIX and XXI to permit a State to elect to provide Medicaid and SCHIP coverage of children age 20 or 21.

Authorizes the Secretary of Health and Human Services to make an annual payment to an eligible State only if: (1) the Secretary determines that the State has made progress, through the assisted activities, in maintaining increased payment rates; and (2) the State updates an initial child care services market rate survey at least once every two years. Requires an eligible State that receives such a grant to make priority use of its funds to increase significantly (up to the 100th percentile of the market rate survey) the rate of reimbursement to providers for subsidized child care.

Provides for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities.

Prohibits: (1) any State from receiving less than one percent (currently, one-half percent) of such funds; and (2) such funds from being diverted for other purposes. Authorizes a State, the District, or a territory to apply to the Secretary of the Interior: (1) for approval of a wildlife conservation and restoration program; and (2) to receive funding for such program through such apportionment. Limits to 75 percent the Federal share of such a program. Requires each State receiving an apportionment to develop and implement a wildlife conservation strategy based on the best available scientific information. Amends the Endangered Species Act of 1973 to authorize the Secretary to: (1) provide financial assistance to any person for development and implementation of an endangered and threatened species recovery agreement; (2) review such agreements; (3) enter into approved agreements; and (4) monitor agreement implementation. Amends the Partnerships for Wildlife Act to direct the Secretary to establish a competitive program for grants to States to pay the Federal share of the costs of conservation of non-Federal land or water of regional or national significance.

Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Prohibits a child from using such assistance until the transferor has completed ten years of service and the child has completed secondary school requirements or is 18 years of age. Authorizes a VEAP-entitled individual to elect to receive an accelerated lump-sum payment of basic educational assistance, under specified conditions. Makes Montgomery GI Bill benefits available for training which leads to licensing or certification in technological occupations. Makes members who continue in the Selected Reserve beyond the ten-year period required for entitlement to educational assistance eligible for such assistance for five years after separation from such service (unless such separation is under other than honorable conditions).

Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Directs the Secretary of Health and Human Services to develop recommendations regarding the participation of public non-IV-D child support enforcement agencies in establishing and enforcing child support obligations. Prescribes requirements for ten demonstration projects involving establishment and enforcement of child support obligations by such public non-IV-D agencies. Reduces from $5,000 to $2,500 the amount of child support arrearage which shall trigger denial of a passport. Revises requirements for the use of the tax refund intercept program to collect past-due child support on behalf of non-minor children. Prohibits garnishment of certain compensation for a service-connected disability paid to a former member of the Armed Forces for: (1) alimony; or (2) child support less than 60 days in arrears. Permits no more than 50 percent of such compensation to be garnished to pay for such child support. Requires the Secretary to disclose new hire information to a State to assist in the administration of unemployment compensation programs. Amends the Immigration and Nationality Act to provide that a nonimmigrant alien more than $2,500 in arrears in legally obligated child support shall be: (1) ineligible to receive a visa ; and (2) excluded from admission to the United States. Provides for a payment rate increase to States for short term training of staff of State-licensed or State-approved child welfare agencies providing services.
