American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize special, individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Promoting Safe and Stable Families Amendments Act of 2001 - Amends part B (Child and Family Services) of title IV of the Social Security Act (SSA) to revise requirements for promoting safe and stable families, including objectives, allotments to States, rigorous evaluation methodologies for research and technical assistance, authorization of appropriations, and grants for programs for mentoring children of incarcerated parents. Amends the Omnibus Budget Reconciliation Act of 1993 with respect to entitlement funding for State courts to assess and improve handling of proceedings relating to foster care and adoption. Amends SSA title IV part E (Foster Care and Adoption Assistance) to: (1) revise State plan requirements to eliminate the authority of States to opt-out of the requirement to conduct criminal background checks on prospective foster or adoptive parents; (2) modify adoption assistance program requirements concerning the eligibility for such assistance payments of special needs children voluntarily relinquished to private nonprofit agencies; and (3) provide for educational and training vouchers for youths aging out of foster care under the John H. Chafee Foster Care Independence Program.

Children Who Witness Domestic Violence Act - Amends the Family Violence Prevention and Services Act and the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Health and Human Services to award competitive grants for: (1) programs to serve children who have been exposed to domestic violence; (2) programs to combat the impact upon children of experiencing or witnessing domestic violence; (3) training and collaboration among child welfare agencies, domestic violence and sexual assault service providers, the courts, and law enforcement agencies; and (4) multi-system interventions for such children. Authorizes the Secretary to establish a crisis nursery demonstration grant program for private nonprofit and public agencies to assist children who are: (1) exposed to or at risk of abuse and neglect; (2) in families experiencing domestic violence; or (3) in families receiving child protective services. Authorizes the Secretary to award competitive grants to enable eligible entities to conduct research and data collection activities concerning the impact of domestic violence on children.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001, terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Critical Infrastructure Information Security Act of 2001 - Prohibits critical infrastructure information that is voluntarily submitted to specified Federal agencies for analysis, warning, interdependency study, recovery, reconstitution, or other informational purpose, when accompanied by the express statement specified under this Act, from: (1) being made available under the Freedom of Information Act; (2) being used directly by the agency, any other Federal, State, or local authority, or third party in a civil action, without the written consent of the person or entity submitting such information, unless such information is submitted in bad faith; and (3) being used for a purpose other than this Act's purpose or disclosed by a officer or U.S. employee, without such written consent, except pursuant to official duties under this Act. Requires the establishment of uniform procedures for the receipt, care, and storage of such information by Federal agencies. Sets forth provisions for the notification about and dissemination and analysis of significant and credible information about the security of protected systems or critical infrastructure received by specified Federal agencies from private persons and entities. Directs the President to designate an element in the executive branch to conduct and report to information sharing and analysis organizations on strategic analyses of potential threats to critical infrastructure. Exempts from the antitrust laws, with an exception, conduct of such organizations, including making agreements solely for: (1) gathering and analyzing critical infrastructure information to better understand security problems related to critical infrastructure and protected systems; (2) communicating or disclosing such information to prevent, detect, mitigate, or recover from problems related to such infrastructure or systems; or (3) voluntarily disseminating such information to entity members, other such organizations, the Government, or any entities that may be of assistance in carrying out the purposes specified above.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Unity Bonds Act of 2001 - Amends Federal law to instruct the Secretary of the Treasury to issue Unity Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Unity Bonds be used to raise funds to assist in recovery and relief operations following the terrorist acts, including humanitarian assistance, and to combat terrorism.

Emergency Aviation Security Act of 2001 - Directs the Administrator of the Federal Aviation Administration to implement a sky marshal program that: (1) provides for random deployment of sky marshals on domestic commercial air passenger flights and international flights on American carriers into or out of the United States; (2) provides background and fitness checks for, and appropriate training, supervision, and equipment of, sky marshals; and (3) requires commercial air carriers to provide seating for a sky marshal on any selected air passenger flight without regard to the availability of seats on such flight. Authorizes the Administrator to impose a fee of not more than $1.00 per domestic flight segment to carry out such program.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Amends the Internal Revenue Code to eliminate the waiver requirement by a farm owner, operator, or tenant in order for an aerial applicator of agricultural fertilizer or other substances to qualify for a gasoline-farming use (excise) tax exemption in the case of an applicator who is the ultimate purchaser of the gasoline so used. Includes within such exemption gasoline used between the airfield and farm. Exempts fixed-wing aircraft used for forestry purposes from the passenger air transportation (excise) tax. .

Veterans' Copayment Adjustment Act - Amends veterans' health care program provisions to conform income thresholds for copayment for outpatient medications to those in effect for hospital and nursing home care and medical treatment. Conditions increases in such copayments upon the collection of copayments for outpatient visits for medical services for certain veterans.

Middle East Peace Compliance Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not substantially complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

District of Columbia Family Court Act of 2001 - Amends the District of Columbia Code to rename the Family Division of the Superior Court of the District of Columbia as the Family Court of the Superior Court of the District of Columbia. Provides that the Family Court shall have original jurisdiction over currently mandated actions, applications, determinations, adjudications, and proceedings. Sets forth provisions with respect to: (1) special rules regarding the assignment and service of Family Court judges, including "One Family, One Judge;" (2) the administration of cases and proceedings in the Family Court, including alternative dispute resolution procedures; (3) on-site coordination of social services and other related services; (4) treatment of hearing commissioners as magistrate judges; and (5) special rules for Family Court magistrate judges. Requires the Family Court presiding judge to carry out an ongoing training program in family law and related matters for Family Court and other Superior Court judges, and appropriate nonjudicial personnel. Requires the Executive Officer of the D.C. courts to establish an electronic tracking and management system for Family Court cases and proceedings, with all records and materials stored and maintained in an accessible electronic format. Expresses the sense of: (1) Congress that Maryland, Virginia, and the District of Columbia should promptly enter into a border agreement to facilitate the timely and safe placement of children in the District's welfare system in foster and kinship homes and other Maryland and Virginia facilities; and (2) the Senate that the chief judge of the Superior Court and the presiding judge of the Family Division (sic) should take all steps necessary to encourage and support the use of Court Appointed Special Advocates (CASA) in family court actions or proceedings.

Rare Diseases Act of 2001 - Amends the Pubic Health Service Act to: (1) establish an Office of Rare Diseases at the National Institutes of Health; and (2) provide for rare disease regional centers of excellence. Sets forth the duties of such Office and regional centers, including research and educational duties. Defines rare disease as any disease or condition affecting less than 200,000 persons in the United States. Amends the Orphan Drug Act to authorize appropriations for FY 2002 for grants and contracts for the development of drugs for rare diseases and conditions.

Medicare Ambulance Payment Reform Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise requirements for payment for ambulance services concerning: (1) the establishment of a fee schedule; and (2) the coding system specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service. Amends SSA titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) to establish a prudent layperson standard for justification of emergency ambulance services under Medicare and Medicaid.

Declares the sense of Congress that: (1) all Americans should be more informed of the developmental disorder dyspraxia, its easily recognizable symptoms, and proper treatment; (2) the Secretary of Education should establish and promote a campaign in elementary and secondary schools to encourage the social acceptance of dyspraxic children; and (3) the Federal Government has a responsibility to endeavor to raise dyspraxia awareness, consider ways to increase knowledge of possible therapy and access to health care services, and endeavor to inform educators on how to recognize dyspraxic symptoms and to handle this disorder appropriately.

Persian Gulf War POW/MIA Accountability Act of 2001 - Amends the Bring Them Home Alive Act of 2000 to direct the Attorney General to grant refugee status in the United States to any alien (and parent, spouse, or child thereof) who: (1) is a national of Iraq or a nation of the Greater Middle East Region; and (2) personally delivers into the custody of the United States Government a living American Persian Gulf War POW/MIA. Includes Iraq, Kuwait, and any other country of the Greater Middle East Region among the countries to which the International Broadcasting Bureau is required to broadcast information that promotes such refugee program.

Linking Educators and Developing Entrepreneurs for Reaching Success Act of 2001 - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a non-profit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Conservation and Reinvestment Act - Establishes in the Treasury the Conservation and Reinvestment Act Fund (CRAF) for deposit of certain Outer Continental Shelf lease revenues, undisbursed amounts from allocations to coastal States for impact assistance and coastal conservation under this Act, and certain interest earned on CRAF investments. Amends the Land and Water Conservation Fund Act of 1965, the Pittman-Robertson Wildlife Restoration Act, the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, and the National Maritime Heritage Act of 1994 to require transfer of specified amounts from the CRAF for programs under such Acts, including: (1) impact assistance and coastal conservation; (2) Endangered and Threatened Species Recovery Agreements; (3) payments in lieu of taxes and refuge revenue sharing; (4) Federal and Indian land restoration; (5) the Land and Water Conservation Fund; and (6) the Wildlife Restoration Fund. Expresses the intent of Congress: (1) that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service; and (2) that States not use this Act as an opportunity to reduce State or local resources for the programs funded by this Act. Provides that funds shall not be transferred under this Act if such expenditure diminishes certain Social Security and Medicare benefit obligations.

Medicaid Community-Based Attendant Services and Supports Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for described Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares this Act inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

United States Independent Film and Television Production Incentive Act of 2001 - Amends the Internal Revenue Code to establish a tax credit for 25 percent of up to the first $25,000 of qualified wages paid or incurred by an employer with respect to employees in any qualified U.S. independent film and television production during a taxable year. Increases the credit to 35 percent if the production is located in an area eligible for designation as a low-income community or eligible for designation by the Delta Regional Authority as a distressed county or isolated area of distress.

Veterans' Hospital Emergency Repair Act - Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects at Department of Veterans Affairs medical centers for improving, renovating, and updating patient care facilities. Requires the Secretary to use FY 2002 or 2003 appropriated funds for such purpose. Limits to $25 million the cost of any single project. Requires an independent board within the Department to review projects before their selection.

Transitional Medical Assistance Improvement Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to revise the program commonly referred to as the transitional medical assistance (TMA) program. Authorizes States to: (1) extend the eligibility for TMA of low-income individuals for up to 12 additional months; and (2) allow another six months of eligibility, in certain circumstances, in the case of a family eligible for or receiving Medicaid for less than three of the previous six months. Repeals the sunset date for TMA (thus making the program permanent).

YMCA Teen Action Agenda Enhancement of 2001 - Directs the Attorney General to award a grant to the YMCA of the USA to make subgrants to local YMCAs for programs for at-risk teens which include specified types of activities.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Designates the month of September as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Port and Maritime Security Act of 2001 - Directs the Secretary of Transportation to establish a Port Security Task Force to help coordinate programs to enhance the security and safety of U.S. seaports against crime and terrorism. Directs the Commandant of the Coast Guard to develop standards and procedures for conducting seaport vulnerability assessments. Directs the Commandant and the Administrator of the Maritime Administration to jointly initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism originating from vessels in maritime transportation originating or terminating in a U.S. seaport. Requires each port authority and marine terminal authority for which a port security vulnerability assessment has been done to establish, subject to approval of the Captain-of-the-Port, a maritime transportation security program. Directs the U.S. Coast Guard to establish seaport security committees to: (1) review seaport security vulnerability assessments; and (2) conduct an exercise periodically to verify the effectiveness of each seaport authority and marine terminal security plan. Sets forth requirements calling for: (1) the development of voluntary security guidance to serve as a benchmark for the review of security plans; (2) the adoption of such guidance and development of seaport security standards by other countries; and (3) the development of standards for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to authorize the Secretary to make loan guarantees and provide grants for seaport security infrastructure improvements for eligible U.S. seaports. Reauthorizes specified tonnage duties.

Trade Adjustment Assistance for Workers, Farmers, Communities, and Firms Act of 2001 - Amends the Trade Act of 1974 to revise requirements with respect to: (1) agreements between the United States and States for the provision of certain services for workers adversely affected by import competition; (2) certification of eligibility of a group of adversely affected workers for trade adjustment assistance; (3) payment of, and certain limitations on, trade adjustment allowances to such workers; (4) training programs for such workers; and (5) the maximum amount of job search and relocation allowances payable to an adversely affected worker. Provides for the eligibility certification of adversely affected secondary workers for trade adjustment assistance. Defines "adversely affected secondary worker" as a worker who is employed at a downstream producer (a firm that performs additional, value-added production processes to articles produced by another firm) or a supplier (a firm that produces component parts for the production process for articles). Amends the Internal Revenue Code to provide a 50 percent refundable tax credit for COBRA continuation coverage premiums. Reauthorizes the trade adjustment assistance program for firms adversely affected by import competition. Revises program eligibility requirements. Reestablishes trade adjustment assistance for communities adversely affected by import competition. Authorizes: (1) such communities, because of import competition, to develop strategic plans for economic adjustment and diversification; and (2) the award of grants to carry out economic development projects under such plans. Authorizes a group of agricultural commodity producers to petition the Secretary of Agriculture for a certification of eligibility to apply for trade adjustment assistance. Sets forth certain eligibility requirements for the payment of such assistance to agricultural commodity producers adversely affected by import competition.

Comprehensive Immunosuppressive Drug Coverage for Transplant Patients Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to remove time limitations on the coverage of immunosuppressive drugs for individuals who have received organ transplants. (Current law provides coverage for such drugs only for certain time periods after the transplant procedure.) Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney or other organ transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease beneficiaries. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs.

Ecstasy Prevention Act of 2001 - Amends the Public Health Service Act to require the Administrator of the Substance Abuse and Mental Health Services Administration to give priority in the award of certain grants to States on a pass-through basis to communities that have taken measures to combat club drug use, including passing ordinances restricting rave clubs, increasing law enforcement on Ecstasy (3,4-methylenedioxy methamphetamine or MDMA), and seizing lands under nuisance abatement laws to make new restrictions on an establishment's use. Requires the Director of the Office of National Drug Control Policy to: (1) use amounts available under this Act to combat the trafficking of Ecstasy in designated high intensity drug trafficking areas; and (2) ensure that the national media campaign under the Drug-Free Media Campaign Act of 1998 addresses the reduction and prevention of abuse of Ecstasy and club and emerging drugs among young people in the United States. Provides for: (1) funding for an Ecstasy drug test which would meet Federal workplace standards; and (2) a mandatory research study by the Director of the National Institute on Drug Abuse that evaluates the effects that Ecstasy use can have on an individual's health. Requires the Director of the Office of National Drug Control Policy to establish an interagency Task Force on Ecstasy/MDMA and Emerging Club Drugs.

Amends the Internal Revenue Code to allow a tax credit for marginal domestic oil and natural gas well production during any taxable year in the amount of $3 per barrel of qualified crude oil production and 50 cents per 1,000 cubic feet of qualified natural gas production, reduced, but not below zero, as oil and gas prices increase. States that the limitation to the general business credit, based on the amount of tax, shall not be reduced by the amount of the marginal oil and gas well credit. Allows both geological and geophysical expenditures on domestic oil and gas exploration and development and delay rental payments, at the taxpayer's election, to be deducted from gross income at the time incurred.
