Reinvigorating Lending for the Future Act or the RLF Act This bill reduces reporting requirements for recipients of Revolving Loan Fund grants, which provide funds to capitalize lending programs for businesses that cannot obtain traditional bank financing. Specifically, upon request by a qualifying grantee, the Economic Development Administration (EDA) must release any federal interest in a grant—thereby relieving the grantee of associated federal reporting requirements—if the request is made at least seven years after the final disbursement of the original grant. Currently, the EDA may release the federal interest in a grant beginning 20 years after the grant was awarded.

Safeguarding American Innovation Act This bill addresses the security of federally funded research and development grants and export-controlled goods, technologies, or sensitive information. The bill establishes in the Office of Management and Budget a Federal Research Security Council to develop federally funded research and development grant making policy and management guidance to protect the national and economic security interests of the United States. Each executive agency on the council shall be responsible for assessing federal research security risks posed by persons participating in federally funded research and development. The bill prohibits any individual from knowingly (1) preparing or submitting a federal grant application that fails to disclose the receipt of any outside compensation, including foreign compensation, by the individual; or (2) forging, counterfeiting, or otherwise falsifying a document to obtain a federal grant. An alien shall be inadmissible to the United States if a consulate or the Department of Justice knows the alien seeks to enter the United States to acquire export-controlled goods, technologies, or sensitive information if the Department of State has determined that such acquisition would be contrary to U.S. national security (including economic security). The bill revises provisions relating to the disclosure of foreign gifts.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2020 or the RESTAURANTS Act of 2020 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs. For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million. Further, an entity that received a loan under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) may not apply for or use a restaurant revitalization grant for the same expenses for which the entity received the paycheck protection loan.

This bill modifies U.S. policy and establishes requirements with respect to knowledge diplomacy (i.e., the role of international science and technology agreements in foreign relations). Specifically, the bill declares it to be U.S. policy that federally supported international science and technology agreements should serve U.S. national security and economic interests. Further, it requires the Department of State to (1) identify vulnerabilities in international cooperation that may place federally funded research at risk, (2) strengthen the security and integrity of U.S. scientific and research collaborations with foreign partners, and (3) encourage the international scientific community to adopt and adhere to U.S. scientific values. The bill also requires the White House Office of Science and Technology Policy to submit a biennial report on compliance with U.S. policy across such science and technology agreements.

Local Government Relief Act This bill requires states to pay by June 30, 2020, at least 45% of the amounts received from the Coronavirus Relief Fund to local governments that did not receive a direct payment from the fund. Such sums shall be distributed by a state upon receipt and on a pass-through basis without requiring any application from a unit of local government. If a state is unable to make distributions to units of local government in accordance with these requirements, the state shall submit a detailed report explaining why it is unable to meet such requirements.

Emergency Family Stabilization Act This bill establishes a competitive grant program within the Administration for Children and Families (ACF) for family stabilization agencies to provide emergency relief to children, youth, and families experiencing homelessness. These agencies include current ACF grantees or subgrantees, tribes and tribal organizations, and other organizations with expertise providing direct services to those experiencing homelessness. Recipients may use grant funds for, among other purposes, personnel costs, personal protective equipment, and other supplies to mitigate the spread of COVID-19 (i.e., coronavirus disease 2019), as well as payments for security deposits and other housing-related needs. Additionally, the ACF must award the grants based on factors including the need for the services in the area served by the agency and specified allocation and prioritization requirements.

COVID-19 as a Presumptive Disease in Wildland Firefighters Act This bill entitles federal wildland firefighters who contract COVID-19 (i.e., coronavirus disease 2019) to federal workers' compensation benefits and also establishes certain testing and screening requirements for such firefighters during the wildfire season (May 15-November 15, 2020). Specifically, the bill provides that if a federal wildland firefighter exhibits specified symptoms, tests positive, or is otherwise determined by a physician as likely having COVID-19 during the wildfire season or during a specific wildfire (or in the following 28 days), the firefighter is presumed to have incurred an injury while on duty that qualifies for workers' compensation benefits. Additionally, the Department of the Interior and the Department of Agriculture must ensure that all of their firefighters are tested for COVID-19 or related symptoms, or self-quarantine for at least 14 days with no symptoms, before the wildfire season or before responding to a wildfire.

Congressional Power of the Purse Act This bill modifies the budget and appropriations process to establish various requirements for federal agencies, add several new disclosure and reporting requirements, and expand congressional oversight authorities. Among other changes, the bill requires the Office of Management and Budget to release funding to agencies at least 90 days before the funding expires; certain presidential emergency declarations to expire within 30 days unless Congress approves the declaration; federal agencies to make various reports, documents, and legal opinions available to Congress and the public; and federal agencies to respond to certain Government Accountability Office requests within 20 days unless the request includes a different deadline.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), for certain businesses, and it establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19. Specifically, the bill provides a paycheck protection loan recipient with 16 weeks to use such funds if the recipient has (1) less than 500 full-time employees, and (2) suffered a decline in revenues of at least 25%. The bill also establishes a loan program whereby the SBA shall guarantee 100% of program loan amounts made to certain small businesses that have not more than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Save Our Rural Health Providers Act This bill requires a specific portion of the Public Health and Social Services Emergency Fund to be allocated to rural health care providers responding to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires that at least 20% of future appropriations and the unobligated balance of prior appropriations to the fund relating to COVID-19 provider assistance be reserved for rural health care providers, with priority given to providers serving a high number of Medicare or Medicaid enrollees, elderly or other high-risk individuals, uninsured individuals, or areas with limited health infrastructure.

Veterans Claim Transparency Act of 2020 This bill requires the Department of Veterans Affairs (VA) to provide an opportunity for a veteran's representative to review the veteran's disability rating determination before the rating is finalized. Under the bill, the VA must provide notice to such representative when the determination is ready to be reviewed. The period for review begins at the moment notice is submitted and ends at the earlier of (1) the moment the representative agrees with the determination, or (2) 48 hours after the notice. The VA may not finalize a determination until after the period for review has ended.

State Municipal Assistance for Response and Transition Act or the SMART Act This bill provides $500 billion for a Coronavirus Local Community Stabilization Fund to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on state, local, and tribal budgets. The bill also expands the uses of payments from the Coronavirus Relief Fund. The bill allows a jurisdiction to use funding from the Coronavirus Local Community Stabilization Fund or Coronavirus Relief Fund for (1) necessary expenditures related to COVID-19 that were not accounted for in the jurisdiction's budget, including the nonfederal share contribution requirement for disaster or emergency assistance; or (2) expenditures the jurisdiction would otherwise be unable to make because of decreased or delayed revenues. Funding from the Coronavirus Local Community Stabilization Fund may be used for expenditures through 2022. The bill (1) reserves specified funds for payments to tribal governments; (2) apportions funds to states based on population, infected population, and revenue lost; (3) provides for payments to counties and municipalities based on lost revenue. The bill conditions funding on each state agreeing to fair and equitable budgeting based on need. The Office of Inspector General of the Department of the Treasury may use amounts appropriated to carry out oversight and recoupment activities under this bill.

Medicare Accelerated and Advance Payments Improvement Act This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. Under the current program, recoupment of advance payments (through claims offsets) begins up to four months after the payment is made. Additionally, certain hospitals have one year to repay the full amount; other types of providers have seven months. Repayments made after this period are subject to the prevailing interest rate set by the Department of the Treasury (generally around 10% in FY2020). The bill delays recoupment for one year and caps the recoupment at 25% of a claim. The bill also gives all providers up to two years for full repayment and caps the interest rate at 1%. Additionally, the Centers for Medicare & Medicaid Services (CMS) may waive repayment entirely upon a demonstration of extreme hardship, among other factors. The bill also requires the CMS to continue to make the program available to providers of Medicare medical services for the duration of the public health emergency. (The CMS suspended the program for such providers on April 26, 2020.)

Support our National Guard Act This bill requires the Department of Defense to provide a National Guard member separating from active service after full-time duty in support of the government response to COVID-19 (i.e., coronavirus disease 2019) with the transitional health benefits provided to a separating active-duty reservist.

COVID-19 Mine Worker Protection Act This bill requires the Department of Labor to promulgate health and safety standards to protect coal miners from occupational exposure to COVID-19 (i.e., coronavirus disease 2019). Labor shall promulgate emergency standards within seven days of this bill's enactment. Such emergency standards shall be in force until Labor establishes permanent standards to protect miners from occupational exposure to infectious pathogens, including novel pathogens. The emergency and permanent standards shall prohibit mine operators from discriminating or retaliating against a miner for (1) reporting a violation of this bill or a good-faith concern about a workplace infectious disease hazard, or (2) voluntarily using personal protective equipment that provides a higher level of protection than the equipment provided by the mine operator if the miner's equipment does not create a hazard. Labor shall also collect data to track and investigate cases of exposure to COVID-19 among coal miners.

PPP Deadline Extension Adjustment for Loans Act or the PPP DEAL Act This bill modifies the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) by (1) extending from 8 weeks to 16 weeks the period during which a loan recipient must use their paycheck protection loan to be eligible for forgiveness; and (2) allowing a recipient 16 weeks from the date of the loan to eliminate a reduction in workforce, salary, or wages that would otherwise reduce their forgivable amount.

Emergency Funding for Child Protection Act This bill funds additional grants to states for child abuse or neglect prevention and treatment programs in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, states may use such grants to expand services, provide support to community-based organizations, and purchase emergency supplies, among other uses. The bill does not require states to match funding under these grants.

Eliminating Barriers to Rural Internet Development Grant Eligibility Act or the E-BRIDGE Act This bill authorizes the Department of Commerce to award economic development grants for public-private partnerships and certain consortiums to carry out specified broadband projects. Such projects shall be to provide, extend, expand, or improve high-speed broadband service through (1) planning, technical assistance, or training; (2) land acquisition or development; or (3) acquisition, construction, or improvement of facilities. Title to real or personal property acquired or improved with grant funds, or another acceptable possessory interest, must be vested in a public partner or eligible nonprofit organization or association for the useful life of the project. In addition, grant funds may be combined with amounts made available under any other federal program, and Commerce may provide credit toward the non-federal share of a broadband project's cost.

Danger Pay for U.S. Marshals Act This bill prohibits the Department of State from denying a request from the U.S. Marshals Service for danger pay. (Danger pay is a form of additional compensation for federal employees who are working in a foreign area and who are under threat of physical harm or imminent danger as a result of civil insurrection, civil war, terrorism, or wartime conditions.)

This bill provides certain lease protections for service members under stop movement orders in response to a local, national, or global emergency. A service member may terminate a lease for premises or for a motor vehicle, and may not be charged an early termination fee for doing so, if the service member (1) enters into the lease upon receipt of certain military orders for permanent change of station, deployment with a military unit, or individual support of military operations; and (2) subsequently receives, in response to a local, national, or global emergency, a stop movement order for an indefinite period or at least 30 days. For the bill to apply in the case of a lease for premises, the stop movement order must prevent the service member or the service member's dependents from occupying the premises.

This bill prohibits the use of federal funds to purchase from a wet market in China any live animal or animal product. The bill defines a wet market as a marketplace (1) where fresh meat and live animals are bought, sold, and slaughtered; and (2) that is not subject to health regulations comparable to U.S. regulations on similar establishments.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the armed forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Direct Support for Communities Act This bill provides FY2020 supplemental appropriations to the Department of Housing and Urban Development (HUD) to award additional Community Development Block Grants to units of local government and counties to prevent, prepare for, and respond to coronavirus (i.e., the virus that causes COVID-19). Specifically, within 30 days, HUD must distribute 50% of such funds to metropolitan cities and other units of local government and 50% to counties and parishes. Such funds may be used to cover costs or replace lost, delayed, or decreased revenues stemming from the COVID-19 (i.e., coronavirus disease 2019) public health emergency. In addition, the funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.

Transparency and Oversight of COVID-19 Small Business Assistance Act This bill requires the Small Business Administration (SBA) to report specified data on economic relief programs implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the SBA must daily report the total number and dollar amount of loans or grants approved and disbursed under programs such as the paycheck protection program and the emergency grants program; daily report the amount of remaining authority and funds appropriated for such programs and an estimate of the date on which such funds will be depleted; weekly report the number and dollar amount of certain program loans and loan payments disaggregated by specified metrics such as geography, demographics, loan sizes, industry, and lender type; report on the number of employees expected to be retained by borrowers of certain loans as a result of economic relief programs; report its plans to carry out specified relief programs and identify and prevent waste, fraud, and abuse in such programs; request certain information such as demographic and job information when a borrower applies for loan forgiveness; and make each required report publicly available and take all necessary steps to protect sensitive personally identifiable information. The Government Accountability Office must report specified information, including (1) the effectiveness of certain programs in reaching underserved businesses, (2) a review of the reports required to be published under this bill, and (3) the impact of certain relief programs on jobs.

This bill directs certain actions to procure equipment necessary to prevent, identify, and mitigate cases of COVID-19 (i.e., coronavirus disease 2019). The National Response Coordination Center of the Federal Emergency Management Agency must, within seven days, submit a report to Congress and the President that (1) assesses the need for equipment, including personal protective equipment and ventilators, across the United States; and (2) identifies the industry sectors and manufacturers capable of fulfilling purchase orders for such equipment, as well as government-owned and privately owned stockpiles of such equipment that could be refurbished. Within 24 hours, the President must issue a purchase order with the highest priority rating under the Defense Priorities and Allocations System (DPAS) for a specified number of N-95 respirators and face masks. (DPAS is used to prioritize national defense-related contracts, subcontracts, and purchase orders.) Within seven days of receiving the center's report, the President must also issue priority purchase orders for the equipment identified in the report under authorities provided by the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods for the national defense.) The bill waives certain requirements under the act related to congressional notification and authorization and makes specified funds available for these efforts.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

Uyghur Forced Labor Prevention Act This bill imposes various restrictions related to China's Xinjiang Uyghur Autonomous region, including by prohibiting certain imports from Xinjiang and imposing sanctions on those responsible for human rights violations there. Goods manufactured or produced in Xinjiang or by entities working under certain Xinjiang government programs shall not be entitled to entry into the United States unless Customs and Border Protection (1) determines that the goods were not manufactured by convict labor, forced labor, or indentured labor under penal sanctions; and (2) reports such a determination to Congress and to the public. The President shall periodically report to Congress a list of foreign entities and individuals knowingly facilitating (1) the forced labor of Uyghurs, Kazakhs, Kyrgyz, and members of other Muslim minority groups in Xinjiang; and (2) the importation of forced labor goods from Xinjiang. The President shall impose property-blocking sanctions on the listed individuals and entities and impose visa-blocking sanctions on the listed individuals. Securities issuers required to file annual or quarterly reports with the Securities Exchange Commission shall disclose in such reports certain information related to Xinjiang, including instances where the issuer knowingly (1) engaged in activities with an entity helping to create mass surveillance systems in Xinjiang, (2) engaged in activities with an entity running or building detention facilities for Muslim minority groups in Xinjiang, or (3) acquired a significant amount of textiles produced in Xinjiang. After being notified of such a disclosure, the President shall determine whether to investigate if sanctions or criminal charges are warranted.

Fair Care for Vietnam Veterans Act of 2020 This bill provides a presumption of service-connection for Parkinsonism, bladder cancer, hypertension, and hypothyroidism for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Expedite Agent Orange Coverage Act of 2020 This bill reinstates and extends through September 30, 2025, the authority of the Department of Veterans Affairs to determine and regulate diseases that warrant a presumption of service-connection after exposure to an herbicide agent. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits may then be awarded.

Fair Hiring in Banking Act This bill exempts certain individuals convicted of a crime from specified requirements related to employment by an insured depository institution. Specifically, written consent from the Federal Deposit Insurance Corporation is not required for an institution to hire an individual convicted of a criminal offense involving dishonesty, a breach of trust, or money laundering 7 years after the individual meets sentencing requirements; for an individual who committed the offense while under the age of 21, 30 months after the individual meets sentencing requirements; or if the conviction was pardoned, sealed, or expunged.

This resolution encourages (1) the people of the United States to join in a national effort to salute AmeriCorps members and alumni and to raise awareness about the importance of national and community service, and (2) all individuals to consider opportunities to serve in AmeriCorps. The resolution also acknowledges the accomplishments of AmeriCorps members, alumni, and community partners, and recognizes their important contributions to the lives of the people of the United States.

Modernizing Access to Our Public Land Act This bill directs the Department of the Interior, the Forest Service, and the U.S. Army Corps of Engineers to jointly develop and adopt interagency standards to ensure compatibility and interoperability among federal databases for the collection and dissemination of outdoor recreation data related to federal lands. Interior, the Forest Service, and the Corps of Engineers must digitize and publish geographic information system mapping data that includes federal interests, including easements and rights-of-way, in private land; status information as to whether roads and trails are open or closed; the dates on which roads and trails are seasonally opened and closed; the types of vehicles that are allowed on each segment of roads and trails; the boundaries of areas where hunting or recreational shooting is regulated or closed; and the boundaries of any portion of a body of water that is closed to entry, is closed to watercraft, or has horsepower limitations for watercraft.

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Protecting Jessica Grubb's Legacy Act This bill more closely aligns the federal privacy standards applicable to substance-use disorder patient records with the relevant privacy and de-identification standards applicable to other records that contain personal health information for the purposes of (1) treatment, payment, and health care operations by health plans, providers, or clearinghouses; and (2) disclosures to public health authorities. The bill requires patients to give affirmative, written consent; once given, that consent applies to future disclosures. Such consent may be revoked by written request. The bill also (1) aligns criminal penalties for certain violations involving substance-use disorder patient records with the penalties that apply to violations involving other types of records containing personal health information; (2) expands the current prohibition against using substance-use disorder patient records in criminal proceedings to include any use in specified federal, state, and local criminal and civil actions; and (3) prohibits certain discrimination based on the release of such patient information with respect to access to treatment, employment, housing, and certain social services and benefits.

Saving America's Future by Educating Kids Act of 2020 This bill directs the Department of Education (ED) to develop and disseminate an evidence-based curriculum on substance use disorders (e.g., opioids, tobacco, and vaping) for grades K-12. ED must review and update such curriculum every two years. Additionally, ED must award grants to state educational agencies to implement such evidence-based curriculum. In awarding such grants, ED must give priority to those states that have experienced the highest drug overdose death rates per capita.
