Guard and Reserve Hazard Duty Pay Equity Act This bill provides hazardous duty incentive pay to members of an Armed Forces reserve component or the National Guard who perform a parachute jump as an essential part of their military duty. Currently, only active duty members are entitled to hazardous duty incentive pay for performing such duties.

Student and Student Athlete Opioid Misuse Prevention Act This bill authorizes the Substance Abuse and Mental Health Services Administration (SAMHSA) to provide grants to support addiction-prevention and prescription-drug-misuse programs related to opioids and other medications used for pain or injury recovery. Specifically, SAMHSA may award grants to eligible public and nonprofit private entities, including states and drug-free community coalitions, to carry out such programs in schools, athletic programs, and communities. Among other activities, grant recipients may use funds to educate teachers, campus-based medical providers, and others on signs of opioid misuse and options for treatment and prevention. In addition, SAMHSA must report annually on federal programs to prevent pain medication misuse and addiction.

Federal Initiative to Guarantee Health by Targeting Fentanyl Act This bill places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Additionally, the bill prohibits the application of a mandatory minimum prison term for certain drug offenses involving fentanyl-related substances.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Black Lung Benefits Disability Trust Fund Solvency Act of 2020 This bill extends until December 31, 2030, the excise tax on coal from U.S. mines. This tax is a source of funding for the Black Lung Disability Trust Fund.

Connected Rural Schools Act This bill authorizes counties to use funds from the Secure Rural Schools Program to provide or expand access to (1) broadband services at local schools, or (2) technology and connectivity necessary for students to use digital learning tools outside of a local school campus.

Improving Safety and Security for Veterans Act of 2019 This bill requires the Department of Veterans Affairs (VA) to report on the policies and procedures relating to patient safety and quality of care and the steps the VA has taken to improve such care at VA medical centers. After any investigation or trial concludes, the VA must also report on the events involving deaths that occurred at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia, and the actions the VA has taken to prevent any similar reoccurrence.

This concurrent resolution expresses the sense of Congress that (1) it is the civic duty of the people of the United States to help ensure that the 2020 Census is as accurate as possible; (2) the federal government, state and local governments, civil society, businesses, religious institutions, libraries, and other national and local organizations should work together as partners to inform the public that the 2020 Census is safe, easy, and important; (3) individuals who want to help administer the 2020 Census should apply for a job at 2020census.gov/jobs; and (4) U.S. residents should plan to respond to the 2020 Census to ensure that all people living in a household in the United States are included.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Creating Opportunities And Leveraging Technologies for Coal Carbon Act of 2019 or the COAL TeCC Act of 2019 This bill requires the Department of Energy (DOE) to establish two programs concerning coal-derived carbon products. First, DOE must establish a program of research, development, and demonstration for carbon engineering solutions to enable new uses for coal-derived carbon for a variety of purposes, such as commercial, military, or medical purposes. Second, DOE must establish a pilot and demonstration program to accelerate the commercial deployment of coal-carbon products.

Advancing Support for Working Families Act This bill allows individual taxpayers an election to advance up to $5,000 of the child tax credit in the year of birth or adoption of an applicable qualifying child (a child, other than an eligible foster child, who has a specified relationship to the taxpayer and meets certain age, residency, and support requirements). The bill sets forth a special rule for parents who do not qualify for the full refundable portion of the child tax credit. The advance amount for such parents is the lesser of $5,000, or 25% of their earned income amount for the taxable year. The bill requires the Government Accountability Office to report to Congress on matters relating to taxpayers who make an election to advance the child tax credit.

Data Care Act of 2019 This bill imposes various duties on online service providers with respect to their handling of individual-identifying data that can be reasonably linked to a specific user. Specifically, online service providers have a duty to (1) reasonably secure such data from unauthorized access, (2) refrain from using such data in a way that will result in reasonably foreseeable harm to the end user, and (3) not disclose such data to another party unless that party is also bound by the duties established in this bill. The bill authorizes the Federal Trade Commission and specified state officials to take enforcement actions with respect to breaches of such duties.

Veterans Burn Pits Exposure Recognition Act of 2019 This bill establishes a presumption, for purposes of Department of Veterans Affairs (VA) health care benefits and wartime disability compensation, that a veteran was exposed to certain toxins, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame. A burn pit is an area used for burning solid waste in open air. Specifically, the bill identifies the following covered locations and corresponding time periods Iraq, between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Southwest Asia (including Kuwait, Saudi Arabia, Bahrain, Oman, Qatar, and the United Arab Emirates), from August 2, 1990, until burn pits are no longer used in these locations; Afghanistan and Djibouti from September 11, 2001, until burn pits are no longer used in these locations; and other locations and time periods set forth by the Airborne Hazards and Open Burn Pit Registry or determined by the VA. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request medical opinions regarding a causal link between the disability and a toxin, chemical, or hazard.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2019 or the CONTRACT Act of 2019 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the social security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

Violence Against Women Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2025 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Increasing Access to Quality Cardiac Rehabilitation Care Act of 2019 This bill accelerates and expands certain changes that are scheduled to take effect relating to the coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Currently, such programs require physician supervision. Effective January 1, 2024, physician assistants, nurse practitioners, and clinical nurse specialists may also supervise these programs. The bill expedites the effective date of these changes to January 1, 2021, and also allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.

National Purple Heart Honor Mission Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the mission of the National Purple Heart Honor Mission. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2022. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Honor Mission, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Honor Mission facilities.

Bipartisan American Miners Act of 2019 This bill transfers certain funds to provide pension and health benefits for retired coal miners who have been affected by issues such as coal company bankruptcies. The Department of the Treasury must transfer additional funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to pay pension benefits required under that plan if the annual limit on transfers under the Surface Mining Control and Reclamation Act of 1977 exceeds the amount required to be transferred for existing obligations of the Abandoned Mine Reclamation Fund. The bill also increases the annual limit on transfers from $490 million to $750 million. The bill also adds miners affected by 2018 and 2019 coal company bankruptcies to the group whose retiree health benefits are taken into account in determining the amount that Treasury must transfer under current law to the Multiemployer Health Benefit Plan. Additionally, the bill allows in-service distributions under a pension plan or governmental section 457(b) plan at age 59-1/2. The distributions are currently permitted at age 62 for pension plans and at age 70-1/2 for governmental section 457(b) plans.

Family First Transition Act This bill provides additional funding for, and otherwise modifies, implementation of the Family First Prevention Services Act, which provides state, tribal, and territorial child welfare agencies with certain spending flexibilities to support substance abuse services, mental health services, and other services that prevent children's entry into foster care. Specifically, the bill provides one-time funding to jurisdictions to reduce adverse fiscal impacts associated with transitioning funding sources in relation to the new spending flexibilities. The bill also provides additional funding for FY2020 and FY2021 for jurisdictions with certain waivers (currently set to expire at the end of FY2019) that allow them to provide services not authorized under the traditional foster care program. In addition, the bill temporarily delays a requirement that at least 50% of certain funds be spent on programs and services that meet the criteria for well-supported practices. For FY2020 and FY2021, this requirement shall not apply, and for FY2022 and FY2023, programs and services that meet the criteria for supported practices shall be considered well-supported practices.

American Innovation and Manufacturing Act of 2019 This bill addresses the use and regulation of fluorinated compounds in products and manufacturing, including by requiring the Environmental Protection Agency to establish specified production and consumption baselines for the phase-down of specified fluorinated compounds.

Stop Looting American Pensions Act of 2019 or the SLAP Act This bill revises certain bankruptcy requirements, including by providing additional protections for employee pay and pensions in the event of a bankruptcy. Specifically, the bill revises the bankruptcy priority requirements of claims for wages and contributions to employee benefit plans, including by increasing the cap of these payments and by eliminating the time period limitation for which unpaid wages and contributions may be claimed; increases the bankruptcy priority of minimum funding contributions towards employee pension benefit plans and withdrawal liability and requires companies to continue making these payments during bankruptcy; expands restrictions on executive pay; places restrictions on the sale of property in bankruptcy proceedings, including by requiring reasonable payment; and extends look back periods regarding fraudulent transfers from two years to six years.

Time to Rescue United States Trusts Act or the TRUST Act This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.

Integrated Energy Systems Act of 2019 This bill directs the Department of Energy to establish an integrated energy systems program to (1) maximize energy production and efficiency; (2) provide reliable, competitive, and environmentally sustainable electricity to the grid; (3) expand the use of emissions-reducing energy technologies into nonelectric sectors; and (4) enable U.S. energy infrastructure to support the quantity, variability in type, and variability in size of generation devices and smart load devices.

Technology Transitions Act of 2019 This bill addresses technology programs within the Department of Energy (DOE). Specifically, the bill provides statutory authority for the creation of DOE's Office of Technology Transitions. The office aims to (1) expand the commercialization of DOE's research investments; and (2) focus on commercializing technologies that support DOE's missions, such as reducing greenhouse gas emissions. In addition, the bill requires DOE to review all of its emission reduction research and development programs. Under the review, DOE must identify each program with a mission to develop technologies that reduce emissions, identify the technologies available to reduce emissions that are not covered by such programs, and recommend how overlapping programs may be combined or restructured to be more efficient.

Palestinian International Terrorism Support Prevention Act of 2019 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, such a person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar such governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where such groups secure financing and surveillance equipment.

Assuring Quality Water Infrastructure Act This bill requires the Environmental Protection Agency (EPA) to establish a grant program to improve drinking water infrastructure. Under the program, the EPA must improve the infrastructure asset management for at least one small public water system. Infrastructure asset management means concepts, tools, and techniques that are intended to improve the operation of a small system through the identification and prevention of potable water loss due to leaks, breaks, and other metering or infrastructure failures.

Advanced Geothermal Innovation Leadership Act of 2019 or the AGILE Act of 2019 This bill provides support for research and development of geothermal energy, including enhanced (i.e., engineered) geothermal systems. The bill reauthorizes through FY2024 funding to the Department of Energy (DOE) for (1) a research and development program for geothermal energy, and (2) a grant program for geothermal development in places with high utility prices. In addition, the bill directs DOE to support an initiative to adapt technologies from the oil and gas sector for use in geothermal energy development; support within the Geothermal Technologies Office a program of research, development, and demonstration in the secondary use of geothermal energy other than for electricity, direct use, or geothermal exchange heat pumps; carry out a competition that awards prizes for demonstrating the coproduction of critical minerals and geothermal energy; and support two Frontier Observatory for Research in Geothermal Energy sites. This bill revises requirements governing the amount of renewable energy that the federal government must purchase. Specifically, the bill allows thermal energy and waste heat resources to qualify as renewable energy under the federal renewable energy purchase requirement. The Department of the Interior must establish a Geothermal Energy Permitting Coordination Program. Under the program, Interior must increase the expertise of officials administering and approving permits in order to improve coordination and reduce timelines for reviewing permits for geothermal energy projects on federal land. The U.S. Geological Survey must update its U.S. geothermal resource assessment.

Financial Institutions Examination Fairness and Reform Act This bill (1) sets deadlines for final examination reports and exit interviews of a financial institution by a federal financial regulatory agency, and (2) establishes the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition. In relation to the exemption of competition vehicles from anti-tampering provisions, the Environmental Protection Agency (EPA) is prohibited from creating or authorizing a database of vehicle registration information that is required to be consulted at the point of manufacture, sale, installation, or use of parts or components. Additionally, the EPA may not require the registration of a vehicle, or part or component of a vehicle, by the manufacturer, seller, purchaser, installer, or user of the vehicle. The regulation prescribed by the EPA regarding the exemption must include certain components, including a description of the reasonable conditions for the applicability of the exemption.

Chesapeake Watershed Investments for Landscape Defense Act of 2019 This bill requires the Fish and Wildlife Service to establish the Chesapeake Watershed Investments for Landscape Defense program. Among other duties, the program must establish and carry out a grant and technical assistance program to restore and protect habitat for fish and wildlife in the Chesapeake Bay watershed.
