Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2019 or the PROTECT Act of 2019 This bill addresses providing incentives for electric utilities to invest in cybersecurity. Specifically, the bill directs the Federal Energy Regulatory Commission (FERC) to provide incentives to electric utilities for investing in advanced cybersecurity technology, and establishes a grant and technical assistance program at the Department of Energy for electric utilities that are not regulated by FERC to deploy advanced cybersecurity technology.

Trademark Licensing Protection Act of 2019 This bill establishes that licensing a trademark or trademark registration for use by a related company does not contribute to establishing an employment relationship between the licensor and the licensee, nor does a licensor's exercise of control over how the licensed trademark is used.

Clean Energy Jobs Act of 2019 This bill directs the Department of Energy (DOE) to establish a comprehensive nationwide program to improve education and training for jobs in energy-related industries, with emphasis on increasing the number of skilled individuals from underrepresented groups trained to work in those jobs. DOE must provide grants to certain businesses or labor management organizations to pay the wages of employees when they are receiving training for jobs in the renewable energy, energy efficiency, or grid modernization sectors.

United States Reciprocal Trade Act This bill allows the President, in certain circumstances, to (1) negotiate with a foreign country for tariff reductions on exported U.S. goods, or (2) impose additional duties on imported goods. Specifically, the President may take these actions if it is determined that the country (1) when importing a good from the United States, applies a higher rate of duty on that good than the rate imposed by the United States when imported from that country; or (2) similarly imposes other, nontariff trade restrictions on that good. The President must terminate a rate of duty increase under this bill if the country no longer applies such higher rates or nontariff trade restrictions, or if the higher rate is no longer in the interest of the United States. Congress may nullify a rate of duty increase implemented under this bill through a joint resolution. This bill is effective for three years, subject to one three-year renewal.

Department of Veterans Affairs Committal Service Shelter Act of 2019 This bill authorizes the Department of Veterans Affairs (VA) to make grants for the construction of fully enclosed committal service shelters in veterans' cemeteries owned by states that have (1) one or fewer veterans' cemeteries that are federally funded, and (2) one or fewer national cemeteries under the control of the VA with space available to accommodate remains.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Freedom for Americans to Travel to Cuba Act of 2019 This bill establishes that any law, regulation, or policy that prohibits or restricts travel to or from Cuba, or transactions incident to such travel, shall have no effect. The President may not restrict or prohibit such travel or transactions unless doing so is necessary to protect (1) U.S. national security, or (2) the health and safety of U.S. citizens or legal residents.

Clean Industrial Technology Act of 2019 or the CIT Act of 2019 This bill provides incentives for the nonpower industrial sector to reduce nonwater greenhouse gas emissions to the atmosphere. Specifically, the bill requires the Department of Energy (DOE) to establish an industrial emissions reduction technology research, development, demonstration, and commercial application program. Under the program, DOE must award grants and fund demonstration projects to develop and evaluate technologies designed to increase (1) the industrial competitiveness of the United States, and (2) the emission reductions of nonpower industrial sectors. DOE may also enter into contracts and cooperative agreements for these purposes. In addition, DOE must establish an Industrial Technology Innovation Advisory Committee to provide advice to DOE and the Office of Science and Technology Policy about the program. Finally, DOE must establish a technical assistance program to achieve emission reductions in nonpower industrial sectors.

Group Flood Insurance Policy Extension Act of 2019 This bill extends the term of certain existing Group Flood Insurance Policies. Specifically, the term is extended for active policies awaiting funds from the Department of Housing and Urban Development's Community Development Block Grant-Disaster Recovery fund. (Group Flood Insurance Policies are offered through the Federal Emergency Management Agency (FEMA) to certain individuals who do not have flood insurance and have received FEMA assistance after a presidentially declared disaster.) FEMA must provide financial assistance to individuals with extended-term policies in the amount of the additional required premium. The Government Accountability Office must report on the costs and benefits of Group Flood Insurance Policies and the rate at which individuals purchase private policies after the term of these policies expire.

Butch Lewis Act of 2019 This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Phair Relief Act of 2019 This bill establishes and otherwise modifies requirements for pharmacy benefit managers (PBMs), particularly with respect to the disclosure of certain drug pricing information. Among other things, the bill (1) requires PBMs to pass on a minimum percentage of negotiated rebates, discounts, or price concessions to plan sponsors; (2) temporarily requires negotiated prices for covered drugs under the Medicare prescription drug benefit to be provided at the point-of-sale; and (3) requires the Centers for Medicare & Medicaid Services to establish certain quality measures for determining pharmacy incentive payments.

Black Lung Benefits Improvement Act of 2019 This bill revises requirements for miners' claims for pneumoconiosis (black lung) benefits. Specifically, the bill requires the Department of Labor to pay the attorneys' fees of prevailing parties on a qualifying benefit claim; give a claimant the opportunity to substantiate a claim for benefits through a pulmonary evaluation; authorize a CT (computerized tomography) scan in diagnosing complicated pneumoconiosis; educate certain individuals who work on black lung benefits about medical evidence relevant to claims; use data from continuous personal dust monitors to determine whether to make changes to respirable dust concentration standards, controls, and measurements; and develop a strategy to reduce delays in adjudication of black lung benefits claims. The bill also requires the Government Accountability Office to report on barriers to health care faced by coal miners with black lung. The bill authorizes (1) black lung clinics to use federal funds to help individuals file claims, and (2) previously denied claimants to file a new claim for black lung benefits within one year. The bill prohibits a person from (1) knowingly and willfully making a false statement or misrepresentation in increasing or reducing black lung benefits, or (2) threatening or misleading a participant in a proceeding regarding black lung benefits. Further, the bill revises (1) the standards of medical evidence that establish a presumption that a miner is totally disabled by black lung, and (2) payments to such miners. Lastly, the bill provides statutory authority for the Office of Workers' Compensation Programs.

Energy Savings and Industrial Competitiveness Act of 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging energy efficiency in residential, commercial, federal, or school buildings; energy-efficient technologies and processes for industrial applications; sustainable manufacturing; energy-efficient electric motors or transformers; or federal use of energy-efficient and energy-saving information technologies.

This bill removes a deadline that prevents certain veterans from receiving in-state tuition, regardless of their state of residence, using Department of Veterans Affairs education benefits at public institutions of higher education. Currently, a veteran who is discharged or released after at least 90 days of active service must be within three years of their discharge from active duty to receive in-state tuition (regardless of their state of residence).

Defending America's 5G Future Act This bill prohibits transactions involving the information and communications technology of a foreign adversary when such transactions pose undue risks involving sabotage or subversion, catastrophic effects on critical U.S. infrastructure or the digital economy, or U.S. national-security or foreign-policy interests. Additionally, the bill prohibits the removal of Huawei Technology Co. Ltd. (Huawei) from the list of entities subject to certain license requirements for exports and authorizes Congress to disallow any export licenses granted to Huawei or its subsidiaries or affiliates.

Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act This bill revises provisions of the Pittman-Robertson Wildlife Restoration Act relating to the funding of wildlife conservation. Specifically, the bill adds new definitions, including a definition of hunter recruitment and recreational shooter recruitment ; apportions to states revenues from taxes on pistols, revolvers, bows, and arrows at a rate not greater than 3% and not less than 1% of such revenues; removes the existing prohibition on public relations to allow spending by states for management of wildlife areas and promotion of hunting and recreational shooting; allows the use of grant funds for the enhancement of hunter recruitment and recreational shooter recruitment; and expands the Multistate Conservation Grant program by providing $5 million exclusively for making hunter and recreational shooter recruitment project grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities. The Fish and Wildlife Service shall review and evaluate the effects of funds used for hunter and recreational shooter recruitment on funds available for wildlife conservation.

Never Again Education Act This bill creates the Holocaust Education Assistance Program Fund for the Department of Education (ED) to (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, to advise on content for the Holocaust education program website, and to lead efforts to solicit donations for the fund.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Veterans' Compensation Cost-of-Living Adjustment Act of 2019 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2019, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. The percentage increase in benefits shall be the same as the cost-of-living increase for Social Security recipients.

Student Loan Disclosure Modernization Act This bill requires loan disclosure forms for federal student loans to be written in plain language, thus enabling borrowers to understand loan terms, total costs of loans, and estimated monthly repayments. Borrowers must acknowledge in writing that they have read the form before the loans are issued.

Veteran STEM Scholarship Improvement Act of 2019 This bill reduces the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs. Specifically, an eligible individual must be enrolled in a program that requires at least the standard 120 semester (or 180 quarter) credit hours, instead of the current requirement for more than 128 semester (or 192 quarter) credit hours.

All-American Flag Act This bill prohibits agencies from using funds to procure a U.S. flag unless such flag has been manufactured in the United States from materials that have been U.S. grown, produced, or manufactured. The bill specifies exceptions to this prohibition, including an exception if flags of satisfactory quality and sufficient quantity cannot be procured as needed at market prices.

Hunger-Free Summer for Kids Act of 2019 This bill revises the Summer Food Service Program to direct the Department of Agriculture to establish electronic benefit transfer (EBT) cards and off-site consumption as two alternative delivery options for certain children through schools and service institutions in the program. These options shall be available to a child only if (1) the child lives in a rural area or outside of an area in which poor economic conditions exist, and (2) the child is eligible for a free or reduced price lunch and breakfast. In the case of off-site consumption, the option is also available if the summer program is available to the child at a congregate feeding site but (1) the site is closed due to extreme weather conditions, (2) violence or other public safety concerns in the area prevent the child from traveling safely to the site, (3) the site is open not more than four days a week, or (4) the site provides only one meal per day. A state may not operate the EBT card option and the off-site consumption option simultaneously in the same area. Each state desiring to participate in the summer food service program shall include in its annual management and administration plan the state's plans for using one or both of these alternative delivery options.
