Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Premium Reduction Act of 2019 This bill provides funding for grants for states to establish invisible high-risk pool and reinsurance programs through applications for state innovation waivers from certain health insurance coverage requirements. A reinsurance program generally permits health insurance issuers to transfer a portion of the cost of the coverage for enrollees with large claims to the state, thus facilitating the enrollment of higher-risk individuals, including those with preexisting conditions. Similarly, an invisible high-risk pool generally identifies and enrolls higher-risk individuals and the state program pays a percentage of any insurance claims of such enrollees that exceed a predetermined amount. In states that do not establish such programs, the Department of Health and Human Services (HHS) must make market stabilization payments to health insurance issuers. The bill further directs HHS to expedite the review of state innovation waiver applications that include a high-risk pool or reinsurance program. States may model a waiver application on the application of a state that has an approved waiver for such a program.

Credit Access and Inclusion Act of 2019 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Broadband DATA Act

Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

South China Sea and East China Sea Sanctions Act of 2019 This bill imposes sanctions on Chinese persons and entities that participate in certain activities related to China's territorial disputes in the South China Sea and East China Sea and addresses other related issues. The President shall impose property-blocking and visa-denial sanctions on Chinese persons and entities that (1) contribute to development projects in parts of the South China Sea contested by a member country of the Association of Southeast Asian Nations, or (2) engage in actions or policies that threaten the peace or stability in disputed South China Sea areas or in an East China Sea area administered by Japan or South Korea. The bill prohibits U.S. entities from investing in or insuring projects involving sanctioned entities in either sea. The President shall also impose prohibitions and restrictions on correspondent and payable-through accounts related to sanctioned entities if the Office of the Director of National Intelligence determines that China has taken certain actions, such as declaring an air defense identification zone over the South China Sea. The Government Publishing Office shall not publish any resources that portray the contested territories in either sea as part of China, with limited exceptions. The Department of Defense, U.S. flagged vessels, or U.S. aircraft may not take any action that implies recognition of China's claimed sovereignty over contested territories. The State Department shall periodically report to Congress identifying countries that recognize China's claims to the contested territories. Certain types of foreign aid may not be provided to such countries.

United States 5G Leadership Act of 2019 This bill establishes U.S. policy for the commercial deployment and security of fifth generation (5G) networks and the development of the U.S. information and communications technology industry. Specifically, the bill prohibits the use of funds from a universal service support program to buy equipment or services from providers that pose a national security risk (i.e., Huawei Technologies Co. Ltd., Zhongxing Telecommunications Equipment Corporation, or their subsidiaries or affiliates). The bill establishes the Supply Chain Security Trust Fund, from which the Federal Communications Commission must make grants to U.S. communications providers to replace equipment from such entities. Additionally, the bill requires the National Telecommunications and Information Administration to report on steps the federal government is taking to secure deployment and availability of 5G networks, and it requires the Department of Homeland Security to establish an interagency program to share information regarding security, risks, and vulnerabilities with U.S. communications providers. Lastly, the bill prioritizes the use of federal funds to enhance U.S. representation at international 5G standard-setting forums.

No Junk Plans Act This bill nullifies a rule by the Department of Treasury, the Department of Labor, and the Department of Health and Human Services regarding short-term, limited-duration health insurance plans. Short-term, limited-duration health insurance plans are plans that may only offer coverage for a limited amount of time under law and that are exempt from the market requirements of the Patient Protection and Affordable Care Act (e.g., coverage of individuals with preexisting conditions). The rule increases the maximum authorized duration of such plans from less than 3 months (including renewals) to an initial maximum duration of less than 12 months (with a total duration of up to 36 months, including renewals). The rule took effect October 2, 2018.

PFAS Accountability Act of 2019 This bill addresses the remediation of water or land that is contaminated from certain perfluoroalkyl or polyfluoroalkyl substances (PFAS) originating from federal facilities or sites, including the Department of Defense's sites or facilities. PFAS are man-made and may have adverse human health effects. A variety of products contain PFAS, such as nonstick cookware or weatherproof clothing. Upon state request, federal departments or agencies must expedite cooperative agreements with states to address the contamination—or suspected contamination—of drinking water, surface water, groundwater, land surface, or subsurface strata (e.g., rock or soil). The cooperative agreements must meet or exceed the most stringent of the standards enumerated in the bill. If cooperative agreements are not finalized a year after requests are made by states, then the President must provide to Congress reports that include (1) explanations of why cooperative agreements have not been finalized or amended, and (2) projected timelines for finalizing the agreements.

This protection from liability does not apply if (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of alcohol or an intoxicating drug.

Specifically, the bill requires the federal government to prove by clear and convincing evidence that a person is a danger to himself, herself, or others in order for a person to be adjudicated as mentally defective. Veterans must be provided certain notice, including written notice of the effect the ruling may have on their ability to own and possess firearms. For an administrative competency proceeding to be initiated, the Department of Veterans Affairs (VA) must determine (1) that a veteran requires the assignment of a fiduciary due to a finding of mental incompetency; and (2) the VA has a reasonable basis to believe that the person may be a danger to himself, herself, or others.

American Mineral Security Act This bill addresses the availability, development, and production of domestic critical minerals. The President must coordinate the appropriate agencies to implement U.S. policy regarding critical minerals, including to establish an analytical and forecasting capability for identifying critical mineral market factors so as to avoid supply shortages, mitigate price volatility, and prepare for demand growth and other market shifts. Among other things, the bill provides statutory authority for the U.S. Geological Survey to designate and update every three years a list of critical minerals; requires a comprehensive national assessment of every critical mineral; directs the Bureau of Land Management and the Forest Service to complete federal permitting and review processes with maximum efficiency and effectiveness; requires the Department of Energy to conduct a program of research and development to promote the production, use, and recycling of critical minerals, and develop alternatives to critical minerals; directs the Department of Labor to assess the domestic availability of technically trained personnel with the necessary skill set for critical mineral activities; provides for a study to design an interdisciplinary program on critical minerals that will support the critical mineral supply chain and increase domestic critical mineral development; establishes a competitive grant program for institutions of higher education to implement integrated critical mineral education, training, and workforce development programs; and reauthorizes through FY2029 the National Geological and Geophysical Data Preservation Program.

Enhancing Fossil Fuel Energy Carbon Technology Act of 2019 This bill directs the Department of Energy (DOE) to replace its existing fossil energy research and development technology programs with new programs. Under the new programs, DOE must research and develop fossil fuel technology for carbon capture, utilization, storage, or removal. DOE must establish a coal and natural gas technology program to ensure the continued use of domestic coal and natural gas resources through the development of technologies. The technologies must significantly improve the efficiency, effectiveness, costs, and environmental performance of coal and natural gas use. In addition, DOE must establish a research, development, and demonstration carbon storage program and a large-scale carbon sequestration demonstration program. DOE may establish an integrated storage program. DOE must also establish a carbon utilization program to identify and assess novel uses for carbon, carbon capture technologies for industrial systems, and alternative uses for coal. Blue Water Navy Vietnam Veterans Act of 2019 This bill extends the presumption of service-connection for certain diseases associated with herbicide (e.g., Agent Orange) exposure to veterans who served (1) offshore of Vietnam between January 9, 1962, and May 7, 1975, or (2) in or near the Korean Demilitarized Zone between September 1, 1967, and August 31, 1971. Under a presumption of service-connection, specific disabilities or diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill extends eligibility for health care, vocational training and rehabilitation, and monetary allowance to children with spina bifida who have at least one veteran parent who may have been exposed to an herbicide agent while serving in Thailand between January 9, 1962, and May 7, 1975. The Department of Veterans Affairs must report on the Follow-up Study of a National Cohort of Gulf War and Gulf War Era Veterans.

Training the Next Generation of Primary Care Doctors Act of 2019 This bill alters funding provisions, and establishes additional reporting requirements, relating to the Teaching Health Center Graduate Medical Education Program, which is administered by the Health Resources and Services Administration (HRSA). The program supports training for primary-care-physician and dental residents at community-based clinics. The bill (1) establishes certain parameters for payments to approved and newly approved graduate medical-residency training programs, and (2) requires HRSA to publish a report regarding new and expanded programs.
