Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal, receipts derived from borrowing, receipts or outlays of the Social Security and Medicare trust funds, and outlays relating to a natural disaster if the law providing the funds explicitly exempts the funds from the requirement and is agreed to by a majority of each chamber of Congress. The amendment requires the President to annually submit to Congress a budget in which total outlays do not exceed total receipts. The amendment specifies exceptions to the requirements if a declaration of war is in effect, the United States is engaged in military conflict that causes an imminent and serious military threat to national security, economic growth is less than 0%, or the unemployment rate is more than 7%. The amendment prohibits a court from enforcing the requirements by ordering cuts to Social Security or Medicare payments unless the funds available to the trust fund for a program are not sufficient to cover the outlays that would occur during the year if the fund were fully solvent.

Protecting Jessica Grubb's Legacy Act This bill more closely aligns the federal privacy standards for substance use disorder (SUD) patient records with the standards under the Health Insurance Portability and Accountability Act (HIPAA). Specifically, the bill authorizes the disclosure of SUD patient records without a patient's written consent to: (1) a covered entity for the purposes of treatment, payment, and health care operations, as long as the disclosure is made in accordance with HIPAA; and (2) a public health authority, as long as the content of the disclosure meets HIPAA standards regarding de-identified information. Current law authorizes disclosure of SUD patient records without a patient's written consent only to medical personnel in a medical emergency, to specified personnel for research or program evaluations, or pursuant to a court order. The bill also repeals and replaces criminal penalties for certain violations involving SUD patient records with the HIPAA civil penalty structure. It also applies HIPAA criminal penalties to wrongful disclosures of SUD patient records. In addition, the bill expands the current prohibition against using SUD patient records in criminal proceedings to include any use in specified federal, state, and local criminal and civil actions. The bill prohibits certain discrimination based on the release of SUD information under this bill.

Homeless Veterans Prevention Act of 2019 This bill expands programs, and revises policies, related to veterans who are homeless or at risk of homelessness. Currently, grant recipients under the Department of Veterans Affairs (VA) comprehensive service program for homeless veterans receive per diem payments for services furnished to homeless veterans. The bill provides that furnishing care for a dependent in the care of a homeless veteran (who is receiving services from a grant recipient) may count as a service for which grant recipients may receive per diem payments. The bill requires the VA to enter into partnerships with public or private entities to fund a portion of the legal services such entities provide to homeless veterans and veterans at risk of homelessness, including legal services related to housing, family law, criminal defense, and income support. Under the bill, veterans who are receiving assistance under the Housing Choice Voucher Program are eligible for specified VA dental care. The bill repeals the sunset on the authority of the VA and the Department of Labor to carry out a program of referral and counseling for veterans who are at risk of homelessness and are transitioning from certain institutions (e.g., penal institutions). The bill also extends authorization through FY2020 for the VA to provide financial assistance for supportive services for very low-income veteran families in permanent housing. The Government Accountability Office must complete a study of VA assistance to homeless veterans. Finally, the bill repeals an annual reporting requirement related to VA assistance to homeless veterans.

Specifically, the bill expands voter registration and voting access, and limits removing voters from voter rolls. The bill provides for states to establish independent, nonpartisan redistricting commissions. The bill also sets forth provisions related to election security, including sharing intelligence information with state election officials, protecting the security of the voter rolls, supporting states in securing their election systems, developing a national strategy to protect the security and integrity of U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. This bill addresses campaign spending, including by expanding the ban on foreign nationals contributing to or spending on elections; expanding disclosure rules pertaining to organizations spending money during elections, campaign advertisements, and online platforms; and revising disclaimer requirements for political advertising. This bill establishes an alternative campaign funding system for Senate elections. The system involves federal matching of small contributions for qualified candidates. This bill sets forth provisions related to ethics in all three branches of government. Specifically, the bill requires a code of ethics for federal judges and justices, prohibits Senators from serving on the board of a for-profit entity, expands enforcement of regulations governing foreign agents, and establishes additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill also requires candidates for President and Vice President to submit 10 years of tax returns.

Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

Understanding the True Cost of College Act of 2019 This bill requires standardized financial aid terminology and offer forms. The Department of Education (ED) must develop standard terminology and a format for financial aid offer forms based on recommendations from representatives of certain groups, including students, veterans, and institutions of higher education (IHEs). The consumer-friendly form must include specified details and disclosures, including the estimated cost of attendance, financial aid that does not need to be repaid, the net price that a student or family is estimated to pay, work-study employment opportunities, loans the IHE recommends for the student for the academic period covered by the offer, deadlines and the process for accepting financial aid, default rates, the percentage of students who have student loans and the median debt at graduation for students, private loans, scholarships, and the terms and conditions of financial aid. ED must (1) test the form with representatives of students, students' families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups; and (2) use the results to develop the final form. Each IHE that participates in federal student aid programs must (1) use the standard form when offering financial aid to students, and (2) use the standard terminology and definitions developed by ED for all communications related to financial aid offers.

Any recipient of financial assistance for public transportation that operates a rail fixed guideway service must certify that it will not award any contract for the procurement of rail rolling stock for use in public transportation to a manufacturer of rolling stock that is described by this bill. A recipient that operates a rail fixed guideway public transportation system must certify that it has a written plan for identifying and reducing cybersecurity risks.

Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 This bill makes various updates related to Department of Veterans Affairs (VA) transition assistance, mental health care, and telehealth care. First, the bill expands the VA's transition assistance efforts, including by expanding eligibility for VA hospital care and medical services to recently discharged or released veterans during the one-year period following their discharge or release from active service. Next, the bill requires the VA to make grants and take specific actions towards preventing veteran suicide. The bill requires the VA to conduct various studies, implement temporary programs, and issue updated guidelines related to the causes, diagnoses, and treatment of veterans' mental health issues. The VA must conduct a study and establish measurable goals related to the effectiveness of its suicide prevention and mental health outreach materials and campaigns. The bill requires the Government Accountability Office to review and report on several of the VA's efforts, including the effort to integrate mental health care into VA primary care clinics. The bill makes several changes related to the VA's mental health workforce, including expanding direct hiring authority. Among other requirements, the VA must implement the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program and must address staffing shortages of psychiatrists and psychologists. Finally, the bill requires the VA to award grants to entities for the expansion of telehealth capabilities and provision of telehealth services to veterans. Additionally, the VA must assess current telehealth security protocols used by other entities and implement a standardized telehealth security protocol at VA facilities.

Phair Pricing Act of 2019 This bill requires that certain negotiated prices for covered drugs under the Medicare prescription drug benefit be disclosed at the point-of-sale. Specifically, negotiated prices offered under a prescription drug plan (PDP) must be disclosed at the point-of-sale; the disclosed price must include specified adjustments, payments, and fees that are negotiated with the pharmacy (e.g., dispensing fees) by the PDP sponsor or pharmacy benefit manager. Additionally, the Centers for Medicare & Medicaid Services must establish certain quality measures for PDP sponsors to use when determining incentive payments and adjustments (e.g., performance payments) to pharmacies.
