Affordable and Safe Prescription Drug Importation Act This bill addresses the importation of drugs from Canada and other foreign countries. The bill requires the Food and Drug Administration (FDA) to promulgate regulations within 180 days permitting wholesalers, pharmacies, and individuals to import certain prescription drugs from Canada. After two years, The FDA, may permit the importation of prescription drugs from other countries. The bill establishes a process for certifying foreign sellers—a licensed foreign pharmacy or foreign wholesale distributor.

End Taxpayer Subsidies for Drug Ads Act This bill prohibits tax deductions for expenses relating to direct-to-consumer advertising of prescription drugs. "Direct-to-consumer advertising" is any dissemination, by or on behalf of a sponsor of a prescription drug product, of an advertisement that is (1) in regard to the drug product, and (2) primarily targeted to the general public.

Empowering Medicare Seniors to Negotiate Drug Prices Act of 2019 This bill allows the Centers for Medicare & Medicaid Services to (1) negotiate drug prices under the Medicare prescription drug benefit, and (2) institute a price structure for the reimbursement of drugs covered under the benefit.

Natural Resources Management Act This bill sets forth provisions regarding various programs, projects, activities, and studies for the management and conservation of natural resources on federal lands. Specifically, the bill addresses, among other matters land conveyances, exchanges, acquisitions, withdrawals, and transfers; national parks, monuments, memorials, wilderness areas, wild and scenic rivers, historic and heritage sites, and other conservation and recreation areas; wildlife conservation; helium extraction; small miner waivers of claim maintenance fees; wildland fire operations; the release of certain federal reversionary land interests; boundary adjustments; the Denali National Park and Preserve natural gas pipeline; fees for medical services in units of the National Park System; funding for the Land and Water Conservation Fund; recreational activities on federal or nonfederal lands; a national volcano early warning and monitoring system; federal reclamation projects; and search-and recovery-missions. In addition, the bill reauthorizes the Historically Black Colleges and Universities Historic Preservation Program and the National Cooperative Geologic Mapping Program.

No Budget, No Pay Act This bill prohibits Members of Congress from being paid in a fiscal year until both chambers approve the budget resolution and pass all regular appropriations bills for that fiscal year. Retroactive pay is prohibited for such a period.

Government Employee Fair Treatment Act of 2019 This bill requires employees of the federal government or a District of Columbia public employer who are furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2018, to be compensated for the period of the lapse. The employees must be compensated on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave.

Pay Our Coast Guard Act This bill provides continuing appropriations to the U.S. Coast Guard for any period during which interim or full-year appropriations for the Coast Guard are not in effect. The appropriations are provided to the Coast Guard for pay and allowances for members of the Coast Guard, civilian employees, and contractors; the payment of a death gratuity, funeral travel, and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty; and retired pay. The appropriations are provided until the enactment of specified Coast Guard appropriations legislation.

American Miners Act of 2019 This bill transfers certain funds to provide pension and health benefits for retired coal miners who have been affected by issues such as coal company bankruptcies. The Department of the Treasury must transfer additional funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to pay pension benefits required under that plan if the annual limit on transfers under the Surface Mining Control and Reclamation Act of 1977 exceeds the amount required to be transferred for existing obligations of the Abandoned Mine Reclamation Fund. The bill also increases the annual limit on transfers from $490 million to $750 million. The bill also adds miners affected by 2018 coal company bankruptcies to the group whose retiree health benefits are taken into account in determining the amount that Treasury must transfer under current law to the Multiemployer Health Benefit Plan. Additionally, the bill (1) reduces the minimum age for in-service distributions under certain retirement plans, and (2) extends the increased rates for the Black Lung Disability Trust Fund excise tax.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2019 This bill exempts traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

Forever GI Bill Housing Payment Fulfillment Act of 2018 This bill requires the Department of Veterans Affairs (VA) to establish a team of experts to report to Congress addressing issues in the implementation of educational housing assistance for veterans. Specifically, the team will address issues with the payment of educational housing stipends to eligible veterans, as a result of amendments made to the Harry W. Colmery Veterans Educational Assistance Act, commonly known as the Forever GI Bill. Among other things, changes made to the act affected the calculation of the housing stipend amount based on campus location.

Data Care Act of 2018 This bill imposes various duties on online service providers with respect to to their handling of user data, including duties to (1) reasonably secure sensitive data from unauthorized access, (2) refrain from using such data in a way that will result in reasonably foreseeable harm to the end user, and (3) not disclose individual identifying data to another party unless that party is also bound by the duties established in this bill. The bill authorizes the Federal Trade Commission and specified state officials to take enforcement actions with respect to breaches of such duties.

Chronic Wasting Disease Transmission in Cervidae Study Act This bill requires the Animal and Plant Health Inspection Service to contract the National Academy of Sciences to study the predominant pathways and mechanisms of the transmission of chronic wasting disease in wild, captive, and farmed populations of deer, elk, reindeer, and moose populations in the United States.

Advancing Carbon Capture in Energy Generation Act This bill amends the Internal Revenue Code, with respect to the tax credit for advanced coal projects, to: (1) lower the carbon dioxide sequestration requirement to 60% for certain electrical generating units in existence on October 3, 2008, and (2) revise certain technology and environmental performance requirements.

This bill reinstates and extends the authority of the Department of Veterans Affairs to determine and regulate diseases that warrant a presumption of service connection after exposure to a herbicide agent. Under a presumption of service connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits may then be awarded.

This joint resolution nullifies a Department of the Treasury rule (Rev. Proc. 2018-38) that modifies the requirements for information returns filed by certain tax-exempt organizations. The Treasury rule exempts certain tax-exempt organizations that are not 501(c)(3) organizations from the requirement to report the names and addresses of their contributors on returns filed with the Internal Revenue Service (IRS). The organizations must continue to collect and keep the information to make it available to the IRS upon request.

Nuclear Energy Leadership Act This bill amends the Energy Policy Act of 2005 to direct the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; and (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

This joint resolution nullifies a rule by the Department of Treasury, the Department of Labor, and the Department of Health and Human Services regarding short-term, limited-duration health insurance plans. Short-term, limited-duration health insurance plans are plans that may only offer coverage for a limited amount of time under law and that are exempt from the market requirements of the Patient Protection and Affordable Care Act (e.g., coverage of individuals with preexisting conditions). The rule increases the maximum authorized duration of such plans from less than 3 months (including renewals) to an initial maximum duration of less than 12 months (with a total duration of up to 36 months, including renewals). The rule takes effect October 2, 2018.

PFAS Accountability Act of 2018 This bill requires the federal government, on the request of a state, to cooperate with the state to address drinking water, surface water, groundwater, land surface, or subsurface strata contaminated from a perfluorinated compound originating from a federal facility or a former facility, such as a decommissioned military installation. A "perfluorinated compound" means a perfluoroalkyl substance or a polyfluoroalkyl substance that is man made with at least one fully fluorinated carbon atom.

Sanction Terrorist Operations Using Human Shields Act of 2018 or the STOP Using Human Shields Act This bill provides for the imposition of sanctions on members of foreign terrorist organizations, including Hamas and Hizballah, and other foreign persons, agencies, or instrumentalities of foreign states with regard to use of civilians, other specially protected persons, or specially protected property to shield lawful targets from attack or to deliberately cause casualties to such persons or the destruction to such property during an armed conflict.

Recovering America's Wildlife Act This bill requires the Department of the Treasury to transfer $1.3 billion of revenues from energy and mineral development on federal lands to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund and revises requirements governing the uses of and distributions from the fund.

Restore Our Parks Act This bill: (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2018 or the DISCLOSE Act of 2018 This bill expands the ban on election contributions by foreign nationals to include corporations subject to specified levels of ownership or control by foreign nationals. The bill also expands (1) reporting requirements related to campaign contributions, and (2) disclosure requirements related to the funding sources of political advertisements.

Veterans' Compensation Cost-of-Living Adjustment Act of 2018 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2018, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Opportunities to Provide for Illicit Opioid Interdiction and Detection Act of 2018 or the OPIOID Act of 2018 This bill requires the Department of Homeland Security and the U.S. Customs and Border Protection to jointly develop technology to (1) screen mail, items, and containers entering the United States for narcotic drugs; and (2) screen motor vehicles, pedestrian traffic, and cargo entering the United States at a land border port of entry for narcotic drugs.

Credit Access and Inclusion Act of 2018 This bill amends the Fair Credit Reporting Act to allow the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions of the Consumer Credit Protection Act that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Examining Opioid Treatment Infrastructure Act of 2018 This bill requires the Government Accountability Office to report on inpatient and outpatient treatment capacity, availability, and needs, including detoxification programs, clinical stabilization programs, transitional residential support services, rehabilitation programs, treatment programs for pregnant women or adolescents, and treatment through Indian health programs. The report must include the barriers to real-time reporting of drug overdoses at the federal, state, and local level and ways to overcome those barriers.
