Antisemitism Awareness Act of 2024 This bill provides statutory authority for the requirement that the Department of Education’s Office for Civil Rights take into consideration the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

The standards phase in over model years 2027 through 2032.

Informed Lawmaking to Combat Inflation Act This bill requires the Congressional Budget Office to provide inflation estimates for certain legislation that is projected to cause an annual gross budgetary effect of at least 0.25% of the projected gross domestic product of the United States. The estimates must include both the short-term and long-term inflationary effects of the legislation. Specifically, the estimates must determine whether the legislation will have no significant impact on inflation, a quantifiable inflationary impact on the consumer price index or the personal consumption expenditure index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to legislation that (1) provides for emergency assistance or relief at the request of any state, local, or tribal government; or (2) is necessary for the national security or the ratification or implementation of international treaty obligations.

This joint resolution nullifies the final rule issued by the Animal and Plant Health Inspection Service (APHIS) titled Importation of Fresh Beef From Paraguay and published on November 14, 2023. The final rule allows for the importation of fresh (chilled or frozen) beef from Paraguay into the United States under certain conditions. The United States prohibits or restricts the importation of certain animals and animal products to prevent the introduction of various animal diseases, including foot-and-mouth disease (FMD). In response to a request from Paraguay to allow the importation of fresh beef from Paraguay into the United States, APHIS conducted a risk analysis. APHIS concluded that fresh beef could be safely imported from Paraguay, provided that certain conditions are met. These conditions include that (1) FMD has not been diagnosed in the exporting region within the previous 12 months; (2) the meat originated from premises where FMD has not been present during the lifetime of any bovines slaughtered for U.S. meat export; and (3) APHIS may periodically conduct on-site evaluations and subsequent inspections of the slaughter facilities, records, and operations.

The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.

Hire Veterans Act This bill establishes a pilot program, administered by the Office of Personnel Management (OPM), to recruit veterans with relevant strengths and abilities and refer them to positions in federal land management agencies. OPM shall conduct tests of certain strengths and abilities for veterans participating in the program. After testing, federal land management agencies may offer non-competitive career-conditional appointments to such veterans demonstrating necessary strengths and abilities. Such agencies may also refer veterans not demonstrating sufficient strengths and abilities in the tests to training programs, and then re-administer such tests until the veteran qualifies for a non-competitive career-conditional appointment.

Business of Insurance Regulatory Reform Act of 2024 This bill limits the authority of the Consumer Financial Protection Bureau over entities that are regulated by a state insurance regulator. Specifically, the bureau is prohibited from pursuing enforcement against any person regulated by a state insurance regulator and offers a consumer financial product or service, to the extent that the person is engaged in the business of insurance. If a person engaged in the business of insurance is regulated by a state insurance regulator but is otherwise subject to the bureau's enforcement authority, the bureau must construe its authority narrowly.

Enhancing First Response Act This bill requires the Federal Communications Commission (FCC) to report on certain activations of the Disaster Information Reporting System (DIRS). DIRS is a reporting system, activated during severe weather and other events impacting communications service, through which communications providers report outages and other degradations to service. If the system was activated for at least seven days, the FCC must issue a preliminary report that includes information about the number, duration, and nature of all associated outages. The FCC must also hold at least one public field hearing in the area affected by the event, and it must issue a final report that includes recommendations on how to improve the resiliency of affected networks. Separately, the FCC must publish a general report on (1) the volume and nature of 9-1-1 outages that are not required to be reported under current outage notification rules, and (2) the value to public safety agencies of the inclusion of visual information in outage notifications from communications providers. The bill also requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System. Finally, the Office of the Inspector General of the FCC is directed to publish a report on the implementation of Kari’s Law, which requires multiline telephone systems to be preconfigured to allow users to dial 9-1-1 directly from any phone without dialing any additional code or prefix.

Fair Audits and Inspections for Regulators’ Exams Act This bill establishes new requirements for entities responsible for the federal examination of financial intuitions. Specifically, the bill sets deadlines for federal financial regulatory agencies to provide final examination reports and to perform exit interviews of a financial institution. In addition, the agency must list all materials relied upon in support of a material supervisory determination upon the request of the financial institution. The bill also establishes the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. Under the bill, financial institutions have the right to obtain an independent review of a material supervisory determination contained in a final report of examination. The bill sets forth provisions regarding hearings and final decisions. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

The bill requires DOD to provide pay and benefits associated with the appointment retroactive to the later of (1) the date that is 30 days after the date on which the nomination was placed on the Executive Calendar of the Senate, or (2) the date on which the individual would have been appointed but for the suspension of Senate confirmation of appointments.

Iran SDR Exchange Prohibition Act of 2023 This bill prohibits the Department of the Treasury from engaging in transactions involving Special Drawing Rights (SDR) issued by the International Monetary Fund (IMF) and held by Iran. (The SDR is an international reserve asset maintained by the IMF based on contributions from IMF member countries. SDRs may be exchanged between member countries and may also be exchanged for currencies.) Treasury must (1) vigorously advocate that each member of the IMF prohibit transactions of SDRs held by Iran, and (2) direct U.S. representatives to the IMF to use the voice and vote of the United States to oppose any SDR allocation to Iran.
