Expresses the sense of the Senate in support of the Schindler Project's efforts to provide high school seniors with the opportunity to view the film "Schindler's List" and discuss its historical implications and the application of those lessons to contemporary society.

Expresses the sense of the Senate that U.S. policy toward Taiwan should: (1) welcome the President of the Republic of China on Taiwan and other high-level Government officials to the United States; (2) allow unrestricted office calls by all representatives of Taiwan in the United States to all U.S. departments and agencies; (3) send cabinet-level officials to Taiwan on a regular basis; (4) support a proposal in the United Nations for formal observer status for Taiwan, a proposal for its full admission into a wide range of international organizations, and participation of the President of the Republic of China on Taiwan in the Asia Pacific Economic Cooperation forum; (5) change the name of Taiwan's representative office in the United States to the "Taipei Representative Office"; (6) approve defensive arms sales to Taiwan based solely on Taiwan's self-defense needs; (7) require advice and consent of the Senate for the highest level U.S. representative in Taiwan; (8) upgrade the status of the existing American Institute in Taiwan; (9) include a report by the Secretary of State to specified congressional committees on U.S. relations with Taiwan; and (10) raise U.S. concerns about the People's Republic of China's threat to forcefully reunify with Taiwan.

Weather Service Modernization Review Act of 1994 - Directs the Secretary of Commerce to: (1) ensure that the implementation of the National Implementation Plan (Plan) for modernization of the National Weather Service does not result in service degradation in any specific geographic area; and (2) provide for an independent review of the Plan by the National Research Council of the National Academy of Sciences.

Smithsonian Institution Sesquicentennial Commemorative Coin Act - Directs the Secretary of the Treasury to issue five-dollar gold coins and one-dollar silver coins emblematic of the scientific, educational, and cultural significance of the Smithsonian Institution. Mandates that: (1) all but a certain portion of surcharges received from coin sales be paid by the Secretary to the Smithsonian Institution to support programming related to the 150th anniversary and general activities of the Smithsonian Institution; and (2) a certain portion of such surcharges be dedicated to supporting the operation and activities of the National Numismatic Collection at the National Museum of American History.

Economic Development Reauthorization Act of 1994 - Amends the Public Works and Economic Development Act of 1965 to authorize appropriations for grants to public works facilities through FY 1997. Repeals a limitation on financial assistance for sewer and other waste disposal facilities. Requires the Secretary of Commerce to: (1) conduct projects to demonstrate methods of assisting isolated small businesses to access small business services provided by Federal, State, and local governments; and (2) establish three business outreach centers. Directs the Secretary to establish an Office of Strategic Economic Development Planning and Policy within the Economic Development Administration. Establishes a Federal Coordinating Council for Economic Development to develop a government wide strategic plan for economic development. Authorizes appropriations. Requires applicants for economic development assistance to certify that a redevelopment area meets at least one criterion regarding per capita income, unemployment rates, job losses, population growth, employment declines, concentrations of low-income individuals, or outmigration. Voids designations of redevelopment areas made before this Act's enactment. Revises annual review provisions to permit assistance to a project only if the applicant has submitted an overall economic development plan or investment strategy to the Secretary for approval. Provides for approval of existing economic development plans and programs to the maximum extent practicable. Directs the Assistant Secretary for Economic Development to publish guidelines to expedite the processing of applications for assistance under this Act. Requires the Secretary to develop a general, simplified application form for grant assistance under this Act that may be used by all Federal agencies that provide such assistance. Directs the Secretary to conduct biennial evaluations of university centers and economic development districts receiving grant assistance to assess performance and contribution toward job creation. Authorizes assistance to be available for projects on military installations to be closed or realigned or for communities adversely affected by such closure or realignment. Authorizes appropriations.

Expresses the sense of the Congress that the President should actively seek: (1) an international agreement prohibiting the production, possession, transfer, and use of antipersonnel landmines; and (2) in the interim, international agreements to further limit the production, possession, transfer, and use of such landmines. Expresses the sense of the Congress that a U.S. moratorium on the purchase and production of such landmines would encourage other nations to adopt similar measures. Establishes such moratorium for a one-year period beginning 90 days after enactment of this Act. Calls for the President to urge other nations to adopt such a moratorium. Allows the moratorium to be extended. Earmarks funds authorized under the current Department of Defense Authorization Act for improving landmine detection and neutralization. Directs the Administrator of the Agency for International Development and the Secretary of State to jointly submit to the Congress a report containing an analysis of the social, economic, and environmental costs and effects of the use of antipersonnel landmines. Directs the Secretary of Defense to report to the Congress on the total number of U.S. military personnel killed or wounded by such landmines during World War II, the Korean conflict, the Vietnam era, and the Persian Gulf War.

World War II Peace Accords Commemorative Coin Act - Expresses the sense of the Congress that: (1) the 50th anniversary of the signing of the World War II peace accords on the U.S.S. Missouri should not go unrecognized at the national level; and (2) the United States should recognize such anniversary by minting and issuing a commemorative coin. Sets forth specifications for half dollar clad coins. Mandates that the surcharges received from the sale of such coins be paid by the Secretary of the Treasury to the Admiral Nimitz Foundation for the purpose of preserving the Pacific War heritage of the United States.

Expresses the sense of the Senate that for purposes of issuing final regulations regarding religious harassment in the workplace under title VII of the Civil Rights Act of 1964, the Equal Employment Opportunity Commission should: (1) withdraw religion as a category covered by proposed guidelines; (2) hold public hearings; and (3) receive additional public comment before issuing similar new regulations.

Designates September 16, 1994, as National POW/MIA Recognition Day. Requires the display of the National League of Families POW/MIA flag at: (1) all national cemeteries and the National Vietnam Veterans Memorial on May 30, 1994 (Memorial Day), September 16, 1994 (National POW/MIA Recognition Day), and November 11, 1994 (Veterans Day); and (2) the White House, the Capitol Building, and the buildings containing the primary offices of the Secretaries of State, Defense, and Veterans Affairs and the Director of the Selective Service System on September 16, 1994 (National POW/MIA Recognition Day).

Designates August 1, 1994, as Helsinki Human Rights Day. Authorizes the President to reassert America's commitment to the Helsinki Accords and requests him to: (1) convey to all signatories of the Accords that respect for human rights and fundamental freedoms is a vital element of further progress in the ongoing Helsinki process; and (2) develop new proposals to advance the human rights objectives of such process to address the major problems that remain.

Family Cancer Screening and Research Partnership Act of 1994 - Amends the Public Health Service Act to authorize the Director of the National Cancer Institute to provide matching research awards for breast, cervical, and prostate cancer treatment research. Authorizes grants for breast, cervical, and prostate screening for low-income or geographically isolated persons. Authorizes appropriations.

Volunteer Firefighter and Rescue Squad Worker Act - Amends the Fair Labor Standards Act of 1938 to exclude from coverage any employee fire fighters or rescue squad members during the period in which they volunteer their services at a location where they are not employed. Waives overtime compensation requirements when fire fighters or rescue squad members volunteer their services to their employer and sign a legally binding waiver. Prohibits employer coercion of such volunteering.

Amends Federal law (known as the Intergovernmental Personnel Act) to treat the assignment of: (1) a Federal agency employee to another organization (especially a federally funded research and development center (FFRDC)) in the same way as an assignment of a Federal agency employee to a State or local government; and (2) an employee of another organization (especially an FFRDC) in the same way as an assignment of a State or local government employee to a Federal agency.

Historically Black Colleges and Universities Historic Building Restoration and Preservation Act - Directs the Secretary of the Interior to make grants to historically black colleges and universities for the preservation and restoration of historic buildings and structures on their campuses. Requires a grantee to covenant, for the period of time specified by the Secretary, that: (1) no alteration shall be made to the property with respect to which the grant is made without the concurrence of the Secretary; and (2) reasonable public access to such property shall be permitted for interpretive and educational purposes. Limits the Federal share of a grant for a building or structure listed on the National Register of Historic Places to 50 percent of the cost of the grant project. Authorizes the Secretary to waive the cost-share requirement if an extreme emergency exists or if such a waiver is in the public interest to assure the preservation of historically significant resources. Directs the Secretary to make such grants from amounts made available to carry out the National Historic Preservation Act of 1966. Limits amounts made available for this Act for FY 1995 through 1998. Earmarks funds for FY 1995 for grants to: (1) Fisk University; and (2) historically black colleges and universities identified for inclusion in the Department of the Interior Historically Black College and University Historic Preservation Initiative.

TABLE OF CONTENTS: Title I: Private Securities Litigation Title II: Financial Disclosure Private Securities Litigation Reform Act of 1994 - Title I: Private Securities Litigation - Amends the Securities Exchange Act of 1934 (the Act) to prohibit brokers or dealers from soliciting or accepting referral fees from an attorney for obtaining the representation of a customer in any implied private action. Prohibits the use of disgorgement funds resulting from actions brought by the Securities Exchange Commission (the Commission) to pay legal expenses incurred by private parties seeking distribution of such funds. Modifies the guidelines for class action litigation, including: (1) recovery by named plaintiffs in the same manner as all other members of the class; (2) court determination of conflicts of interest on the part of counsel with a beneficial interest in the securities that are the subject of the litigation; (3) restrictions on settlements under seal; (4) restrictions on payment of attorney's fees from settlement funds; (5) disclosure of settlement terms to class members; (6) special verdicts; and (7) the threshold enabling a plaintiff to obtain certification as representative for the class. Prescribes procedural guidelines for alternative dispute resolution. Establishes a limitations period for implied private rights of action. Provides for a court-appointed guardian ad litem or class action steering committee to oversee counsel and settlement offers for the plaintiff class. Delineates the requirements for securities fraud actions. Amends the Racketeer Influenced and Corrupt Organizations statute to exclude from its purview an action involving fraud in the sale of securities. Title II: Financial Disclosure - Directs the Commission to re-examine the regulatory and judicial framework with respect to predictive statements ("forward-looking statements") concerning the future economic performance of an issuer of securities. Amends the Securities Exchange Act of 1934 to prescribe litigation procedures governing safe harbors for forward-looking statements. Modifies requirements for audits conducted by an independent public accountant of an issuer's financial statements to include procedures to: (1) detect illegal acts; (2) identify related party transactions material to financial statements; and (3) evaluate an issuer's ability to continue as a going concern. Sets forth notification and reporting guidelines for a public accountant who detects illegal activities during the course of an audit. Limits such auditor's liability for complying with such guidelines. Establishes civil penalties for an auditor's noncompliance with this Act. Modifies the allocation of damages scheme to distinguish between primary degrees of responsibility and the application of proportionate liability. Directs the Commission to establish a Public Auditing Self-Disciplinary Board (the Board). Prohibits a public accounting firm from furnishing an accountant's report on any document required to be filed with the Commission unless it has registered with the Board. Requires the Board to establish guidelines for: (1) investigations and disciplinary proceedings against public accounting firms; and (2) criteria for certification of public accountant peer review organizations. Grants the Commission responsibility for oversight of the Board. Includes within Board jurisdiction a foreign public accounting firm that furnishes accountant's reports on any document required to be filed with the Commission.

A Child is Waiting Resolution - Expresses the sense of the Congress that: (1) any health care reform legislation include guaranteed full funding for the special supplemental food program for women, infants, and children (WIC); and (2) specified amounts should be made available to move toward such full funding goal.

United States Botanic Garden Commemorative Coin Act of 1995 - Directs the Secretary of the Treasury to: (1) issue one-dollar silver coins for a one-year period to commemorate the 175th anniversary of the founding of the United States Botanic Garden; and (2) distribute all surcharges from the coin sales to the National Fund for the United States Botanic Garden.
