Protect Act This bill adds, among other provisions, requirements to the Health Insurance Portability and Accountability Act of 1996 for private health insurance plans with respect to preexisting conditions, guaranteed enrollment, and discrimination based on health-related factors. Specifically, the bill prohibits private health insurance plans from (1) limiting or excluding benefits covering preexisting conditions; (2) denying enrollment to employers or individual applicants, subject to specified limits; (3) establishing rules for eligibility based on an individual's health status; or (4) requiring an individual to a pay higher premium than similarly situated individuals enrolled in the plan based the individual's health status. Additionally, the bill prohibits plans from collecting genetic information in connection with issuing health insurance and provides requirements for workplace wellness programs connected to health insurance.

Gold Star Spouses and Spouses of Injured Servicemembers Leasing Relief Expansion Act of 2019 This bill authorizes spouses of military servicemembers to terminate leases of premises and motor vehicles in certain situations. Specifically, the bill allows the spouse of a servicemember lessee to terminate the leases within one year of the date on which the servicemember incurs a catastrophic injury or illness connected with their military service. The bill also allows the spouse of a servicemember lessee who died in military service to terminate a motor vehicle lease within one year of the death of the servicemember.

This resolution states that it is U.S. policy to (1) commemorate the Armenian Genocide, the killing of 1.5 million Armenians by the Ottoman Empire from 1915 to 1923; (2) reject efforts to associate the U.S. government with efforts to deny the existence of the Armenian Genocide or any genocide; and (3) encourage education and public understanding about the Armenian Genocide.

Keeping Girls in School Act This bill authorizes the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. The USAID shall seek to ensure that such activities meet various requirements related to monitoring and evaluating outcomes, collecting data, and adhering to gender-equality promotion policies. The Department of State shall periodically update and report to Congress a publicly available U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, may serve as the initial version of the strategy. The USAID shall periodically report to Congress on the activities initiated under this bill and efforts to monitor and evaluate such activities.

Revitalizing Underdeveloped Rural Areas and Lands (RURAL) Act This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

This resolution recognizes March 29, 2019, as the bicentennial of the birth of Rabbi Isaac Mayer Wise, founder of the Central Conference of American Rabbis and the organizations now known as the Union for Reform Judaism and the Hebrew Union College-Jewish Institute of Religion. The resolution recognizes the outstanding accomplishments of Rabbi Wise. It congratulates the Central Conference of American Rabbis on the 130th anniversary of its founding.

Securing America's Ports of Entry Act of 2019 This bill requires U.S. Customs and Border Protection (CBP) to increase the number of field operations officers to specified levels. If the CBP does not adequately increase personnel, the Government Accountability Office must report on CBP hiring practices.

This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. Armed Forces who participated in the operations, thanks the young people of Normandy and the United States for their involvement in events celebrating the anniversary of the Normandy landings, recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List, and requests the President to issue a proclamation calling on the people of the United States to observe the 75th anniversary.

Bolstering Long-Term Understanding and Exploration of the Great Lakes, Oceans, Bays, and Estuaries Act or the BLUE GLOBE Act This bill addresses data collection and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts. Specifically, the bill increases domestic and international coordination to enhance data management and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts; creates the Interagency Ocean Exploration Committee to promote the exploration and improved understanding of the oceans; revises the Ocean Policy Committee to the Committee on Ocean Policy; establishes a technology innovation task force to combat illegal, unreported and unregulated fishing; requires the National Oceanic and Atmospheric Administration (NOAA) to develop a workforce development program, including to support undergraduate and graduate education in fields related to the advancement of the monitoring, collection, synthesis, and analysis of data regarding the Great Lakes, oceans, bays, estuaries, and coasts; requires NOAA to ensure that a goal of its cooperative institutes is to advance or apply emerging technologies; requires NOAA to establish opportunities to engage indigenous, subsistence, and fishing communities to better understand their needs; institutes an ocean innovation prize to catalyze the rapid development and deployment of data collection and monitoring technology; reauthorizes several NOAA programs, including the Ocean Exploration Program; directs relevant federal agencies to measure the value and impact of industries related to the Great Lakes, oceans, bays, estuaries, and coasts on the U.S. economy; and requires the National Academy of Sciences to assess the potential for an Advanced Research Projects Agency-Oceans.

Providing Officers With Electronic Resources Act or the POWER Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to make grants to law enforcement agencies to purchase a chemical screening device and to train personnel to use, and interpret data collected by, such device.

Nuclear Energy Leadership Act This bill addresses nuclear energy innovation. Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

This resolution lauds the North Atlantic Treaty Organization (NATO) for its contributions to the safety, security, and democratic systems of its member states, and reaffirms U.S. commitment to NATO's mission. Shark Fin Sales Elimination Act of 2019 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Unfunded Mandates Accountability Act This bill revises rulemaking requirements with respect to unfunded mandates. Specifically, the bill (1) requires federal agencies to prepare and publish in the Federal Register an initial and final regulatory impact analysis prior to promulgating any proposed or final rule that may have an annual effect on the economy of $100 million or more (adjusted for inflation); (2) requires consideration of regulatory alternatives to the rule and requires the selection of the least costly, most cost-effective, or least burdensome alternative; (3) exempts from such requirements rules that concern monetary policy proposed or implemented by the Board of Governors of the Federal Reserve System or the Federal Open Market Committee; and (4) expands judicial review of agency rulemaking. The bill extends certain budgetary requirements to independent regulatory agencies.

Independent Agency Regulatory Analysis Act This bill authorizes the President to require an independent regulatory agency to (1) comply with regulatory analysis requirements applicable to other federal agencies, (2) provide the Office of Information and Regulatory Affairs with an assessment of the costs and benefits of a proposed or final economically significant rule and an assessment of costs and benefits of potentially effective and reasonably feasible alternatives to the rule, (3) publish the assessments with the rules, and (4) submit to the office for review any proposed or final economically significant rule. An economically significant rule is a rule that is likely to (1) have an annual effect on the economy of $100 million or more; or (2) adversely affect in a material way the economy, a sector of the economy, productivity, competition, jobs, the environment, public health or safety, or state, local, or tribal governments or communities. In addition, it prohibits judicial review of an independent regulatory agency's compliance with the requirements of this bill.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

Jumpstart Our Businesses by Supporting Students Act of 2019 or the JOBS Act of 2019 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

Pension Accountability Act This bill revises the rules for voting on the suspension of pension benefits under multiemployer plans in critical and declining status. The bill changes the voting procedure for suspending plan benefits to provide that a suspension shall go into effect unless a majority of plan participants and beneficiaries who cast a vote (currently, a majority of all plan participants and beneficiaries) reject the suspension. The bill also eliminates the authority of the Department of the Treasury, in the case of systemically important plans, to override a vote of plan participants to reject a suspension. A plan is systemically important if projected financial assistance to the plan will exceed $1 billion if suspensions are not implemented.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 This bill makes various updates related to Department of Veterans Affairs (VA) transition assistance, mental health care, and telehealth care. First, the bill expands the VA's transition assistance efforts, including by expanding eligibility for VA hospital care and medical services to recently discharged or released veterans during the one-year period following their discharge or release from active service. Next, the bill requires the VA to make grants and take specific actions towards preventing veteran suicide. The bill requires the VA to conduct various studies, implement temporary programs, and issue updated guidelines related to the causes, diagnoses, and treatment of veterans' mental health issues. The VA must conduct a study and establish measurable goals related to the effectiveness of its suicide prevention and mental health outreach materials and campaigns. The bill requires the Government Accountability Office to review and report on several of the VA's efforts, including the effort to integrate mental health care into VA primary care clinics. The bill makes several changes related to the VA's mental health workforce, including expanding direct hiring authority. Among other requirements, the VA must implement the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program and must address staffing shortages of psychiatrists and psychologists. Finally, the bill requires the VA to award grants to entities for the expansion of telehealth capabilities and provision of telehealth services to veterans. Additionally, the VA must assess current telehealth security protocols used by other entities and implement a standardized telehealth security protocol at VA facilities.

Higher Education Access and Success for Homeless and Foster Youth Act This bill revises provisions related to financial aid and higher education programs for children and youths who are homeless or in foster care. It requires institutions of higher education (IHEs) participating in financial aid programs to, among other things, simplify the financial aid determinations process for these students. It also requires IHEs to designate a staff liaison to assist these students with support services, programs, and community resources in a variety of areas, including financial aid and housing. The bill also requires these students to receive in-state tuition rates at public IHEs. Under current law, some states offer these students in-state tuition or provide them with tuition waivers.

Housing for Homeless Students Act of 201 9 This bill modifies the low-income housing tax credit to allow certain low-income building units that provide housing for homeless children, youth, or veterans who are full-time students to qualify for the credit. To qualify for the credit, the full-time student must have been a homeless child or youth during any portion of the seven-year period prior to occupying the housing unit or a homeless veteran during any portion of the five-year period prior to occupying the unit.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Assuring that Robust, Thorough, and Informed Congressional Leadership is Exercised Over National Emergencies Act or the ARTICLE ONE Act This bill terminates a declaration of national emergency made by the President after 30 days unless Congress votes to extend the declaration. (Currently, Congress can cancel an emergency declaration only by passing a resolution that can withstand a presidential veto.) The bill establishes procedures for congressional review of declarations of national emergencies. The President shall (1) transmit specified information to Congress with any proclamation declaring or renewing a national emergency, including a description of the circumstances necessitating the declaration or renewal of a national emergency declaration and its estimated duration; and (2) report periodically on the status of the emergency.

New Markets Tax Credit Extension Act of 201 9 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2018, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2018).

Middle Class Health Benefits Tax Repeal Act of 201 9 This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

Miners Pension Protection Act This bill transfers certain funds to provide pension benefits for retired coal miners who have been affected by issues such as coal company bankruptcies. The Department of the Treasury must transfer additional funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to pay pension benefits required under that plan if the annual limit on transfers under the Surface Mining Control and Reclamation Act of 1977 exceeds the amount required to be transferred for existing obligations of the Abandoned Mine Reclamation Fund. The bill also increases the annual limit on transfers from $490 million to $750 million. The bill also allows in-service distributions under a pension plan or governmental section 457(b) plan at age 59-1/2 (currently age 62).

Otto Warmbier Banking Restrictions Involving North Korea Act of 2019 This bill expands sanctions and reporting requirements related to North Korea and revises provisions related to combating human trafficking. The Department of the Treasury shall impose asset-related sanctions on persons that knowingly provide significant financial services to any person that is subject to various sanctions, including those covered in any United Nations Security Council (UNSC) resolution. The President may impose sanctions on persons that take certain actions related to North Korea, including knowingly (1) engaging in transactions in goods such as coal, or (2) contributing to a violation of a UNSC resolution through a significant transfer of property. A country that has transacted in defense articles with North Korea shall be barred from receiving certain U.S. assistance for five years, whereas currently the prohibition lasts for two years. The President's annual report to Congress on the implementation of UNSC resolutions shall include information on countries that fail to prohibit certain activities related to North Korea, such as the unauthorized clearing of funds. The bill also imposes various reporting requirements, such as requirements for Treasury to report on how North Korea's government exploits beneficial ownership rules to access the international financial system. The bill authorizes each state to adopt measures to require the divestment of the state's assets from North Korea-related investments. Treasury shall designate an office to coordinate efforts to combat the illicit financing of human trafficking. The Interagency Task Force to Monitor and Combat Trafficking shall report to Congress recommendations for strengthening anti-money-laundering efforts in relation to human trafficking.

Biologic Patent Transparency Act This bill requires the holder of a license to market a biologic drug to disclose all patents believed to be covering that drug. The bill also directs the Department of Health and Human Services (HHS) to make such information publicly available. (Biologics are drugs produced through natural processes or isolated from natural sources.) The holder of a market approval license for a biologic product shall submit a list to HHS of all patents that the holder reasonably believes would be infringed by an unauthorized person making, using, offering to sell, selling, or importing that product. The license holder shall update HHS as to any relevant patents granted after the initial submission and as to listed patents that were later invalidated or rendered unenforceable. If a patent that should have been listed was not timely disclosed to HHS, the patent holder may not sue for infringement of that patent. HHS shall publish an easily searchable list of all biologics that have received market approval or for which an application for approval has been filed. The list shall contain information including (1) the official and proprietary name of the product, (2) the patents the license holder has listed under this bill, (3) whether various market exclusivity periods apply to the product, and (4) information about whether the product is interchangeable with another biologic product.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2019 This bill directs the U.S. Postal Service (USPS) to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold. If the USPS destroys one or more such stamps before this bill's enactment, it shall print and sell the same number of such stamps.

"Six Triple Eight" Congressional Gold Medal Act of 2019 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the "Six Triple Eight") in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

State Transportation Flexibility Act This bill provides flexibility for a state to opt out of the federal-aid highway program. Specifically, the bill requires the Department of Transportation (DOT) to implement a direct federal-aid highway program that permits a state to (1) waive its right to receive funds under the program, and (2) receive a prorated amount of taxes apportioned to the Highway Trust Fund (other than for the Mass Transit Account); sets forth responsibilities for states that elect to waive their rights, including that such states must agree to obligate or expend program amounts exclusively for projects that are eligible for surface transportation program funding; and directs DOT to implement a similar alternative funding program for public transportation programs.

Mobile Workforce State Income Tax Simplification Act of 201 9 This bill prohibits the wages or other remuneration earned by an employee who performs employment duties in more than one state from being subject to income tax in any state other than (1) the state of the employee's residence, and (2) the state within which the employee is present and performing employment duties for more than 30 days during the calendar year. The bill exempts employers from state income tax withholding and information reporting requirements for employees not subject to income tax in the state under this bill. For the purposes of determining penalties related to an employer's state income tax withholding or reporting requirements, an employer may rely on an employee's annual determination of the time expected to be spent working in a state in the absence of fraud or collusion by such employee. For the purposes of this bill, the term "employee" excludes professional athletes; professional entertainers; production employees who perform services in connection with certain film, television, or other commercial video productions; and public figures who are persons of prominence who perform services for wages or other remuneration on a per-event basis.

Hidden Figures Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and President pro tempore of the Senate to arrange for the presentation of one Congressional Gold Medal to Katherine Johnson, in recognition of her service to the United States as a mathematician; one Congressional Gold Medal to Dr. Christine Darden, for her service to the United States as an aeronautical engineer; two Congressional Gold Medals in commemoration of the lives of Dorothy Vaughan and Mary Jackson, in recognition of their service to the United States during the Space Race; and one gold medal in recognition of all the women who served as computers, mathematicians, and engineers at the National Advisory Committee for Aeronautics and the National Aeronautics and Space Administration (NASA) between the 1930s and the 1970s.

Recovering Excessive Funds for Unused and Needless Drugs Act of 2019 or the REFUND Act of 2019 This bill requires drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services (CMS) in relation to discarded amounts (i.e., amounts remaining after administration) of single-dose vial drugs that are covered under Medicare. Manufacturers that fail to comply are subject to civil penalties. The CMS must determine rebate amounts based on payment claims from providers. (Currently, providers may receive payment under Medicare for discarded amounts of single-dose vial drugs through the use of a specific claims modifier.)

Ensuring Medicaid Provides Opportunities for Widespread Equity, Resources, and Care Act or the EMPOWER Care Act This bill extends funding through FY2023 for the Money Follows the Person Rebalancing Demonstration Program and otherwise revises the program. (Under this program, the Centers for Medicare & Medicaid Services may award grants to state Medicaid programs to assist states in increasing the use of home and community care for long-term care and decreasing the use of institutional care.)

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in certain circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Restore Our Parks Act This bill (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting the priority deferred maintenance needs of the National Park Service.
