Let Everyone Get Involved in Opportunities for National Service Act or the LEGION Act This bill authorizes The American Legion to expand membership eligibility to include veterans and servicemembers who served during times that were not designated periods of war. Currently, only veterans and servicemembers who served during periods of time specified by Congress are eligible to join The American Legion.

This resolution affirms the U.S. government's support of Ukraine's democratic reforms, territorial integrity, and autocephaly for an independent Orthodox Church of Ukraine; honors the Ukrainians who fought in the 2014 Ukrainian Revolution; condemns Russia's military incursions and ongoing malicious activities toward Ukraine; asserts that the Nord Stream 2 pipeline presents a threat to European security and Ukraine's economy; and calls upon the U.S. government and its allies to maintain sanctions against Russia until it ceases to violate its international obligations towards Ukraine.

Justice for Victims of Lynching Act of 2019 This bill establishes a new criminal civil rights violation for lynching. Specifically, a person who conspires to commit certain civil rights offenses (e.g., a hate crime act) is subject to criminal penalties.

Prescription Drug Monitoring Act of 2019 This bill expands the notification and reporting requirements with respect to potentially addictive prescription drugs for states receiving funds for a Prescription Drug Monitoring Program (PDMP). Dispensers of these drugs, which includes substances listed in schedule II, III, or IV of the Controlled Substances Act, must consult with the PDMP before starting treatment involving such drugs and report each prescription of such drugs to the PDMP within 24 hours. The state agency administering a PDMP must analyze reported data for patterns of controlled substance misuse or abuse and provide certain information to law enforcement, the public, and other states.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill revises and expands criminal provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Law Enforcement Officers Equity Act This bill expands the definition of law enforcement officer under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include (1) federal employees whose duties encompass the investigation or apprehension of suspected or convicted criminals and who are authorized to carry a firearm; (2) Internal Revenue Service employees whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns; (3) U.S. Postal Inspection Service employees; (4) Department of Veterans Affairs police officers; and (5) certain U.S. Customs and Border Protection employees who are seized-property specialists with duties relating to custody, management, and disposition of seized and forfeited property. The bill deems service performed by an incumbent law enforcement officer on or after the enactment date of this bill to be service performed as a law enforcement officer for retirement purposes. The past service of such incumbents shall be treated as service performed by a law enforcement officer for retirement purposes only if a written election is submitted to the Office of Personnel Management within five years after the enactment of this bill or before separation from government service, whichever is earlier. An incumbent who makes an election before the enactment of this bill may pay a deposit into the Civil Service Retirement and Disability Fund to cover prior service. A law enforcement officer shall not be subject to mandatory separation under CSRS or FERS during the three-year period beginning on the enactment of this bill.

President George H. W. Bush and Barbara Bush Coin Act This bill requires the issuance of $1 coins bearing the image of President George H.W. Bush for a one-year period beginning on January 1, 2019, and bullion coins bearing the image of Barbara Bush during that same period.

Great Lakes Fishery Research Authorization Act This bill authorizes the U.S. Geological Survey (USGS) to conduct monitoring, scientific assessments, and research in support of fisheries within the Great Lakes Basin between the United States and Canada. The USGS shall (1) execute a comprehensive, multi-lake, freshwater fisheries science program; (2) work cooperatively with regional, state, tribal, and local governments; and (3) consult with interested groups, including academia and Canadian agencies. The USGS may provide deepwater ecosystem research, fish behavior and habitat reports, fish population assessments, invasive species research, use of biological equipment and laboratory capabilities necessary to support fishery management decisions, and studies that assess impacts on Great Lakes fishery resources.

Creating Advanced Streamlined Electronic Services for Constituents Act of 2019 or the CASES Act This bill directs the Office of Management and Budget (OMB) to require each federal agency to accept electronic identity proofing and authentication processes that allow an individual, under the Privacy Act, to access the individual's records or to provide prior written consent for the disclosure of the individual's records. OMB must (1) create a template for electronic consent and access forms, and (2) require each agency to accept such forms from any individual properly identity proofed and authenticated.

Fair Chance to Compete for Jobs Act of 2019 or the Fair Chance Act This bill prohibits federal agencies and federal contractors from requesting that applicants for employment disclose criminal history record information before receiving a conditional offer of employment. Agencies may not require an individual or sole proprietor who submits a bid for a contract to disclose criminal history record information regarding that individual or sole proprietor before determining the apparent awardee. The bill (1) sets forth positions to which such prohibitions shall not apply; and (2) requires the Office of Personnel Management (OPM), the General Services Administration (GSA), and the Department of Defense (DOD) to issue regulations identifying additional positions with respect to which the prohibition shall not apply. The OPM, the Office of Congressional Workplace Rights, the Administrative Office of the United States Courts, the GSA, and DOD must (1) establish procedures for submitting complaints about, and taking actions against, agency employees and contractors for violating such prohibitions and for appealing such an action; and (2) issue regulations to implement this bill. The Bureau of Justice Statistics, in coordination with the Bureau of the Census, must design and initiate a study on the employment of individuals who are released from federal prison after completing a term of imprisonment for a federal criminal offense.

Fairness for High-Skilled Immigrants Act of 2019 This bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

Trade Security Act of 2019 This bill revises provisions related to the adjustment of U.S. imports due to a national security threat. The bill allows Congress to block a presidential import adjustment through a joint resolution. This provision retroactively applies to adjustments made on or after July 1, 2018. However, it shall not apply to specified steel and aluminum import adjustments. The Department of Defense (currently, the Department of Commerce) must investigate the national security threat of a U.S. import, and report to the President the results of that investigation. Commerce must provide recommendations regarding such imports upon request by the President.

Craft Beverage Modernization and Tax Reform Act of 2019 This bill modifies the tax treatment of certain alcoholic beverages to exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; permit the transfer of beer between bonded facilities without payment of tax; increase the amount of the small wine producer tax credit and expand the categories of producers covered by such credit; allow an adjustment to the producer credit for hard cider; and modify the alcohol content limitations that apply to certain wines for tax purposes. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. The bill also increases funding for the Alcohol and Tobacco Tax and Trade Bureau.

Advancing International and Foreign Language Education Act This bill reauthorizes through FY2025 and otherwise revises international education programs. These programs provide grants to institutions of higher education and related entities to (1) enhance instruction in international and foreign language studies, and (2) promote international business skills and education. First, the bill reauthorizes programs related to international and foreign language studies. Specifically, it extends (1) the Graduate and Undergraduate Language and Area Centers and Programs, which include the National Resource Centers program; (2) the Language Resource Centers; (3) the Undergraduate International Studies and Foreign Language Programs; and (4) the American Overseas Research Centers. Next, the bill reauthorizes the Foreign Language and Area Studies Fellowships program. It also revises the program to permit graduate students to receive a stipend for the beginning, intermediate, or advanced study of a foreign language related to the student's area of specialization. Further, the bill extends the Technological Innovation and Cooperation for Foreign Information Access program. It also modifies the program, such as by (1) revising the types of available grants, and (2) allowing the Department of Education to establish a national database on international and foreign language education. Finally, the bill reauthorizes programs related to international business skills and education. Specifically, it reauthorizes the Centers for Business Education program. It also reauthorizes the Education and Training program and otherwise makes changes to the program, including by (1) renaming the program; and (2) mandating certain program activities, such as the incorporation of specified programs and studies into professional education and technical training curricula.

Linear Generator Parity Act This bill modifies the tax credit for investments in energy property to make qualified fuel cell property (certain fuel cell power plants) that uses an electromechanical process eligible for the credit.

Advancing Care for Exceptional Kids Act of 2019 or the ACE Kids Act of 2019 This bill establishes a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. States must determine payment methodologies in accordance with specified requirements; payments also temporarily qualify for an enhanced federal matching rate.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

DHS Cyber Hunt and Incident Response Teams Act of 2019 This bill requires the Department of Homeland Security's National Cybersecurity and Communications Integration Center to maintain cyber-hunt and incident-response teams to assist with activities such as restoring services following a cyber incident and identifying cybersecurity risks and unauthorized cyber activity.

E-Verify Act of 2019 This bill requires the Department of Homeland Security (DHS) to develop an electronic employment eligibility verification system modeled after and to replace E-Verify, which allows employers and recruiters to verify the immigration status of new hires and employees. The bill also requires all employers to use this new system and addresses other related issues. Currently, only some employers, such as federal contractors, are required to use E-Verify. The bill phases in the mandatory use of the system with different deadlines for various types of employers to start using the system. Generally, all employers must use the system within four years of the system's implementation. An employer who takes an employment-related action based on good faith reliance on the system shall not be liable in a civil or criminal case based on that action. DHS shall (1) develop various tools, including a photo checking tool for employers and a tool for an individuals to verify their own status; (2) establish procedures to allow individuals to stop the system from using identifying information belonging to that individual or that individual's child; (3) establish procedures to allow individuals to file complaints about violations relating to the employment of unauthorized aliens; and (4) provide grants to states that allow DHS to access driver's license information to use with the system. The bill also increases civil and criminal penalties related to employing unauthorized aliens. Employers convicted of hiring unauthorized aliens may be debarred from receiving federal contracts, grants, and cooperative agreements.

Home Health Care Planning Improvement Act of 2019 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant. Currently, coverage is provided only for services ordered by a physician.

Biennial Budgeting and Appropriations Act This bill requires biennial budget resolutions, appropriations bills, and government strategic and performance plans, instead of the annual budget process required under current law. The bill specifies that budget biennium is the two consecutive fiscal years beginning on October 1 of any odd-numbered year. The Office of Management and Budget must report to Congress on the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period.

Streamlining Energy Efficiency for Schools Act This bill requires the Office of Energy Efficiency and Renewable Energy to act as the lead federal agency for coordinating and disseminating information on existing federal programs that support energy efficiency, renewable energy, and energy retrofitting projects for schools and outlines the requirements for such coordination and outreach.

Christa McAuliffe Commemorative Coin Act of 2019 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

Preserving America's Battlefields Act This bill reauthorizes through FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the American Battlefield Protection Program to include the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

Emergency Relief for Federal Workers Act of 2019 This bill allows federal employees who are affected by a government shutdown to make certain penalty-free withdrawals from their Thrift Savings Plan (TSP) accounts. The bill waives various penalties and requirements that would otherwise apply to TSP distributions and loans during a government shutdown.

Modernizing Congressional Reporting Act of 2019 This bill requires that any (1) report or other recorded information required to be submitted to Congress by an agency and any response from an agency to a request by a congressional office shall only be transmitted in an acceptable electronic format; and (2) structured data included in or with, or used to create any chart included in or with, any report or recorded information shall be transmitted in such format. Agencies must publish these reports and associated data on their public websites.

Access to Congressionally Mandated Reports Act This bill requires the Government Publishing Office (GPO) to establish and maintain a publicly available website containing copies of all congressionally mandated reports. A federal agency must submit a congressionally mandated report and specified information about the report to the GPO concurrently with submission of the report to Congress. Federally chartered organizations and the Government Accountability Office are excluded from the requirements of this bill. The Office of Management and Budget must issue guidance to federal agencies on the bill's requirement for agencies to submit copies of congressionally mandated reports and related information to the GPO. At least annually by April 1, the Library of Congress must submit to the GPO a list of all congressionally mandated reports from the previous year.

Child Custody Protection Act of 2019 This bill establishes new criminal offenses related to the transportation of a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. A violator is subject to criminal penalties—a fine, up to one year in prison, or both. The bill provides an exception for an abortion that is necessary to save the life of a minor whose life is endangered by a physical disorder, illness, or condition. Additionally, the bill prohibits and imposes criminal penalties on an individual who commits incest with a minor and knowingly transports the minor across a state line to receive an abortion.

Bureau of Consumer Financial Protection-Inspector General Reform Act or CFPB-IG Act This bill repeals the authority of the Federal Reserve Board to appoint the Inspector General of the Consumer Financial Protection Bureau (CFPB). The CFPB Inspector General shall be appointed by the President, by and with the advice and consent of the Senate.

Conscience Protection Act of 2019 This bill provides statutory authority for certain restrictions prohibiting discrimination against health care providers that refuse to perform abortions. Specifically, the bill prohibits the federal government, as well as state and local governments that receive federal financial assistance for health-related activities, from penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortions. Currently, similar provider nondiscrimination requirements apply to certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), and qualified health plans offered through health insurance exchanges. Annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies have also included similar language (the Weldon Amendment). The HHS Office for Civil Rights, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity and may include money damages against such entity.

Promotion and Expansion of Private Employee Ownership Act of 201 9 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill extends to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an "ESOP business concern" and allows such a concern to continue to qualify as a small business for the purposes of programs under the Small Business Act. An "ESOP business concern" is a business concern that was a small business concern eligible for a loan, preference, or other program under the Small Business Act before more than 49% of the business concern was acquired by an ESOP.

Department of Energy Veterans' Health Initiative Act This bill directs the Department of Energy (DOE) to establish a research program in artificial intelligence and high-performance computing that is focused on the development of tools to (1) solve big data challenges associated with veterans' health care, and (2) support the Department of Veterans Affairs in identifying potential health risks and challenges. DOE shall carry out a pilot program to develop tools for big data analytics in order to advance artificial intelligence technologies to solve complex big data challenges.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Health Insurance Tax Relief Act of 2019 This bill delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. The fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018); reimposition is scheduled for 2020.

Human Trafficking Survivor Tax Relief Act This bill modifies the requirements for calculating taxable income to exclude from gross income civil damages, restitution, or other monetary awards (including compensatory or statutory damages and restitution imposed in a criminal matter) awarded to victims of peonage, slavery, or human trafficking.

Federal Reserve Transparency Act of 2019 This bill establishes requirements regarding audits of certain financial agencies performed by the Government Accountability Office (GAO). Specifically, the bill directs the GAO to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Strengthening U.S. Olympics Act This bill establishes within the legislative branch the Commission on the State of U.S. Olympics and Paralympics, which shall study matters relating to the state of U.S. participation in the Olympic and Paralympic games. Such study shall, among other things, include a description of proposed reforms to the structure of the U.S. Olympic Committee (USOC) and assessments of whether the board of the USOC includes diverse members, including athletes; U.S. athlete participation levels in the Olympics and Paralympics; whether the U.S. Center for Safe Sport effectively handles reported cases of bullying, hazing, harassment, and sexual assault; and the finances and the financial organization of the USOC.

Regulations from the Executive in Need of Scrutiny Act of 2019 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

This bill directs the Department of Homeland Security (DHS) to establish a program for certain individuals without lawful immigration status to apply for deferred action status, and also appropriates $25 billion for border security. Deferred action status refers to an unlawful alien whose deportation may be delayed because DHS, exercising its discretion, considers the case a low priority. Under the bill, an individual must meet certain criteria for eligibility, such as having been previously granted the status before this bill was enacted. The individual must also have been less than 31 years old on June 15, 2012, entered the United States before the age of 16, and not been convicted of a felony or significant misdemeanor, among other requirements. The bill also establishes the Border Security Trust Fund with the appropriated $25 billion. The fund shall be available for the construction of not fewer than 700 miles of reinforced fencing, additional physical barriers, access and patrol roads, and other equipment and technology related to border security. DHS shall report to Congress annually on the status of the construction and the estimated number of unlawful border crossings.

Community Health Investment, Modernization, and Excellence Act of 2019 This bill reauthorizes for FY2020-FY2024 and makes appropriations for the Community Health Center Fund, which provides enhanced funding for the community health center program and the National Health Service Corps.

End Government Shutdowns Act This bill provides continuing appropriations to prevent a government shutdown if any appropriations measure for a fiscal year has not been enacted before the fiscal year begins or a joint resolution making continuing appropriations is not in effect. For an initial 120-day period, the bill provides appropriations to continue programs, projects, and activities for which funds were provided in the preceding fiscal year. The bill reduces the continuing appropriations by 1% after the first 120-day period and by an additional 1% for each subsequent 90-day period until the applicable appropriations legislation is enacted.

Jobs and Premium Protection Act This bill repeals the annual fee on health insurers. Under current law, the fee is suspended for 2019 and is scheduled to be reimposed in 2020.
