Caring Recovery for Infants and Babies Act or the CRIB Act This bill allows state Medicaid programs to cover residential pediatric recovery center services for infants with neonatal abstinence syndrome.

This bill delays by one year (to January 1, 2020) the Medicaid federal matching rate reduction that is scheduled to take effect for states that fail to require an electronic visit verification system for personal care services (services that help certain individuals with basic needs of daily life).

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Music Modernization Act This bill makes various changes to copyright law related to sound recordings, including providing protection for sound recordings fixed before February 15, 1972, creating a system for paying royalties to producers and sound engineers, and establishing a statutory blanket license for digital music services. The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Creating Quality Technical Educators Act of 2018 This bill amends the Higher Education Act of 1965 to authorize grants under the Teacher Quality Partnership grant program to be used for secondary school career and technical education teacher preparation programs. The grant program provides funds to partnerships of high-need local educational agencies, high-need schools or early education programs, and institutions of higher education to train current and prospective teachers and school leaders.

Enhancing Access to Addiction Treatment Act of 2018 This bill amends the Controlled Substances Act to expand the types of training that satisfy the training requirement to be a qualifying physician who may administer, dispense, or prescribe narcotic drugs for maintenance or detoxification treatment in an office-based opioid treatment program. Specifically, a physician who recently graduated from medical school (either allopathic or osteopathic) and successfully completed a comprehensive curriculum or residency that included training on treating and managing opiate-dependent patients satisfies the training requirement to be a qualifying physician. The Department of Health and Human Services must establish a grant program to support the development of such curricula by medical schools and teaching hospitals.

Promoting Hydropower Development and Jobs Act This bill amends the Federal Power Act to authorize the Federal Energy Regulatory Commission (FERC) to establish an expedited process for issuing and amending licenses and preliminary permits for qualifying hydropower facilities that will be associated with existing nonpowered dams. In establishing the expedited process, FERC shall convene an interagency task force with federal and state agencies and Indian tribes to coordinate the regulatory process associated with the authorizations required to construct and operate a qualifying facility. FERC must assess the safety of existing nonfederal dams and other nonfederal structures related to a qualifying facility before licensing the facility. FERC must coordinate with the Department of the Army, the Department of the Interior, and the Department of Agriculture to jointly develop a list of existing nonpowered federal dams that have the greatest potential for nonfederal hydropower development. Licensees of a qualifying facility are not required to pay an annual charge for administrative expenses until construction commences.

State Transportation Flexibility Act This bill allows a state to elect not to participate in the federal-aid highway program, including any federal highway program under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users, the Moving Ahead for Progress in the 21st Century Act, or the Fixing America's Surface Transportation (FAST) Act. The Department of Transportation (DOT) shall carry out a direct federal-aid highway program to permit a state legislature, at least 90 days before the beginning of a fiscal year, to elect to: waive the state's right to receive apportioned or allocated funds under the federal-aid highway program, and receive a prorated amount of taxes appropriated to the Highway Trust Fund (other than for the Mass Transit Account) which are attributable to highway users in the state. The state making an election shall: agree to maintain the Interstate System in accordance with the current Interstate System program; submit a plan describing the purposes, projects, and uses to which such amounts will be put and the federal-aid highway programmatic requirements the state elects to continue; agree to obligate or expend program amounts exclusively for projects that would be eligible for surface transportation program funding; and. agree to report annually to DOT on the use of amounts received under the program and to make the report publicly available. DOT shall carry out a similar alternative funding program for public transportation programs.

This bill amends the Water Resources Development Act of 2000 to permanently extend the authority of the U.S. Army Corps of Engineers to accept and expend funds from a nonfederal public entity, public-utility company, natural gas company, or railroad carrier to expedite the evaluation of a permit related to a project or activity for a public purpose under the jurisdiction of the Corps.

Equitable Access to Care and Health Act or the EACH Act This bill amends the Internal Revenue Code to expand the religious conscience exemption under the Patient Protection and Affordable Care Act to exempt individuals who rely solely on a religious method of healing and for whom the acceptance of medical health services would be inconsistent with their religious beliefs from the requirement to purchase and maintain minimum essential health care coverage.

Know the Lowest Price Act of 2018 This bill prohibits a health-benefits plan or pharmacy-benefits manager under Medicare or Medicare Advantage from restricting a pharmacy from informing an enrollee of any difference between the price of a drug under the plan and the price of the drug without health-insurance coverage.

Inmate Calling Technical Corrections Act of 2018 This bill amends the Communications Act of 1934 to require the Federal Communications Commission to ensure charges for payphone service are just and reasonable. Payphone service includes the provision of public or semipublic pay telephones and inmate telephone service and advanced communications services in correctional institutions.

Rosie the Riveter Congressional Gold Medal Act of 2018 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which is urged to make the medal available for display at other locations associated with Rosie the Riveter.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Better Utilization of Investments Leading to Development Act of 2018 or the BUILD Act of 2018 This bill establishes the United States International Development Finance Corporation to facilitate the participation of private sector capital and skills in the economic development of countries with low- or lower-middle-income economies and countries transitioning from nonmarket to market economies in order to complement U.S. assistance and foreign policy objectives. The corporation may: (1) make loans or loan guarantees, (2) as a minority investor acquire equity or financial interests in entities, (3) provide insurance or reinsurance to private sector entities and qualifying sovereign entities, (4) provide technical assistance, (5) administer special projects, (6) establish enterprise funds, (7) issue obligations, and (8) charge service fees. The corporation shall terminate on September 30, 2038. The corporation shall not provide assistance to: (1) a country whose government has repeatedly supported acts of international terrorism, or (2) a private sector entity that is engaged in monopolistic practices. The bill prescribes transitional provisions, including transferring to the corporation the functions, personnel, assets, and liabilities of the Overseas Private Investment Corporation (which is subsequently terminated) and specified elements of the U.S. Agency for International Development.

CARA 2.0 Act of 2018 This bill reauthorizes through FY2023 and revises several programs relating to opioid- and substance-use disorder prevention and treatment, including awareness campaigns and training programs for first responders; the bill also establishes several requirements relating to opioid prescribing practices, such as an initial three-day supply limit for certain opioids.

Protecting Rights Of Those Exploited by Coercive Trafficking Act of 2018 This bill amends the federal criminal code to specify that supplying, furnishing, or providing a drug or substance to a person, including to exploit or create an addiction, constitutes: (1) coercion, for purposes of a child sex trafficking offense; and (2) coercive means, for purposes of a forced labor offense.

Justice Served Act of 2018 This bill amends the DNA Analysis Backlog Elimination Act of 2000 to add, as a purpose area under the Debbie Smith DNA Backlog Grant Program, increasing the capacity of prosecutors to address the backlog of violent crime cases involving suspects identified through DNA evidence. The Department of Justice (DOJ) must allocate a specified percentage of grant funds for such purpose, subject to limitations. Additionally, of amounts made available over FY2019-FY2022 for a DNA analysis and capacity enhancement program and for other forensic activities, DOJ must allocate at least 5% for grants to prosecute cold cases involving violent crime, where suspects have been identified through DNA evidence.

Earmark Elimination Act of 2018 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. Under the bill, an "earmark" is a congressionally directed spending item, tax benefit, or tariff benefit targeted to a specific recipient or group of beneficiaries. The point of order may be waived by an affirmative vote of two-thirds of the Members of the Senate, duly chosen and sworn. If the point of order is successfully raised and sustained, the earmark shall be stricken from the legislation.

Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Anti-Trafficking Trade Act of 2018 This bill amends the Trade Act of 1974 to require the President to suspend a country's designation of beneficiary developing country for one year if that country does not meet the minimum standards of the Trafficking Victims Protection Act of 2000 as reported annually by the Department of State. Such designation provides a country with duty-free treatment of its goods to the United States. The bill also provides a process for downgrade of a country's classification (after notification) of watch list countries named in the annual State Department report.

BuyAmerican.gov Act of 2018 This bill requires the General Services Administration to establish a publicly available website that contains details regarding waivers of and exceptions to Buy American laws. The website must contain information on all waivers and exceptions that have been requested, are under consideration, or have been granted by federal agencies. The bill also: (1) specifies requirements for granting public interest waivers of Buy American laws; and (2) requires the Department of Commerce to report to Congress and the President on the implementation of, and compliance with, Buy American laws.

Fallen Warrior Battlefield Cross Memorial Act This bill states that the Department of Veterans Affairs may not prohibit the display of a Battlefield Cross in any national cemetery. "Battlefield Cross" means a memorial monument in honor of fallen members of the Armed Forces that may include a replica of an inverted rifle, boots, helmets, and identification tag.

Supports the right of all Iranian citizens to have their voices heard. Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Domenic's Law The bill amends the Higher Education Act of 1965 to revise the Federal Family Education Loan Program. Specifically, the bill requires the Department of Education (ED) to discharge the liability on loans that parents received on behalf of a student who: (1) has become permanently and totally disabled, or (2) is unable to engage in any substantial gainful activity due to a physical or mental impairment that can be expected to result in death or has lasted or is expected to last continuously for at least 60 months. Under current law, ED is required to discharge the loans to parents if the student dies.
