Establishes the Claude Pepper Senior Citizen Congressional Intern program which authorizes each Member of Congress to hire each year one senior citizen intern to serve within the District of Columbia for one of two two-week periods. Specifies that such intern shall be compensated at a rate not to exceed $300 per week.

Commends and congratulates the President of the United States and the leaders of Israel and Egypt for the agreements that they have reached at Camp David. Urges other leaders to support those agreements. Expresses the belief that Jimmy Carter, Anwar Sadat, and Menachem Begin deserve Nobel Peace Prizes.

Expresses the sense of the Senate that the President should appoint, with the advice and consent of the Senate, a special prosecutor to investigate and prosecute any offenses against the United States arising out of illegal activity relating to the General Services Administration. Sets forth the authority and duties of the special prosecutor.

Unites States Olympic Commemorative Medals Act - Directs the Secretary of the Treasury to strike up to 1,000,000 medals of four different designs commemorating athletes who have participated in prior Olympic games and to furnish these medals to the United States Olympic Committee for sale.

Expresses the sense of the Congress that (1) the trials of Antoly Shcharansky, Viktoras Petkus, and Aleksandr Ilyich Ginzburg are matters of deep concern to the American people that adversely affect Soviet-American relations; and (2) the U.S.S.R. Supreme Soviet should seek a humanitarian resolution to these cases and work toward improving such relations.

Amends the Internal Revenue Code to allow a taxpayer a single election to exclude from gross income the gain from the sale or exchange of the taxpayer's principal residence provided that the taxpayer has owned and used the property as his principal residence for at least 12 months. Eliminates the requirement that the taxpayer reach age 65 before the date of the sale or exchange.

Federal System Reform Act - Title I: Office of Intergovernmental Affairs - Establishes the Office of Intergovernmental Affairs (OIA) in the Executive Office of the President to review and coordinate the administration of programs of grant assistance to State and local governments by Federal departments and agencies. Sets forth the duties and responsibilities of the Director of the OIA. Authorizes appropriations for fiscal years 1979 through 1981. Title II: State Incentive Grants - Authorizes the Director to: (1) make grants to States to analyze State policies toward distressed local governments; and (2) make grants to those States which have changed such policies to improve the fiscal posture of the distressed local governments. Authorizes appropriations for making such grants.

Federal Assistance Paperwork Reduction Act - Title I: Administration of Generally Applicable Federal Assistance Requirements - Adds a new title to the Intergovernmental Cooperation Act of 1968. Defines "generally applicable requirements" as requirements which are placed on assistance recipients by Federal legislation or administrative rules and regulations, and which apply to two or more assistance programs. Directs the President to designate Federal agencies to establish standard rules and regulations for, and to report on the implementation of generally applicable requirements in the areas of: (1) labor practices; (2) equal employment opportunity; (3) public employee standards; (4) equal services requirements based on prohibitions of discrimination; (5) access to government information; (6) citizen participation; (7) environmental protection; (8) relocation and real property acquisition; and (9) procurement standards when such requirements are part of a Federal assistance program. Directs Federal departments and agencies to comply with those rules within 180 days after such a rule is issued. Creates the Office of Intergovernmental Affairs to: (1) monitor the compliance efforts of Federal departments and agencies under this Act; (2) oversee the operations of the designated agencies; and (3) formulate a system by which Federal departments inform recipients of Federal assistance of the amount and purpose of that assistance. Title II: Advance Appropriations - Amends the Intergovernmental Cooperation Act of 1968 and the Budget and Accounting Act of 1921 to provide for multi-year funding of Federal financial assistance programs. Title III: Joint Funding Simplification - Amends the Joint Funding Simplification Act of 1974 to require Federal agencies to take specified measures previously authorized by such Act to provide for joint funding by and management of Federal assistance programs which have common interests. Title IV: Administration of Financial Assistance to the States - Requires Federal agencies to provide the officials of a State or local government receiving Federal assistance with information concerning the amount, purpose, and impact of that assistance. Authorizes Congress to include in Federal assistance legislation a provision which prohibits a State or local government from using Federal assistance to replace funding previously provided by that government unless that government is determined to be in fiscal distress. Requires the President to designate Federal agencies to establish rules by which Federal departments determine requirements for Federal financial assistance. Establishes the Office of Intergovernmental Affairs to oversee those agencies. Permits multi-year funding of Federal assistance programs, and provides for joint management of those programs serving common interests.

Constitutional Amendment - Directs Congress to assure that the total outlays of the Government during any fiscal year (except for repayment of debt) do not exceed 33 1/3 percent of the average national income for the three prior calendar years.

States that the President should, pending removal of Cuban military forces from Africa, (1) recall the United States Interests Section from Cuba and expel the Cuban Interests Section from the United States, (2) deny any license for commercial trade with or export to Cuba under the Export Administration Act of 1969, (3) reverse any other action toward the normalization of relations with Cuba, and (4) defer any further official actions toward normalization of United States relations with Cuba.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Directs the Architect of the Capitol to halt construction of the extension to the Dirksen Office Building and provides for the conversion of the site of such extension into a public park to be known as the Philip A. Hart Park and an underground parking garage for tourists and visitors to the Capitol.

SS Life Act - Directs the Secretary of the Navy to transfer to LIFE International for 15 years the hospital ship U.S.S. Sanctuary (AH-17) to furnish health care to developing nations. Renames such ship the "SS LIFE". Authorizes the appropriation of $6,000,000 for fiscal year 1979 for modification of such ship and for maintenance and operation $494,000 for fiscal year 1979, $5,000,000 for fiscal year 1980, $4,000,000 for fiscal year 1981, $3,000,000 for fiscal year 1982, $2,000,000 for fiscal year 1983, and $1,000,000 for fiscal year 1984.

Tuition Tax Credit Act - Amends the Internal Revenue Code to allow a credit against an individual's income tax in an amount equal to 50 percent of the sum of the amounts paid by him to educational institutions as tuition (though no more than $500 for any single individual) for the attendance of the taxpayer, the taxpayer's spouse, or any of his dependents with respect to whom he is entitled to a personal exemption.

Expresses the displeasure of the Senate toward any policy of the Internal Revenue Service which changes through administrative interpretation long-standing applications of the internal revenue laws. Expresses the sense of the Senate that the Internal Revenue Service refrain from changing its policy with respect to taxation of benefits given to employees, without submission of any proposed changes to Congress.

International Trade and Investment Reorganization Act - Establishes the Department of International Trade and Investment within the Executive branch to promote beneficial economic relations between the United States and foreign countries, conduct trade negotiations, and assist in financing international trade between the United States and other countries. Requires the Department to collect and disseminate technical, statistical, economic, and other information relative to domestic and international trade and investment. Transfers to the Department the Export-Import Bank of the United States, the functions of the Overseas Private Investment Corporation, and specified functions of the Department of State, Department of Commerce, and the International Trade Commission.

Amends the Consolidated Farm and Rural Development Act and the Housing Act of 1949 to direct the Secretary of Agriculture to make, insure, and guarantee loans for the acquisition and installation of solar heating and cooling devices in residential and farm structures.

Authorizes a State which has an approved plan under Part A of Title IV (Aid to Families with Dependent Children) of the Social Security Act to establish and conduct for not longer than two years not more than three work demonstration projects designed to train recipients of aid under such Title for gainful employment. Requires a State conducting such a project: (1) to conduct only one such project on a statewide basis; (2) to provide for safe and reasonable working conditions; (3) to prohibit the displacement of employed workers to accommodate participants in the project; (4) to provide workmen's compensation to all participants; (5) to provide that participation in such project be voluntary. Permits a State to waive requirements under Title IV relating to statewide participation in programs, administration of programs by a single State agency, and disregard of earned income in determining eligibility for benefits under such Title.

Establishes a Special Commission to Investigate Illegal Korean Payments to assist the Committee on Standards of Official Conduct of the House and the Committee on Ethics of the Senate in investigating all serious allegations that Members or employees of Congress accepted illegal gifts or payments from the Government of Korea, or individuals employed thereby. States that the Commission will cease to exist on February 1, 1978.

Removes the power of any United States court to issue school transportation orders based on race, color, or national origin unless the court first determines that a discriminatory purpose in education was a principal motivating factor in the constitutional violation for which such transportation is proposed as a remedy. Stipulates that any court order requiring the transportation of any student based on race, color, or national origin must be promulgated by a three judge district court. Restricts such transportation of students to that which is reasonably necessary to have the student composition reflect what it otherwise would have been if a constitutional violation had not occurred. Requires any court before entering a transportation order to hold a hearing and make specific findings of the discriminatory purpose of the violation and the degree to which the concentration in the student composition by race, color, or national origin has been altered from its normal course by such violation. Stipulates that any transportation order on the basis of a constitutional violation shall be stayed until all appeals have been exhausted. Specifies that any transportation order for a constitutional violation which is not yet final before the date of enactment of this Act must meet the requirements imposed by this Act.

Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to eliminate the requirement that States match Federal funds for improvement of nonoperational portions of stations used in intercity rail passenger service and of related facilities and fencing in the Northeast Corridor. Increases the appropriations authorized under such Act for such improvements.

Protection of Children Against Sexual Exploitation Act - Prohibits the sexual exploitation of children by making it unlawful for any person to knowingly use or cause any minor to engage in or assist in any sexual act for the purpose of promoting any film, photograph or other visual medium. Makes it unlawful for any parent, guardian or person having control over a minor to knowingly permit such minor to engage in sexually explicit conduct. Imposes a fine of $10,000 and/or imprisonment up to ten years for a violation of this Act.

Proscribes with specified exceptions, the knowing solicitation, provision, or receipt of anything of monetary value, or the promise of anything of monetary value, for: (1) seeking to place, placing or arranging to place any child for permanent care or adoption; or (2) coercing any individual to place any child or adoption, to provide any child with permanent care, or to adopt any child under circumstances which result in the transportation of such child or individual in interstate or foreign commerce.

Removes the jurisdiction of the Supreme Court of the United States and the Federal district courts over any case arising out of any State statute, ordinance, rule or regulation, which relates to voluntary prayers or religious expression in public schools and public buildings.
