Congressional Commission on Expanding Social Service Delivery Options Act - Establishes a Congressional Commission on Expanding Social Service Delivery Options. Directs the Commission to: (1) study all matters relating to increasing beneficiary-selected or beneficiary-directed options for social service delivery (delivery options) in federal social service programs, including certificate, scholarship, voucher, or other forms of indirect delivery; (2) review all relevant existing programs, including initiatives of the Corporation for National and Community Service; and (3) determine and recommend program areas for which it is appropriate and feasible to implement such delivery options fully or partially. Requires the Commission to promote goals of: (1) expanding consumer and beneficiary choice in such programs; (2) maximizing use of governmental resources in them; and (3) minimizing concerns relating to any precedent under the Constitution regarding participation in them of faith-based providers.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Commends the Iraqi people's progress toward establishment of a representative democratic government. Recognizes: (1) the importance of ensuring women in Iraq have equal rights under the law and in society; and (2) the importance of ensuring women's rights in all legislation, with special attention to preserving women's equal rights under family, property, and inheritance laws. Encourages Iraq's Transitional National Assembly to adopt a constitution that grants women equal rights under the law and to work to protect such rights. Expresses support for: (1) the continued participation of women in the Iraqi National Assembly and in all levels of the government; and (2) the efforts of Iraqi women to fully participate in a democratic Iraq.

Encourages expanded efforts to alleviate hunger in developing countries, and pledges to support international hunger relief efforts. Expresses the sense of the Senate that: (1) the United States should use financial and diplomatic resources to work with other donors to ensure that food aid programs receive all necessary funding and supplies; and (2) food aid should be provided in conjunction with measures to alleviate hunger, malnutrition, and poverty.

Clinical Research Act of 2005 - Requires the Director of the National Institutes of Health (NIH) to award clinical investigator advancement grants to eligible academic health centers to: (1) establish career development programs for new and mid-level clinician-investigators who are fully committed to academic clinical research careers; (2) support the translation of basic science to patient care by implementing and conducting all aspects of their clinical research mission; and (3) support activities leading to innovative ways to achieve such purposes in an efficient and cost-effective manner. Requires that health centers receive a proportionate share of the total grant money awarded based on the amount invested by the grantee in clinical research compared to the total clinical research investment of all grantees. Requires the Director to award clinical research infrastructure grants to eligible academic health centers to: (1) foster the use of information technology to facilitate the transformation of basic research findings on disease mechanisms into the development of new methodologies for diagnosis, therapy, and prevention; (2) devise, deploy, and support new technologies to improve the safety of human subjects, ensure the confidentiality of research data, and streamline the regulatory processes; (3) address the obstacles impeding the expeditious application of new science, including a lack of up-to-date information technology systems and an underrepresentation of some populations in clinical research; and (4) share clinical research infrastructure across academic health centers to enable and facilitate cross-center clinical research collaborations. Allows the Secretary of Health and Human Services to make up to five grants to eligible academic health centers to form partnerships with health care providers for carrying out clinical human subject research to demonstrate how academic research centers may collaborate with the practicing health care community.

Passenger Rail Investment and Improvement Act of 2005 - Authorizes appropriations for FY2006-FY2011 for: (1) Amtrak capital and operating grants, including state capital grants; (2) the Federal Railroad Administration; (3) Amtrak repayment of long-term debt and capital leases; (4) excess Amtrak railroad retirement payments to the Railroad Retirement Account; (5) the rail cooperative research program; and (6) grants to Amtrak and states participating in the Next Generation Corridor Train Equipment Pool Committee. Amends federal transportation law to make certain Amtrak reforms and operational improvements, including: (1) state funding of Amtrak rail routes; (2) establishment of improved financial accounting system; (3) development of a five-year financial plan; (4) improvement of passenger train performance; (5) establishment of an alternative passenger rail service program; (6) employee transition assistance; and (7) development of a Northeast Corridor state-of-good-repair plan. Authorizes the Secretary of Transportation to make grants to an applicant state, Interstate Compact, or public agency to assist in financing the capital costs of facilities and equipment necessary to provide intercity passenger rail transportation. Establishes: (1) a Next Generation Corridor Equipment Pool Committee; and (2) a rail cooperative research program. Authorizes the Secretary of Homeland Security to make grants to Amtrak for certain systemwide security upgrades. Authorizes the Secretary of Transportation to make grants to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs Amtrak to submit to the National Transportation Safety Board a plan to address the needs of families of passengers involved in rail passenger accidents. Requires the Secretary of Transportation to report to Congress an assessment of the current system for preclearance and screening of rail and airline passengers and baggage, as well as freight railroad traffic, between the United States and Canada. Allows a tax credit to holders of rail infrastructure (intercity rail facility) bonds issued by a state, interstate compact, or Amtrak to finance or refinance certain rail improvement projects.

HOPE VI Improvement and Reauthorization Act of 2005 - Amends the United States Housing Act of 1937 to extend and authorize appropriations for the HOPE VI revitalization program. Includes educational and relocation aims among HOPE VI purposes. Requires each HOPE VI grant recipient to establish, in partnership with local schools, a comprehensive educational reform and achievement strategy for transforming the neighborhood schools into high-performing schools. Revises grant selection criteria. Authorizes the Secretary of Housing and Urban Development (HUD) to conduct funding-related site visits for HOPE VI applicants. Requires: (1) public housing agencies to establish performance benchmarks for each of their HOPE VI projects; and (2) the Secretary to establish specified sanctions for failure to meet such benchmarks.

Expresses appreciation to, and commends the heroism and bravery of, the members of the U.S. Armed Forces who served during World War II, known collectively as the "Greatest Generation." Honors such members on the occasion of the 60th anniversary of the end of such War, and in conjunction with the "Greatest Generation Homecoming Weekend" on September 2-September 5, 2005, in Pittsburgh, Pennsylvania. Honors all members of the Armed Forces, past and present, for defending U.S. freedom in times of both war and peace. Commends the participants of such Weekend.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to states and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

Chesapeake Bay Watershed Forestry Program Act of 2005 - Directs the Secretary of Agriculture, through the Forest Service and the program Coordinator, to carry out a Chesapeake Bay watershed forestry program under which the Secretary shall make grants and provide technical assistance to eligible entities to restore and conserve forests in the Chesapeake Bay watershed, including grants and assistance to: (1) promote forest conservation, restoration, and stewardship efforts; (2) accelerate the restoration of riparian forest buffers; (3) assist in developing and carrying out projects and partnerships; (4) promote the protection and sustainable management of forests; (5) develop public communication and education resources; (6) conduct forest research, assessment, and planning activities; and (7) contribute to the achievement Chesapeake Bay Agreement goals. Directs the Secretary to designate a Forest Service employee as program Coordinator. Sets forth the Coordinator's responsibilities. Defines an eligible entity as: (1) a Chesapeake Bay state (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia and the District of Columbia), or a political subdivision thereof; (2) a university or other institution of higher education; (3) a tax-exempt organization operating in the Chesapeake Bay watershed; or (4) any other person in the Chesapeake Bay watershed determined by the Secretary as eligible. Directs the Secretary to: (1) make grants (75% federal maximum) to such entities to carry out specified program projects; (2) conduct a study of urban and rural forests in the Chesapeake Bay watershed; and (3) establish a watershed forestry research program for the Chesapeake Bay watershed. Authorizes the use of funds under this Act to employ a state watershed forester to work with the Coordinator.

Lyme and Tick-borne Disease Prevention, Education, and Research Act of 2005 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives.

Expresses the sense of Congress that the United States should: (1) urge the government of the Russian Federation to ensure full protection of freedoms for all religious communities and end the harassment of unregistered religious groups; (2) continue to raise concerns with the government of the Russian Federation over violations of religious freedom; and (3) urge the Council of Europe, the Organization for Security and Cooperation in Europe (OSCE), and the United Nations (UN) Special Rapporteur on Freedom of Religion or Belief to raise with Russian Federation officials issues relating to freedom of religion.

Darfur Peace and Accountability Act of 2005 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority including congressional notification, to block the assets and deny visas and entry to any individual (and family member) responsible for acts of genocide, war crimes, or crimes against humanity in Sudan. Authorizes the President to provide assistance to reinforce the deployment and operations of an expanded African Union Mission in Sudan (AMIS). Directs the President to instruct the U.S. Permanent Representative to the North Atlantic Treaty Organization (NATO) to advocate NATO reinforcement of AMIS, upon request of the African Union. Directs the President to deny the government of Sudan access to oil revenues, including by prohibiting U.S. entry to cargo ships or oil tankers engaged in the oil sector of Sudan or involved in the shipment of goods for use by the armed forces of Sudan in order to ensure that the government of Sudan does not utilize any oil revenues to acquire offensive military equipment or to finance offensive military activities. (Exempts from such restriction ships or tankers involved in an internationally-recognized demobilization program or the shipment of non-lethal assistance necessary to carry the Comprehensive Peace Agreement for Sudan.) Prohibits, with waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591(embargo on military assistance to Sudan). Directs the President to instruct the U.S. Permanent Representative to the United Nations to urge the adoption of a Security Council resolution supporting AMIS' expansion.
