Agricultural Business Security Tax Credit Act of 2005 - Amends the Internal Revenue Code to allow a retailer of agricultural products and chemicals or a manufacturer, formulator, or distributor of certain pesticides a business tax credit for 30 percent of costs for or related to the protection of such chemicals or pesticides, including employee security training and background checks, installation of security equipment, and computer network safeguards. Sets a $2 million annual limit on such credit and a per facility limitation of $100,000 (reduced by credits received for the five prior taxable years). Terminates such credit after 2010.

Calls on the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to accurately characterize the systematic annihilation of 1,500,000 Armenians as genocide and to recall the history of U.S. intervention in opposition to the Armenian Genocide.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice (OEJ); (2) within the Office of the Secretary the Elder Justice Coordinating Council to make recommendations to the Secretary and the Attorney General for the coordination of activities of HHS, the Department of Justice, and other relevant federal, state, local, and private agencies and entities, relating to elder abuse, neglect, and exploitation and other crimes against elders; and (3) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Prescribes requirements for uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation, including an Elder Justice Resource Center in OEJ. Authorizes the HHS Secretary to award grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide specializing in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to establish or continue volunteer programs focusing on the issues of elder abuse, neglect, and exploitation, or providing related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care, including an HHS long-term care consumer clearinghouse. Amends: (1) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (2) part A (General Provisions) of SSA title XI to establish an adult protective services grant program; (3) SSA titles XVIII (Medicare) and XIX (Medicaid) to assure safety of residents when nursing facilities close; and (4) part E (Miscellaneous) to apply skilled nursing facility preventive abuse requirements to long-term care facilities and providers. Establishes within the Department of Justice an Office of Elder Justice. Authorizes the Attorney General to award: (1) victim advocacy grants; and (2) grants for specified support to local and state prosecutors handling elder justice-related cases. Amends the Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Stolen Valor Act of 2005 - Amends the federal criminal code to expand the prohibition against wearing, manufacturing, or selling military decorations or medals without legal authorization to prohibit purchasing, soliciting, mailing, shipping, importing, exporting, producing blank certificates of receipt for, advertising, trading, bartering, or exchanging such decorations or medals without authorization. Prohibits falsely representing oneself as having been awarded any decoration or medal authorized by Congress for the Armed Forces or any of the service medals or badges. Increases penalties for violations if the offense involves a distinguished service cross, an Air Force Cross, a Navy Cross, a silver star, or a Purple Heart.

Abortion Non-Discrimination Act of 2005 - Amends the Public Health Service Act to include a health care entity's refusal to provide coverage of, or pay for, induced abortions among the bases for which the federal government or any state or local government that receives federal financial assistance may not discriminate against such an entity. Expands the definition of "health care entity" to include a hospital, a provider sponsored organization, a health maintenance organization, a health insurance plan, and any other kind of health care facility, organization, or plan.

Terrorist Lobby Disclosure Act of 2005 - Amends the Lobbying Disclosure Act of 1995 to require a Member of Congress and any legislative branch employee to disclose and report to the Secretary of State and the appropriate Secretary of the Senate or the Clerk of the House of Representatives on any contacts with representatives or officials of governments that have been designated by the Department of State as state sponsors of terrorism. Requires the Secretaries to provide the names of such individuals to specified congressional committees and subcommittees.

Elizabeth Cady Stanton Pregnant and Parenting Student Services Act of 2005 - Directs the Secretary of Education to establish a pilot program to provide grants to encourage eligible institutions of higher education to establish and operate pregnant and parenting student services offices for pregnant students, parenting students, prospective parenting students anticipating a birth or adoption, and students who are placing or have placed a child for adoption.

Second Chance Act of 2005: Community Safety Through Recidivism Prevention or the Second Chance Act of 2005 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions regarding adult and juvenile offender reentry demonstration projects, including by authorizing funds for grants to: (1) provide structured post-release housing and transitional housing; and (2) establish or expand the use of reentry courts. Sets forth grant priorities and requirements, including that each applicant establish or empower a Reentry Task Force or other authority. Authorizes the Attorney General to make a grant to provide for the establishment of a National Adult and Juvenile Offender Reentry Resource Center. Directs the Attorney General to establish an interagency task force on federal offender reentry programs. Authorizes research on offender reentry. Directs: (1) the Secretary of Health and Human Services to review the role of state child protective services at the time of arrest; and (2) the Secretary of Labor to implement a program to educate employers and one-stop center workforce development providers about existing incentives and tax credits for hiring former prisoners. Amends the federal criminal code to direct a court to revoke a term of supervised release or a sentence of probation for a defendant who commits a crime of violence against, or an offense of unlawful sexual contact with, a person under age 16. Requires: (1) the Department of Justice to modify existing procedures and policies to enhance case planning and improve the transition of persons from the custody of the Bureau of Prisons to the community, including placement of such individuals in community corrections facilities; and (2) the Bureau to establish reentry planning procedures.

International Fund for Ireland Enhancement Act of 2005 - Expresses the sense of Congress that: (1) U.S. assistance for the International Fund for Ireland has contributed greatly to the economic development of Northern Ireland and that both objectives of the Anglo-Irish Agreement Support Act of 1986, economic development and reconciliation, remain critical to achieving peace in the region, especially in the economically-depressed areas; and (2) the Fund is encouraged to support programs that enhance relations between communities and enhance relations between the police and the communities they serve, promote human rights training for police, and enhance peaceful mediation in neighborhoods of continued conflict. Amends the Anglo-Irish Agreement Support Act of 1986 to encourage the Fund to support programs that: (1) enhance relations between communities, and between the police and the communities they serve; (2) promote human rights training for police; (3) enhance peaceful mediation in neighborhoods of continued conflict; (4) promote training programs to enhance the new district partnership police boards recommended by the Patten Commission; and (5) assist in the transition of former British military installations and prisons into sites for peaceful, community-supported activities, such as housing, retail, and commercial development. Authorizes FY2006-FY2007 appropriations for U.S. contributions to the Fund. Expresses the sense of Congress that at least 35% of such amount for each such fiscal year should be used to carry out programs to improve local community relations and relations between the police and the people they serve.

Children and Media Research Advancement Act or the CAMRA Act - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to establish an independent panel of experts to: (1) review, synthesize, and report on research, theory, and applications in the social, behavioral, and biological sciences regarding the roles and impact of the use of and exposure to electronic media on youth in certain core areas of child and adolescent development; and (2) establish research priorities regarding such issues. Requires the Secretary of Health and Human Services to conduct initial pilot projects to supplement and inform the panel's work. Requires the Director to develop and implement a program that funds additional research determined to be necessary by the panel concerning the role and impact of electronic media in the development of children and adolescents, with a particular focus on media content, format, length of exposure, age of the child or adolescent, and nature of parental involvement.

Schools Safely Acquiring Faculty Excellence Act of 2005 - Directs the Attorney General, upon request of the chief executive officer of a state pursuant to a request by a local or state educational agency, to conduct fingerprint-based checks of the national and state (where possible) crime information databases on individuals under consideration for employment by the agency in a position in which the individual would work with or around children. Authorizes: (1) the Attorney General and the states to charge any applicable fees for such checks; and (2) an individual to release derived information only to a person legally authorized to receive it. Prohibits exceeding the authority under, or knowingly releasing information in violation of, this Act.

Biotechnology Future Investment Expansion Act of 2005 - Amends the Internal Revenue Code to permit certain biomedical research corporations to engage in investments and other transactions involving shifts in ownership without incurring limitations on net operating loss carryforwards and certain built-in losses.

Gasoline Affordability and Security Act or the GAS Act - States it is unlawful to sell gasoline or diesel fuel at a price which constitutes price gouging (as defined by Federal Trade Commission (FTC)) during the 30-day period beginning on the date on which the President determines the existence of conditions warranting the drawdown and sale of petroleum products from the Strategic Petroleum Reserve. Requires the FTC to establish a Competitive Pricing Task Force to provide assistance upon request of a state attorney general. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) ensure that specified funds are allocated to coal-based gasification technologies, including a Fischer-Tropsch technology project to produce ultra-low sulfur liquid transportation fuel; (2) establish as an energy policy priority the expedited, large-scale commercialization of such technology; and (3) provide funds for a subsequent Fischer-Tropsch technology project. Amends the Internal Revenue Code to allow as a credit against the income tax the qualified teleworking expenses paid or incurred by the taxpayer during such year. Prescribes guidelines for the treatment of employer-provided computer equipment as a fringe benefit. Expresses the sense of Congress that Congress and the employees of the legislative branch of the federal government should: (1) conserve gasoline, aviation, and diesel fuel by whatever means practicable; and (2) as a part of such conservation efforts, promote teleworking.

Strengthening American Citizenship Act of 2005 - Directs the Chief of the Office of Citizenship of the Department of Homeland Security (DHS) to provide grants (not to exceed $500) to assist legal U.S. residents who declare an intent to apply for citizenship in the United States to meet naturalization requirements. Provides such grants to an accredited institution of higher education or other qualified educational institution for tuition, fees, books, and other educational resources required by the English language course in which the legal resident is enrolled. Amends the Immigration and Nationality Act (INA) to provide that a legal U.S. resident who demonstrates English fluency will satisfy the residency requirement upon the completion of four (currently, five years) years of continuous U.S. legal residency. Directs the Secretary of DHS to: (1) establish an American citizenship grant program for qualified entities to provide civics, history, and English classes to promote the patriotic integration of prospective citizens; (2) establish the United States Citizenship Foundation to support the functions of the Office of Citizenship; and (3) implement a strategy to enhance public awareness of naturalization ceremonies. Amends INA to set forth a new oath of allegiance. Directs the Secretary to: (1) incorporate a knowledge and understanding of the oath of allegiance into the history and government citizenship test; and (2) notify the embassy of the country of which a new citizen was a citizen or subject that such citizen has renounced allegiance to that foreign country, and sworn allegiance to the United States. Establishes a new citizens award program to recognize citizens who: (1) have made an outstanding contribution to the United States; and (2) were naturalized during the ten-year period ending on the date of such recognition.

401(k) Enhancement Act: Encouraging Retirement Savings - Amends the Internal Revenue Code to allow 401(k) retirement plans to adopt automatic employee contribution arrangements. Provides for: (1) employer matching contributions; (2) employee elections to opt out of automatic contribution plans; (3) notice to employees of their rights under automatic contribution plans; and (4) default investment arrangements for employees who do not make investment decisions.

Amends federal aviation law to extend through FY2006 the current authority of the Secretary of Transportation to apportion to the sponsor of a primary airport an amount equal to the amount apportioned to that sponsor in FY2002 or FY2003, whichever amount is greater, if the Secretary finds that: (1) the passenger boardings at the airport were below 10,000 in calendar year 2002 or 2003; (2) the airport had at least 10,000 passenger boardings and scheduled passenger aircraft service in either calendar year 2000 or 2001; and (3) the reason that passenger boardings were below 10,000 was the decrease in passengers following the terrorist attacks of September 11, 2001.

Expresses the sense of Congress that the United States should not be a signatory to any agreement or protocol with respect to the Doha Development Round of the World Trade Organization (WTO) negotiations, or any other bilateral or multilateral trade negotiations, that adopts any proposal to lessen the effectiveness of domestic and international disciplines on unfair trade or safeguard provisions, including certain proposals, and would lessen in any manner U.S. ability to enforce rigorously its trade laws, including the antidumping, countervailing duty, and safeguard laws. Expresses the sense of Congress that: (1) U.S. trade laws and international rules appropriately serve the public interest by offsetting injurious unfair trade, and that further "balancing modifications" or other similar provisions are unnecessary and would add to the complexity and difficulty of achieving relief against injurious unfair trade practices; and (2) the United States should ensure that any new agreement relating to international disciplines on unfair trade or safeguard provisions fully rectifies and corrects decisions by WTO dispute settlement panels or the Appellate Body that have unjustifiably and negatively impacted, or threaten to negatively impact, U.S. law or practice, including a law or practice with respect to foreign dumping or subsidization.

CARE Act of 2005 - Amends Internal Revenue Code provisions relating to charitable giving, including to: (1) allow nonitemizing taxpayers to claim a tax deduction for charitable contributions; (2) permit tax-free distributions from individual retirement accounts for charitable purposes; (3) expand the tax deductions for charitable contributions of food and book inventories; (4) allow an increased tax deduction for charitable contributions of literary, musical, artistic, and scholarly compositions; and (5) exclude from gross income reimbursements to volunteers for the charitable use of an automobile. Revises various disclosure and oversight requirements relating to tax-exempt organizations. Restores and increases funding for the Social Services Block Grant Program. Savings for Working Families Act of 2005 - Allows certain low income individuals to establish individual development accounts (IDAs) to accumulate assets for homeownership, education, business startup, and other purposes. Allows an investment tax credit for contributions to an IDA. Authorizes the Secretary of Health and Human Services, the Corporation for National and Community Service, the U.S. Attorney General, and the Secretary of Housing and Urban Development to award grants to, and enter into cooperative agreements with, nongovernmental organizations to assist nonprofit community-based organizations in delivering social services. Requires the Secretary of Health and Human Services to contract for an evaluation of maternity group homes under the Runaway and Homeless Youth Act.

Gas Petroleum Refiner Improvement and Community Empowerment Act or the Gas PRICE Act - Directs the Secretary of Commerce and the Economic Development Administration to give priority to the construction of petroleum-based refineries in communities affected by military base closures or realignments. Revises the process for issuing permits for the construction and operation of a refinery. Requires the Administrator of the Environmental Protection Agency (EPA) to (1) solicit applications for grants under the EPA Natural Gas STAR Program to reduce methane emissions in the oil and gas industries; and (2) conduct workshops to provide information to state officials on methane emission reduction techniques. Amends the Clean Air Act to: (1) hold states harmless for emission levels resulting from emergency waivers granted by EPA; and (2) require the Administrator to revoke the approval of certain fuels no longer included in a state implementation plan. Requires the Administrator to: (1) conduct a research and demonstration program to evaluate the air quality benefits of ultra-clean Fischer-Tropsch transportation fuel, including diesel and jet fuel; (2) evaluate the use of such fuel for reducing engine exhaust emissions; and (3) submit recommendations and reports to Congress. Authorizes loan guarantees for domestic coal and petroleum coke-based Fischer-Tropsch commercial demonstration projects.

Gulf Coast Recovery Act - Prohibits any person or entity awarded a government contract to perform rescue, recovery, repair, or reconstruction work in any part of a disaster zone, as a result of the performance of that work, from being subject to liability that any private party may seek to impose under any provision of federal law (including any regulation) that: (1) is administered by the Secretary of the Army, the Administrator of the Environmental Protection Agency (EPA), or the Secretary of Transportation; and (2) otherwise permits the filing of a lawsuit by a private individual. Sets forth provisions with respect to a federal cause of action for claims arising out of, relating to, or resulting from the performance of a government contract in a disaster zone for: (1) the search, rescue, or recovery of individuals or property dislocated by the disaster; (2) the demolition, removal, repair, or reconstruction of structures or utilities damaged by the disaster; (3) the clean-up or remediation of property polluted by the disaster; (4) the removal of debris deposited by the disaster (including dredging); or (5) the dewatering of property flooded by the disaster. Makes the Chief of Engineers of the Department of the Army exclusively responsible for the review of any government contract that any person or entity claims to be necessary for the recovery of a disaster zone from a disaster for the purpose of establishing a government contractor defense in any lawsuit for claims relating to the performance of a government contract.

Social Security Guarantee Act of 2005 - Directs the Secretary of the Treasury to issue a benefit guarantee certificate to each individual born before 1950 who is determined by the Commissioner of Social Security as of the date of the issuance of the certificate to be entitled to benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act. States that any such certificate constitutes budget authority in advance of appropriations Acts, and represents the obligation of the federal government to provide for the payment to the individual to whom the certificate is issued benefits under OASDI in amounts in accordance with the guarantee set forth in the certificate.

Generate Retirement Ownership Through Long-Term Holding Act of 2005 - Amends the Internal Revenue Code to provide that no gain shall be recognized on the receipt of a capital gain dividend distributed by a regulated investment company if such dividend is automatically reinvested in additional shares of the company pursuant to a dividend reinvestment plan.

Iranian Nuclear Trade Prohibition Act of 2005 - Expresses the sense of Congress that countries should choose between trading with state sponsors of terrorism or maintaining good trade relations with the United States. Amends the Iran and Libya Sanctions Act of 1996 to direct the President to prohibit the United States or any U.S. entity from purchasing nuclear fuel assemblies (not including low-enriched uranium) from any person or government or affiliated entity that sells nuclear fuel assemblies to Iran. Authorizes the President, with congressional notification, to waive such prohibition for national security purposes.

Reverse Mortgages to Help America's Seniors Act - Amends the National Housing Act to remove the aggregate and insurance benefit limitations on the number of home equity conversion (reverse) mortgages for elderly homeowners that may be insured by the Federal Housing Administration (FHA).

Welcomes recent attempts by the U.N. Secretary General to address the issue of anti-Semitism, and calls on U.N. leadership to condemn anti-Semitic statements made at U.N. meetings and hold member states accountable for such statements. Urges the United Nations Educational, Scientific and Cultural Organization (UNESCO) to develop and implement Holocaust education programs as part of an effort against anti-Semitism and racial, religious, and ethnic intolerance. Expresses the sense of the Senate that: (1) the President should direct the U.S. Permanent Representative to the United Nations to continue working toward further reduction of anti-Semitic language and anti-Israel resolutions; (2) the President should direct the Secretary of State to report on acts of anti-Semitism at the United Nations and its agencies by member states; and (3) projects funded through the Middle East Partnership Initiative and U.S. overseas broadcasts should include efforts to educate Arab and Muslim countries about anti-Semitism, religious intolerance, and incitement to violence.

Expresses the sense of the Senate that the President, in order to coordinate efficiently and monitor spending, avoid duplication, and eliminate waste, fraud, and abuse, shall appoint an individual to oversee all federal work and the obligation of all federally appropriated funds for the purpose of Hurricane Katrina recovery, rehabilitation, and reconstruction.

Expresses the Senate's disapproval of the decision by the U.S. District Court for the Eastern District of California in Newdow, et al. v. U.S. Congress, et al. (holding that the policy of daily teacher-led recitations of the Pledge of Allegiance by public school students violates the Establishment Clause of the Constitution). Authorizes and instructs the Senate Legal Counsel to continue to cooperate fully with the Attorney General in such case to vigorously defend the constitutionality of the Pledge of Allegiance.

Oversight of Vital Emergency Recovery Spending Enhancement and Enforcement Act of 2005 - Establishes within the Executive Office of the President the Office of Hurricane Katrina Recovery Chief Financial Officer (CFO), who shall be appointed by the President, by and with the advice and consent of the Senate. Makes the CFO responsible for the efficient and effective use of federal funds in all activities relating to the recovery from Hurricane Katrina. Requires the CFO to strive to ensure that priority in the distribution of federal: (1) relief funds is given to individuals and organizations most in need of financial assistance; and (2) reconstruction funds is given to business entities based in Louisiana, Mississippi, Alabama, or Florida, or business entities that hire workers who resided in those States on August 24, 2005.

States that: (1) it is U.S. policy to oppose any international or global tax that is or may be considered or promoted by the United Nations, its agencies, or its member states, or by nongovernmental organizations recognized by the United Nations; and (2) such policy shall not apply to fees for publications or other types of fees that are not tantamount to a tax on a U.S. person. Directs U.S. Representatives to the United Nations to: (1) oppose any effort by the United Nations or any U.N. agency to fund, approve, or promote any proposal imposing a tax or fee on any U.S. person in order to raise revenue for the United Nations or any such agency; and (2) declare that a U.S. person shall not be subject to, or required to pay, any such international tax.

National Constitution Center Operations Act - Amends the Constitution Heritage Act of 1988 to set forth requirements for cooperative agreements between the Secretary of the Interior and the National Constitution Center (NCC) for the operation of the NCC, including a requirement that revenues from the operation of the NCC be made available to the NCC (without further appropriation) to offset its operating expenses, and requirements that the NCC: (1) maintain appropriate risk insurance; (2) maintain its tax-exempt status; and (3) report annually to the Secretary or Congress on its activities, goals and plans. Authorizes the Secretary to terminate a cooperative agreement in the public interest. Exempts agreements, leases, contracts or other arrangements entered into under this Act from certain requirements for leases of buildings by the federal government and for the award of concession contracts in units of the National Park System.
