Freedom Consolidation Act of 2001 - Reaffirms support for continued enlargement of the North Atlantic Treaty Organization (NATO) Alliance. Designates Slovakia for participation in the Partnership for Peace and eligible to receive certain security assistance under the NATO Participation Act of 1994. Authorizes specified amounts of security assistance for FY 2002 for Estonia, Latvia, Lithuania, Slovakia, Slovenia, Bulgaria, and Romania.

Internet Tax Moratorium and Equity Act - Amends the Internet Tax Freedom Act to extend: (1) permanently provisions which prohibit a State or political subdivision from imposing taxes on Internet access, unless such tax was generally imposed and actually enforced prior to October 1, 1998; and (2) until December 31, 2005, the State or political subdivision prohibition on multiple or discriminatory taxes on electronic commerce. Expresses the sense of the Congress that: (1) States and localities should work together to develop a uniform streamlined sales and use tax system that addresses remote sales; and (2) a study should be commissioned to determine seller costs of collecting and remitting State and local sales and use taxes from remote sales. Authorizes States to enter into an Interstate Sales and Use Tax Compact which shall describe a uniform, streamlined sales and use tax system consistent with the above system.

Amends Federal law to declare that, in the case of mail matter (cooperative mailings) sent (or proposed to be sent) by or on behalf of an organization authorized to mail at non-profit postage rates, which also has a contractual or any other business relationship with an entity not so authorized, non-profit postage rates shall apply if those rates would apply in the case of identical mail matter sent by an authorized organization without such a relationship with an unauthorized organization. Declares that this Act does not authorize mail that advertises, promotes, offers, or, for a fee or consideration, recommends, describes, or announces the availability of any products or services to be mailed at such non-profit postage rates which would otherwise be excluded from being mailed at such rates. Declares that it is the sense of the Congress that nothing in this Act should be considered to alter the authority of the U.S. Postal Service to: (1) to apply regular postage rates, rather than non-profit rates, to specified other mail matter; or (2) enforce any criminal law within its jurisdiction.

Social Security Benefits Guarantee Act of 2001 - Directs the Secretary of the Treasury to issue a benefit guarantee certificate, with an accurate annual cost-of-living adjustment, to each individual determined by the Commissioner of Social Security to be entitled to benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act.

Emergency Extended Unemployment Compensation Act of 2001 - Provides for a program of emergency extended unemployment compensation (EEUC). Sets forth EEUC program requirements for Federal-State agreements, formulae for determining amounts in individual EEUC accounts and weekly benefits, payments to States, and financing. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (including both regular and extended compensation). Reduces an individual EEUC account by the aggregate amount of any extended compensation for the same benefit year. Makes EEUC agreements applicable to weeks of unemployment: (1) beginning on or after the first day of the first week after the date on which such agreement is entered into; and (2) ending before the date that is 18 months after enactment of this Act. Amends the Workforce Investment Act of 1998 to authorize appropriations to expand the National Emergency Grant program, for an 18-month period, to include grants to States to provide certain employment and training assistance and temporary health care coverage premium assistance for workers affected by major economic dislocations, such as plant closures, mass layoffs, or multiple layoffs, caused by the terrorist attacks of September 11, 2001.

Expresses the sense of the Senate that the United States should make a substantial new investment this year in bioterrorism preparedness and response, including: (1) improving State and local preparedness capabilities, hospital response capabilities, disaster response medical systems, and the National Pharmaceutical Stockpile program; (2) upgrading the capabilities of the Centers for Disease Control and Prevention (CDC); (3) targeting research for therapeutics and vaccines for bioterrorist agents and food safety activities; and (4) increasing international cooperation in securing biological agents, increasing surveillance, and retraining biological warfare specialists.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that a person (including any other entity) who donates fire control or fire rescue equipment shall not be liable for personal injuries, property damage or loss, or death proximately caused by the equipment after the donation. Waives such liability protection if: (1) the person's or entity's act or omission proximately causing the injury, damage, loss, or death constitutes gross negligence or intentional misconduct; or (2) the person or entity is the manufacturer of such equipment. Preempts State laws to the extent they are inconsistent with this Act, with the exception of those that provide additional protection from liability for a person who donates fire control or fire rescue equipment to a volunteer fire company.

Puppy Protection Act of 2001 - Amends the Animal Welfare Act to: (1) include among humane standards for animal treatment provisions respecting socialization of dogs to facilitate contact with other dogs and people, and breeding initiation and frequency of female dogs; (2) revise temporary license suspension provisions; and (3) establish mandatory suspension provisions.

Oil Region National Heritage Area Act - Establishes the Oil Region National Heritage Area in Pennsylvania. Requires the Secretary of the Interior, acting through the Director of the National Park Service, to enter into a compact with the Oil Heritage Region, Inc. (the management entity for the Area) to carry out this Act. Bars the use of funds under this Act to acquire real property. Directs the Secretary, in cooperation with the Historic American Building Survey and the Historic American Engineering Record, to conduct studies to document the industrial, engineering, building, and architectural history of the Area. Limits the Federal assistance match to 50 percent of any activity's total cost.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Middle East Peace Compliance Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not substantially complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Koby Mandell Justice for American Victims of Terrorism Act of 2001 - Directs the Attorney General to establish within the Department of Justice an office to: (1) monitor acts of international terrorism alleged to have been committed by Palestinians or individuals acting on behalf of Palestinian organizations; (2) collect and offer rewards for information against individuals alleged to have committed such acts; (3) negotiate with the Palestinian Authority or related entities to obtain financial compensation for U.S. nationals or their families injured or killed by such terrorist acts; (4) establish and implement alternative methods to apprehend, indict, prosecute, and convict individuals who commit such acts; (5) contact victims' families and provide updates on the progress to apprehend, indict, prosecute, and convict the individuals who commit such acts; and (6) provide for the permanent stationing of an appropriate number of U.S. officials in Israel, in territory administered by Israel and by the Palestinian Authority, and elsewhere.

AmeriCorps Reform and Charitable Expansion Act - Amends the National and Community Service Act of 1990 to replace the current AmeriCorps program of grants to national service programs with a program of vouchers to individuals to perform national service for charities that primarily assist low-income individuals and families. Directs the Corporation for National Service to make grants to State Commissions on National and Community Service to enable them to provide such vouchers to participants. Provides for participant terms of service, living allowances, health insurance, and child care, as well as individualized support services for participants with disabilities. Allows participants to elect to transfer their national service educational awards to other individuals under certain conditions.

Employee Welfare Benefit Equity Act of 2001 - Amends the Internal Revenue Code, with respect to the limited deductibility of employer contributions to welfare benefit funds, to revise the exception from such treatment for a single plan with ten or more employers. Adds to current requirements for a ten-or-more employer plan that the plan must: (1) meet specified nondiscrimination requirements with respect to all benefits the plan provides; (2) receive a favorable determination from the Secretary of the Treasury that the plan (or a predecessor plan) is a voluntary employees' beneficiary association meeting certain criteria; and (3) provide no severance pay benefit. Defines an experience-related plan, to which such exception does not apply (thus qualifying it for limited deductibility of employer contributions), as a plan which determines contributions by individual employers on the basis of actual gain or loss experience. Excludes from experience-related plans (and so excepts from limited deductibility of employer contributions) guaranteed benefit plans funded with insurance contracts or otherwise determinable and payable to a participant without reference to, or limitation by, the amount of contributions to the plan attributable to any contributing employer. Requires the taxpayer to apply for and receive a determination by the Secretary of the Treasury that a collective bargaining agreement is bona fide and the welfare benefits provided under it were the subject of good faith bargaining before a qualified asset account may be unlimited under an employee pay-all plan. Declares that a welfare benefit fund meeting all applicable requirements shall not be treated as a tax shelter or corporate tax shelter. Prescribes an excise tax equal to 100 percent of all contributions to a funded welfare benefit plan that is terminated prematurely, that is, within six years after the first contribution to the fund which benefits any highly compensated employee.

Responsible Stem Cell Research Act of 2001- Directs the Secretary of Health and Human Services to establish by contract a National Stem Cell Donor Bank to preserve qualifying human stem cells and make such cells available for biomedical research and therapeutic purposes. Authorizes the Secretary, through the National Institutes of Health, to conduct and support human stem cell research.

Encourages all participants in the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR) to seize this opportunity to tackle racism, xenophobia, sexism, religious intolerance, slavery, and other forms of discrimination. Recognizes that efforts to address these prejudices should occur within a global framework and without reference to specific regions, countries, or present-day conflicts. Urges: (1) the participants to utilize WCAR to mitigate, rather than aggravate, racial, ethnic, and regional tensions; and (2) WCAR to focus on concrete steps that may be taken to address gross human rights violations that were motivated by racially and ethnically based animus and on devising strategies to help eradicate such intolerance. Expresses hope that objectionable language concerning Israel and Zionism will be removed so that the United States will be able to send a delegation and participate fully in WCAR. Commends the efforts of the Government of South Africa in hosting WCAR.

Persian Gulf War POW/MIA Accountability Act of 2001 - Amends the Bring Them Home Alive Act of 2000 to direct the Attorney General to grant refugee status in the United States to any alien (and parent, spouse, or child thereof) who: (1) is a national of Iraq or a nation of the Greater Middle East Region; and (2) personally delivers into the custody of the United States Government a living American Persian Gulf War POW/MIA. Includes Iraq, Kuwait, and any other country of the Greater Middle East Region among the countries to which the International Broadcasting Bureau is required to broadcast information that promotes such refugee program.

Medicare+Choice Equity and Access Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to calculation of annual Medicare+Choice capitation rates to: (1) give Medicare+Choice organizations the option to receive payment based on the annual area-specific Medicare+Choice capitation rate for the Medicare+Choice payment area involved; (2) permanently remove application of the budget neutrality adjustment factor in the calculation of the blended capitation rate; and (3) revise the formula used to calculate the national standardized annual Medicare+Choice capitation rate to reflect Medicare+Choice enrollment.

Foundational and Corporate Charitable Giving Incentives Act of 2001 - Amends the Internal Revenue Code of 1986 to: (1) repeal the excise tax on the investment income of tax-exempt foundations; (2) increase the basis of each shareholder's stock in an S corporation by the amount of the excess of deductions for charitable contributions over the basis of the property contributed; and (3) increase from ten to 25 percent the percentage limitation placed upon corporate charitable giving.

United States Independent Film and Television Production Incentive Act of 2001 - Amends the Internal Revenue Code to establish a tax credit for 25 percent of up to the first $25,000 of qualified wages paid or incurred by an employer with respect to employees in any qualified U.S. independent film and television production during a taxable year. Increases the credit to 35 percent if the production is located in an area eligible for designation as a low-income community or eligible for designation by the Delta Regional Authority as a distressed county or isolated area of distress.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

POW/MIA Memorial Flag Act of 2001 - Includes the World War II Memorial among the locations where the National League of Families POW/MIA flag is required to be displayed. Requires such flag to be displayed at such Memorial, as well as the Korean War Veterans Memorial and the Vietnam Veterans Memorial, on any day on which the United States flag is displayed.

Designates the month of September as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Solid Waste Interstate Transportation and Local Authority Act of 2001 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-State municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition. Authorizes States to establish limits on the amount of out-of-State waste received annually for disposal at each facility and affected local governments to limit the amount received at a particular facility pursuant to an exemption. Prohibits State limits from conflicting with permits or host community agreements that set higher (or no) limits. Allows a State to: (1) provide that it will deny or refuse to renew a permit for the construction or operation of a facility (or a major modification thereto); (2) require that a permit issued for a new facility or an expansion include an annual limitation of not less than 20 percent on the total quantity of out-of-State MSW relative to the total waste received by the facility; (3) limit the amount of out-of-State MSW received annually at each facility to the amount received during 1995 if the State has enacted a comprehensive, statewide recycling program; and (4) impose cost recovery surcharges Requires owners or operators to annually report to Governors of the States in which the facilities are located the amount of out-of-State waste received during the preceding year. Requires the General Accounting Office to report annually on unauthorized disposal incidents. Authorizes States and political subdivisions to exercise flow control authority for municipal solid waste and recyclables, directing such waste and materials to particular waste management or recyclables facilities designated as of a specified suspension date. Prohibits a State or political subdivision from requiring any person to transport materials to any active portion of a MSW landfill unit if contamination of such portion is a basis for listing on the National Priorities List, unless the person has been indemnified. Imposes limitations on the use of revenues derived from the exercise of flow control authority. Lists additional conditions under which flow control authority may be exercised. Prohibits recovery of damages or costs in a claim against a State or local government, or official or employee thereof, based on the exercise of flow control authority on or before May 16, 1994.

FHA Multifamily Housing Mortgage Loan Limit Adjustment Act of 2001 - Amends the National Housing Act to increase multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and with other representatives of countries that are not party to CITES which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall affect State regulation of bear population or the lawful hunting of bears under State law.

Clean Diamonds Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing: (1) a system of controls on the export or import of rough diamonds that meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or consistent with an international agreement which requires such controls and to which the United States is a party; or (2) a system of controls that is functionally equivalent. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Prohibits the Overseas Private Investment Corporation and the Export-Import Bank of the United States from engaging in certain transactions in connection with a project involving the mining, polishing or other processing, or sale of diamonds in a country that fails to meet the requirements of this Act. Provides a waiver for the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Medical Savings Account Availability Act of 2001 - Amends the Internal Revenue Code with respect to medical savings accounts to: (1) repeal restrictions on the number of accounts which may be established; and (2) expand the availability of such accounts to individuals other than the self-employed and employees of small employers.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to States and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

Born-Alive Infants Protection Act - Directs that in determining the meaning of any Act of Congress or of any ruling, regulation, or interpretation of the various U.S. administrative bureaus and agencies, the words "person," "human being," "child," and "individual" shall include every infant member of the species homo sapiens who is born alive (as defined in this Act) at any stage of development.

Savings for Working Families Act of 2001 - Amends the Internal Revenue Code to permit any qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual (income based) as part of a qualified individual development account program (matched individual and entity savings accounts for qualifying educational, first-time home purchase, or business expenses). Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Provides matching funds through a tax credit for a participating entity's program investment.

Lyme and Infectious Disease Information and Fairness in Treatment (LIFT) Act - Establishes the Tick-Borne Disorders Advisory Committee in the Office of the Secretary of Health and Human Services (HHS). Directs the Committee to advise the Secretary and the Assistant Secretary of HHS and the Social Security Administration (SSA) Commissioner regarding how to: (1) provide public input on the public's needs regarding tick-borne disorders (lyme and other infectious diseases) so that government agencies can coordinate and more effectively plan and execute their activities; and (2) develop informed responses to constituency groups regarding the efforts and progress of the HHS and SAA. Authorizes appropriations to: (1) the Centers for Disease Control and Prevention to focus on developing better diagnostic tools and tests, expanding educational efforts, and re-educating clinicians, medical license boards, and health care insurers about the inappropriate uses of the Lyme disease case surveillance definition in patient diagnosis and treatment; and (2) the U.S. Army Center for Health Promotion and Preventive Medicine to increase risk assessment evaluations of U.S. military bases in the United States for all tick-borne disorders, and continue to study preventive methods to decrease troop exposure to tick-borne disorders. Requires the Director of the National Institutes of Health to coordinate activities and research regarding tick-borne diseases across Institutes to encourage collaborative research.

Bipartisan Federal Election Reform Act of 2001 - Establishes the Blue Ribbon Study Panel to study, with respect to Federal elections, methods of: (1) voting and counting votes, of ballot design, of voter registration, of maintaining secure and accurate lists of registered voters, and of ensuring that all registered voters appear on the polling list at the appropriate polling site; (2) provisional voting; (3) ensuring accessibility of voting, registration, polling places, and voting equipment to all voters; (4) registering members of the armed forces and overseas citizens to vote, and ensuring that they timely receive ballots that will be properly and expeditiously handled and counted; (5) recruiting and improving the performance of poll workers; and (6) educating voters. Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Condemns the harsh and discriminatory policies of the Taleban toward Muslims, Hindus, women, and all other minorities and the attendant destruction of religious icons. Urges the Taleban to reopen United Nations offices and hospitals and allow the provision of relief to all the people of Afghanistan. Commends President Bush and his administration for their recognition of these issues and encourages him to continue to respond. Recognizes the burdens placed on the Pakistani Government by Afghan refugees and calls on that Government to facilitate the provision of relief to these refugees and to abandon any plans for forced repatriation. Calls on the international community to increase assistance to the Afghan people and to consider granting asylum to at-risk Afghan refugees.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Cuban Solidarity Act of 2001 (or SOLIDARIDAD Act of 2001) - Earmarks each fiscal year a specified amount of development assistance and economic support funds for individuals and independent nongovernmental organizations (NGOs) to support democracy-building efforts for Cuba, including assistance to victims of political repression there. Establishes an information and resource center within the U.S. Interests Section in Havana, Cuba, for use by independent NGO representatives or other eligible persons. Authorizes the President to license on a case-by-case basis: (1) the importation of handicrafts or other hand-made goods produced by independent, self-employed Cubans; and (2) the remittance of up to $1,000 each quarter by a U.S. person or group to any Cuban to support microenterprise activities of independent, self-employed Cubans, or independent NGO activities. Urges the President to take specified measures to support the transition to democracy in Cuba. Amends the Foreign Assistance Act of 1961 to require the President to withhold for a fiscal year from assistance provided to an independent state of the former Soviet Union an amount equal to the amount of assistance and credits, if any, provided for the preceding fiscal year by such state in support of intelligence facilities in Cuba, including the intelligence facility at Lourdes, Cuba. Urges the Secretary of State to authorize the travel and contacts of Cuban diplomatic personnel in the United States on a strictly reciprocal basis, taking into account Cuban restrictions against U.S. diplomatic personnel meeting with Cuban government officials.

Area Wage and Base Payment Improvement Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Cosmetology Tax Fairness and Compliance Act of 2001 - Amends the Internal Revenue Code, with respect to the credit for the portion of social security taxes paid with respect to employee tips, to make such credit applicable to employers of cosmetologists. Establishes provisions concerning returns relating to cosmetology services employers and information to be provided to cosmetologists.
