GreenLane Maritime Cargo Security Act

GreenLane Maritime Cargo Security Act - Directs the Secretary of Homeland Security to submit to Congress a comprehensive strategic plan to enhance international supply chain security for all modes of transportation by which containers arrive in, depart from, or move through U.S. seaports. Directs the Secretary to develop and implement a plan for improving the Automated Targeting System for identifying high-risk containers moving through the international supply chain. Amends the Homeland Security Act of 2002 to establish: (1) an Under Secretary for Policy in the Department of Homeland Security (DHS) to serve as the principal policy advisor to the Secretary of Homeland Security; and (2) an Office of Cargo Security Policy to coordinate all Department policies and programs relating to cargo security. Establishes minimum standards for securing containers in transit to an importer in the United States, including international standards for the security of containers moving through the international supply chain. Requires all containers entering the United States to be examined for radiation. Establishes the Container Security Initiative (CSI) to identify and examine maritime containers that pose a risk for terrorism at foreign ports before they are shipped to the United States. Establishes: (1) the Customs-Trade Partnership Against Terrorism (C-TPAT) to strengthen and improve the overall security of the international supply chain and U.S. border security; and (2) a third tier of C-TPAT (Greenlane) that offers additional benefits to validated C-TPAT participants that demonstrate a sustained commitment beyond the minimum requirements for participation in C-TPAT. Establishes a port security grant program to correct port security vulnerabilities.

SEEK Math and Science Act

Securing Excellence in Education for Our Kids in Math and Science Act of 2006, or the SEEK Math and Science Act - Authorizes the Secretary of Education to award grants to institutions of higher education for the development and implementation of part-time master's degree scholarship programs for middle and secondary school science or mathematics teachers which can be completed within two years. Authorizes the Secretary also to award competitive grants to states for scholarships to students pursuing undergraduate degrees in science, technology, engineering, or mathematics while earning certification, and agreeing, to teach elementary or secondary science or mathematics at a public school for five years. Authorizes the Secretary to award signing and retention bonuses to individuals who have science or mathematics degrees and agree to teach such subjects at needy public elementary or secondary schools for five years, or who agree to an additional five years of such service. Authorizes the Secretary to award competitive grants to: (1) state and local educational agencies (LEAs) to increase the enrollment of secondary school students in science and mathematics Advanced Placement (AP) courses, and facilitate AP distance learning in such courses for rural students; and (2) up to five LEAs and up to 10 states for pilot programs establishing a differentiated compensation system for middle and secondary school science and mathematics teachers that is based primarily on improvements in student performance. Directs the Comptroller General to report to the Congress on the effectiveness of science, technology, engineering, and mathematics education programs. Amends the Internal Revenue Code of 1986 to provide income tax credits to employers for: (1) the postsecondary training of employees to maintain or improve required mathematics, science, and technology skills; and (2) the costs of allowing teacher employees to teach elementary or secondary school mathematics or science. Authorizes the Secretary to conduct a public awareness campaign encouraging elementary and secondary school students to pursue science, technology, engineering, and mathematics careers. Directs the Secretary to assume the student loan interest obligations of selected elementary or secondary school science or mathematics teachers, or mathematics, science, or engineering professionals who agree to serve in such positions for five years.

Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Protecting Consumer Phone Records Act - Makes it unlawful for a person to: (1) acquire or use an individual's customer proprietary network information (CPNI) without written consent; (2) misrepresent that another person has consented to the acquisition of CPNI in order to obtain such information; (3) obtain unauthorized access to data processing systems or records in order to obtain such information; (4) sell, or offer to sell, CPNI; or (5) request that another person obtain CPNI from a telecommunications carrier or IP (Internet Protocol)-enabled voice service provider, knowing that the other person will obtain such information in an unlawful manner. Provides: (1) exceptions; and (2) civil and criminal penalties for violations. Requires enforcement of the requirements of this Act by the Federal Trade Commission (FTC), the Federal Communications Commission (FCC), and the states. Preempts contrary state law. Directs the FTC and FCC to jointly establish and implement a media and distribution campaign to teach the public about the protection afforded CPNI under this Act, the Federal Trade Commission Act, and the Communications Act of 1934.

Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the rescission of any dollar amount of discretionary budget authority or the rescission, in whole or in part, of any item of direct spending. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed rescission. Requires any rescinded budget authority or items of direct spending to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (3) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission.

Palestinian Anti-Terrorism Act of 2006

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to: (1) support a peaceful, two-state solution to the conflict between Israel and the Palestinians in accordance with the Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict (Roadmap), and oppose those organizations, individuals, and countries that support terrorism and violently reject such two-state solution; (2) promote democracy and the cessation of terrorism and incitement in institutions and territories controlled by the Palestinian Authority (PA); and (3) urge members of the international community to avoid contact with and refrain from financially supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm, and accept prior agreements, including the Roadmap. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act to the PA only during a period for which a presidential certification has determined that: (1) no PA ministry, agency, or instrumentality is controlled by Hamas unless Hamas has publicly acknowledged Israel's right to exist as a Jewish state and is adhering to all previous agreements and understandings with the United States, Israel, and the international community, including agreements and understandings pursuant to the Roadmap; and (2) the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-American and anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Provides for, and sets forth the conditions under which, the President may waive such limitations for national security reasons. Prohibits during a period in which a certification is is not in effect (period) with respect to the PA: (1) assistance under this Act to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human needs, promotion of democracy, or for national security interests from such limitation); and (2) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA (with a national security waiver). Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. States that during any such period: (1) a visa should not be issued to any alien who is an official of, affiliated with, or serving as a PA representative, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization; (2) the President should restrict the travel of PA and Palestine Liberation Organization (PLO) officials and representatives, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization, who are stationed at the United Nations in New York City to a 25-mile radius of the U.N. headquarters building; and (3) the President should direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA (exempts assistance for basic human needs and promotion of democracy from such limitation). Prohibits funds for the State Department from being used by any U.S. officer or employee to negotiate with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization (except in emergency or humanitarian situations) until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Amends the Internal Revenue Code to repeal provisions of the low income housing tax credit requiring a bond to cover recapture amounts from the disposition, prior to a 15-year compliance period, of a building (or interest therein) eligible for the credit. Provides for a three-year statute of limitation (from the end of the compliance period) for assessing a recapture deficiency. Requires owners of buildings eligible for the low income housing tax credit to file informational returns with the Secretary of the Treasury upon the occurrence of a recapture event and to provide persons who are named in such returns with specified information. Imposes penalties for failure to file required returns.

Community Cancer Care Preservation Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to subject to quarterly reconciliation any payments to physicians for drugs or biologicals made according to average sales price payment methodology in order to assure that they do not exceed or fall short of the actual average sales price during any preceding period. Requires the Secretary of Health and Human Services to review all such payments in the preceding quarter and compare them to the verified average sales price reported by the manufacturer for such quarter. Removes prompt pay discounts from the calculation of the manufacturer's average sales price. Extends through December 31, 2006, the current demonstration project to identify and assess oncology services that positively affect cancer outcomes. Requires the Secretary to make an additional 2% drug administration services payment to physicians for overhead and related costs. Directs the Secretary to develop indicators for the evaluation of the quality of oncology services provided in the physician office setting. Requires the Director of the National Cancer Institute to develop a strategic plan to increase the number of cancer patients who enroll in clinical trials.

Foreign Investment Security Improvement Act of 2006 - Directs the President (or the President's designee) to investigate, under the Defense Production Act of 1950, the acquisition by Dubai Ports World (DP World), an entity owned or controlled by the Emirate of Dubai, of the Peninsular and Oriental (P&O) Steam Navigation Company, a national of the United Kingdom. Requires such investigation to be completed within 45 days after enactment of this Act. Directs the President to suspend any decision, under provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security, with respect to such acquisition made before the completion of the investigation, including any decision made before enactment of this Act. Specifies requirements for the investigation. Requires the President to: (1) report to Congress within 15 days after completion of the investigation; and (2) provide certain Members of Congress a detailed briefing on the contents of the report. Requires the President to take action necessary to prohibit the acquisition if the President does not stop the acquisition under the provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security if a joint resolution of disapproval is enacted into law within 30 days after Congress receives a report from the President that an acquisition will not be stopped. Requires, if such acquisition has been already been completed, the President to direct the Attorney General to seek divestment or other appropriate relief in US district courts.

Mine Safety and Health Act of 2006 - Amends the Federal Mine Safety and Health Act of 1977 to impose additional health and safety requirements for all coal or other mines, including regarding: (1) the strategic location of an oxygen station; (2) wireless emergency tracking devices; (3) wireless communication devices; (4) restricting communications relating to a rescue operation only to individuals participating in the rescue; and (5) secondary telephone service. Requires interviews of miners regarding an accident or occurrence without the presence of the mine operator. Directs the Secretary of Labor to: (1) establish rules for conducting investigations of mine accidents; and (2) report to specified congressional committees within 30 days of completing an investigation. Requires the Secretary to: (1) conduct a quarterly review of a mine operator's ventilation system, methane and dust control plan, and roof control plan; and (2) contact an operator who has received a citation within 24 hours to ensure that steps are being taken to correct the safety violation. Requires the Secretary to establish a central communications emergency call center for all coal and other mine operations. Imposes increased penalties for flagrant violations of mine safety standards, for failure to promptly report mine disasters, and for habitual violators of mine safety standards. Imposes additional user fees on mine operators who incur such penalties and dedicates such fees for equipment, training, and other expenses relating to mine safety. Requires all miners to receive training in the proper usage of wireless communications devices. Requires rescue workers to participate in unannounced emergency rescue drills at an operating mine at least twice a year.

Reliable and Affordable Natural Gas Energy Reform Act of 2006 - Amends the Outer Continental Shelf (OCS) Lands Act to authorize the Secretary of the Interior to issue a lease for development and production of gas and associated condensate and other hydrocarbon liquids in a moratorium area beginning with the five-year outer Continental Shelf oil and gas leasing program for 2007 through 2012. Revises projected state lines for the subsoil and seabed of the OCS, including artificial islands and fixed structures. Establishes leasing moratoria, until June 30, 2012, for designated areas of the OCS. Authorizes a state governor to request the Secretary to: (1) extend the withdrawal from leasing of any area within the state's Adjacent Zone within 125 miles of its coastline; (2) provide a current estimate of proven and potential natural gas resources that may result in state revenues in any moratorium area adjacent to, or lying seaward of, the state coastline; and (3) make available for leasing any portion of a moratorium area in the Adjacent Zone. Requires the Secretary to notify a neighboring state for its concurrence with or objection to any proposed natural gas lease located within 20 miles of the nearest point on the coastline of such state. Prescribes guidelines for state participation in revenue sharing from moratorium and nonmoratorium areas. Amends the Energy Policy Act of 2005 to repeal the requirement to conduct comprehensive inventory of OCS natural gas resources. Grants the lessee of a natural gas lease within specified areas of the California or Florida Adjacent Zones the option, without compensation, of exchanging the lease for a new natural gas lease having a primary term of five years. Cites circumstances under which the Secretary shall repurchase and cancel any federal natural gas lease in the OCS.

Medicare Home Health Telehealth Access Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to revise the current requirements for Medicare coverage of telehealth services under the prospective payment system. Requires the Secretary of Health and Human Services to treat as a home health visit any telehealth services furnished by a home health agency via a telecommunication system to an individual receiving home health services, if the telehealth services: (1) are ordered as part of a plan of care certified by a physician; (2) (as under current law) do not substitute for in-person home health services ordered as part of a plan of care certified by a physician; and (3) are considered the equivalent of a visit under criteria developed by the Secretary. Directs the Secretary to initiate and carry out projects in a variety of geographic locations that provide incentives to home health agencies to utilize home monitoring and communications technologies that will: (1) enhance health outcomes for individuals enrolled under Medicare parts A and B; and (2) reduce part A and B program expenditures for institutional and other providers, practitioners, and suppliers of health care items and services. Authorizes the Secretary to pay incentive payments to each home health agency participating in a pilot project. Provides that, if the Secretary determines that any of the pilot projects results in decreased federal Medicare expenditures, and maintains or enhances health outcomes for the participating beneficiaries, the Secretary may initiate or extend comparable projects in additional areas.

Federal Mine Safety and Health Act of 2006 - Directs the Secretary of Labor to revise regulations prescribed pursuant to the Federal Mine Safety and Health Act of 1977 to require coal mine operators to expeditiously provide notification of any accident where rescue and recovery work is necessary. Requires the Secretary to revise regulations regarding mine rescue teams to: (1) address training and qualifications for team members, rescue equipment and technology, the structure and organization of teams, and the guidelines about liability and insurance issues; and (2) require that mine operators employ rescue teams to provide a rapid response and have a plan for coordination and communication between the rescue teams and local emergency response personnel. Directs the Secretary to prescribe regulations to require: (1) each coal mine to maintain at strategic locations sufficient emergency supplies of air and self-contained breathing equipment, and independent means of communication with the surface, for people awaiting rescue; and (2) each operator to implement a communication and electronic tracking system to assist in rescue and to equip each person that enters a mine with certain communication and tracking devices. Requires the Secretary to revise regulations in order to prohibit belt haulage entries from being used to ventilate active working places in any coal mine. Directs the Secretary to prescribe regulations to establish minimum civil penalties for violations: (1) where the operator displays negligence or reckless disregard of a mandatory health or safety standard; and (2) of rescue notification requirements. Requires the Secretary to: (1) establish an Office of Science and Technology Transfer within the Mine Safety and Health Administration to conduct research and development to apply advancing sciences and technologies to mines and miner health and safety; (2) review and revise mine health and safety standards with regard to implementing such technologies. Establishes the position of Miner Ombudsman within the Office of the Inspector General of the Department of Labor to be responsible for ensuring the safety of mines through information collection and sharing.

Title X Family Planning Act - Amends the Public Health Service Act to prohibit federal family planning funds from being awarded to any grantees who perform abortions or whose subgrantees perform abortions, except where a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed. (Current law prohibits such funds from being used in programs where abortion is a method of family planning.) Excludes hospitals from such provisions as long as the hospital does not subgrant to a non-hospital entity that performs abortions. Requires the Secretary of Health and Human Services to submit to Congress a list of grantees who perform abortions, regardless of how such abortions are funded. Makes such a grantee ineligible for family planning funds for subsequent fiscal years unless the grantee certifies that neither the grantee nor any subgrantee performs abortions that are not explicitly permitted under this Act.
