Export-Import Bank Reauthorization Act of 2001 - Amends the Export-Import Bank Act of 1945 to extend the authority of the Export-Import Bank of the United States through FY 2006. Extends the sub-Saharan Africa advisory committee through September 30, 2006. Requires the Bank in a certain report to Congress to survey all other governments and government-related agencies through which foreign exporters compete with U.S. exporters, including through the use of market windows, and indicate in specific terms the ways in which the Bank's rates, terms, and other conditions compare with those offered from such other governments directly or indirectly. Requires the Bank to use all available information gathered from such report to estimate the annual amount of export financing available from other governments and government-related agencies. Directs the Bank, in order to encourage the participation of small business in international commerce, to make available not less than 18 percent (currently, ten percent) of its aggregate for loans, guarantees, and insurance to finance exports directly by small business concerns. Urges the United States, in order that Bank financing remains competitive, to seek: (1) to enhance transparency over the activities of market windows in the Organization for Economic Cooperation and Development (OECD) Export Credit Arrangement; and (2) negotiations for multilateral disciplines and transparency within the Arrangement if such transparency indicates that market windows are disadvantaging U.S. exporters. Authorizes the Bank to provide financing on terms and conditions inconsistent with those permitted under the Arrangement if certain circumstances exist.

Money Laundering Abatement Act - Amends the Racketeer Influenced and Corrupt Organizations Act to include as money laundering crimes fraud, bribery of a public official, and certain smuggling or export control violations. Includes within the term: (1) "specified unlawful activity" certain crimes of violence; and (2) "financial institution" any foreign bank. Prohibits a depository institution, credit union, and a branch or agency of a foreign bank from establishing or maintaining in the United States: (1) an account for a foreign person without maintaining in the United States a record identifying, by a verifiable name and account number, each individual or entity having a direct or beneficial ownership interest; and (2) a correspondent account for, or on behalf of, a foreign bank that does not have a physical presence in any country, with an exception. Requires each such institution to establish enhanced due diligence policies, procedures, and controls to prevent, detect, and report possible instances of money laundering. Grants district courts jurisdiction over any foreign person that commits a financial transaction offense in the United States, including for court issuance of a pretrial restraining order. Prohibits false statements concerning the identity of customers of financial institutions. Requires a financial institution to comply within 48 hours with a Federal banking agency request for anti-money laundering information. Amends the Controlled Substances Act to authorize a court to order a defendant to repatriate property that may be seized and forfeited and to deposit that property pending trial in an interest-bearing account.

Affordable Housing Preservation Act of 2001 - Directs the Secretary of Housing and Urban Development to make matching grants to States to supplement State and local assistance for the preservation and promotion of low-income housing. Sets forth eligibility requirements for: (1) projects with Department of Housing and Urban Development-insured mortgages; (2) projects with section 8 project based assistance; (3) projects purchased by residents; and (4) rural rental assistance projects. Authorizes the Secretary to make grants to qualifying nonprofit entities seeking to acquire and maintain eligible affordable housing.

Development, Relief, and Education for Alien Minors Act or DREAM Act - - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to conditional permanent resident status, certain (inadmissible or deportable) alien higher education students under the age of 21 with qualifying years of U.S. residency.

Child Care Affordability for Federal Employees Act - Permits executive agencies to use appropriated funds (available for salaries and expenses) to provide child care in Federal or leased facilities, or through contracts, for civilian employees. Requires amounts used to be applied to improve the affordability of child care for lower income employees.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares this Act inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Mark-to-Market Extension Act of 2001 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 (Act) to require (currently, authorizes) the Secretary of Housing and Urban Development to make specified funds available to tenant, nonprofit, and other organizations for activities under such Act. Requires the Office of Multifamily Housing Assistance Restructuring (Office) to provide section 8 residents with notice of a restructuring plan's rejection. Authorizes the Secretary to consider mortgage restructuring and rental sufficiency plans to facilitate property transfers. Limits owner contribution to 25 percent of rehabilitation costs in the case of certain required additional features such as elevators, air conditioning, or community space. Amends the United States Housing Act of 1937 to provide for consistent rent standards for projects undergoing restructuring, and for tenant-based vouchers. Amends the National Housing Act to limit a refinanced mortgage subject to a mortgage restructuring and rental sufficiency plan to not more than a 30-year term. Extends the Office and mortgage and rehabilitation programs under the Act.

ILSA Extension Act of 2001 - Amends the Iran and Libya Sanctions Act of 1996 (ILSA) to extend it for another five-year period. Lowers from $40 million to $20 million the threshold amount a foreign person's or entity's knowing investment in Libya's ability to develop its petroleum resources must reach before the President is required to impose two or more specified economic and trade sanctions. Mandates that any amendment or other modification made on or after June 13, 2001, to existing (pre-ILSA) agreements or contracts for the development of Libya's petroleum resources be considered new investment for purposes of the imposition of sanctions (the same trigger amount for investment in Iranian energy resources).

Designates the month of September as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Port and Maritime Security Act of 2001 - Directs the Secretary of Transportation to establish a Port Security Task Force to help coordinate programs to enhance the security and safety of U.S. seaports against crime and terrorism. Directs the Commandant of the Coast Guard to develop standards and procedures for conducting seaport vulnerability assessments. Directs the Commandant and the Administrator of the Maritime Administration to jointly initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism originating from vessels in maritime transportation originating or terminating in a U.S. seaport. Requires each port authority and marine terminal authority for which a port security vulnerability assessment has been done to establish, subject to approval of the Captain-of-the-Port, a maritime transportation security program. Directs the U.S. Coast Guard to establish seaport security committees to: (1) review seaport security vulnerability assessments; and (2) conduct an exercise periodically to verify the effectiveness of each seaport authority and marine terminal security plan. Sets forth requirements calling for: (1) the development of voluntary security guidance to serve as a benchmark for the review of security plans; (2) the adoption of such guidance and development of seaport security standards by other countries; and (3) the development of standards for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to authorize the Secretary to make loan guarantees and provide grants for seaport security infrastructure improvements for eligible U.S. seaports. Reauthorizes specified tonnage duties.

Trade Adjustment Assistance for Workers, Farmers, Communities, and Firms Act of 2001 - Amends the Trade Act of 1974 to revise requirements with respect to: (1) agreements between the United States and States for the provision of certain services for workers adversely affected by import competition; (2) certification of eligibility of a group of adversely affected workers for trade adjustment assistance; (3) payment of, and certain limitations on, trade adjustment allowances to such workers; (4) training programs for such workers; and (5) the maximum amount of job search and relocation allowances payable to an adversely affected worker. Provides for the eligibility certification of adversely affected secondary workers for trade adjustment assistance. Defines "adversely affected secondary worker" as a worker who is employed at a downstream producer (a firm that performs additional, value-added production processes to articles produced by another firm) or a supplier (a firm that produces component parts for the production process for articles). Amends the Internal Revenue Code to provide a 50 percent refundable tax credit for COBRA continuation coverage premiums. Reauthorizes the trade adjustment assistance program for firms adversely affected by import competition. Revises program eligibility requirements. Reestablishes trade adjustment assistance for communities adversely affected by import competition. Authorizes: (1) such communities, because of import competition, to develop strategic plans for economic adjustment and diversification; and (2) the award of grants to carry out economic development projects under such plans. Authorizes a group of agricultural commodity producers to petition the Secretary of Agriculture for a certification of eligibility to apply for trade adjustment assistance. Sets forth certain eligibility requirements for the payment of such assistance to agricultural commodity producers adversely affected by import competition.

Veterans Housing Fairness Act of 2001 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Credit Watch Act of 2001 - Amends the National Housing Act to direct the Secretary of Housing and Urban Development to review, at least annually, the indicators of portfolio risk for insured single family mortgages originated or underwritten by each mortgagee, and compare such risk with comparable mortgages in the same area. Authorizes the Secretary, based upon such comparison, to terminate the approval of a mortgage as an unacceptable insurance risk. Sets forth termination procedures.

Commends the efforts of the International Olympic Committee and the Government of Greece to urge the international community to observe the Olympic Truce. Expresses the sense of the Senate that: (1) the U.S. Government should join efforts to use the Olympic Truce as an instrument to promote peace and reconciliation in areas of conflict; and (2) the President should continue efforts to work with Greece in its preparations for a successful XXVIII Olympiad in Greece in 2004 and to uphold and extend the spirit of the Olympic Truce during such Olympiad.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Truthfulness, Responsibility, and Accountability in Contracting Act of 2001 - Requires the head of each Federal agency to submit to the Director of the Office of Management and Budget specified certifications, including that the agency has established a centralized reporting system, is not managing Federal employees by any arbitrary limitations, and is reviewing work performed by contractors, re-competing or contracting in work when appropriate, and subjecting to public-private competition an approximate number of Federal employee and contractor positions. Sets forth provisions regarding public availability of certifications and the suspension of contracting for services pending satisfaction of the certification requirement. Allows the Director to waive the applicability of this Act to a contract for services where necessary in the interest of national security, extraordinary economic harm, or patient care. Requires any agency: (1) decision to privatize, outsource, or contract in or out for the performance of a function, after expiration of the prohibition enacted by this Act, to be based on the results of a public-private competition process meeting specified requirements; and (2) either to conduct a new public-private competition or to convert a function to performance by Federal employees if contracting out costs exceed costs of performance by Federal employees or contracting out fails to meet quality control standards. Directs the Secretary of Labor to survey and report on the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract.

Expresses the sense of the Senate that the United States: (1) at the 53rd Annual Meeting of the International Whaling Commission, should remain firmly opposed to commercial whaling, should initiate and support efforts to ensure that all activities conducted under reservations to the Commission's moratorium or sanctuaries are ceased, should oppose the lethal taking of whales for scientific purposes unless it is specifically authorized by the Scientific Committee of the Commission, should seek the Commission's support for specific efforts by member nations to end illegal trade in whale meat, and should support the permanent protection of whale populations through the establishment of whale sanctuaries in which commercial whaling is prohibited; (2) at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species, should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals.

Transit in Parks Act (or the TRIP Act) - Amends Federal transportation law to direct the Secretary of Transportation to develop cooperative relationships with the Secretary of the Interior providing for: (1) technical assistance in mass transportation; (2) interagency and multidisciplinary teams to develop Federal land management agency (the National Park Service, the United States Fish and Wildlife Service, or the Bureau of Land Management) transportation policy, procedures, and coordination; and (3) the development of procedures and criteria relating to the planning, selection, and funding of qualified planning or capital projects carried out in or in the vicinity of any federally owned or managed park, refuge, or recreational area that is open to the general public, and implementation and oversight of the program of projects in accordance with this Act. Sets forth requirements with respect to departmental cost sharing, financing, and selection of qualified projects. Requires projects of more than $25 million to be carried out through a full funding agreement and the qualified participants of such projects to prepare a project management plan.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and with other representatives of countries that are not party to CITES which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall affect State regulation of bear population or the lawful hunting of bears under State law.

National Rural Development Partnership Act of 2001 - Amends the Consolidated Farm and Rural Development Act to establish the National Rural Development Partnership composed of the National Rural Development Coordinating Committee (established by this Act) and State development councils (authorized by this Act). Includes among Partnership purposes: (1) enhancement of State and local rural development capacities; and (2) engagement of Federal, State, local, tribal, and private and nonprofit sectors in such efforts. Provides for State rural development council matching requirements. Terminates the Partnership five years after enactment of this Act.

Amends the National Labor Relations Act and the Railway Labor Act to prohibit employer discrimination, during and at the conclusion of labor disputes, against employees who participate in such disputes. Prohibits employers from offering: (1) permanent replacement status to individuals who replace strikers or otherwise work or express a willingness to work during such disputes; or (2) certain employment preferences to such individuals over striking workers who have returned or have made unconditional offers to return to work.

Brownfield Site Redevelopment Assistance Act of 2001 - Amends the Public Works and Economic Development Act of 1965 to authorize the Secretary of Commerce to make grants for projects to alleviate or prevent conditions of excessive unemployment, underemployment, blight, and infrastructure deterioration associated with brownfield sites. Defines a "brownfield site," with exceptions, as real property the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance or pollutant. Allows inclusions of sites otherwise excluded from consideration: (1) on a site-by-site basis if financial assistance will protect human health and the environment and promote economic development or facilitate the protection of parks, greenways, or other property used for nonprofit purposes; (2) that were contaminated by a controlled substance; (3) that are certain low-risk petroleum-contaminated sites; or (4) that are mine-scarred land.

Hunger to Harvest: Decade of Support for Sub-Saharan Africa Resolution - Calls for: (1) the years 2002 through 2012 to be declared "A Decade of Support for Sub-Saharan Africa"; (2) the President to submit to Congress a five-year strategy and a ten-year strategy to achieve a reversal of current levels of hunger and poverty in sub-Saharan Africa, including a commitment to contribute an appropriate U.S. share of increased bilateral and multilateral poverty-focused resources for that region; (3) the President to work with the heads of other donor countries and sub-Saharan African countries, and with U.S. and sub-Saharan African private and voluntary organizations and other civic organizations, to implement such strategies; (4) Congress to undertake a multi-year commitment to provide the resources to implement those strategies; and (5) the Administrator of the U.S. Agency for International Development to submit to Congress a report on the implementation of those strategies.

Chesapeake Bay Watershed Nutrient Removal Assistance Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to provide grants to States and municipalities to upgrade municipal wastewater treatment plants of a specified capacity and located within the Chesapeake Bay watershed with nutrient removal technologies.

Filipino Veterans' Benefits Improvements Act of 2001 - Redesignates provisions of Federal law which authorize: (1) payment of compensation for the service-connected disability of members of the Philippine Commonwealth Army who served with U.S. armed forces during World War II and who now are U.S. citizens or lawfully reside in the United States; and (2) hospital and nursing home care and medical services for such veterans and new Philippine Scouts in the same manner as U.S. veterans. Limits the disability pension to $100 per month for such veterans who reside in the Philippines. Directs the Secretary of Veterans Affairs to furnish care and services to veterans of World War II, Commonwealth Army veterans, and new Philippine Scouts for the treatment of service-connected disabilities and non-service connected disabilities of such veterans and scouts residing in the Philippines on an outpatient basis at the Manila VA Outpatient Clinic. Limits to $500,000 the amount to be expended during a fiscal year for such services.

NOAA Chesapeake Bay Office Reauthorization Act of 2001 - Amends the National Oceanic and Atmospheric Administration Authorization Act of 1992 to: (1) rename the Chesapeake Bay Estuarine Resources Office as the Chesapeake Bay Office (the Office); (2) require that the Office be administered by the Office of the Under Secretary of Commerce for Oceans and Atmosphere; (3) revise the functions of the Office; (4) require a five-year study concerning living resources of the Chesapeake Bay and a multiple species management strategy for the Chesapeake Bay; (5) require a community-based fishery and habitat restoration small grants and technical assistance program in the Chesapeake Bay watershed; (6) establish a coastal prediction center for the Chesapeake Bay; and (7) establish the Chesapeake Bay Environmental Education Program.

Makes certain fees collected under the National Housing Construction and Safety Standards Act, including fees collected before enactment of the American Homeownership and Economic Opportunity Act of 2000, available for FY 2001 expenditure. States that such fee use authority shall remain in effect for the period beginning in FY 2001 and ending on the effective date of a specified appropriations Act enacted with respect to a post-FY 2001 fiscal year.

Trade Law Reform Act of 2001 - Amends the Trade Act of 1974 to repeal the requirement that the cause of serious injury (or threat) be substantial to the domestic industry producing an article like or directly competitive with an article that is being imported into the United States in such increased quantities with respect to the President's taking action to facilitate efforts by such industry to make a positive adjustment to the import competition. Defines "cause" to mean a cause that contributes significantly to serious injury (or threat) to the domestic industry but need not be equal to or greater than any other cause. Revises certain factors the International Trade Commission (ITC) must consider when investigating whether an article is being imported into the United States in such increased quantities as to be a substantial cause of serious injury (or threat) to the domestic industry producing an article like or directly competitive with the imported article. Repeals, similarly, the requirement that such injury be substantial. Amends the Tariff Act of 1930 to revise various factors that the ITC must consider in making material injury determinations in countervailing duty and antidumping duty proceedings. Directs the Secretary of Commerce to implement a steel import notification and monitoring program. Requires a person to have a steel import notification certificate before entering certain steel products into the United States. Authorizes certain entities or groups of workers which are representative of a domestic industry that produces an article like or directly competitive with an imported article to file a request to monitor such imports if serious injury to the domestic industry is caused or threatened. Provides for the treatment of certain steel products for purposes of bilateral agreements or quantitative restriction arrangements covering such products. Applies this Act to goods from Canada and Mexico.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes, or sickouts, work slowdowns, or other actions designed to compel agreement to a proposed contract which will measurably disrupt the delivery of emergency services.

Steel Revitalization Act of 2001 - Directs the President to impose quotas, tariff surcharges, or other measures on, and to negotiate enforceable voluntary export restraint agreements with respect to, imports of steel products in order to ensure that: (1) the tonnage of iron ore, coke and coke products, semifinished steel, and pig iron imported into the United States during any month does not exceed the average tonnage of each product imported monthly into the United States during the 36-month period preceding July 1997; and (2) the share of domestic consumption of any other applicable steel product in the United States derived from imports during any month does not exceed the average monthly share of domestic U.S. consumption of that steel product during any month in the 36-month period preceding July 1997. Establishes: (1) the Steel Retiree Health Care Board in the Department of Labor; (2) the Steelworker Retiree Health Care Trust Fund; and (3) the Health Care Benefit Costs Assistance Program. Amends the Internal Revenue Code to impose an excise tax on steel sold by the manufacturer, producer, or importer (with proceeds to be deposited into the Steelworker Retiree Health Care Trust Fund). Amends the Emergency Steel Loan Guarantee Act of 1999 to increase the aggregate amount of loans guaranteed and outstanding at any one time under Emergency Steel Guarantee Loan Program or with respect to a single qualified steel company. Directs the Secretary to make a grant to help a merged steel product company comply with environmental requirements if such merger will promote the retention of at least 80 percent of the jobs of the steel workers and of the steel- producing facilities of the merging companies.

Women's Health Office Act of 2001 - Amends the Public Health Service Act to establish: (1) within the Office of the Secretary of Health and Human Services an Office on Women's Health (2) within the Office of the Director of the Centers for Disease Control and Prevention an office to be known as the Office of Women's Health; and (3) establish within the Office of the Director of the Agency for Healthcare Research and Quality an office to be known as the Office of Women's Health. Amends the Social Security Act to establish within the Office of the Administrator of the Health Resources and Services Administration an office to be known as the Office of Women's Health. Amends the Federal Food, Drug, and Cosmetic Act to establish within the Office of the Commissioner of the Food and Drug Administration an office to be known as the Office of Women's Health.

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Leave No Child Behind Act of 2001 - MediKids Health Insurance Act of 2001 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2001 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Children's Health Insurance Accountability Act of 2001 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Fairness Act of 2001 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as for child care services for Federal employees. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. America's Better Classroom Act of 2001 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships for child opportunity zone family centers. Tax Relief for Working Families Act of 2001 - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county low-income families with children programs. Child Support Distribution Act of 2001 - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act of 2001 - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2001 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Amends SSA title IV part B (Child and Family Services) for expansion of the promoting safe and stable families program. Social Services Block Grant Restoration Act of 2001 - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to direct the HHS Secretary to award grants for programs to encourage domestic violence models using multisystem partnerships to address the needs of children exposed to domestic violence. Directs the Secretary to make grants to States to address the mental health and developmental needs of young children. Revises the 21st Century Community Learning Centers Act. Younger Americans Act - Establishes a national youth policy, an Office of National Youth Policy in the Executive Office of the President, and a Council on National Youth Policy. Establishes grants for State and community programs to encourage and assist State agencies, community boards, and area agencies on youth to assure that all youth have access to the full array of core resources. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Juvenile Justice and Accountability Act - Amends the JJDPA to establish grants to States for juvenile accountability block grants. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; (2) State and local gun prosecutors; and (3) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Conservation Security Act of 2001 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a conservation security program to assist agricultural owners and operators promote conservation of soil, water, and related resources such as wildlife and wetlands. Requires a participant to submit a resource security plan. Sets forth three tiers of resource security plan conservation practices, and bases a participant's annual payments upon implemented tiers.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Historic Homeownership Assistance Act - Amends the Internal Revenue Code to allow a tax credit for 20 percent (up to a maximum limit of $40,000 for a joint return) of the qualified rehabilitation expenditures made by a taxpayer with respect to the certified rehabilitation of a qualified historic home which has been substantially rehabilitated and which is owned by the taxpayer and used as his or her principal residence. Allows the credit for such expenditures to be taken by a purchaser of the rehabilitated home. Permits, in lieu of the credit, a historic rehabilitation mortgage credit certificate, which may be transferred to a lender in exchange for a reduction in the rate of interest on the loan secured by the building.
